The New Territories Green Minibus (GMB) Route 28S is operated by Charm King Limited (Passenger Service Licence (PSL) No. 5388C) under Ma Ah Muk. It runs circular between Pak Shek Kok (Providence Bay) [Remark 1] and Sha Tin (New Town Plaza), passing through Cheung Shue Tan Village, Yau King Lane, Tai Po Road - Ma Liu Shui, Royal Ascot, MTR Fo Tan Station and New Town Plaza. It is an auxiliary service to Route 28K.

Although the starting and ending points of this route are similar to those of routes 27A and 27B, the two routes head directly to Sha Tin Station via Tolo Highway, and there is a difference in the service area.

History[]

  • 16 March 2014: Route 28S entered service.[1]
  • 28 March 2016: Octopus interchange concession with Route 809K was introduced[2], originally effective for a year. The concession remains in effect to date after several extensions of concession period.
  • 17 February 2020: A shortworking trip running circular between Pak Shek Kok and Fo Tan Station was introduced, providing service during Monday to Friday AM and PM peak hours on a trial basis for 3 months. [3]
  • 10 August 2020: Detoured via Chong San Road (St. Martin) and Fo Yin Road (Mayfair By The Sea 8, Ontolo). Originally a trial arrangement until 30 October[4], it was later extended to 5 December.[5]
  • 25 June 2021: Real-time Arrival Information System was introduced to this route.[6]
  • 28 July 2024: The nominal operator was changed from Better Coin (Passenger Service Licence (PSL) No. 11772C) to Charm King Limited (Passenger Service Licence (PSL) No. 18224A) of the same series due to reorganisation of the PSLs.

  • Same fare regardless of age.
  • Elderly persons aged 65 or above using Elderly Octopus or Personalised Octopus cards and eligible persons with disabilities using Personalised Octopus cards with "Persons with Disabilities Status" can enjoy a flat fare of $2.0 per journey under the Concessionary Fare.
  • Passengers are required to tender exact fare in cash or by Octopus card upon boarding. No change will be given.
  • Passengers who wish to pay the two-way section fares by Octopus card should press the "Section Fare" button on the Octopus fare processor to adjust the fare to the appropriate amount before tapping.
  • This route accepts payments with AlipayHK "EasyGo", but interchange concessions and the $2.0 flat fare per trip are not entitled with this payment method.

According to the Transport Department's Schedule of Services, this route requires 2 minibuses to provide service and the total passenger capacity in each direction during the peakiest hour is not less than 32.

Currently this route and Routes 28A, 28K and 814 are operated by a total of 21 of Toyota Coaster minibuses, including 12 16-seater minibuses and 9 19-seater minibuses.

Ridership[]

According to the District Council documents, the ridership of this route is as follows:

  • 2019: The average occupancy rate is about 85% towards Sha Tin during the morning peak period, about 15% towards Pak Shek Kok during the afternoon peak period, and about 90% towards Sha Tin and 10% towards Pak Shek Kok during the off-peak period.[12]
  • 2020: The average occupancy rate was about 75% to Sha Tin during the morning peak period, about 45% to Pak Shek Kok during the afternoon peak period, and about 10% to Sha Tin and 25% to Pak Shek Kok during the off-peak period. [13]
  • 2021: the average occupancy rates are about 95% for Sha Tin during the morning peak period, 40% for Pak Shek Kok during the afternoon peak period, The average occupancy rate was 5% for Sha Tin and 25% for Pak Shek Kok during the off-peak period. [13]
  • 2022: the average occupancy rate is about 85% for Sha Tin during the morning peak period, 40% for Pak Shek Kok during the afternoon peak period, The average occupancy rate was 5% for Sha Tin and 10% for Pak Shek Kok during the off-peak period. [13]
  • 2023: The average occupancy rate during the morning peak period is about 85 per cent towards Sha Tin.[14]

Lost trips[]

Lost trips have long existed on this route since its inception. The then-District Councillor Felix Chow Hiu Laam once made a personal inspection at the Sha Tin Town Hall and found that there was only one minibus running for an hour and a half, indicating that the situation of lost trips was very unsatisfactory.[15]

Remarks[]

  1. The operator calls the Pak Shek Kok terminus "Pak Shek" in English and "白石(天賦海灣)" (Pak Shek (Providence Bay)) in Chinese, but the Pak Shek Peninsula (or Whitehead Peninsula) is actually located near Lok Wo Sha, separated from Pak Shek Kok by the Tolo Harbour and is not within the service area of this route.
  2. Numbers placed after the model Toyota Coaster (if any) are only used within the transport enthusiasts, others (including the industry) does not use such names.
  3. The 5LS2 was originally a vehicle on Yan Yan Ho's New Territories Routes 101M/102 series/111, and was changed to serve on Mingfame in June 2016, until September 2018 before retirement.
