Tsing Yi Station Public Transport Interchange (青衣站公共運輸交匯處, Citybus Location Code TSY, whereas KMB and LWB Location Code 青鐵), also named "Tsing Yi Station B/T" (青衣站總站), is located near MTR Tsing Yi Station and Maritime Square, adjacent to Tierra Verde and Villa Esplanada on 33 Tsing King Road, Tsing Yi, Kwai Tsing District, New Territories.

The Tsing Yi Station Public Transport Interchange is divided into 4 parts:

  • Podium bus terminus (Coordinates: 22.3602N, 114.1075E; location see map: Show the location of the site described in this article using OpenStreetMap Show the location of the site described in this article using Google Maps) : Located at the podium of Tsing Yi Town Lot No. 135, which is connected to Tsing Yi Station Exit A and Maritime Square by a footbridge. The bus terminus adopts an enclosed sawtooth platform design, and due to the large size of the platform, some of KMB's Tsing Yi routes are also parked here for standby purposes;
  • Ground transport interchange at Tsing King Road (Coordinates: 22.3599N, 114.1064E; location see map: Show the location of the site described in this article using OpenStreetMap Show the location of the site described in this article using Google Maps) : A green minibus (GMB) terminus and public vehicle drop-off/pick-up area with parallel platforms is located between the ground level exit and entrance of the podium bus terminus access ramp and serves as a drop-off/pick-up point for MTR Emergency Feeder Buses;
  • Extended part underneath Tierra Verde Phase II: An indoor stop located beside Exit C at the ground floor of Tierra Verde Phase II, 33 Tsing King Road. There are several long parallel platforms for residents' buses, coaches, urban taxis and New Territories taxis to pick up and set down passengers;
  • Public Light Bus (Scheduled Services) Terminus in TYTL 135: A GMB terminus equipped with several parallel platforms located underneath the Tsing Tsuen Road bridge, south of the Tsing King Road ground transport interchange.

Each section has a distinct design and a clear division of functions.

When the MTR Tung Chung Line opened on 22 June 1998, the Tsing Yi Station Public Transport Interchange between the Tierra Verde and Villa Esplanada was opened at the same time, with a giant platform serving as a bus terminus for franchised buses only, which the Government called "Airport Railway Tsing Yi Station Bus Terminus" (機場鐵路青衣站巴士總站)[3] and KMB named it "Tsing Yi AR Station B/T" (青衣機鐵巴士總站), while New Lantao Bus named it "Tsing Yi MTR Station" (青衣地鐵站). In the early years of the Tung Chung Line, not many routes used the Tsing Yi AR Station bus terminus, with only KMB's new routes 63M[Remark 1], 248M and 249M, as well as Shing Mun Tunnels routes 49X and 49P in both directions detouring via the stop.[4]

In late 1998, KMB introduced Route 251M which ran circular between this stop and Kam Tin and Pat Heung[Remark 2], and in the following years, a number of Tai Lam Tunnel bus routes were introduced, many of which terminate at Tsing Yi Station. At the same time, some of the longer GMB routes connecting various districts to Tsing Yi Station were also relocated to the podium bus terminus at Tsing Yi Station.

This part was commissioned upon the commissioning of the Tung Chung Line and is located between the at-grade entrance ramp of the Podium Bus Terminus and On Po House, Cheung On Estate. The Government gazetted the PTI as "Tsing Yi Town Lot No. 135 Ground Level Public Transport Interchange" (青衣市地段135號地面公共交通轉車處).[5]

The at-grade PTI is designed with parallel platforms for green minibuses (GMBs), urban taxis and public vehicles to facilitate loading and unloading of passengers. All green minibus routes using the at-grade station are internal Tsing Yi Island routes. There is also a pick-up/drop-off area at the exit of the PTI underneath the Tsing Tsuen Road bridge, next to the exit of the Podium Bus Terminus, where a number of residents' bus routes pick up and drop off passengers.

The indoor extension outside Exit C of the MTR Tsing Yi Station was commissioned in 1999 with the intake of the superstructure property, the Tierra Verde, which is managed by the MTR Corporation Limited in accordance with the Transport Interchange By-laws for use by urban taxis, New Territories taxis[remark 1] and coaches.

As residents' buses cannot use the platform bus terminus for franchised buses, the terminus of Routes NR330, NR330A and NR412 has to be located at the indoor extension. When the hourly average wind speed exceeds 65 km/h, the Tsing Ma Control Area (TMCA), of which the Tsing Ma Bridge is a part, will implement strong wind traffic management to prohibit vehicles exceeding 1.6 metres in height from travelling on the upper deck of the bridge[6]; and KMB will arrange for single-decker buses to operate the temporary Route Y41.

