The New World First Bus Services Limited (新世界第一巴士服務有限公司), abbreviated as "NWFB" (新巴), was once a Hong Kong public bus service provider among the five franchised bus companies, mainly operating Hong Kong Island bus routes, cross-harbour bus routes as well as some West Kowloon and Tseung Kwan O bus routes, until July 2023 when its franchise was merged into Citybus.
Before the end of its operations, NWFB belonged to Bravo Transport, a public transport agency under Templewater Bravo Holdings, Hans Energy and Ascendal Group, together with Citybus.
History[]

Following an assessment, the Executive Council decided on 17 February 1998 not to renew the franchise of the China Motor Bus Company Limited and to put out to tender all its 88 bus routes on Hong Kong Island. To compete for the franchise, New World First Bus Services Limited (NWFB) was incorporated in the British Virgin Islands on 10 March as a joint venture between Hong Kong New World Development Company Limited (NWD) and FirstGroup plc, the UK's largest ground transport operator, with NWD holding 74% of the shares and FirstGroup holding the remaining 26%.
Finally, on 31 March, NWFB was granted the franchise[2]. According to the Government at the time, NWFB was able to win the franchise over the two incumbent operators because it had no experience in running public transport services in Hong Kong and was in line with the Government's inclination to bring in a new operator, and because NWFB had made the two most important commitments - to buy all 710 of CMB's old buses and to take over all of CMB's staff, to solve the problems of fleet shortage and retention of former CMB staff.
New Chapter of Hong Kong Island[]
NWFB took over 88 former CMB routes at midnight on 1 September 1998. The fleet was mainly made up of buses purchased from CMB, with an average age of over 10 years. In order to compete with Citybus, NWFB purchased over 500 new air-conditioned buses, 76 of which were single-deckers and the rest were double-deckers, as promised in the franchise. As a result of a number of service enhancement programmes, some fully air-conditioned routes recorded significant growth in patronage, for example, route 13 recorded a 45% increase in patronage, and by the end of the same year, NWFB's average daily patronage reached 400,000, an increase of at least 7% over the first six months of the franchise. By the end of December 2000, the average age of NWFB's fleet had been sharply reduced to about three years, with 96% being air-conditioned buses; and the installation of Octopus fare collectors on the entire fleet started in March 1999 and was fully completed in February 2001. In addition, NWFB is actively exploring the feasibility of adopting the Global Positioning System (GPS) to enhance passenger information services and improve fleet management efficiency. [4]
As for the old buses purchased from CMB, only the air-conditioned buses were retained and refurbished; the non-air-conditioned buses were phased out in the following four years, with only one remaining Dennis Condor 11m (fleet no. DM6, now retired) being converted into an open-top bus to serve Peak Tram route 15C.
The 26% stake in NWFB held by FirstGroup was sold to New World Development Company Limited in late 2000; since then, NWFB has retained the words "First" and its Chinese name "第一" in its official company name but has had no further dealings with FirstGroup.
In the three years from 2001 to 2003, NWFB was involved in an average of 288.67 bus accidents per year, with an accident rate of 4.54 accidents per million vehicle kilometres, while CMB was involved in an average of 249.67 bus accidents per year, with an accident rate of 5.55 accidents per million vehicle kilometres, in the three years from 1995 to 1997. In terms of complaints, NWFB was involved in an average of 291 complaints per year in the three years from 2001 to 2003, with a complaint rate of 1.54 per million passenger trips, while CMB was involved in an average of 779.33 complaints per year in the three years from 1995 to 1997, with a complaint rate of 4.25 per million passenger trips.
Overall, NWFB performed better than CMB in terms of both bus-related accidents and types of complaints. [5]
Expansion of Networks[]
In July 1999, the Government put up the Tin Shui Wai North and Tseung Kwan O South bus routes for open tender, with NWFB eventually won the bid for Tseung Kwan O routes. In 2001, NWFB won the right to operate a group of routes in West Kowloon, expanding its services to Kowloon and the New Territories. In the same year, NWFB introduced the Octopus Interchange Scheme on a number of routes, offering more interchange concessions, cancelling some routes with unsatisfactory patronage and restructuring the bus network to save resources.
