The New Territories Bus Route 91M is operated by Kowloon Motor Bus (KMB). It runs between Po Lam and Diamond Hill Station, via Hang Hau, Tai Po Tsai, Pik Uk, Tseng Lan Shue, Four Shun (←), Ngau Chi Wan and San Po Kong (Choi Hung Road).

When this route was first introduced, it was the only bus route in Hang Hau Village. With the development of Tseung Kwan O New Town, Hang Hau has been served by a number of external bus routes. After the commissioning of the MTR Tseung Kwan O Line in 2002, the service area has been slightly adjusted, with the The Hong Kong University of Science and Technology (HKUST) and Clear Water Bay Road (north of Hang Hau Road) as the main service targets.

History[]

In 1976, KMB introduced the first brand new bus route "91A" to serve the villagers in Hang Hau Market, which was a poor and remote area in the past.

  • 16 December 1979: With the opening of the Modified Initial System of the Mass Transit Railway to Tsim Sha Tsui, Route 91M was introduced to serve Hang Hau and Diamond Hill MTR Station, replacing the original Route 91A service. The location of Hang Hau terminus was the same as that of Route 91A, at the present site of Fat Tau Chau Village.
  • 3 November 1983: Kowloon end was shortened to Choi Hung MTR Station.
  • 5 June 1986: Temporarily re-routed via New Clear Water Bay Road for all directions due to landslip on Clear Water Bay Road.
    • Upon re-opening, the road resumed via Clear Water Bay Road in the direction of Choi Hung and was permanently re-routed in the direction of Hang Hau.
  • Around July 1988: The Hang Hau terminus was relocated to the Hang Hau Road Public Transport Terminus, which was situated at the Hang Hau Garden Park between Yuk Ming Court intermediate stop and Tin Chau Road today.

In the late 1980s, the Government developed the Tseung Kwan O New Town, which led to the redevelopment of Hang Hau Market and its industrial facilities. In anticipation of the gradual loss of population in Hang Hau, KMB planned to cancel this route in February 1989[1]; the Transport Department (TD) also invited tenders for the replacement of minibus route 11, which was strongly opposed by the Sai Kung District Council[2]. After several years of tug-of-war, the TD proposed to review Route 98A six months after its commencement of service (i.e. in early 1991)[3], and the plan to replace this route was eventually shelved permanently[4]. On the other hand, GMB Route 11 came into service as scheduled, with a significant overlap in service area with this route.

  • 25 May 1990: Hang Hau terminus was relocated to the opposite side of the present Hang Hau (North) Bus Terminus, with the name of the stop remained unchanged.
  • 27 May 1991: Hang Hau terminus was relocated to Hang Hau (On Ning Garden) and at the same time daily departures after 18:00 to Hang Hau (On Ning Garden) were rerouted via Tak Fu House Hau Tak Estate bus stop on Po Ning Road and then to Hang Hau Circle.
  • 27 March 1992: Detoured via H.K.U.S.T (North Gate) every Mondays to Saturdays during peak hours (07:00 - 10:00 from Hang Hau; 16:00 - 19:30 from Choi Hung) in one direction.
  • 5 September 1994: All trips were detoured via HKUST.
  • 16 April 1996: Air-conditioned bus service was introduced.
  • 2 November 1997: Kowloon terminus was relocated back to Diamond Hill MTR Station to tie in with the opening of a new transport interchange at Plaza Hollywood, and at the same time detoured via San Po Kong for both directions. [5]
  • 4 December 1998: Octopus fare payment was accepted. [6]
  • 30 August 1999: Upgraded to a full air-conditioned service. [7]

Into the millenium[]

