The North Lantau External Bus Route E33P is operated by Long Win Bus (LWB). It runs between Siu Hong Station (South) and Airport (Ground Transportation Centre), which passes through Fu Tai Estate, Siu Hong Court, Tuen Mun Hospital, Leung Tin, Shan King Estate, Tuen Mun Swimming Pool and Siu Shan Court before taking the Tuen Mun Chek Lap Kok Tunnel Road to and from Tung Chung Town Centre and Airport Logistics Area.

Deriving from the first generation of Route A33, Route E33P initially operated only during the morning and afternoon peak hours, with a few trips from Tuen Mun and the Airport respectively. It has since become popular with residents along the route and the service hours have been extended. At present, the service has been upgraded to operate during daily daytime for Airport bound and daily afternoon for Tuen Mun bound.

History[]

Since the new airport commenced operations in July 1998, Tuen Mun District has only been served by Route E33 connecting Tuen Mun Town Centre, On Ting Estate, Yau Oi Estate and neighbouring housing estates, which had remained unchanged for many years. Passengers from other areas have long endured the inconvenience of first taking the Light Rail to the town centre before transferring to Route E33. Although LWB introduced Route A33 in August 2002, operating only during peak hours and providing direct service to Hong Kong International Airport, this route neither served Tung Chung nor the Airport Logistics Area. Coupled with its high fares, the route consistently suffered from low ridership and the Tuen Mun District Council has persistently advocated for the introduction of a new route over the years.

After prolonged advocacy and waiting, the prospect of a new route gradually emerged over six years later. In the 2008-2009 Bus Route Development Programme, the Transport Department proposed a new bus route connecting Siu Hong Station and the Airport[1], effectively replacing the section of Route A33 previously serving Fu Tai Estate to Tuen Mun Swimming Pool. Consequently, with a slightly higher mileage, the fare level is also marginally higher than other LWB North Lantau External Routes.

Service history[]

