Tsing Sha Highway (青沙公路) is a cross-district trunk road that forms part of Route 8. It connects to the North West Tsing Yi Interchange in Tsing Yi, Kwai Tsing District at its western end, passes through Stonecutters Island (Ngong Shuen Chau) and Butterfly Valley in Sham Shui Po District, and passes through Sha Tin Heights and Tai Wai in Sha Tin District, before connecting with the Tai Po Road - Sha Tin to Sha Tin Town Centre.
The 13-kilometre-long Tsing Sha Highway, comprising Nam Wan Tunnel, Stonecutters Bridge, Lai Chi Kok Viaduct, Eagle's Nest Tunnel, Sha Tin Heights Tunnel, Tai Wai Tunnel, and Trunk Road T3 in Sha Tin, will provide Sha Tin with an alternative fast-track route to and from the urban areas and the airport, thereby alleviating traffic congestion on the existing connecting roads between Sha Tin and Kowloon, and providing a more convenient link between Sha Tin and Kwai Tsing Container Terminals, and connecting with Lin Cheung Road so that vehicles travelling from New Territories East to Hong Kong Island can cross the harbour via Tsing Sha Highway and the Western Harbour Crossing, thus reducing the reliance on Routes 1 and 2. The section between the North West Tsing Yi Interchange and the Cheung Sha Wan portal of the Eagle's Nest Tunnel is a statutory expressway; the section between Lai Chi Kok Viaduct and Tai Wai Tunnel is continuous and is therefore described in this section.
Except for the Trunk Road T3 in Sha Tin, the entire section of Tsing Sha Highway falls within the "Tsing Sha Control Area" (青沙管制區, abbr. TSCA), which is subject to the control of the Tsing Sha Control Area Ordinance, Cap. 594, and red minibuses (RMBs) were not permitted to operate in the TSCA; the Transport Department (TD) proposed to lift the restriction on red minibuses (RMBs) travelling through the Eagle's Nest Tunnel and Sha Tin Heights Tunnel for travelling to and from the New Territories East and Kowloon West in April 2019 [1] which came into effect at 10:00 a.m. on 20 October to facilitate the public to travel between Sha Tin and Kowloon.[2][3]
At present, LWB Routes A41P, A47X and NA47 pass through the entire Tsing Sha Highway in both directions.
Geographically, the "Tai Wai New Village" stop is also located on this road, and KMB has included the stop in the Tai Po Road - Sha Tin Heights, please refer to the relevant article for details.
History[]
The need for Route 16 to connect Cheung Sha Wan with Sha Tin was recognised in the 1989 Second Comprehensive Transport Study (CTS-2) to address the anticipated future traffic congestion at Lion Rock Tunnel, Tate's Cairn Tunnel and Tai Po Road. The growing development of Hong Kong's maritime and logistics industries has aggravated the traffic congestion on the surrounding roads. The Feasibility Study for Route 9 between Tsing Yi and Cheung Sha Wan, completed in 1998, recommended that Route 9 should be linked to Route 16 to provide a new direct route between Sha Tin and the Airport.
The Hong Kong Government then approved the construction of Route 9 (now Route 8), which was divided into two schemes. Construction of the Stonecutters Island Viaduct, the main section of the Tsing Yi to Cheung Sha Wan section, commenced in April 2002[4] so that the bridge works could be completed before the opening of the KCR West Rail in late 2003, in order to avoid any disruption to train operations. As for the Nam Wan Tunnel and Stonecutters Bridge, construction works commenced in April 2003 and April 2004 respectively.
For the section between Cheung Sha Wan and Sha Tin, works for Sha Tin Heights Tunnel, Eagle's Nest Tunnel and Lai Chi Kok Viaduct commenced in November 2002, October 2003 and September 2003[5] respectively. For the Sha Tin Heights Tunnel Approach Road connecting Trunk Road T3 to Che Kung Miu Road, the construction of this section was advanced to KCRC in December 2001 for construction works concurrently with the Ma On Shan Rail (MOS Rail), as the bridge piers of the Che Kung Miu Road link have to cross over the Tai Wai Depot of MOS Rail, as well as the MOS Rail and East Rail tracks [6][7].
Trunk Road T3[]
The approximately 2-kilometre long Trunk Road T3 is a dual two-lane elevated carriageway serving as an approach road to Route 8 between Cheung Sha Wan and Sha Tin, connecting the Tai Po Road - Sha Tin Heights with the Tai Po Road - Sha Tin section. The project also includes the construction of an elevated road linking Tai Po Road near Sha Tin Heights and Lower Shing Mun Road, reconstruction of the westbound Tai Po Road - Tai Wai of the bridge across the East Rail tracks[8], construction of a cycle and footbridge across the East Rail tracks and widening and reconstruction of part of the Tai Po Road - Sha Tin section. In addition, the construction of two flyovers at the Sha Tin Heights section of Tai Po Road between Luk Hop Tsuen and Tai Wai New Village, as well as a one-way gyratory traffic system and a two-lane flyover above the Shing Mun River at the junction of Mei Tin Road and Heung Fan Liu Street and Pik Tin Street would help to alleviate the congestion along these two sections of Tai Po Road and in the Tai Wai area.
