Currently, all franchised bus routes passing through the Western Harbour Crossing, except for routes 948E, 962C, and 969C bound for Hong Kong Island, have stops here. KMB and Citybus calls them "Western Harbour Tunnel BBI" and "Western Harbour Crossing Bus-Bus Interchange (西區海底隧道巴士轉乘站) respectively. The bus company provides Octopus Transfer Discount for most daytime cross-harbour routes bound for Hong Kong Island. Passengers can use the same Octopus card to transfer to another bus bound for Hong Kong Island at this station within 150 minutes. For daytime cross-harbour routes, passengers can get a $5.0 fare concession on the second journey fare (children and senior citizens will receive half the discount).

History

The Western Harbour Crossing is the first double-tube, three-lane cross-harbour tunnel in Hong Kong and even Southeast Asia. It is also one of the ten core projects of the "Airport Core Plan". The project cost HK$7 Billion. Construction started in August 1993 and was completed in April 1997. It was officially opened to traffic on 30 April. Similar to the design of the Cross Harbour Tunnel Toll Plaza, this station has reserved stops towards Hong Kong Island and is connected to the existing footbridge by stairs, but there is no route in use yet.

On the day after the Western Harbour Crossing opened to traffic, KMB, CMB and Citybus modified some Cross-Harbour Bus Routes to pass through the Western Harbour Crossing, and added nine new Western Harbour Crossing express routes - 905, 905P (now Route 904), 914, 917 (now changed to the Cross-Harbour Tunnel, numbered 117), 930, 934, 935, 960 and 970. Since then, the newly opened routes (not branches of the original cross-harbour route) are all operated by a single bus company, which is different from the other two new cross-harbour tunnel routes in the past. Western Harbour Crossing routes with service areas outside Lantau Island, including existing routes diverted from the Cross Harbour or Eastern Harbour Crossing to the Western Harbour Crossing, are numbered with three digits starting with 9; Route 373A, 2012 From 3 September, 2013 to 6 September, 2013, Route 373 northbound was temporarily diverted via the Western Harbour Crossing, Route 307C opened in February 2015, and W1 opened in conjunction with the opening of the High Speed ​​Rail West Kowloon Station on 23 September, 2018. The routes are exceptions. However, since Routes 373A and 307C were renamed to 978 and 907C on 22 August, 2015 and 20 January, 2020 respectively, and since Route W1 was suspended on 19 July, 2020, all non-Lantau buses currently passing through the Western Harbour Crossing all have three digits starting with 9.

All the Western Harbour Crossing's independent routes have provided air-conditioned bus services when the tunnel opened. For the remaining joint-operated routes that were converted from the Cross Harbour Crossing to the Western Harbour Crossing, routes 948 and 917 maintain the original fully air-conditioned services of routes 348 and 117; as for Routes 905, 905P and 914, KMB has upgraded to a fully air-conditioned service on the day the route was rerouted through the Western Harbour Crossing, while CMB has maintained a mix of non-air-conditioned buses and air-conditioned buses. Finally, NWFB provided fully air-conditioned services on Route 914 on 1 February, 2000, Route 904 on 1 April, and Route 905 on 15 June, 2000, making the Western Harbour Crossing route officially fully air-conditioned and becoming the third route without any road tunnel for regular non-air-conditioned bus services.

KMB and New World First Bus launched the Western Harbour Crossing route bus interchange scheme on May 31, 2002. Passengers can use their Octopus cards at the Bus-Bus Interchange to transfer to daytime bus routes bound for Hong Kong Island, saving $5.0 on the second trip. Starting from 1 July, 2006, the interchange scheme has been extended to inter-interchange between Citybus, New World First Bus and Kowloon Motor Bus, but does not include Cityflyer, Disneyland Routes and Overnight routes.

Since the toll of the Western Harbor Crossing was the highest among the three cross-harbour tunnels (the general toll for a three-axle double-decker bus is $185.0), some routes with lower passenger volume were later changed to go via the Cross Harbour Tunnel to save costs, including 917 (which has been changed to 117), N11, R11 and N968 (changed to N368).

KMB originally called this stop "西區海底隧道" in Chinese. In February 2023, it was changed to the current Chinese name "西隧轉車站" to coordinate with KMB's efforts to strengthen the promotion of the interchange concessions established in the Western Harbour Crossing, Kowloon Station and the West Kowloon Cultural District. Citybus originally named this stop after the official government name "Western Harbour Crossing Toll Plaza"; however, as the Western Harbour Crossing implemented "HKetoll" on 6 August 2023, the toll plaza ceased operations, and Citybus immediately named this stop "Western Harbour Crossing Bus-Bus Interchange" on the same day.

Passengers can also use the same electronic payment instrument account to enjoy the interchange concessions between KMB departures or Citybus departures on the above routes, but cross-group (KMB↔Citybus) interchanges are not applicable. The interchange concession is not applicable to interchanges to the same route or routes divided by "/", nor is it applicable to overnight and late night bus routes. The interchange concession of $5.0 is only applicable to the Western Harbor Crossing BBI or before, but is not limited to KMB's designated combined interchange locations. Some interchange combinations cannot be used at the same time as the two-way section fares on Route 900. Interchanging from the 934 series and 935 to Route 968/968A, the 960 and 961 series, Route T270, the 968 and 978 series of routes, Routes 930, 952, 962, 967 and 969 series of routes, as well as "A" Routes and "E" Routes are only applicable to Hong Kong Island or New Territories area transfers. Free second trips are not available when transferring at the Western Harbour Crossing; some Citybus interchange concessions are exclusively operated . There are also interchange concessions on Hong Kong Island between some of these routes, and the amount may be different from the Western Harbour Crossing interchanges. Please refer to the relevant entries on each route for details. Passengers on Routes 976 and 976A must interchange at the Western Harbour Crossing BBI. Passengers who interchange at Tai Lam Tunnel Toll Plaza cannot enjoy the interchange concessions. These interchange concessions can be used in conjunction with the interchange concession schemes for Hong Kong Island Routes, Tuen Mun Road Routes and Tai Lam Tunnel Routes. The discount for children under 12 years old is calculated at half the rate; for passengers who benefit from the Public Transport Fare Concession Scheme for the Elderly and Eligible Persons with Disabilities, if the second journey fare is the above second journey discount fare (for example, those aged 65 or above, qualified persons with disabilities, or passengers under 12 years old, the concession in halved) or $2.0, whichever is lower.
