Tolo Highway (吐露港公路) is part of Route 9 (formerly known as the New Territories Circular Road), connects Fanling Highway near Lam Kam Road Interchange in the north and Tai Po Road - Sha Tin in the south, with an intermediate exit to Tate's Cairn Highway. The total length of the road is about 12 kilometres, with the section from Tate's Cairn Highway to Yuen Shin Road being a four-lane dual carriageway and the rest of it a three-lane dual carriageway with a speed limit of 100 kilometres per hour, which is one of the roads with the second highest speed limit in Hong Kong.
History[]
The development of the new towns of Tai Po, Fanling and Sheung Shui began in the late 1970s, and in 1980 the government began construction of a high capacity road, the New Territories Circular Road, to link these new towns. The main part of the ring road was the Tolo Highway, which was constructed in 1982[1]. It was mainly a highway along the Tolo Highway coastline between Tai Po and Sha Tin, and made use of another highway, Sha Tin Road, to connect the Tolo Highway with the Lion Rock Tunnel, thus making it more convenient for Tai Po to travel to and from Kowloon.
The section of the Tolo Highway linking Tai Po and Sha Tin was completed in mid-1985, and the entire section was gazetted on 30 August of the same year[2] and opened to traffic at 1:00 pm on 25 September.[3] KMB introduced the first two Tolo Highway bus routes, 72X and 74X, the following day, followed by 75X on 28 February 1986 and 73X on 7 April 1987. These express routes to and from Tai Po were well received, with patronage continuing to rise, and took over the position of the Tai Po Road bus routes.
In the North District, KMB introduced Route 70X on 7 April 1986, a route that was conceived out of the blue and had not been mentioned in any of KMB's previous bus route development porgrammes. At that time, Route 70X detoured via Tai Po, so the section of Tolo Highway between Tai Po and Lam Tsuen was not yet served by regular bus routes. As a result of pressure from the North District, Tai Po District Council and the Transport Department, on 17 April 1989, Route 70X ceased to operate via Tai Po and Route 71X was launched, but the latter was discontinued in 1991 due to its low patronage.
In view of the increasing volume of cross-boundary traffic as a result of the growing trade between Hong Kong and Mainland China, the Highways Department started to widen the section of Tolo Highway between Yuen Chau Tsai Interchange and Ma Liu Shui Interchange from a dual three-lane to a four-lane carriageway in March 1999 to cope with the demand.
The first cycle track in Hong Kong was commissioned in 1981, extending from Tolo Highway to Tai Po. Together with the interconnecting cycle tracks in many housing estates and courts in Sha Tin, the cycle track network has become quite extensive.

- 13 November 2019: In response to a three-strike action initiated by members of the public, some protesters stood at the No. 2 Bridge of the Chinese University, throwing miscellaneous objects and blocking the Tolo Highway. The highway was once reopened on the morning of 15 November for one lane each way, but it was blocked again at around 7:00 p.m., and was not fully reopened until 11:00 a.m. the following morning.
