The Lantau Link Bus-Bus Interchange (青嶼幹線巴士轉乘站, Citybus Location Code LAL) [1] is located at North Lantau Highway, Tsing Chau Tsai Peninsula, Tsuen Wan District, New Territories, and was once the toll booth of the Lantau Link, which was opened on 22 May 1997 when the Lantau Link was commissioned.
It was once known as the "Lantau Link Toll Plaza" (青嶼幹線收費廣場) [Remark 1]. In the past, the toll plaza was headed by the North Administration Building [Remark 2], with 10 toll booths in each direction to collect tolls for vehicles passing through the toll plaza. However, since the opening of the Tuen Mun Chek Lap Kok Tunnel Road on 27 December 2020, the Lantau Link became free of charge and the toll plaza ceased to be in use, and was subsequently demolished. The toll plaza is now referred to as the "Lantau Link Bus-Bus Interchange" and "Lantau Link BBI" by Citybus and the Long Win Bus (LWB) respectively.
A pair of bus-only lanes attached to the west side of the toll plaza, once gazetted as "Lantau Toll Plaza Bus Bays" (大嶼山收費廣場巴士停車灣), is a restricted area where only franchised buses are allowed to enter to enable the bus companies to set up BBIs [2]. Although NLB Route 1R passes through a section of the North Lantau Highway off the westbound carriageway, it does not enter the dedicated carriageway for stops.
When Citybus Bus Stop Announcement System announces this stop, the name of the stop " Lantau Link Bus-Bus Interchange" (青嶼幹線巴士轉乘站) will be displayed and broadcasted first, but the information displayed and broadcast will be different for the two directions and different routes:

History[]
The Lantau Link, which was one of the ten core projects of the Hong Kong Airport Core Programme, was commissioned on 22 May 1997 and is 3.5 kilometres long, comprising the Tsing Ma Bridge, the Kap Shui Mun Bridge and the Ma Wan Viaduct. [3]
To celebrate the completion of the Airport Core Programme (ACP) transport network, the Lantau Link was opened on 27 April 1997 by the former British Prime Minister, Mrs Margaret Thatcher, the Governor of Hong Kong, Mr Chris Patten, and the Chief Secretary, Mrs Anson Chan. The grand finale was a fireworks display and laser show at 8:00 p.m. In one of the shows, a total of 785 fireworks were launched from the 70-metre-high Tsing Ma Bridge, which is more than 1 kilometre long, as a waterfall, creating a spectacular spectacle [4]. Large-scale road closures were imposed on Tuen Mun Road and Castle Peak Road to allow the public to celebrate the completion of the Link and share the joy.
Toll Plaza Bus Stop[]
There are interchange stops at the Toll Plaza in both directions, connected by pedestrian subways. Except for NLB Route 1R, all bus routes passing through Kap Shui Mun Bridge stop at the Interchange and offer Octopus interchange concessions. In the early years before the Interchange concessions were introduced, few passengers used this station. After the Government discussed with Citybus and LWB on the feasibility of implementing BBI schemes at this stop [5], Citybus introduced the first Octopus BBI concession at this stop on 17 March 2003 [6], followed by LWB's BBI scheme at this stop on 21 March [7]; and with the subsequent occupation of the private housing estates of Yat Tung Estate and Tung Chung North, the stop has become a popular choice among the general public. With the subsequent occupation of Yat Tung Estate and Tung Chung North, where in the early years there was only one Citybus and one LW daytime external route, many passengers have been interchanging at the toll plaza to other bus routes operated by the same company, with some of the interchanges offering a free second trip, which is cheaper than arriving at Tung Chung town centre and interchanging to the New Lantao Bus (NLB) Routes (although the NLB route is not free of charge for the first trip although there is an interchange concession as well).
