History[]
- 1 December 2002: Route 16B entered service, running between Scenic View and Ping Shek Estate, replcaing the Scenic View Shuttle Bus that was not allowed to be operated by Transport Department.
- This was the first quality minibus route launched jointly by Transport Department and housing estates, with the operator able to charge the housing estate subsidy and charge lower fares to residents, and hail-and-ride is allowed in the estate.
- 6 July 2003: Due to complaints from residents about the noise of minibus within the estate, the last trip was advanced to 11pm.
- 13 August 2006: To facilitate the opening of Ping Shek Public Transport Interchange, the following changes were implemented: [1]
- The Ping Shek Estate terminus was relocated from beside Clear Water Bay Road to the 1st floor podium of Ping Shek Public Transport Interchange;
- Rerouted via New Clear Water Bay Road and Fung Shing Street for Fung Shing Street direction, with new boarding/alighting points added on New Clear Water Bay Road eastbound near Pak Hung House and Fung Shing Street northbound bus bay.
- 22 December 2021: Real-time Arrival Information System was introduced to this route. [2]

Minibus deployments[]
According to the Transport Department's Schdeule of Services, this route requires a total of 5 minibuses to provide service, of which 1 is required to provide special service. The peak hour passenger capacity in each direction is not less than 192.
After the self-operated operators gradually introduced 19-seat LPG minibuses, the existing vehicles have been retired one after another. The demand for this route is not as high as other 16-series routes, so the current daily dispatch of vehicles is mainly based on mobilising 16-seat minibuses from the Route 16 series fleets.
Current this route and Route 16, 16A and 16S use a total of 31 TOYOTA Coaster LPG light bus, included 7 of 16-seater minibuses and 24 of 19-seater minibuses.