  • 29 November 2008: Route E33P entered service to replace the original service of Route A33 in Tuen Mun District and additionally stopping at Brilliant Garden and Lingnan University. The service hours at that time were as follows:
    • From Siu Hong Railway Station: Daily at 05:15, 06:15, 07:00, 07:40;
    • From Airport: Daily at 17:45, 18:15.
  • 8 December 2008: A new departure at 06:35 towards Airport was added.
  • 14 December 2008: The 07:40 departure towards Airport was advanced to depart at 07:25.
  • 8 March 2009: The departure times towards Airport were amended to 05:15, 06:00, 06:25, 06:50, 07:10, 07:30.
  • 7 June 2009: The departure times towards Airport on Sundays and Public Holidays were amended to 05:15, 06:00, 06:25, 06:50, 07:20 and that towards Siu Hong Railway Station daily to 17:40, 18:10, 18:50.
  • 19 October 2009: A new stop was added at "Ng Lau Road" on Lam Tei Interchange for Siu Hong Railway Station bound.
  • 29 November 2010: Services towards Airport on Mondays to Saturdays were enhanced to 7 trips, departing at 05:15, 06:00, 06:25, 06:45, 07:00, 07:15 and 07:30.[2]
  • 15 May 2011: A new stop was added at "Ng Lau Road" on Lam Tei Interchange for Airport bound.
  • 25 March 2012: An additional double-decker bus was deployed to this route[3] with services on Mondays to Saturdays enhanced - a new departure at 05:40 towards Airport was added while the departure times towards Siu Hong Railway Station were amended to 17:30, 17:55, 18:20, 18:50.
  • 9 March 2014: Services on Mondays to Saturdays were enhanced, with Airport-bound services enhanced to 9 trips while the departure at 16:50 towards Siu Hong Railway Station was added.
  • 14 July to 28 August 2014: Special services to Airport were added on Monday to Friday mornings, departing at 05:15 from Tin Lok House Tin King Estate and 07:45 from Siu Hong Railway Station.[4]
  • 1 September 2014: Services on Mondays to Fridays were enhanced, with a new departure towards Airport at 06:35 and a new sepcial service departing at 05:15 from Blossom Garden to Airport.[5]
  • 24 November 2014: Services on Mondays to Saturdays were enhanced with an additional departure at 06:35 towards Airport and an additional departure at 16:00 towards Siu Hong Railway Station as well as a special service departing at 05:15 from Blossom Garden to Airport.[6]
  • 9 March 2015: Two daily departures at 23:35 and 00:00 towards Siu Hong Railway Station were added.[7]
  • 21 March 2015: Estimated Time of Arrival (ETA) Enquiry System was introduced on this route. [8]
  • 18 July 2015: The first phase of service hour extension was implemented with an addition of services between 18:50 and 23:35.[9]
  • 19 September 2016: The third phase of service hour extension was implemented with Airport-bound service hour extended to 13:00.[10]
  • 12 December 2016: The third phase of service hour extension was implemented with Airport-bound service hour extended to 18:00 and the first bus time for Siu Hong Station advanced to 14:30.[11]
  • 28 December 2020: The following changes were implemented with the opening of Tuen Mun Chek Lap Kok Tunnel Road:[12][13]
    • Rerouted via Wong Chu Road, Hoi Wong Road, Wu Shan Road, Lung Mun Road, Tuen Mun Chek Lap Kok Tunnel Road and Shun Long Road between Tsing Wun Road and North Lantau Highway for both directions, omitting Lung Mun Oasis, [[Sun Tuen Mun Centre, Tuen Mun Road, Ting Kau Bridge and Lantau Link;
    • For Airport direction, the route was changed to enter Ground Transportation Centre directly after Cheong Lin Road, omitting Cheong Hong Road;
    • The original stops at "Glorious Garden", "Lung Mun Station", "Sun Tuen Mun Centre" on Lung Mun Road, "Siu Shan Court" on Wu Shan Road, "Lantau Link Toll Plaza" and "Terminal 1" were cancelled with new stops added at "Butterfly Station/Siu Shan Court", "Butterfly Beach" and "Tuen Mun Chek Lap Kok Tunnel Interchange", as well as the reversion of travelling direction at "Tuen Mun Swimming Pool" bus stop;
    • The full fare and section fare within Tuen Mun was lowered;
    • The original interchange concessions provided at Lantau Link Toll Plaza was changed to be provided at Tuen Mun Chek Lap Kok Tunnel Interchange, Tung Chung or Airport Logistics Area (interchange with Route E32A was converted to the opposite direction);
    • The last bus from Siu Hong Station was delayed from 18:00 to 19:00 on a trial basis until 31 March the next year.[14][15]
  • 8 May 2021: Octopus interchange concessions with NLB Routes 3M, 11 and 23 were introduced.[16][17] It was originally a 6-month trial, but was later furthered till 31 October 2022.[18][19]
  • 20 June 2021: The interchange concession with Route E32A was cancelled and was replaced by the interchange concession with Route E36A which commenced service on the same day.[20]
  • 17 October 2021: The bus stop at "Siu Shan Court" on Wu Shan Road was reinstated.[Remark 1]
  • 18 July 2022: Interchange concession with Route R33 was introduced.[21]
  • 1 November 2023: Octopus interchange concession with NLB Route 36 was introduced.[22][23]

  • Elderly persons aged 65 or above using Senior Octopus Cards or Personalised Octopus cards, Hong Kong residents aged 60 to 64 using JoyYou Card, and eligible persons with disabilities using Personalised Octopus cards with "Persons with Disabilities Status" can enjoy a flat fare of $2.0 per journey under the $2 Concessionary Fare. Ridership[]

According to the Bus Route Planning Programmes and other documents, the ridership of this route is as follows:

