The New Territories Green Minibus (GMB) Route 413 is operated by Wai Ching Industrial Company Limited (偉程實業有限公司) (Passenger Service Licence (PSL) No. 18376C). It runs between Tsing Yi Ferry Pier and Princess Margaret Hospital (Block K), via Tsing Yi Estate, Cheung On Estate and Kwai Tsing Theatre.

Introducing Background[]
As many housing estates within Tsing Yi Town Centre including Greenfield Garden, Tsing Yi Estate, Greenview Villa, Tivoli Garden, etc., lacked direct public transportation services to and from the Princess Margaret Hospital (PMH), the Transport Department (TD) issued a consulting document to Kwai Tsing District Council in November 2018 that a minibus route should be introduced to provide services to Tsing Yi housing estates that lacked direct public transportation to and from the PMH. [1]

- 4 July 2019: The Transport Department (TD) invited open tenders for the operating rights of five groups of a total of 12 green minibus (GMB) routes, in which this route was grouped under the same group of tender as Routes 29, 806A and 806B.[2]
- 1 March 2020: Route 413 commenced service.[3]
- 24 February 2021: One low-floor minibus was additionally deployed on this route during Monday to Friday daytime and Saturday AM hours (except Public Holidays).[4]
- 25 June 2021: Real-time Arrival Information System was introduced to this route.[5]

According to Transport Department's Schedule of Services, 4 minibuses are required to provide services on this route, with 3 of them being 19-seater minibuses and the minimum passenger capacity for each direction should not be less than 38.
In actual operations, 4 minibuses are deployed on weekdays and only 1 on holidays.
Currently a total of 35 minibuses are deployed on Routes NT GMB Routes 29, 413, 806A, 806B, 806C and 806M operated under Wai Ching Industrial, including 5 16-seater and 30 19-seater minibuses.
Among all these minibuses, those without commercial advertisements sticked on Route 806 series are affixed with route promotion advertisements of the set of routes; all minibuses running on the set of routes are equipped with intercoms for drivers and regulators to report on service conditions; vehicles of the set of routes not equipped with side electronic signs have plastic plates writing "806" sticked on windows.

Besides, for the convenience of passengers travelling to and from the Princess Margaret Hospital, the tender states that one low-floor minibus which is capable of loading and unloading wheelchairs must be deployed within a year starting from the date of commencement of this route. The commencement of Route 413 coincided with the outbreak of the novel coronavirus pandemic, and hospitals suspended visits to patients, while outpatient services were maintained at a limited level, leading to reluctance to go to the outpatient clinics in person. In addition, the frequency of the service was sporadic, the actual operating schedule did not match with the official information, and it was difficult for the residents along the route to keep track of the frequency of the service, resulting in an average number of passengers, and sometimes even jeepneys would parade on the streets (especially during holidays); and its unstable frequency was also criticised by the public, and was often complained by neighbours and district councillors. However, with the easing of the epidemic, the gradual re-opening of hospital out-patient clinics, and the return of a stable frequency, the patronage of this route gradually improved, with an average occupancy rate of 60% to 70% during peak hours on weekdays. However, the situation of Saturday and holiday collection has not improved, and TD issued a warning letter to the operator in September 2020 after a field survey recorded that the average interval of Saturday trips was about 60 minutes.[8]