On 24 November 2005, the southbound Trunk Bridge of Road T3 was opened to traffic. [9]
Permanent closure of the branch road linking to Scenery Court[]
As regards the last part of Road T3, it is a two-lane approach road of about 80 metres long connecting the southbound Tai Po Road - Sha Tin near Scenery Court with Tsing Sha Highway. As the works required the permanent closure of the southbound section of Tai Po Road - Sha Tin near the slip road from the Heritage Museum and the Lion Rock Tunnel Road, the Civil Engineering and Development Department (CEDD), in response to the request of the Sha Tin District Council and the residents, deferred the permanent closure of the slip road from the Tai Po Road - Sha Tin to the Heritage Museum and Lion Rock Tunnel Road in November 2007, with one lane only being constructed as a first step to connect with Tsing Sha Highway and the construction of the other lane would be reviewed. The Civil Engineering and Development Department (CEDD) and the departments concerned then commenced a detailed study to explore the feasibility of other options and continued to discuss and consult the Sha Tin District Council and residents in the hope of improving the traffic congestion at the Tai Po Road - Sha Tin.
After the commissioning of Trunk Road T3, the traffic flow on the Tai Po Road - Sha Tin has continued to grow and congestion persists during the peak hours of each working day. The longest traffic queue during the morning peak period is about 4.5 kilometres, stretching from Sha Tin Town Centre to Ma Liu Shui area, with a journey time of up to 15 minutes[10]. After being diverted to Tolo Highway and Tsing Sha Highway in March 2009, Cross-Harbour Bus Route 373A was returned to its original routing via San Tin Highway and Tai Lam Tunnel in March the following year to avoid affecting frequency stability.
As there is only one traffic lane connecting the branch road to Tsing Sha Highway, which is insufficient to cope with the traffic flow, creating a bottleneck. Traffic congestion is no longer confined to the morning peak period, but also occurs during the midday and afternoon peak periods, which is increasingly affecting the residents of the Sha Tin District, and therefore it is necessary to construct a new lane connecting the Spur Line to Tsing Sha Highway as soon as possible, in order to cope with the increasing vehicular traffic flow.
The construction of the second traffic lane of the final Scenery Court Slip Road commenced in January 2014 and was opened to traffic on 30 July 2015[11], marking the full opening of the Tai Po Road - Sha Tin to Tsing Sha Highway, which was subsequently merged into Tsing Sha Highway.
Trunk Road T4[]
According to the Government's original plan, the road works also included the construction of Trunk Road T4 connecting Shing Mun Tunnel Road, Trunk Road T3 and Sha Tin Road, and the construction of a flyover over Che Kung Miu Road roundabout to connect with the Che Kung Miu Road slip road of Tsing Sha Highway [12], which was shelved due to the objection of Sha Tin residents on the ground that the flyover would ruin the landscape [13].
Official opening[]
The "Cheung Sha Wan to Sha Tin Section" (earlier known as the "Lai Sha Section"[14]), which commenced earlier, was commissioned on 21 March 2008, comprising the Lai Chi Kok Viaduct, the Eagle's Nest Tunnel, the Sha Tin Heights Tunnel and the Tai Wai Tunnel, with a total length of 5.9 kilometres[15].
The Tsing Yi to Cheung Sha Wan Section, which is about 7 km long, was commissioned on 20 December 2009 with the opening of the Stonecutters Bridge and Nam Wan Tunnel[16].
Red minibuses[]
Red minibuses (RMBs) have been prohibited from travelling through the Tsing Sha Control Area (TSCA) since the commissioning of TSCA.
The Transport Department (TD) announced on 14 October 2019 the relaxation of the use of Route 8 (Sha Tin Section) by PLBs with effect from 10:00 a.m. on 20 October to facilitate the public to travel between Sha Tin and Kowloon. PLBs can make use of the slip roads connecting Ching Cheung Road and Castle Peak Road - Kwai Chungn to travel to New Territories East via Tsing Sha Highway northbound and Tai Po Road - Sha Tin northbound; and if travelling to Kowloon, they can take Tai Po Road - Sha Tin southbound, Tsing Sha Highway southbound, Lai Po Road southbound, Lin Cheung Road eastbound, and Hing Wah Street West northbound to reach their destinations.
Structure[]
Tsing Sha Highway runs in a generally east-west direction with a total length of about 13 kilometres. It intersects with the West Kowloon Highway at Lai Wan Interchange, and the eastern portion of the road is covered by the "Cheung Sha Wan to Sha Tin Section":
- Lai Chi Kok Viaduct (荔枝角高架橋), a 1.4-kilometre long viaduct connecting Lai Wan Interchange and Eagle's Nest Tunnel;
- Eagle's Nest Tunnel (尖山隧道), a 2.1-kilometre long twin-tube road tunnel connecting Butterfly Valley in Cheung Sha Wan with the toll plaza in Sha Tin Heights;
- The toll plaza at Sha Tin Heights;
- Sha Tin Heights Tunnel (沙田嶺隧道), a 1-kilometre long twin-tube tunnel connecting the toll plaza with the Che Kung Miu Road approach road;
- Tai Wai Tunnel (大圍隧道), a 600-metre long covered road linking the Che Kung Miu Road approach and Trunk Road T3; and
- Trunk Road T3 in Sha Tin, an elevated road linking Tai Wai Tunnel and Tai Po Road - Sha Tin; partly replacing the original Tai Po Road - Tai Wai.

Usage situation[]
The design capacity of Eagle's Nest Tunnel and Sha Tin Heights Tunnel is 4,700 vehicles per hour per direction, with utilisation rates of 0.5 (northbound) and 0.5 (southbound) during peak hours in 2019.[17]
