Kwai Fong Station Bus Terminus (葵芳站巴士總站, KMB and LWB Location Code 葵芳)[1] is an indoor parallel bus terminus located at the base level of 12-20 New Kwai Fong Gardens on Kwai Yi Road, Kwai Fong, Kwai Tsing District, New Territories, which is connected to Exits A and B of MTR Kwai Fong Station. It is currently the termini for several franchised bus routes with green minibus terminus and taxi stand attached, facilitating the residents' connection to MTR Tsuen Wan Line and is an important transport hub within Kwai Tsing District.
LWB currently names this stop "葵芳站總站" in Chinese, with the same English name as KMB.
History[]
The MTR Tsuen Wan Line commenced operations on 10 May 1982. Kwai Fong Station incorporated a vehicle marshalling area, including the MTR Kwai Fong Station Bus Terminus (葵芳地下鐵站巴士總站)[2], a minibus terminus and a taxi stand, with all facilities commencing operation on 16 May. The bus terminus has adopted a conventional parallel single-row platform design. Bus routes currently serving this stop primarily operate between North Kwai Chung, Tsuen Wan, Tuen Mun, Yuen Long and Sha Tin districts, while all green minibus routes connect to Tsing Yi Island. The minibus terminus and taxi stand are separate from the bus terminus and do not share entrances or exits.
The bus terminus occupies the ground level of New Kwai Fong Gardens, the development above Kwai Fong Station. Completed in 1983, the estate comprises five blocks providing 1,264 flats, with the ground and mezzanine levels housing the Ho Chuck Centre shopping arcade.[3] A public leisure garden spanning 6,400 square feet is situated on the rooftop of MTR Kwai Fong Station, open from 5:00 am to 10:30 pm. Members of the public wishing to access the rooftop garden may do so via the lift located beside the "Kwai Fong Station Bus Terminus Public Toilet" (葵芳站巴士總站公廁) within the bus terminus, which leads into the grounds of New Kwai Fong Gardens.[4][5]
The pedestrian walkway between Kwai Fong Station and the bus terminus falls within the jurisdiction of New Kwai Fong Gardens. On 25 August 2013, Kowloon Motor Bus reorganised the parking bays for all routes within the terminus to improve queuing and traffic flow within the stop.[6] However, in 2014, the Owners' Committee of New Kwai Fong Gardens wrote to the Transport Department complaining about management issues concerning several lay-bys situated within the estate's boundaries. Following discussions lasting over six months, the Owners' Committee decided in 2015 to exercise its landholder rights, demanding that KMB relocate these bus stops by the deadline of the end of March 2016.
The layout map of the bus terminus before works began
Following discussions between the Transport Department and KMB, it was proposed to undertake works at the bus terminus to construct additional waiting platforms. The existing single-lane platform near Block D of New Kwai Fong Gardens would be converted into a dual-lane platform and widened.[7] Works commenced on 25 March 2016, necessitating temporary alterations to all bus routes serving the terminus for approximately four months. Details are as follows:[8]
- KMB routes 30, 57M and 61M to Tsuen Wan or Tuen Mun temporarily omitted this stop with the temporary stops set up at Kwai Tsing Theatre or Kwai Chung Sports Ground;[9][10]
- The temporary terminus for Route 31M was relocated to the alighting stop at Kwai Yan Road, while all routes were changed to omit the alighting stop and deboard all passengers at the bus terminus;[11]
- The final stop for Route 260C morning service was relocated to outside Exit B of Kwai Fong Station, while the morning service of Route 46P and Route 69P also changed to deboard all passengers there;
- The stop location for routes 43M, 46P, 46X and 47X were relocated to the newly-completed bus stop shelter near the bus terminus exit on Kwai Yi Road;
- Routes 58M, 58P and evening service on Route 260C were relocated away from the triple-lane, while the stopping location for Route 32M was also adjusted.[12]
The widening works were successfully completed on 18 June 2016. The affected routes were gradually relocated back into the bus terminus, though this differed from the original plan:[13][14][15]
- First phase (18 June):
- The alighting stop at Kwai Yan Road was reinstated;
- The morning service of Route 260C resumed using the alighting stop at Kwai Yan Road as the final stop;
- Morning service of Route 46P and Route 69P was permanently changed to terminate at the stop outside Exit B of Kwai Fong Station and no longer entering the lay-bys;
- The terminus of Route 31M was relocated back to this stop and used the passenger waiting platform lay-by which underwent expansion;
- The lay-bys for routes 32M and 36M were swapped;
- Routes 43M, 46P, 46X and 47X was permanently changed to serve the stop next to the bus terminus exit on Kwai Yi Road.
- Second phase (23 June):
- The temporary en-route stops at Kwai Tsing Theatre and Kwai Chung Sports Ground were cancelled and relocated to a location more backward than the Route 31M platform.
Before and after the rail merger, KMB and LWB referred to this stop as "Kwai Fong MTR Station" (葵芳地鐵站) and "Kwai Fong Railway Station" (葵芳鐵路站) respectively, and some stops were appended with "Bus Terminus". In August 2017, KMB was the first to remove the word "Railway" from the stop name and to add "Bus Terminus" as a suffix to all its stop names, and LWB followed suit at the end of the month.
Compared to Kwai Hing Station, Kwai Fong Station is adjacent to Kwai Fong Estate, Kwai Tsui Estate, New Kwai Fong Gardens, Kwai Chung Plaza, Metroplaza, Kwai Tsing Theatre and Kwai Chung Police Station. It is also close to the industrial areas along Tai Lin Pai Road and Kwai Fuk Road, as well as the Kwai Tsing Container Terminals, with several commercial and industrial buildings in the area operate staff buses that pick up and drop off passengers around Kwai Fong Station. Furthermore, residents from Lai King Hill, Park Island and Tsing Yi South predominantly interchange to various bus and minibus routes at Kwai Fong Station, making this terminus the primary transport hub in Kwai Tsing District.