Development of the superstructure at podium bus terminus[]

Since the opening of the podium bus terminus to the public, MTR has been eyeing the site at Tsing Yi Town Lot No. 135 for residential development. Prior to the completion of Maritime Square, MTR had applied to the Town Planning Board (TPB) for the construction of a 44 to 45-storey residential building providing 960 flats on the site, but the application (A/TY/40) was rejected by the TPB on 24 January 1997, and MTR has since made a number of applications to the TPB for the construction of residential buildings. Since then, MTR has made several applications to the TPB for the development of the site:

  • A/TY/41: Construction of a 34-storey residential building providing 480 flats; the application was dismissed by the TPB on 9 May 1997;
  • A/TY/79: Application made in October 2002 for the construction of two 24-storey hotel towers on the site and the adjoining Crown Land to provide 590 guest rooms, with the second to 16th floors to be used as a post-secondary college, with a total gross floor area of about 1.42 million square feet[7], which was rejected by the TPB on 3 January 2003;
  • A/TY/89: The construction of a four-storey shopping arcade above a franchised bus terminus was objected to by residents and District Councillors; the application was dismissed by the TPB on 3 January 2003, and subsequently by the Metro Planning Committee on 28 January 2005, with a height restriction of 32 metres above Principal Datum (mPD) subsequently added to the project;
  • A/TY/97: Application for the construction of commercial premises for "shops and service trades, restaurants, off-course betting centres, places of entertainment and private clubs" on the site in July 2006[8]; part of it (excluding the off-course betting centre) was approved by the Metro Planning Committee on 29 September "subject to conditions" for a four-storey property comprising a shopping arcade, a public transport terminus and a car park, at a height of 26.5 metres above Principal Datum (mPD) and occupying a site of about 165,000 square feet;[9]
  • A/TY/111: Amendments to approved scheme A/TY/97, minor alterations to the form of the building and alterations to the internal layout of the shopping arcade, inclusion of 24-hour pedestrian access, and an increase in the height of the roof garden by 4.3 metres horizontally, increasing the height of the building to 30.8 metres above Principal Datum; approved by the Metropolitan Planning Sub-Committee on 28 May 2010 "subject to conditions".[10]

Considering the satisfactory operating performance of Maritime Square since its opening in April 1999, the MTRCL has implemented a $2 billion project to expand the Tsing Yi Station PTI into a four-storey shopping arcade, providing about 130,000 square feet of commercial floor space.[11] Subsequently, MTR completed the premium payment process in January 2014, with the premium amounting to more than $1.2 billion, and the project was expected to be completed by the end of 2017 to early 2018 at that time.[12]

According to the development plan, half of the covered lorry park on the ground level of the podium bus terminus would be converted into a shopping arcade. The area of the bus terminus would be reduced accordingly, with the regulator's room on the western side of the terminus and the stops of Routes 248M and 249M converted into a shopping arcade, with an additional two floors above and a cinema relocated to the site, and a sky garden above the central parking area of the terminus.[13]

The MTR Corporation held a "Ground Breaking Ceremony for Maritime Square Extension Project" on 12 June 2015[14], where the contractor firstly reprovisioned the KMB regulator's room at the south-eastern end of the bus terminus podium next to the drop-off point and opened it on 17 June; and from 10:00am on 7 August, the terminus area was reduced and the platforms for various routes were reprovisioned.[15]

Due to the reduction in the number of waiting platforms at the bus terminus as a result of the podium decking project, the original GMB stops on the northern side have to be made available for use by franchised buses.

To this end, a GMB terminus with five parallel platforms has been constructed underneath the Tsing Tsuen Road Bridge to the south of the Tsing King Road at-grade PTI to accommodate the GMB routes using the podium bus terminus. The new terminus, named "Public Light Bus (Scheduled Services) Terminus in TYTL 135" (青衣市地段135號公共小型巴士(專線)總站), was commissioned on 25 July 2015.[16][17]

In addition to the above, the GMB terminus and the public pick-up/set-down area at the Tsing King Road at-grade interchange were switched on 26 January[18] and 12 June 2015[19] respectively.

Opening of Maritime Square 2[]

After two and a half years of construction, the Maritime Square extension was opened to the public on 16 December 2017 and opened on 7 February the following year as Maritime Square 2[20], while the original Maritime Square was renamed Maritime Square 1.

Maritime Square 2 has a 5,000 square metre outdoor podium and rooftop garden, and the central parking area of the bus terminus is almost completely covered by the outdoor podium.[21]

Remarks[]

  1. KMB Route 63M was discontinued on 22 February 2004 and was replaced by the extension of KMB Route 68A.
  2. KMB Route 251M was extended to Kam Sheung Road Station on 14 December 2003 and converted to two-way service, shortened to Sheung Tsuen in 2012, and curtailed again in 2014 to a one-way service to Tsuen Wan Station during the morning peak hours.
  3. During overnight hours, passengers travelling from Tsing Yi to Park Island may travel on Route NR332 towards Kwai Fong, stay on the bus after arriving there and wait for the scheduled departure time back to Park Island.
  4. Converted to one-way service from Sheung Tsuen to Tsuen Wan Station on Monday to Friday AM peak hour onwards and no longer using this stop from the same day onwards.
