The North-South Lantau Ordinary Bus Route 3M is operated by New Lantao Bus (NLB). It runs between Mui Wo Ferry Pier and Tung Chung Station Bus Terminus, via Nam Shan, Pui O, San Shek Wan, Pak Kung Au and Tung Chung Road, providing residents and visitors in Southeast Lantau a convenient way to travel to and from Tung Chung to connect with MTR and buses to and from the urban areas.
The Transport Department (TD) has given special approval for NLB to hire non-franchised buses to serve the franchised bus routes in South Lantau on holidays and days of high passenger demand, and to provide a North-South Lantau Special Bus Route 13S, which operates as group hire buses with non-stop services to meet the demand. However, since the gradual relaxation of the TD's restricted road regulations for coaches in South Lantau in February 2009, the demand for hiring NLB buses has dropped significantly and it has been many years since NLB has deployed a bus on 13S, which means there is no actual operations.
History[]
- 22 May 1997: To tie in with the opening of Lantau Link, Lantau Air-conditioned Bus Route 13 came into service between Mui Wo Ferry Pier and Tung Chung Town Centre, providing a joint service with Route 3 to and from Tung Chung Old Ferry Pier; special non-stop service 13S was available at that time to meet passenger demand.[1]
- 1 June 2001: Route 13 was renumbered to Route 3M and was converted to a short trip of Route 3;[2] both routes continued to provide joint headways.
- 5 December 2004 to 27 February 2005: $2.0 Octopus interchange discount with Tung Chung Line on Sundays and public holidays was introduced during the period.
- 6 June 2005: Full fare was reduced to tie in with the conversion of Route 3 to full air-conditioned service.[3]
- 29 September 2006: Frequency was increased and a new frequency between Tung Chung Old Pier[Remark 1] was added to replace Route 3 which ceased operation from the same date, and on the same date it also changed to provide joint headways with Route A35.
- 16 November 2008: Joint headway arrangement with Route A35 was cancelled due to its service reduction; at the same time, frequency on this route was increased and more buses with luggage storage facilities were deployed.
- 6 February 2009: With effect from 9:15 am, buses on both bounds were diverted to the new section of Tung Chung Road between Pak Kung Au and San Shek Wan, instead of the old section of South Lantau Road in Cheung Sha, to tie in with the opening of the new and improved Tung Chung Road to traffic from 10:00a.m. onwards.[4][5]
- 16 July 2010: All trips terminating at Tung Chung Old Ferry Pier were cancelled[6] and instead diverted via Yat Tung Estate section of Chung Yan Road (North Lantau Hospital) for some trips.
- 16 July 2011: All departures observe Mui Wo Old Town and the departure time of special trips via Yat Tung Estate section of Chung Yan Road were amended.
- 2 November 2013: The bus stop on Shun Tung Road "Tung Chung Crescent" on Shun Tung Road was cancelled for Tung Chung Town Centre direction due to low utilisation.
- 16 April 2014: Frequency of special trips from Pui O (Lo Wai Tsuen) to Tung Chung Town Centre were increased to 3 trips on school days.
- 20 April 2015: The Tung Chung Town Centre Bus Terminus stop was temporarily cancelled and relocated to Tung Chung Temporary Bus Terminus due to the Citygate expansion project.[7]
- 7 September 2015: The 14:35 departure from Tung Chung Town Centre every Mondays to Saturdays would also observe North Lantau Hospital.[8]
- 1 March 2017: Estimated Time of Bus Arrival Enquiry Service (ETA) enquiry service was introduced to this route.[9]
- 19 January 2019: Double-decker buses began to be deployed on this route. (See section"Bus Deployments" for more)
- 27 April 2019: Tung Chung Terminus was relocated back to Tung Chung Town Centre to coincide with the completion of the stop's redevelopment.[10]
- 8 May 2021: Octopus interchange concessions with Long Win Bus (LWB) "E Routes" (North Lantau External Routes) were introduced for a six-month trial basis.[11]
- 24 January 2022: Octopus interchange concession with Route 1 was introduced.[12]
- 24 March 2022: Octopus interchange concession with Route 23 was introduced.[13]
- 29 July 2024: A new stop was added at Yu Tai Court (Chung Yan Road) on Chung Yan Road for Mui Wo direction. [14][15]

Bus Deployments[]
Given that the only double-decked bus that can serve South Lantau Road, the Leyland Victory II (LD), was retired in 1995 and that there has not been any short-bodied double-decked bus suitable for Tung Chung Road and South Lantau Road for many years, only single-decker buses have ever been used for this route. The low capacity of these buses had caused the unnecessarily long waiting time for passengers, especially on special days and during peak tourist seasons. In addition, the vast majority of single-deck buses do not have low-floor and barrier-free facilities, causing inconvenience to the elderly and the disabled.
