Sai Kung District (西貢區) is one of the 18 districts in Hong Kong. It is located in the Southeast New Territories and covers the Sai Kung Rural Area, Sai Kung Market, Tseung Kwan O New Town and dozens of islands of different sizes.

It is one of the 18 districts in Hong Kong. In the Legislative Council geographical constituency election, Sai Kung District is part of the New Territories South East Constituency.

History[]

Sai Kung's beautiful scenery and the preservation of many rural characteristics, including village customs and historical monuments, have made Sai Kung famous as "Hong Kong's backyard" and a well-known tourist attraction in Hong Kong, with many travellers making special trips to Sai Kung during holidays.

Tseung Kwan O New Town[]

The area from Hang Hau Station to Po Lam Station used to be a sea of water. Tseung Kwan O New Town was first built in the 1980s, when Junk Bay off Tseung Kwan O Village to Hang Hau Village was gradually filled up, and a number of public housing estates, such as Po Lam Estate, Tsui Lam Estate, Hau Tak Estate and so on, sprang up.

In order to expand the Tseung Kwan O New Town, the government decanted the Tiu Keng Leng squatter area and reclaimed the land along the Tiu Keng Leng shoreline in 1995-96, and the land around Tiu Keng Leng Station and Tseung Kwan O Station are all from the demolition of the old villages or from the reclamation.

Nowadays, the population of Tseung Kwan O New Town has reached 400,000, including Tiu Keng Leng, Tseung Kwan O Town Centre, Hang Hau, Po Lam, Tseung Kwan O North (i.e. Tsui Lam and Hong Shing) and Tseung Kwan O South, etc., which are equipped with comprehensive infrastructural, community, cultural and recreational facilities, and the track and field events of the 2009 East Asian Games were also held at the Tseung Kwan O Sports Ground in Tseung Kwan O Area 45.

It is often mistaken by members of the public that Tseung Kwan O belongs to Kowloon. In fact, most property developers and some government departments in Hong Kong now regard Tseung Kwan O as Kowloon, not the New Territories. (e.g. Tseung Kwan O was initially placed under the jurisdiction of the Kwun Tong Police District of the East Kowloon Region by the Hong Kong Police Force, and was subsequently upgraded to the Tseung Kwan O Police District in July 2017)

Street/Road structure[]

Sai Kung District is divided into three major parts, namely Sai Kung Rural Area, Sai Kung Town and Tseung Kwan O New Town. The Rural Area is further subdivided into areas such as Pak Tam Chung, Tai Mong Tsai and Clear Water Bay, etc. Among them, Sai Kung Town is the traditional administrative, economic and cultural centre of Sai Kung District.

Sai Kung Rural[]

There are not many streets in Sai Kung rural area. The highway network consists of Clear Water Bay Road, Hiram's Highway and Sai Sha Road, of which Sai Sha Road connecting Ma On Shan New Town was only fully opened to traffic in the late 1980s. There are also a number of streets in Sai Kung connecting Sai Kung Market and various villages/housing estates in the rural areas.

Tourist attractions in Sai Kung also include Tai Mong Tsai, Pak Tam Chung, etc. Some of these attractions are located in Sai Kung North, which is under the jurisdiction of Tai Po District, with Tai Mong Tsai Road and Pak Tam Road playing the role of connecting villages and attractions in Sai Kung North. Both Hang Hau Road and Ying Yip Road are connected to Clear Water Bay Road and Tseung Kwan O New Town. All buses and the vast majority of green minibus (GMB) routes use Hang Hau Road, with the exception of the New Territories GMB Route 11M towards the Hong Kong University of Science and Technology (HKUST), which uses Ying Yip Road.

Tseung Kwan O[]

Tseung Kwan O New Town has a well-developed road network, with the Tseung Kwan O Tunnel opened in 1990, and Wan Po Road leading to Tseung Kwan O South (Industrial Estate) and the landfill, and separating the north and south parts of the new town.

As most of the Tseung Kwan O New Town is a landfill, the road network is not restricted by geographical constraints and does not have many curves. The external streets connecting Tseung Kwan O New Town include Tseung Kwan O Tunnel Road, Po Lam Road and Hang Hau Road, while the main streets in the area include Po Lam Road North, Po Hong Road, Po Shun Road and Wan Po Road.
