The New Territories Green Minibus (GMB) Route 44 is operated by Express Top Industries Limited (運泰實業有限公司) under Ma Ah Muk (Passenger Service Licence (PSL) No. 8092C). It runs between Tuen Mun Ferry Pier and Sheung Shui Station, via Butterfly Estate, San Shek Wan, Yau Oi Estate, On Ting Estate, Tuen Mun Town Centre and Hung Kiu in Tuen Mun District, and connects between between Tuen Mun and North Districts via Yuen Long Highway, San Tin Highway and Fanling Highway.
This route is the longest daytime GMB Route in terms of distance, and is currently the minibus route in Hong Kong with the highest fare together with Routes 44A and 44A1.
History[]
To solve the worsening traffic congestion problem before the completion of the upslope works on Tai Lam section of Tuen Mun Road, the Transport Department (TD) planned to introduce two Green Minibus (GMB) Routes in 1995 to provide feeder services to the Tuen Mun Ferry Pier.[1]
- December 1995: The TD invited open tenders for 12 groups of 17 new GMB routes. This route was grouped together with Routes 45 and 49S.[2]
- 13 January 1997: Route 44 commenced service between Tuen Mun Ferry Pier and Sheung Shui Fire Station, passing through Tuen Mun Industrial Area, Tai Hing Estate, Leung King Estate, Tin King Estate, Kin Sang Estate and Siu Hong Court between Tuen Mun Town Centre and Fu Tei at that time.
- 20 March 1997: Observes Lok Ma Chau Public Transport Interchange on both bounds to connect with the Lok Ma Chau-Huanggang Shuttle Bus (Huang Bus) which came into service on the same day.[3]
- 23 May 1998: Diverted via the newly completed section of Yuen Long Highway after Pok Oi Interchange to San Tin Highway for Sheung Shui KCR Station direction, omitting Au Tau and cancelling the GMB stop near Tung Shing Lei.
- 24 May 1998: Diverted via the newly completed section of Yuen Long Highway to Pok Oi Interchange after Pok Oi Interchange for Tuen Mun Ferry Pier direction, omitting Au Tau and cancelling the GMB stop near Yeung Uk Tsuen (Castle Peak Road).
- 1998: Divert directly to Tuen Mun Road via Pui To Road after Tuen Mun Town Centre for both bounds; original services at Tuen Mun Industrial Area, Tai Hing Estate, Leung King Estate and Siu Hong Court were replaced by new route 44A.
- 1999: No longer observing Lok Ma Chau and the section was replaced by the new route 44B.
- 20 February 2009: The stop at Hung Kiu near Tuen Mun Road on both bounds was cancelled, but later reinstated on 15 March 2009.
- 30 August 2015: Tuen Mun terminus was relocated to the newly completed Wu Shan RoadMinibus Terminus.[4]
- 24 September 2021: Real-time Arrival Information System was introduced to this route. [5]
- 23 January 2022: Fare payment by AlipayHK "EasyGO" was accepted.[6]
- 22 May 2022: An additional stop was added at Wong Chu Road near Lung Yat Estate for Tuen Mun Ferry Pier direction.[7]

Minibus Deployments[]
According to the Transport Department's Schedule of Services, the operator is required to deploy 59 minibuses to provide the service, of which 9 are 16-seater minibuses with a total capacity of not less than 368 passengers in each direction during the busiest hour.
Currently, this route and NT GMB Routes 44A, 44A1, 44B, 44B1 and 45 are deployed with a total of 128 Toyota Coaster minibuses, including 20 16-seaters minibuses and 108 19-seaters minibuses. Some minibuses will also be deployed on the overnight NT GMB Route 49S.

In the early years of route 44, Mitsubishi Rosa minibuses were used; the whereabouts of these Mitsubishi minibuses are now unknown, but they have since been retired. The third generation Toyota Coaster diesel minibuses were also the mainstay of this route in the 1990s until the early 2000s when they were transferred to the routes of other Maywood minibus operators (e.g. Luxe Form Investment, Sheung Shui P.L.B., etc.).
This route is currently operated mainly by Toyota Coaster LPG minibuses, most of which are 5th generation minibuses (with high back seats and passenger seat belts in the middle) that entered service between 2004 and 2005, and later received a number of extended-length LPG minibuses (5LL) from Route 40 and a small number of new 6th generation minibuses (including the LPG version NC6624 and the diesel version NN6309, with NC6624 withdrawn and NN6309 retiring early in December 2020).
Between late 2014 and early 2015, two third generation Toyota Coasters (NA139, HL6869) of the Route 45 operated on the routes operated by the same company (except for Route 49S) until they were retired, mainly on this route.
In July 2015, an extended-length diesel version of the Toyota Coaster (TM3861) (withdrawn) was put into service. The vehicle is equipped with electric exterior doors and sealed windows, with more luxurious seats and an automatic transmission. More extended-length diesel versions of the Toyota Coaster have been added to the route since December 2015 as part of a government-funded programme to replace Euro 1 commercial vehicles. The vehicles were retrofitted with sliding windows and began to replace some LPG light buses when they entered service.
In early 2018, a seventh generation Coaster LPG light bus (VF2897, now withdrawn from this route) joined the 44 series fleet in a 19-seat version with sliding windows and folding doors, and a number of seventh generation Coaster LPG and diesel light buses have since entered service on this route.

