Tai Po Road - Sha Tin (大埔公路-沙田段) is one of the north-south two-way sections of Tai Po Road, connecting Kau To Shan Road in the north to Lion Rock Tunnel Road in the south, with the section between the junction of Fo Tan Road and the junction of Tolo Highway being a statutory expressway.
The section to the south of the Sha Tin section is the Tai Wai section and the section to the north is the Ma Liu Shui section, of which the former is currently not directly connected to the Sha Tin section.
History[]
Tai Po Road was subdivided into various sections in 1968[1]. At that time, the northern end of the Tai Po Road - Sha Tin was located at the Fo Tan Nullah, connecting to the Tai Po Road - Ho Tung Lau, while the southern terminus was located at Tai Wai San Tsuen, connecting to the Tai Po Road - Sha Tin Heights.
In the late 1970s, in response to the development of the Sha Tin New Town, the original Ho Tung Lau section around Fo Tan (about present-day Lok King Street and Lok Shun Path) was insufficient to cope with the traffic flow, and a brand new Tai Po Road was constructed on the reclamation to the east of it, which was gazetted as the Sha Tin section in 1981, with the section of Ho Tung Lau at Kau To Shan reclassified to the Ma Liu Shui section, and the section of Sha Tin section to the west of Lai Chi Yuen was named as the Tai Wai section [2]. Since then, the Sha Tin section was connected to the Ma Liu Shui section in the north and the Tai Wai section in the south.
Overview[]
Tai Po Road - Sha Tin is the section of Tai Po Road in the Sha Tin Central area adjacent to the tracks of the existing East Rail Line, which used to be part of Route 1 (from Sha Tin Road to Tolo Highway) and Route 5 (south of Sha Tin Road) prior to the realignment of the major trunk routes in Hong Kong in 2004.
The Sha Tin section south of the junction with Tolo Highway is now part of Route 9 and is the only section of Tai Po Road that has been partially included as an expressway. As red minibuses are not allowed to operate on the roads in the Sha Tin area, all red minibus routes passing through the Sha Tin area and via the Tai Po Road - Ma Liu Shui, the Sha Tin Heights - Piper's Hill section of the Tai Po Road and the Lion Rock Tunnel to and from the urban areas of the North District, Tai Po and Kowloon, and terminating at the Sha Tin Racecourse, have to pass through the Sha Tin section, making it one of the few expressways in Hong Kong where red PLBs are allowed to use legally.[3]
The traffic between Sha Tin Central and Tolo Highway and the Shing Mun Tunnel is very heavy, with many KMB routes passing through the Sha Tin section, and all franchised buses running between Tai Po and Sha Tin also have to pass through the Sha Tin section. During the morning peak hours, the traffic queues can extend as far as Ma Liu Shui.
To alleviate the recurrent traffic congestion on the Sha Tin section towards Kowloon during the morning peak hours, the Transport Department (TD) has implemented the following traffic management measures since 14 August 2011 to divert the traffic towards Kowloon:[4]
- Vehicles heading to Tai Wai must use the slip road off Lek Yuen Estate to Sha Tin Rural Committee Road, then go ahead and follow the slip road via Shatin Central Bus Terminus to enter the slow lane of Tai Po Road;
- Vehicles heading to Kowloon West must use the middle lane of Tai Po Road to enter Tsing Sha Highway;
- Vehicles heading to Tsuen Wan must use the express lane of Tai Po Road to enter Shing Mun Tunnel Road.
In June 2014, the Highways Department commenced works to permanently close the slip road to the Tai Wai section to widen the entrance to Tsing Sha Highway as a two-lane road, and in July 2015, the construction of a new traffic lane and its accompanying noise barriers outside Scenery Court connecting the Sha Tin section with Tsing Sha Highway towards Kowloon was completed; the speed limit on that part of the road has been relaxed from 50 kilometres per hour (km/h) to 70 km/h since August.[5]
To further improve the traffic conditions, the Government plans to widen part of the Sha Tin section from Sha Tin Rural Committee Road near Sha Tin Plaza to Fo Tan Road near Man Wo House Wo Che Estate from the existing dual two-lane carriageway to a three-lane carriageway, and to reconstruct the junction of Sha Tin Rural Committee Road. With the funding approval of the Finance Committee of the Legislative Council in May 2018, the widening of this section of Tai Po Road (Sha Tin Section) has commenced and is targeted for completion in the second half of 2023 to alleviate the traffic congestion problem at the road section.
Structure[]
The Sha Tin section connects the Tai Po Road - Ma Liu Shui and the Tai Po Road - Tai Wai, and is also the junction of two major strategic routes in Hong Kong. The eastern terminus of Route 8 is close to the southern terminus of the Sha Tin section, while the northern terminus of Route 1 is at the junction of Tai Po Road and Sha Tin Road.
All bus routes to and from the Chinese University of Hong Kong passes through Tai Po Road pass through the Sha Tin section. There are two sets of connections to Tai Po Road opposite the Sha Tin Racecourse: the northern set connects to the Racecourse Grandstand, commonly known as the "Sha Tin Racecourse Interchange", and the section north of this does not form part of Hong Kong strategic routes; the southern set connects to the Sha Tin Racecourse Bus Terminus, with the route shown as "Penfold Park"; and the eastern end of the Sha Tin section connects to the Tolo Highway.
Vehicles travelling from Shing Mun Tunnel Road or Tolo Highway to Sha Tin Town Centre have to enter Sha Tin Rural Committee Road. Buses travelling to the Sha Tin town centre terminus can enter the terminus via the southbound slip road of Sha Tin Heung Sze Wui Road, which is not part of Tai Po Road. Vehicles using Sha Tin Rural Committee Road can also take the southbound slip road to Shing Mun Tunnel or the northbound slip road to Tolo Highway.
The northbound slip road from Tai Wai to the Sha Tin section was interrupted during the works at Shing Mun Tunnel Road. Vehicles have to access the Sha Tin section via the slip road off Mei Tin Road in the eastbound direction via Tsing Sha Highway. At the initial stage of the commissioning of Tsing Sha Highway, southbound traffic could still access the Tai Wai section via the slow lane off Scenery Court, but the slip road was closed on 8 June 2014 and traffic heading for the Tai Wai section now has to detour via Sha Tin Rural Committee Road and Sha Tin Centre Street.