  • 2009: The highest occupancy rate was 72%.[28]
  • 2010: The occupancy rate during the morning peak hours was 69% and that during afternoon peak hours was 65%.[29]
  • 2011: The occupancy rate during morning peak hours was 78% and that during afternoon peak hours was 74%.[30]
  • 2015: The highest occupancy rate during the peak hours was 86%.[31]
  • 2016: According to a survey conducted by LWB in March, the average occupancy rate during the morning peak period for Airport bound was about 76%, while that for the Tuen Mun bound was 30% during the period from 7 pm to 12 am.
  • May 2020: The Transport Department submitted a paper to the Tuen Mun District Council (TMDC) showing that the occupancy rate during the peakiest hour was about 55%.[32]
  • June 2020: The occupancy rate during the peakiest hour was 79%.[33]

Controversies[]

As Route E33 does not serve Tuen Mun Ferry Pier Area, Leung Tin and Siu Hong, numerous residents and District Council members have persistently advocated for upgrading this service to full-day operation over many years.[34] However, despite proposals to maintain 30-minute intervals during off-peak periods, LWB has shown little enthusiasm, repeatedly rejecting the suggestion on grounds of insufficient fleet capacity.[35][36]

Following extensive discussions within the District Council, the 2015-2016 Bus Route Planning Programme ultimately proposed a phased extension of service hours for this route. This would extend morning services into midday and evening periods, facilitating commutes for local residents and travellers to the Airport Logistics Area or the Passenger Terminal Buildings. However, LWB claimed existing services adequately met demand and refused to extend operating hours, rendering the originally proposed second phase of extended services (scheduled for Q4 2015) indefinitely delayed.[37] Coupled with persistent calls for full-day operation on this route, the District Council subsequently demanded the revocation of the franchises for both the E33 and this route.[38]

Coinciding with the 2016-2017 Bus Route Planning Programme proposing full-day service for Route A33, Tuen Mun District Council members questioned whether LWB intended to replace this route with A33's extended service, though the operator denied such plans.[39] It was not until August 2016 that the Transport Department formally confirmed implementation of the second and third phases of extended service hours in the third quarter of that year[40], with the arrangements ultimately taking effect on 19 September and 12 December respectively.

Despite Long Win having extended this route's service hours on multiple occasions, numerous District Council members continue to advocate for upgrading it to full-day, two-way operation.[41] Commencing 28 December 2020, as part of the first phase route realignment following the opening of the Tuen Mun Chek Lap Kok Tunnel Road, Route E33 was rerouted via Lung Mun Road and the new tunnel and consequently, residents of San Shek Wan and the western Tuen Mun Ferry Pier area finally gained access to a direct bus service operating daily throughout the day between Tung Chung and the Airport Logistics Area.

Related incidents[]

  • 9 June 2013: At approximately 6:00 pm, a Dennis Trident (201/HT7555) travelling towards Siu Hong Railway Station collided with a tree branch along Ming Kum Road, resulting in a male passenger sustaining head injuries.[42]
  • 30 September 2017: At approximately 11:00 pm, an Enviro500 (8416/PD6710) travelling towards Siu Hong Station collided with the rear of a medium goods vehicle at the roundabout near Airport Freight Forwarding Centre on Chun Wan Road South. The bus sustained severe damage to its front end, with the left side of the vehicle body sheared open. One male and one female passenger were injured in the incident.[43]
  • 21 December 2023: At approximately 4:00 pm, a Volvo B8L (UV6X40/XT8647) travelling towards Airport collided with the right-hand mirror of a semi-trailer truck in the left lane while turning left from the centre lane onto Lung Mun Road via Wu Shan Road with the bus subsequently reversed and turned the wheel. Neither driver alighted to assess the situation before departing the scene.[44]

To prevent conflict with the bus stop at Lung Mun Road with the same name after the reinstatement, the "Siu Shan Court" bus stop on Wu Shan Road for Airport and Tuen Mun directions were renamed "Yeh King House Siu Shan Court" and "Butterfly Beach Sports Centre" respectively, while the "Siu Shan Court" stop on Lung Mun Road was renamed "Lau King House Siu Shan Court".
