The Public Transport Fare Concession Scheme for the Elderly and Eligible Persons with Disabilities (長者及合資格殘疾人士公共交通票價優惠計劃) is a fare concession scheme implemented by the Labour and Welfare Bureau of the Hong Kong Government in phases since 2012. The Scheme enables all elderly people and eligible persons with disabilities aged 60 or above to travel on most public transport services such as franchised buses, MTR Buses and green minibuses at a concessionary fare of $2 on any day and at any time, with a view to encouraging them to reach out to the community more often and building a caring and inclusive society.

The principle of the Scheme is that on the premise that public transport operators will maintain their existing concessionary fares (e.g. holiday fare of $2.0 for the elderly), the Government will provide additional resources for the implementation of the $2 concessionary fare. The Government will reimburse the operators, on an accountable basis, the fare revenue foregone as a result of the concession scheme.

Scheme details[]

Under the Scheme, elderly people aged 60 or above, Comprehensive Social Security Assistance recipients aged below 65 with 100% disability and Disability Allowance recipients can enjoy a flat fare of $2.0 per trip on most franchised buses, all MTR buses and green minibus routes, designated red minibus and residents' minibus routes, while Hong Kong elderly people aged 60 or above can enjoy fare concessions by using the JoyYou Card, and eligible persons with disabilities can enjoy fare concessions by using a Personalised Octopus card with “Persons with Disabilities Status” on it. Eligible persons with disabilities will use their Personalised Octopus cards with "Persons with Disabilities Status" to enjoy the fare concessions.

The Scheme is implemented by the Transport Department (TD). The Government obtains accurate daily patronage records of the Scheme through a centralised settlement platform developed specifically for the Scheme so that the difference in fares to be reimbursed to the public transport operators concerned can be calculated on a reimbursement basis.[1] In claiming reimbursement of fare differential, the operators are required to provide the Government with relevant information on the number of beneficiaries under the Scheme and the amount of fare differential claimed for reimbursement for the Government's approval.

In accordance with the principles of the Scheme, during the period of participation in the Scheme, the operators are required to continue to bear the fare concessions (e.g. holiday fare of $2.0 for the elderly and PwDs) that they have voluntarily offered to the elderly and PwDs; where fare concessions (including two-way section fares) are available on the routes, the Government will reimburse the operators the amount of fare differential receivable based on the actual applicable fare (i.e. after deduction of the fare concessions offered by the operators). If the actual applicable fare is less than $2, the elderly and eligible persons with disabilities only need to pay the fare below $2, and the Government does not need to reimburse any fare differential under the Scheme.

Modes of transport covered[]

  • KMB: Routes other than Happy Valley Racecourse routes (101R, 102R), Sha Tin Racecourse routes (i.e. routes coded with 8XX), P-prefixed luxury bus routes (P960, P968) and Route HK1, including MTR Feeder Bus routes.
  • Citybus: Routes other than non-franchised bus routes (e.g. Citybus City One Shatin Resident Bus Routes 61R and 88R ), Racecourse routes (8S, 101R, 102R) and Cityflyer routes (A and NA routes). [2]
  • LWB: Routes other than A, NA and X routes.
  • NLB: Routes other than Route A35, and 6 S routes available on booking and group hire basis, while special cemetery routes 7S and 34S are applicable.
  • All MTR Bus routes
  • All green minibus (GMB) routes
  • Some red minibus routes
  • Some resident bus routes (up to 2 January 2024): including all Fairview Park routes, routes to/from Ma Wan and urban areas (except NR334 running to and from the Airport), most of the routes operated by Discovery Bay Transit Services (DBTSL) (except DB02A and DB02R which runs to and from the Airport), HR42, HR88, NR35, NR38, NR84, NR740, NR741, NR761, NR917, NR918, NR940 and NR945.

Points to note[]

  • Elderly people aged 65 or above must use the JoyYou Card to enjoy the concession, otherwise they will need to pay half of the original adult fare on most franchised bus routes, and child fare on MTR buses, and adult fare on most minibus and resident bus routes (including those using the Elderly Octopus or Personalised Octopus card).
  • Hong Kong residents aged 60 to 64 must use the JoyYou Card to enjoy the concession, otherwise they have to pay the original fare on all routes (including passengers using Personalised Octopus).
  • Recipients of Comprehensive Social Security Assistance (CSSA) aged below 65 with 100% disability or recipients of Disability Allowance in the same age group must use a Personalised Octopus card with disability status to enjoy the concession; otherwise, they have to pay the corresponding fare according to their age group.
  • If the original concessionary fare for persons with disabilities aged below 12 and senior citizens aged 65 or above is already below $2.0, beneficiaries will only need to pay half of the original fare.
  • If the original full fare of the elderly aged 60-64 and other eligible persons with disabilities is below $2.0, the beneficiary will only need to pay the original full fare.
  • Not applicable to the purchase of Day Pass or KMB Monthly Pass.
  • Octopus interchange concessions will continue to be offered, except for specified fare combinations[3] where the fare of the next trip is waived directly. The discount is calculated by deducting the Octopus interchange concessions from the original fare (including Octopus two-way section fares) and charging the lesser of the remaining balance or $2.0, which may result in the loss of the concession for some of the Octopus interchange combinations.
  • Citybus has tightened its self-operated half-fare concession on Mondays to Saturdays and $2.0 fare concessions on Sundays and Public Holidays on its City One Shatin Resident Bus routes (i.e. Routes 61R and 88R) for passengers aged 60-64, which is now applicable to Personalised Octopus Card users[2] only.
  • The 40% weekday cash concession for Lantau Senior Citizens has been cancelled after this concession has come into effect, and the original concessionary fare, which is already below $2.0, will not be affected if an Octopus is used for payment (the following regular concessionary fares were cancelled from 4 April 2021 onwards, and the fare calculation will be reverted back to the lesser of $2.0 and the half-fare).
    • 3, 11 (Shek Mun Kap section only): $1.1 (weekdays)
    • 34, 36 (same fare on weekdays and holidays): $1.6 (whole journey)/$1.3 (section)
    • 37, 37H, 37M, 37P: $1.3 (same fare on weekdays and holidays)
    • 38, 38X: $1.2 (same fare on weekdays and holidays)
    • Other routes with "$2" or a specific fare (payable by cash) attached to the elderly fare section in the passenger notices.
