The Kowloon Green Minibus Route 13 is operated by Sea Dragon Minibus Company Limited (Passenger Service Licence (PSL) No. 10540C). It runs between Hung Hom (Hung Luen Road) and Broadcast Drive (Fessenden Road).
The Hung Hom terminus and Broadcast Drive of this route are both located in Kowloon City District, but has to pass through Lok Fu in Wong Tai Sin District.
History[]
- 24 November 1978: The Transport Department launched an open tender for the operation of 8 groups of 26 new minibus routes. These routes were grouped together with the first generation Route 14, 15 and 1st generation Route 16.[1]
- 29 June 1979: Route 13 entered service, at that time running between Kowloon Tong (Marconi Road) and Kowloon City Ferry.[2]
- Unknown: Extended from Kowloon City Pier to Hung Hom Ferry.
- 30 March 1980: Rerouted via Junction Road and Lok Fu MTR Station instead of Renfrew Road and La Salle Road.
- Around the end of 1987: Kowloon Tong terminus was relocated to Broadcast Drive (Fessenden Road).
- 30 August 2009: Rerouted via Oi King Street to return to Hung Luen Road after reaching Hung Luen Road for Broadcast Drive direction with an intermediate stop added opposite to the South Promenade on Oi King Street. [3]
- August 2011: The stop on To Kwa Wan Road near Hung Fook Street for Hung Hom Ferry direction was relocated to Ngan Hon Street.
- 28 December 2011: Due to the construction of Whampoa Station on the MTR Kwun Tong Line Extension, the Tak Man Street stop was temporarily suspended and an additional stop was added at the Man Tai Street Temporary Terminus.
- 30 August 2017: In conjunction with the resumption of two-way traffic on Tak Man Street between Hung Hom Road and Man Tai Street, minibuses towards Broadcast Drive were changed to turn left after Hung Hom Road and return to the original routing at Tak Man Street from 17:00 on the same day. [4]
- 11 January 2019: The Hung Hom terminus was relocated to Hung Hom (Hung Luen Road) Public Transport Interchange from 18:00 on the same day following the opening of the PTI. [5]
- 24 September 2021: Real-time Arrival Information System was introduced to this route. [6]
- 1 January 2022: The daily service hours were changed to 07:00 - 19:00 (from Hung Hom) and 07:30 - 19:30 (from Broadcast Drive).[7]

Minibus deployments[]
According to the Transport Department's "Schedule of Services", this route requires a total of 5 minibuses to provide service, with a peak passenger capacity of no less than 96 people per direction per hour. In practice, this route is operated by 7 Toyota Coaster LPG minibuses.
Currently Kowloon Routes 13 series under Sea Dragon have a total of 11 of 16-seater Toyota Coaster LPG minibuses.
When this route was launched, it used 16-seater Mitsubishi Rosa diesel minibuses. As these minibuses have aged, they have been retired since 2004 and replaced by Toyota Coaster LPG minibuses.
In addition, the vehicles on this route were equipped with old route signs, which were not fully updated until the operation of route 13M in 2021.

Traffic accident[]
- 5 February 2013: At around 9am, a Toyota Coaster heading towards Broadcast Drive (Fessenden Road) hit an elderly woman on Ma Hang Chung Road and dragged her under the car for 30 metres. The elderly woman died in hospital and the driver was arrested for dangerous driving causing death. [15] On 9 September of the same year, the driver pleaded guilty to careless driving at the Kowloon City Magistrates' Court and was sentenced to three months in prison and had his licence suspended for another two years.
- 21 November 2014: At around 3pm, a driver driving a Toyota Coaster (AX873) heading towards Broadcast Drive. He lost control and crossed the double white line near the junction of Carpenter Road on Junction Road due to feeling unwell. He crashed into a school bus and a seven-seater car and then into a bus stop, injuring four people. [16]
Lost trips[]
Before the opening of the MTR Kwun Tong Line Extension, the original frequency of this route was to run every 10 to 15 minutes, but some passengers complained to the Transport Department that they had to wait 30 minutes for a minibus to arrive.[17]