Ridership[]
Due to the high demand between Tuen Mun and Sheung Shui and the attractiveness of the operators' tactics of "vehicle wave tactics", this route has been enjoying high ridership since its commencement; full minibuses and boarding difficulties have been commonplace until now. Although this route has had to face competition KMB Route 261 since 2000, the latter does not cover the Butterfly Beach area and has to detour via Castle Peak Road (San Hui and Lingnan sections) to reach Sheung Shui, so the patronage of the route has not been affected. Therefore, the ridership of this route has not been affected. This route also competes with MTR Bus Route 506 for short distance passengers in Tuen Mun with its frequent frequencies and shorter journey times.
Service quality controversies[]
This route has been criticised by passengers for its uneven quality of service. The Tuen Mun District Council often receives complaints from passengers at en-route stops about the difficulty of boarding, drivers not following the designated route when the minibus is full, and refusing to carry short distance passengers within the Tuen Mun area. Moreover, some of the minibus drivers often drive at excessive speed, with the highest reaching 120 km/h, making the journey from Sheung Shui to Fu Tei or even further away takes only 15 minutes.
In fact, this route is one of the few long-haul daytime GMB routes that runs mostly on expressways, and the drivers' income is not based on a fixed monthly salary, but on a share of the fare income for a single trip[16]. In order to increase their income, drivers often travel at excessive speed, as if they were "deadly minibuses" (亡命小巴), resulting in serious traffic accidents from time to time.
Incessant complaints about this route were constantly received by the Transport Department (TD), which had already requested KMB to operate a daily whole-day bus route between Tuen Mun and Sheung Shui, with a view to introducing competition and inducing the minibus operators to improve their services, but the operator of 44 series routes strongly opposed. KMB Route 261 finally came into service on 4 June 2000 after a continuous struggle between the two sides. However, this route is more direct in its routing and the frequency of service is much higher than that of Route 261 due to the use of "vehicle wave tactics", but the service quality is yet to see any improvements.
At present, all vehicles on this route are locked to a maximum speed of 80 km/h in accordance with the law, which is the same as other minibuses.

Driver incidents[]
- 1 May 2003: More than 50 drivers were dissatisfied with the $100 daily fuel charge imposed by the minibus company, which had caused a direct drop in their income, and staged a strike at around 12 noon to express their dissatisfaction and demand a dialogue with the minibus company. After the intervention of District Council members and the police, the minibus company agreed to cancel the increase in fuel charge after three hours and the drivers agreed to provide limited service, thus ending the strike.[17]
- 13 June 2019: At about 2:30pm and 00:30am on the following day, the Police arrested two drivers of this route in Sheung Shui and Tuen Mun respectively for allegedly using their own three Elderly Octopus Cards to make 2,800 payments on the minibuses they drove between January and June 2019 in order to defraud the elderly and eligible persons with disabilities of the fare difference under the Public Transport Fare Concession Scheme, involving a total amount of about HK$38,800.[18] The two drivers were subsequently sentenced to imprisonment for two months and four months respectively on 18 July of the same year.[19]
Traffic accidents[]
- 14 April 2007: A Toyota Coaster (LU1407) heading towards Sheung Shui collided with a saloon car and a heavy goods vehicle on San Tin Highway at about 10:00 am. The minibus rebounded back into the slow lane and crashed into the rear of a container truck parked in the slow lane waiting to go onto the roundabout, injuring 17 people on board.[20][21]
- 31 December 2007: At around 5pm, a Toyota Coaster heading for Sheung Shui collided with a container truck on San Tin Highway. The container truck then lost control and overturned, crushing the front of the minibus and injuring 16 people in both vehicles.[22][23]
- 30 May 2011: A Toyota Coaster on this route collided with a Light Rail train returning to the depot, causing serious damage to the left side of the minibus and loosening the door.
- 25 December 2016: At around 2pm, a Toyota Coaster (LV2161) heading towards Sheung Shui failed to stop on San Tin Highway and crashed into the rear of a Coach Bus Version of the Enviro500 MMC (1520/UE9165) running on LWB Route A43 which had just collided with another container truck which had broken down, injuring 42 people.[24][25]
- 30 December 2016: At 9.30am, a Sheung Shui-bound Toyota Coaster (TM3861) crashed into a dead-end lorry in front of it opposite Choi Yuen Estate on Fanling Highway, twisting and deforming the front end, causing serious damage and sending the driver's cab door flying off. The driver of the bus was trapped for a while and was rescued by firemen. This was the second traffic accident on this route in five days.[26]
- 12 April 2017: At around 7:30pm, a Tuen Mun Ferry Pier-bound Toyota Coaster (TX5969) was approaching the slip road off Yuen Long Highway near Siu Sheung San Tsuen (Small Traders' New Village) when the taxi in front of it suddenly slowed down and the minibus and the KMB Neoplan Centroliner (AP23/JR3544) running on Route 265M stopped in time, but a Citybus Enviro500 MMC (6320/UA3546), a van and a container truck, which was running on Route 967X, failed to stop, resulting in a five-vehicle collision in which 70 people were injured, one of whom was in serious condition[27]. After the accident, the front end of 6320 was severely damaged and the rear end of AP23 was severely damaged; due to the age of the latter was too high, the bus company decided to abandon its restoration and directly wrote it off.
- 23 November 2017: At around 8:40am, a Sheung Shui-bound Toyota Coaster was travelling on San Tin Highway at Lok Ma Chau when it was suspected that the driver had fainted and the minibus crashed into a roadside railing from the middle lane. The passengers on board rushed to save themselves by controlling the steering wheel and pulling the handbrake respectively. The 16 passengers were not injured.[28]
Fire accidents[]
- 13 April 2013: At around 5pm, an unladen Toyota Coaster heading towards Sheung Shui was travelling on Tuen Mun Heung Sze Wui Road when it came to the junction of Pui To Road when smoke burst from the front of the vehicle and caught fire. No one was injured in the incident.[29]