On the other hand, two new HOS projects in Mui Wo Old Town - Ngan Ho Court and Ngan Wai Court - are expected to be completed in the third quarter of 2018. To meet the demand of new passengers travelling to and from Tung Chung Town Centre and to enhance the capacity, NLB planned to introduce double-decker low-floor buses on this route.
Testing of Double-decker buses[]
In terms of road width, it is not impracticable for 12m buses to run on the improved Tung Chung Road and South Lantau Road. Since the completion of the improvement works on Tung Chung Road, NLB has deployed the MAN A91 12m buses (MN) from time to time and also arranged for the MAN A95 12m double-decker bus (MD06/TX8606) to conduct road tests, but the engine overheating at Tung Chung Road (commonly known as "water rolling"/水滾 in Cantonese) and had to be turned around at San Shek Wan Roundabout.
When NWFB introduced the Enviro400 Euro V low-height double-decker bus in 2017, NLB was also interested in this model and had plans to introduce and deploy it on Route 3M. On 9 June, the Asia Pacific headquarters of Alexander Dennis lent NLB a new, unlicensed NWFB Enviro 400 Euro V (3839), which was driven by the Chairman of Kwoon Chong Motors, Mr Wong Leung Pak[16][17][18] and tested on Tung Chung Road and South Lantau Road with good results. NLB then placed an official order for 14 Enviro400 Euro Vs[19] which are expected to arrive in Hong Kong in the second quarter of 2018.[20]
The new bus design was also revealed in April 2018[21] and has a 40% increase in passenger capacity compared to the current single-decker buses in service, which is more effective in triaging passengers. In September 2017, NLB submitted a consultation paper to the Traffic and Transport Committee of the Islands District Council (IsDC), proposing to switch all buses on this route to the newly purchased low-floor double-deck buses in view of the occupation of the two HOS flats in Mui Wo Old Town, Ngan Ho Court and Ngan Wai Court, which are expected to be implemented in the second quarter of 2018.[22][23] As the Islands District Council considered that the roads in South Lantau were narrow and winding, and was concerned about the safety of double-decker buses, the TD said that another road test would be arranged before the opening of the two new HOS flats in Mui Wo to ensure safety.[24]
Double-deckers officially join this route[]
NLB finally started to run double-deck buses on Route 3M starting at 6am on 19 January 2019, with about two to three double-decker buses providing service by the end of the first quarter and 10 double-deck buses are expected to run on the regular schedule during the year. This is the first time that a double-decker bus has been deployed on South Lantau Road (Mui Wo to San Shek Wan) since 1995, when the Leyland Victory II was withdrawn from service.[25]
When double-deck buses first started to run on Route 3M, some passengers were reluctant to take double-decker buses and preferred to wait for other trips, but later on many passengers requested for more double-deck buses. On 31 May 2019, NLB, together with representatives from the Police, TD and relevant departments, took an Enviro500 MMC 11.3m (4056/UR1256) borrowed from NWFB and was driven by Wong Leung Pak, Chairman of Kwoon Chung Bus, to Tung Chung Road for a trial run.[26]

Ridership[]
This route has replaced Route No. 3 as the main route between Mui Wo and Tung Chung. Since the reduction of frequency of Route A35, it has taken on the function of connecting to the airport. With the increase in population in Mui Wo and the high passenger demand during holidays, the number of passengers has been high and the whole route has even deployed with double-decker buses since 2019.
Related Incidents[]
- 21 October 2002: At about 7:00am, an Isuzu bus heading for Mui Wo Ferry Pier collided with a bus of the same model running on Route 11 on the opposite side of the road due to slippery conditions when it fell along Tung Chung Road, injuring two bus captains and four passengers.[27]
- 3 November 2011: A MAN A51 (MN67/ML2770) was stolen and driven while parked at Shui Hau at around 4:00am when the driver forgot to remove the keys and the bus was then crashed at Tong Fuk.[28]
- 23 November 2014: A out-of-control private car collided cross-lane with a bus running on this route towards Tung Chung Town Centre on South Lantau Road and escaped away at around 1am. The female private car driver was later arrested for drink-driving.[29]
- 11 June 2015: At 9:42am, one person was injured when a MAN A51 (MN68/ML4993) collided head-on with a wagon on South Lantau Road near San Shek Wan. [31][32]
- 31 October 2016: At around 3pm, a MAN A91 (MN103/RB6908) which was leaving Tung Chung Temporary Bus Terminus suddenly lost control and crashed into the metal roof and queuing rail near the entrance of the terminus, causing serious damage to the front of the vehicle, trapping the driver and slightly injuring three male and five female passengers.[30][31]
- 2 April 2017: At around 9am, a Tung Chung Town Centre-bound MAN A91 (MN102/RB8066) crossed the opposite traffic lane and crashed into a Kwoon Chung Motors MAN RR2 (TN5602) running on NLB Route 23 towards Ngong Ping, injuring five people.[32]
