The New Territories Green Minibus (GMB) Route 407 is operated by Fu Wan Limited (富運專線小巴有限公司) (Passenger Service Licence (PSL) No. 8768C) under Ma Ah Muk. It runs between Cheung Wang and Princess Margaret Hospital, passing through Ching Tai Court, Tsing Tsuen Bridge, Kwai Shing Circuit, Kwai Fong and Lai King Estate.

History[]

  • 6 June 1997: The Transport Department launched an open tender for 19 groups of 27 new minibus routes, in which this route was grouped with Route 406. [1]
  • 18 April 1998: Route 407 entered service. [2]
  • 2002: The special one-way service from Cheung Wang to Kwai Shing Circuit on weekday mornings was given a separate number 407B.
  • 28 June 2022: Real-time Arrival Information System was introduced to this route. [3]
  • 15 December 2024: Payment by AlipayHK "Easy Go" was accepted.[4]

Minibus deployments[]

According to the Transport Department's Schedule of Services, this route requires a total of 16 minibuses to provide service, of which 5 are 19-seat minibuses. The total passenger capacity in each direction during the peak hour is not less than 240.

Traffic accidents[]

  • 15 October 2018: Around 6pm, one of the Toyota Coaster  (LW2330) to Princess Margaret Hospital was passing through the traffic light that is opposite Kwai Chung Hospital, suspected crashed uncontrolly roadside iron railings, then mounted the left side pavement, shake the rocky slope again, the minibus was turned over, 6 people injured.[17]The minibus that caused the accident was decommissioned afterwards, replaced by LD6333 (2018 7LL).
  • 20 July 2020: Around 1pm, one of the Toyota Coaster (MA5823) heading to Princess Margaret Hospital was setting off passengers on Lai King Hill Road near Morning Hope School, which was later hit by another Toyota Coaster minibus (VN2521) on route 407A behind that was also heading to Princess Margaret Hospital, leaving 8 people injured.[18][19]
  • 16 March 2023: Around 2pm, one of the Toyota Coaster to Cheung Wang was right turning from Tsing Yi Road West to Liu To Road ran a red light and crashed with one of the motorbike travelling along Tsing Yi Road West. The motorbike rider was later confirmed dead after being rushed to the hospital. The minibus driver later admitted to causing death by dangerous driving and was sentenced to 16 months in prison on 28 May in the following year, with a licence suspension for 5 years.[20][21][22]

Passenger incidents[]

  • 21 September 2021: A 40-year-old man with triad background, surnamed Lo, complained to the regulator of this route that he had been refused a free ride and extorted $1,000 from him by claiming to be the younger brother of ‘Ngan Shing’ of the triad gang Sun Yee On. The regulator pretended to give in and called the police, who arrested the man on suspicion of extortion and claiming to be a triad member. [23][24]

Industrial action[]

  • 26 February 2019: At 7:30am, a number of drivers of this route went on strike after they were dissatisfied with the Police's targeted enforcement action on minibuses parked near the Cheung Wang Bus Terminus since 23 February. The incident affected the service of the route and blocked the nearby roads. After the incident was resolved at around 8:00 a.m., the Police and the person-in-charge and the driver resumed mediation, and traffic was eventually resumed. [25][26][27] The Transport Department (TD), the New Territories South Traffic Division of the Police and Ma Ah Muk held a meeting in the afternoon. Ma requested TD to provide a place near the terminus to facilitate parking after service hours in the evening, but TD said that it could not provide such a place immediately, but it had already considered designating a number of locations in Kwai Tsing District as minibus parking spaces for use by green minibuses, and it would consult with the minibus operators of Kwai Tsing and the Kwai Tsing District Council in the near future. As regards prosecution by the Police, the Police have indicated that they will exercise discretion in the light of the circumstances, but will take normal enforcement action if there is a complaint from a member of the public and the police officer is found to have obstructed road users and traffic. After the incident, Ma Ah Muk undertook not to initiate any further strikes and apologised to members of the public who were affected by the strikes. [28][29]

  1. Numbers placed after the model Toyota Coaster (if any) are only used within the transport enthusiasts, others (including the industry) does not use such names.
  2. The 5LL was originally a vehicle on Fu Wan's New Territories Routes 406/407 series, and was changed to serve on Express Top Industries, until August 2018 before retitement.
  3. That 5LS was originally a vehicle on Crown Score Industries' New Territories Routes 808/808P, and was changed to serve on Mingfame and Brilliant Way in April 2019 and May 2021 respectively, until December 2022 before retirement.