The Hong Kong Disneyland Resort opened on 12 September2005, and the Disneyland Shuttle Bus Route R8, the only bus route using the Lantau Link Toll Plaza as a circular point, started service in August. Passengers from all districts who interchange with Route R8 to and from Hong Kong Disneyland can enjoy Interchange concessions, the amount of which varies according to the route of the interchanging bus. [8]
In fact, the western terminus of the Lantau Link between the toll plaza and Kap Shui Mun Bridge does not include the section of road between the interchange and the toll plaza, which is part of the North Lantau Highway. The information on the stop post in Citybus's website describes this station as "North Lantau Highway near Lantau Link Toll Plaza" [Remark 13], which is correct. Besides, Citybus used to name this stop in Chinese as "青嶼幹線收費廣場" in the early years, but later renamed it as "青嶼幹線繳費廣場", which is different from the other tunnel interchange stops using the Chinese term "收費廣場", while LWB used to name this stop as "Lantau Link Toll Plaza" (青馬收費廣場) in the early years.
Since the opening of the Tuen Mun Chek Lap Kok Tunnel on 27 December 2020, the Lantau Link was exempted from toll collection and the Government started to demolish the Toll Plaza. The whole project was completed in June 2021, and Citybus changed the name of the stop to "Lantau Link Bus-Bus Interchange" (青嶼幹線巴士轉乘站), but LWB did not follow suit and only changed the name to "Lantau Link Interchange" (青嶼幹線轉車站) in May 2022, and due to lack of space on the electronic destination sign, the Chinese name of the stop was shortened to "青嶼轉車站" when labelling the start and end points of Route R8.
On 28 December 2020, due to the opening of Tuen Mun Chek Lap Kok Tunnel Road, LWB Routes A33, A33X, E33, E33P and NA33 no longer called at this stop, and Route A33P was cancelled.
On 20 June 2021, due to the second stage of route re-organisation of Tuen Mun Chek Lap Kok Tunnel Road, LWB Routes A36, A37, N30, NA37 no longer called at this stopn, and Routes E34A, E34B, E34P, E34X, N30P, N30S, NA34 were cancelled, and their alternative routes were also diverted to Tuen Mun Chek Lap Kok Tunnel Road.
On 18 July and 8 August 2022, LWB Routes R33 and E43 were diverted to operate via Tuen Mun Chek Lap Kok Tunnel Road respectively and no longer called at this stop.
Tolling Arrangements[]
The 22-kilometre-long expressway section of the highway network leading to the Hong Kong International Airport at Chek Lap Kok is designated as the Tsing Ma Control Area (青馬管制區, TMCA), which runs from the Mei Foo Interchange at the start of the Tsing Kwai Highway to the Yam O Interchange of the North Lantau Highway, and comprises the Tsing Kwai Highway, the Rambler Channel Bridge, the Cheung Tsing Tunnel, the Cheung Tsing Highway, the Tsing Yi North Coastal Road, the North West Tsing Yi Interchange and the Lantau Link.
The TMCA control area is equipped with a Traffic Control and Surveillance System to control traffic flow, assist in incident management and provide useful information to motorists. The TMCA is operated and maintained by a private sector management contractor, the Transport Infrastructure Management Limited (交通基建管理有限公司). At the initial stage of operation, the toll plaza of the Lantau Link consisted of 20 toll booths with staff tunnels underneath, with entrances and exits to the tunnels at every three toll booths.
