The New Territories Green Minibus Route 44A is operated by Express Top Industries Limited (運泰實業有限公司) (Passenger Service Licence (PSL) No. 8092C) under Ma Ah Muk. It runs between Tuen Mun Station and Sheung Shui Station.

This route mainly serves the passengers from Northwest Tuen Mun, with the southern part being served by Route 44, and both are currently the minibus routes in Hong Kong with the highest fares.

History[]

  • 28 November 1997: Route 44A entered service following the split of Route 44, running between Tuen Mun San Hui and Sheung Shui Station, with San Hui terminus located outside Tuen Mun Playground on Ho Pong Street.
  • 10 October 2003: Terminus was relocated to Tuen Mun Station to facilitate the upcoming opening of KCR West Rail. [1]
  • 14 March 2010: Tuen Mun Station terminus was relocated to the covered public transport interchange.
  • 29 March 2018: Most trips starting from Po Tin Interim Housing were cancelled to facilitate the commencement of Route 44A1, with only 7 trips during weekday morning peak hours retained.
  • 24 September 2021: Real-time Arrival Information System was introduced to this route. [2]
  • 23 January 2022: Fare payment by AlipayHK "EasyGO" was accepted.[3]

Minibus deployments[]

According to the Transport Department's Schedule of Services, the operator is required to deploy 41 minibuses to provide the service, included 9 of 19-seater minibuses. Currently route 44A and route 44A1 with a total capacity of not less than 368 passengers in each direction during the busiest hour.

Currently, this route and NT GMB Routes 44, 44A1, 44B, 44B1 and 45 are deployed with a total of 128 Toyota Coaster minibuses, including 20 16-seaters minibuses and 108 19-seaters minibuses. Some minibuses will also be deployed on the overnight NT GMB Route 49S.

Ridership[]

Route 44A is the only whole-day public transport service between Northwest Tuen Mun and the North District. Coupled with the high demand for travelling to and from the two districts, the frequency of the service is extremely high and there are no seats available, especially during peak hours. Even with the introduction of the supplementary Route 44A1, the situation of having full capacity and difficulty in boarding the buses has continued all year round. In view of this, KMB introduced Route 261S in 2019 to divert passengers travelling from northern Tuen Mun to Sheung Shui, so as to alleviate the burden on this route. In addition, some residents take advantage of the frequent headways of this route to travel within Tuen Mun.

Service quality[]

Speed restriction (44.44A)

This route was one of the GMB routes proposed by the Transport Department (TD) for which the speed limit could be relaxed to 100km/h. However, in the end, the speed limit of the speed limiter on this route was standardised with other routes at 80km/h due to the strong objection of District Council members

This route is one of the few existing daytime long-haul green minibus routes, as most of its routes run on expressways. However, the income of minibus drivers is not a fixed monthly salary, but is shared according to the passenger fare income of a single bus captain, resulting in drivers often speeding in order to increase their income. The Tuen Mun District Council and even the major media have often received complaints from passengers that the journey from Sheung Shui to Fu Tei often takes less than 15 minutes, and the speed is as high as 120 kilometres per hour or more, which is like a "deadly minibus". Subsequently, the Transport Department proposed to amend the law to require all green minibuses to install speed limiters, and this route was once included as one of the few routes where the speed limit could be relaxed to 100 kilometres per hour; however, the relaxation of the speed limit was not implemented due to the strong opposition from District Council members, and most of the vehicles have now been locked at a speed of 80 kilometres per hour. Despite this, many drivers continue to drive in excess of the speed limit, with the maximum speed reaching 89 kilometres per hour.

In addition, the quality of service of this route is often criticised, with long queues at en-route stops along the route and complaints from residents [4][5][6] during the morning peak hours when the service is not available. Worse still, the drivers did not follow the normal routes and refused to take short-haul passengers within Tuen Mun[7]. As a result, the Transport Department requested KMB to operate a whole-day bus route between Tuen Mun and Sheung Shui, in the hope of introducing competition to force the minibus operator to improve its service, but was met with strong opposition from the operator instead. As a result of this struggle, KMB Route 261 finally came into operation on 4 June 2000, and since 15 February 2004 has been competing with this route by detouring via the Siu Hong WR Station (now known as Siu Hong Station).
