The North Lantau External Bus Route E31 is operated by Long Win Bus (LWB). It runs between Tsuen Wan (Discovery Park) and Tung Chung (Yat Tung Estate), via Tsuen Wan Town Centre, Tsing Yi (Cheung On Estate, Tsing Yi Road West), Lantau Link, Tung Chung Town Centre and Mun Tung Estate.
Route E31 entered service on 22 May 1997 when the Lantau Link was commissioned, making it the first route operated by LWB; and together with Routes E32 and E32A, it is also the cheapest North Lantau External Route.
History[]
- 22 May 1997: The Lantau Link was opened on the same day and Long Win Bus (LWB) operated the first bus route E31 between Tsuen Wan Ferry Pier (old) and Tung Chung Town Centre, detouring via Tung Chung Ferry Pier on Saturdays and Public Holidays from 08:30 to 17:20. [1]
- At that time, LWB only had 10 buses and it was expected that only the workers of the new airport construction site would take this route, so the frequency was 15-30 minutes at the initial stage of the service. As many people wanted to have a glimpse of the Tsing Ma Bridge, passengers started to choose to interchange to New Lantao Buses (NLB) via Tung Chung to visit other parts of Lantau Island, and the first public housing estate in Tung Chung, Fu Tung Estate, started to move in, but the Tung Chung Line had not yet been commissioned, resulting in the igh patronage of this route right after its opening[2]; to ease the flow of passengers, LWB had to borrow buses from the KMB to meet the suddenly increasing demand, and also had to operate a separate circular sight-seeing route X31 for passengers who wished to joyride on Tsing Ma Bridge but did not want to set foot in Tung Chung.
- After departing from Tsuen Wan Ferry Pier, the route took Tai Ho Road, Castle Peak Road - Tsuen Wan, Sai Lau Kok Road, Tai Ho Road and then to Sha Tsui Road; after reaching Castle Peak Road - Tsuen Wan towards Tsuen Wan Ferry Pier, the route took Tai Chung Road and Hoi Shing Road to return to Tsuen Wan Ferry Pier (Old) Bus Terminus. At that time, among all the routes to the old Tsuen Wan Ferry Pier bus terminus, only this route and Route X31 turned right from Hoi Shing Road to return to the terminus.
- 2 June 1997: Detoured via Chek Lap Kok Bus Terminus near the entrance of the new airport site on Mondays to Fridays, i.e. the present Chek Lap Kok South Road near Ngong Ping 360 Airport Island Angle Station.
- 9 August 1997:[3]
- Services detouring via Chek Lap Kok Bus Terminus were extended to Saturdays;
- The service time of trips via Tung Chung Ferry Pier were amended.
- 31 December 1997: Omitted Cheung On Bus Terminus during morning peak hours on weekdays for Tung Chung Town Centre direction.
- 7 February 1998: All trips detoured via Chek Lap Kok Terminus and no longer observing Tung Chung Ferry Pier.
- 22 June 1998: To tie in with the opening of the MTR Tung Chung Line:[4]
- Tung Chung terminus was relocated to Tung Chung MTR Station adjacent to the original stop;
- No longer detoured via Chek Lap Kok Bus Terminus.
- 6 July 1998: Tsuen Wan terminus was relocated to the newly completed Discovery Park Public Transport Interchange. [5]
- 21 September 1998: Rerouted via Mei Wan Street to Sai Lau Kok Road for Tung Chung MTR Station direction, omitting Tsuen King Circuit and Castle Peak Road - Tsuen Wan. [6]
- 7 June 1999: The arrangement of omitting Cheung On Bus Terminus for Tung Chung Town Centre direction during morning peak hours on weekdays was cancelled.
- 1 April 2001: Tung Chung terminus was relocated to Hong Yat House to facilitate with the first phase of moving in at Yat Tung Estate.[7]
- During the initial moving in at Yat Tung Estate, the bus terminus on the ground floor of Car Park 3 was not yet completed, and a temporary bus terminus was therefore provided alongside Yu Tung Road opposite Hong Yat House.
- 21 October 2002: Detoured via Tung Chung North (Caribbean Coast, Coastal Skyline) for both directions. [8]
- 14 December 2002: Omitted Tung Chung MTR Station Bus Terminus for Discovery Park direction.