To provide greater convenience to motorists, smoother traffic flow in the direction of the airport and to save staff costs at the toll plazas, the Government decided on 14 February 1997 that the Lantau Link should be operated on a one-way toll collection basis until an alternative Lantau Link was available [9]. Motorists entering Lantau Island via the toll plaza could drive straight through the toll booths without stopping to pay the tolls, while the tolls for both directions were collected in one go at the toll booths for the urban direction when the vehicles leave Lantau. As some motorists were not familiar with the arrangement and stopped at the toll booths, resulting in a number of accidents, five of the Airport-bound toll booths were removed in October 1999 to create an unobstructed passageway for motorists to pass through directly. [10]
When the underwater tunnel section of the Tuen Mun-Chek Lap Kok Link and the Hong Kong-Zhuhai-Macao Bridge were commissioned in future, Lantau Link would no longer be the only road in and out of Lantau, and it will be necessary to change from a one-way to a two-way toll collection mode. The Government announced in 2017 that the toll collection mode of Lantau Link would be changed from one-way to two-way toll collection with effect from 0000 hours on 20 August 2017, i.e. motorists were required to pay a one-way toll for entering and leaving Lantau Island via the toll plaza. [11][12]
When the next version of toll collection arrangement came into effect on 20 August, only two automatic toll lanes and four manual toll lanes were in operation in the airport direction at the Lantau Link Toll Plaza, while the central unobstructed lane, which was originally intended for vehicles to pass through directly, was closed to allow for the re-installation of the toll booths in the future. The following day was the first working day under the new toll collection arrangement. In the morning, only six toll lanes were open in the airport direction, which could not cope with the traffic flow during working hours, causing serious congestion on the Lantau Link, and at one stage, the traffic queue extended to the Tuen Mun Road near So Kwun Wat, the Nam Wan Tunnel and the Tai Lam Tunnel, and the impact on the Lam Tunnel and its Kowloon direction was intermittent.
As a result of the incident, as many as 125 Citybus and LWB buses lost their trips [13] and LWB had to borrow a number of buses from the KMB fleet to operate its routes to meet its urgent needs. The {Park Island Transport also had to operate a special ferry service to and from Tsuen Wan so that passengers could avoid the congestion at the Tsing Ma Bridge [14]. TD opened an additional fare booth for franchised buses only in the evening to deal with the emergency, and promised to open two more fare booths on the following day in order to avoid repeating the same mistake. [15][16][17][18]
In the 2019 Policy Address, the Chief Executive proposed to seek ways to reduce the costs of using government tolled tunnels and control zones for the public, public transport operators and the transport trades as far as traffic conditions permit. When the Tuen Mun-Chek Lap Kok Link (TM-CLKL) opens, it was proposed to waive the tolls of the Lantau Link as it is considered that traffic to and from Lantau Island will be diverted. [19] By November 2020, when it was announced that the TM-CLKL would open on 27 December 2020, it was formally announced that the tolls of the Lantau Link would be waived from that date.
Coordinating Emergency Accidents[]
In 2018, in response to a question raised by a LegCo Member, the Government advised that the Tuen Mun-Chek Lap Kok Link had not yet been commissioned, and whenever a traffic accident occurred on the Lantau Link or the North Lantau Highway, the external road traffic in North Lantau would be affected. The Transport Department (TD) has put in place contingency measures, including placing a number of tow trucks at suitable locations on the highway. When a traffic accident is detected, TD will immediately dispatch staff to the scene of the accident and quickly remove vehicles blocking the road, so that normal traffic can resume as soon as possible. At the same time, the Emergency Transport Co-ordination Centre (ETCC) of the Department would, having regard to the circumstances of the incident, liaise closely with relevant government departments and public transport operators to arrange for appropriate emergency services or service adjustments.
The ETCC would also keep the public informed of the latest developments and traffic arrangements through the media, TD's mobile phone apps, the Airport Authority's mobile phone apps, variable message displays on major trunk roads in the vicinity, and the radio re-broadcasting system inside the tunnel as soon as possible, and appeal to the public to plan their journeys in advance or make changes to their travelling routes in order to minimise the impact of the incident. [20]
Strong Wind Traffic Management Measures[]
To ensure the safety of motorists, the Lantau Link and Ting Kau Bridge within the TMCA will be subject to strong winds in phases according to the set wind speeds under strong wind conditions. [21]
- When the 10-minute average wind speed of the Lantau Link or Ting Kau Bridge exceeds 60 kilometres per hour [Remark 14], the Transport Department (TD) will implement the first phase of traffic control, during which vehicles, motorcycles and motor tricycles exceeding an overall height of 1.6 metres are prohibited from using the bridges, the median of the bridges will be closed, and the speed restriction will be reduced from 80 kilometres per hour to 50 kilometres per hour. To avoid traffic disruption in Ma Wan, the Transport Department (TD) will allow some designated single-decker low-floor buses to continue to operate on the bridge deck, and under certain circumstances, KMB Route Y41 will provide service to support Resident Bus Route NR330.
