Tsing Kwai Highway (青葵公路) is part of Route 3 and is designated as an expressway. It connects to the West Kowloon Highway at Mei Foo Roundabout in Sham Shui Po District on the eastern end and to the eastern portal of Cheung Tsing Tunnel on Tsing Yi in Kwai Tsing District on the western end, forming a major artery connecting New Territories West and Lantau Island to the Kowloon Peninsula and Hong Kong Island.
Tsing Kwai Highway is a 3-kilometre long dual four-lane viaduct, most of which is built along the edge of the Kwai Chung Container Terminals, with a dedicated bridge for the MTR Lantau Airport Railway underneath. The section across the Rambler Channel is known as the Cheung Tsing Bridge, which runs parallel to the Tsing Yi Bridge and the Kwai Tsing Bridge.
As this road is connected to the West Kowloon Highway, it is often mislabelled by the public and the media as part of the latter.
History[]
The Tsing Kwai Highway, known as the Kwai Chung Viaduct (葵涌高架道路) during the planning stage, is one of the projects under the Hong Kong Airport Core Programme. It links up with the Lantau Link, Cheung Tsing Highway and West Kowloon Highway, and serves as one of the major road links between the new airport and the urban areas, as well as facilitating the travelling of vehicles from the western part of the New Territories to and from Kowloon and Hong Kong Island.
The contract for the construction of the Kwai Chung Viaduct, valued at HK$268 million, was awarded by the Highways Department (HyD) in April 1993 and the contractor is responsible for the design of the viaduct in addition to its construction. The construction works were originally scheduled for completion in 1996. However, the repeated revisions made by the Mass Transit Railway (MTR) Corporation to the design of the Lantau Airport Railway and the approval given by the Highways Department to the contractor to erect prefabricated units on the existing roads had impeded the progress of the works and delayed the completion date for a number of times, and the contractor had even lodged more than 300 claims against the authorities in this regard, and the Government eventually paid compensation totalling HK$365 million to the contractor. Subsequently, the Audit Commission investigated the incident and criticised in its Report No. 32 published in March 1999, making a number of recommendations on the procedures for the award of works by the Highways Department (HyD) in the future. The construction of the Kwai Chung Viaduct was eventually delayed until early 1997, when it was officially opened to traffic on 20 February of the same year[1] and the name "Tsing Kwai Highway" was gazetted by the Lands Department on 29 August of the same year. [3][4]

The entire section of Tsing Kwai Highway is a viaduct with four lanes of traffic in each direction, and this expressway runs parallel to a section of Kwai Chung Road.
The speed limit on this road is 80 kilometres per hour.
