The New Territories Green Minibus Route 28K is operated by Charm King Limited (威王有限公司) (Passenger Service Licence (PSL) No. 18224C) under Ma Ah Muk. It runs circular between Tai Po Market Station and Sha Tin (New Town Plaza), via Tai Po Market, Tai Po Road (Yuen Chau Tsai, Tai Po Kau and The Chinese University of Hong Kong) and Fo Tan (Lok King Street).
History[]
- 8 April 2004: The Transport Department invited open tenders of 3 groups of 5 new minibus routes, this route was one of them. [1]The service is initially scheduled to commence in September to tie in with the cessation of the provision of residents' coach service between housing estates along Tai Po Road - Tai Po Kau and various KCR East Rail stations. The Department received 2 applications on the deadline on 6 May[2]; the operating right was eventually granted to Better Coin Investment under Ma Ah Muk after selection.
- 6 November 2004: Route 28K entered service, with the service hours being 06:00 - 21:00 at that time.[3]
- 12 January 2005: The full fare was reduced to $8.0 and two-way section fares were introduced due to low ridership.
- 1 October 2006: The last departure time was delayed to 23:00, and at the same time rerouting via Tsun King Road, Lok Shun Path and Lok King Street for both directions.[4]
- 28 March 2016: Octopus interchange concession with Route 809K was introduced[5], originally effective for a year. The concession remains in effect to date after several extensions of concession period.
- 25 June 2021: Real-time Arrival Information System was introduced to this route.[6]
- 28 July 2024: The nominal operator was changed from Better Coin (Passenger Service Licence (PSL) No. 11772C) to Charm King Limited (Passenger Service Licence (PSL) No. 18224A) of the same series due to reorganisation of the PSLs.

Related incidents[]
- 22 May 2014: A Toyota Coaster (LY9044) bound for Tai Po Market Station collided with a KMB Enviro500 (ATEU24/PK662) running on Route 47X bound for Chun Shek at Sha Tin Centre Street near the exit of Shatin Central Bus Terminus, resulting in serious damage to the front end of the bus and injuries to eight people.[15][16][17]
- 7 June 2020: A Toyota Coaster (VR6119) broke down due to road flooding at Tai Po Road - Tai Po Kau near Chung Tsai Yuen when the Red Rainstorm Warning Signal was in force.[18]