- When the 10-minute average wind speed of the Lantau Link or Ting Kau Bridge exceeds 75 kilometres per hour [Remark 15], TD will implement Stage 2 traffic control, whereby all traffic lanes on the Lantau Link bridge deck will be closed and all vehicles will be diverted to the single-lane lower deck road with a speed restriction of 50 kilometres per hour, and the Ting Kau Bridge will be completely closed.
- When the 10-minute average wind speed of the Lantau Link exceeds 165 kilometres per hour [Remark 16], TD will implement the third stage of traffic control and the upper and lower decks of the Lantau Link will be completely closed.
Before and during the implementation of strong wind traffic control, TD and TMCA adopt appropriate traffic management and contingency measures in accordance with the established procedures and mechanism to divert traffic and notify the public, with a view to minimising the impact as far as practicable while ensuring safety. These measures included: [22]
- Notifying the public as early as possible about 45 minutes before the implementation of the first phase of traffic control, including issuing strong wind traffic control and latest traffic and public transport service messages to the public through radio and other media, as well as through the websites and mobile phone applications of TD, the Airport Authority and public transport service operators (including bus companies and MTR);
- making use of the message displays on major roads in the TMCA and TSCA and some major roads in other districts, as well as through the radio broadcasting systems in a number of tunnels, to alert motorists to the traffic conditions of the Lantau Link, so that passengers who are already en route can have the information to facilitate their consideration of switching to railway services; and
- liaising with public transport operators, including MTRCL, to make timely service adjustments in response to passenger demand, and increasing the frequency of MTR Airport Express and Tung Chung Line to cope with additional passenger demand.

Major Accidents[]
- 27 August 2001: On 27 August 2001, at about 3:00 p.m., a Dennis Trident (2121/HS8500) running on Citybus Route A21 towards Airport collided with a construction vehicle at Kap Shui Mun Bridge. The construction vehicle was knocked into a 180-degree head-on reversal, and then crashed into a private car parked at the side of the road due to a malfunction, resulting in a total of one death and 11 injuries.[23][24]
- 10 May 2014: At around 8:00 a.m., an Enviro500 MMC (9518/SN8669) on LWB Route E34 heading towards Airport crashed into a lorry in front of it while it was travelling on Tsing Ma Bridge, injuring five people and causing serious damage to the left front end of the bus.[25]
- In the evening of 23 October 2015, when a vessel was suspected to have rammed into the Kap Shui Mun Bridge, TMCA decided to close the Lantau Link for two hours for inspection, which disrupted road and rail traffic in the urban area into and out of Lantau, and the Transport Department (TD) appealed to passengers to take the ferry to Discovery Bay instead, and then interchange with DBTSL Route DB02R to the Airport.[26][27][28]
- 19 February 2016: At around 10:00pm, a Dennis Trident (2287/JB3698) running on Route E11 bound for Tin Hau Station suddenly caught fire during a stop at the Lantau Link Bus-Bus Interchange with no injuries.[29] The bus was subsequently withdrawn from service due to serious damage to the rear end and age of the bus.
- On the afternoon of 19 June 2016, a serious traffic accident occurred at Tsing Ma Bridge when four Kwoon Chung staff buses carrying Hong Kong Aircraft Engineering Company Limited (HAECO) staff off duty collided with a van-type light goods vehicle, resulting in 37 injuries, with one male passenger being thrown out of the vehicle and collapsing to the ground. - 21 April 2019: At around 4:00 pm, a traffic accident occurred at Tsing Ma Bridge towards the Airport, in which five buses collided in a series of collisions involving a Park Island Transport Young Man JNP6122G (301/PM6822), an Enviro500 MMC (6510/TJ3111) serving Route E32, a bus of the same type serving Route E34B (9501/SJ7944), a bus of identical model (6834/VE6639) on Route A11 and another bus of identical model (8033/SJ8393) on Route A10, resulting in at least 38 injuries. [32][33][34] Of these, 301/PM6822 was not repaired due to severe front-end damage and was written off early.