From 25 August to 10 September 2003, passengers who used their mobile phones to answer two questions on the new information broadcast on board the bus were entitled to a free set of bus chess game. NWFB also produced 3,000 crystal bus models to give away to staff, and a small number of them were put up for online charity auction. [6]
The old buses from the former CMB were all retired from the passenger fleet in mid-October 2015, making NWFB the second franchised bus company in Hong Kong to provide an all-low-floor service after Long Win Bus. [7]
Stock Changes[]
On 21 August 2020, NWS Group announced the sale of its Citybus and NWFB businesses to Bravo Transport Services Limited for a cash consideration of $3.2 billion, with the buyers being a joint venture of Templewater Bravo Holdings Limited, Hans Energy and Ascendal Group Limited, holding approximately 90.8%, 8.6% and 0.6% interests respectively[8]. a joint venture between Templewater Bravo Holdings Limited, Hans Energy and Ascendal Group Limited, holding approximately 90.8%, 8.6% and 0.6% interests respectively[8]. NWS stated that the background, experience and business intentions of the Purchaser were taken into account in the disposal decision process. The Purchaser is committed to working with the management and staff of NWFB and Citybus to maintain their service excellence and to leverage on the experience of the Purchaser and its shareholders in the international market to further develop the business of NWFB and Citybus.
Following the disposal, NWS will no longer hold any shareholding in NWFB and Citybus and the net proceeds will be used as general working capital for the Group. There will be changes to the board of directors of NWFB and Citybus, with NWS Group Chief Executive Officer, Mr Ma Shiu Cheung, and three members of the existing management of NWFB and Citybus, including Managing Director, Mr William Chung (鍾澤文), Human Resources and Finance Director, Mr Ng Chi Kwong, and Engineering Director, Mr Lee Kwong Wai, remaining on the board.
Templewater Bravo Holdings Limited is a subsidiary of private equity firm Templewater, a partnership between Investec Bank plc of South Africa and Chinese businessman Cliff Zhang, who worked for the Chow Tai Fook Group, a subsidiary of the Cheng family, which controls the NWS Group. [9] Chow Tai Fook was also a shareholder of NWS Transport Services in its early years. The remaining members of the international consortium include Hong Kong-listed Hans Energy and UK-based transport investment and advisory firm Ascendal Group, which now operates bus services in Cambridge, UK, and whose founder, Adam Leishman, was instrumental in founding Tower Transit, which now operates bus services in the UK and Singapore.
The relevant transfer of shareholding was completed on 15 October 2020, signifying the completion of the acquisition of the entire interest in NWS Transport Services, NWFB and Citybus by the new shareholders, with NWS Transport Services, which owns both buses, changing its name to Bravo Transport Services Limited in English and the Chinese name to be announced later. There are no plans to change the names of NWFB and Citybus at this time. [10]
On 28 October 2020, Bravo Transport issued a notice announcing the change of name to Bravo Transport Services Limited in English and Wider Transport Services Limited in Chinese. At the same time, the management proposed three new holding company logos for staff to vote on. [11] The results of the vote were announced on 9 November 2020. [12]
Although NWFB would no longer be associated with New World after the change of hands in 2020, the words "新巴" and "New World" in the company name will be retained as the new shareholder has indicated that it has no intention to change its name for the time being.
Since November 2020, upon the completion of the share transfer, NWFB has been removing the words "Member of NWS Holdings" from the route maps, inside and outside its fleet of buses, while some buses with full body advertisments have only been covered with white tape.
Merger with Citybus[]

The novel coronavirus pandemic was widespread in Hong Kong when Bravo Transport took over the businesses of Citybus and NWFB in 2020, with decreasing riderships and worsening operational conditions. William Chung, the vice-President of Bravo Transport, admitted the consideration of merger of Citybus and NWFB franchises in a press interview in May 2021.
On 30 June 2023, NWFB entered the last day of its operations. During early morning hours of the next day (1 July), many bus enthusiasts and members of the public waited for the last regular departure of NWFB - 01:30 departure of Route 970X from Cheung Sha Wan (Kom Tsun Street) to Aberdeen. As the finale of NWFB - the 03:54 departure of Route N8P (5236/WU5195) returned to Chong Fu Road Depot and with the new Citybus logo sticker applied, this marked the end of NWFB's 25-year-long history.