- 2003: Various interchange concessions were introduced in phases:
- 30 May 2004: Yat Tung terminus was relocated to the bus terminus located on the ground floor of Carpark No. 3. The stop at "Fuk Yat House Yat Tung Estate" was cancelled as it no longer via the section of Yu Tung Road west of Chung Yan Road, and new intermediate stops were added at "Chung Yan Road" and "Kan Yat House Yat Tung Estate".[11]
- 4 July 2005: Daily departures before 6:00 a.m. and after 12:00 midnight in both directions were diverted via the at-grade section of Texaco Road instead of the Texaco Road Flyover to tie in with the implementation of noise control measures at the Flyover. [12]
- 21 March 2015: Estimated Time of Arrival (ETA) Enquiry System was introduced on this route. [13]
- June 2015: Changed to stop at "Tung Chung Crescent" stop only after detouring via Tat Tung Road for Discovery Park direction. [14]
- 6 April 2016: An intermediate stop at "Ying Hei Road" (opposite to The Visionary) when go to Discovery Park. [15]
- 25 March 2017: The following changes were implemented to tie in with the occupation of Ying Tung Estate:[16][17]
- Two additional express trips from Yat Tung Estate to Discovery Park without going through Tung Chung North at 07:10 and 07:40 on Mondays to Fridays were introduced: after stopping at the "Fu Tung Plaza" stop, the relevant trips were rerouted to turn left to Shun Tung Road and go directly to the North Lantau Highway via Yu Tung Road;
- Departures from Yat Tung Estate and Discovery Park from 08:00 and 09:15 daily were diverted via Ying Tung Road and two new stops at "The Visionary" and "Ying Tung Estate" were added.
- 17 September 2017: A new intermediate stop at "Century Link" on Ying Hei Road for Yat Tung Estate direction was added. [18]
- 2 February 2019: To tie in with the occupation of Mun Tung Estate, both directions were detoured via Mun Tung Estate Bus Terminus omitting Tung Chung North; the "Fuk Yat House Yat Tung Estate" bus stop was reintroduced, whereas the service of Tung Chung North was changed to be provided by Route E32A which was upgraded to whole-day service on the same day. - 1 February 2020: Octopus interchange concessions with KMB Routes 33, 40, 41A, 42C, 44, 934, 934A and X42P until 31 January of the following year, and thereafter permanently. [20]
- 15 March 2020: The new e-payment system was piloted, with three types of payment methods: contactless credit card, mobile payment and 2D payment. Currently, it supports contactless Visa, MasterCard and UnionPay cards, Apple Pay, Google Pay and Samsung Pay, as well as AlipayHK "EasyGo" and UnionPay's "QuickPass", totalling seven methods. Passengers can continue to enjoy Interchange concessions between routes, but the new fare system is not included in the Public Transport Fare Subsidy Scheme and the $2 Fare Concession Scheme for the Elderly and Eligible Persons with Disabilities. - 8 May 2021: Octopus interchange concessions with NLB Routes 3M, 11 and 23 were introduced.[22][23] It was originally a 6-month trial, but was later furthered till 31 October 2024.[24][25]
- 1 November 2023: Octopus interchange concessions with NLB Route 36 was introduced.[26]

Ridership[]
Route E31 connects Tung Chung and Tsuen Wan and has a high patronage. To cope with the development and population growth of Tung Chung North, LWB has arranged to upgrade the peak-hour route E32A, which serves Tsuen Wan and Tung Chung North, to operate on a whole-day basis, replacing the service of this route in Tung Chung North. After the implementation of the rationalisation, the patronage of this route was concentrated in Tung Chung West and the Town Centre, and the morning peak hour trips on both directions were often overloaded, making it difficult for passengers waiting at the intermediate stops to board the bus. [27]
According to the Bus Route Planning Programmes and other documents, the ridership of this route is as follows:
- 2016: The highest passenger utilisation rate was 95%.
- 2017: An average of about 723 passengers were recorded travelling between Tung Chung North and Tung Chung Town Centre or Tung Chung West daily, accounting for about 5-10% of the total patronage of the route. [28]
- 2021: The maximum passenger utilisation rate was 80%. [29]
- 2023: The occupancy rate was about 70% during the peakiest hour towards Tsuen Wan. [30]
Related Incidents[]
- 26 August 2012: At around 8:00 a.m., a bus captain driving a Volvo B9TL (703/MY8612) bound for Tung Chung (Yat Tung) suddenly went into shock and collapsed at the junction of Tai Ho Road and Sha Tsui Road in Tsuen Wan. With no one in control, the bus ran out of control and first knocked down a woman in her sixties who was crossing the road, then hit the pavement and destroyed an electricity box, knocked another elderly woman to a two-metre flight, and then ran into a fashion shop in the Citywalk shopping mall and smashed the window panes before the bus came to a stop. In addition to the two pedestrians, the bus driver and two passengers on board were also injured. [31][32][33]
- 23 June 2013: A bus collided with a Citybus MAN NL262 (1532/HT9125) at Yu Tung Road, Tung Chung, damaging the front end of the bus and cracking the windscreen. The latter of which was not repaired and retired from service.
- 1 March 2020: At around 9:00 pm, a Tsuen Wan (Discovery Park) bound Enviro500 (8410/PB7996) crashed into the rear of a Citybus engineering vehicle near Tung Chung Fire Station, injuring four passengers on the bus. [34]
- 11 April 2023: In the afternoon, a Tung Chung (Yat Tung)-bound Enviro500 MMC 12.8m (UE6X51/XR1491) was approaching Tsing Yi when the elderly man wearing a mask sitting on the lower deck near the escape door coughed, followed by a long-haired lady and a grey-haired man pretending to cough next to him, then the three of them got into an altercation and fought with each other, and the footage was circulated on the Internet.[35][36]