  • 12 March 2000: Detoured via San Lee Street and Lee On Road for Hang Hau (On Ning Garden) direction. [8]
  • 26 August 2001: An additional stop at Lee On Road near Shun Lee Fire Station for Hang Hau (On Ning Garden) was added to tie in with the occupation of Shun Lee Disciplined Services Quarters.[9]
  • 11 August 2002: Octopus interchange concession with Route 296M was added. [10]
  • 21 September 2002: Octopus interchange concession with various routes via Ngau Chi Wan was introduced.[11]
  • 15 October 2002: Two special short-working trips from Diamond Hill MTR Station to HKUST were added on Mondays to Fridays morning, passing through Fung Tak Road eastbound and Hammer Hill Road Flyover instead of a section of Choi Hung Road in San Po Kong. [12]
  • 19 October 2002: Octopus interchange concessions with Tseung Kwan O routes were introduced. [13]
  • 16 November 2002: Second batch of Octopus interchange concessions between Kwun Tong and New Territories routes were introduced.
  • 19 June 2004: Extended from Hang Hau (On Ning Garden) to Po Lam to tie in with the cancellation of Route 298M:
    • A section fare of $3.5 was added from HKUST to Po Lam, so that the fare for the two journeys between Po Lam and HKUST was the same as the total of $4.2 per journey before the cessation of service of Route 298M.[14]
    • From then on, all trips were made to serve Hau Tak Estate, and the previous arrangement of Tseung Kwan O-bound trips detouring there before entering Sheung Ning Road in the evening was cancelled.
  • 26 July 2004: The first departure from Po Lam was advanced by 5 minutes to 05:40.
  • 21 November 2005: No longer called at "Hang Hau (North)" intermediate stop for Diamond Hill MTR Station direction and was replaced by the stop outside Fu Ning Garden at Po Ning Road instead.
  • 2 May 2007: An additional short trip from HKUST to Diamond Hill MTR Station was introduced in the afternoon on Mondays to Fridays.[12]
  • 2 February 2009: Short-working trips to the HKUST omitted Shun Lee Estate to save travelling time.[15]
  • May to mid-August 2010: Due to continuous decline in patronage, the weekday timetable was temporarily cancelled during the Summer Term and Semester Break of HKUST, and a holiday timetable with relatively sparse frequency was adopted on a daily basis.
  • 15 February 2012: Special trips between HKUST and Diamond Hill Railway Station was changed to be provided under Route 91P, with the departure time to HKUST changed to 08:05 and 08:20; the departure time to Diamond Hill remained unchanged, and was also rerouted via New Clear Water Bay Road.[16]
  • 6 August 2012: Change to use The Hong Kong University of Science and Technology (HKUST) South Gate bus stop (enter/exit via Ngan Ying Road) for Diamond Hill Railway Station direction, no longer serving HKUST North Gate Bus Terminus at University Road, to tie in with the new public transport arrangement implemented by HKUST after the commissioning of the South Gate Bus Terminus.[17]
  • 22 December 2012: In response to the school holidays of the HKUST, for the first time, the service was switched to run on a specially scheduled school holiday timetable, instead of directly switching to a holiday timetable. After the frequency adjustment in July 2015, the timetable was withdrawn.
  • 31 December 2015: Estimated Time of Arrival (ETA) enquiry service was added to this route.[18]
  • 1 September 2016: A special departure from H.K.U.S.T (North) one-way to Po Lam at 17:45 every Mondays to Fridays was introduced. [19][20]
  • 11 March 2017: Routing at Hang Hau Station was swapped with Route 98C, with the return journey diverted via Hang Hau Station Public Transport Interchange and Ming Shing Street, replacing the intermediate stop at Pui Shing Road (i.e. the former Hang Hau (On Ning Garden) Bus Terminus). [21][22]

: For interchanging from KMB Route B1 (Tin Tsz direction) to LWB Route A43P ( Airport direction), the actual fare paid for the first journey will be refunded for the next journey, except that the interchange concession cannot be enjoyed for the first journey of Route B1, otherwise, only the normal (i.e. maximum $6.0) interchange concession will be offered; for interchange from LWB Route A43P (Luen Wo Hui direction) to KMB Route B1 (Lok Ma Chau direction), passengers will be offered a free interchange concession for the second journey, but no interchange discount will be offered for the first journey of route A43P and no other interchange concession will be offered for route B1 thereafter. This special offer is not applicable to other LWB A routes (including Routes A36, A37 and A43).

Bus deployment evolution history of KMB Route 91M

Due to the narrowing of the section of Clear Water Bay Road westbound near Fei Ngo Shan Road, this route towards Diamond Hill Station had only been used by buses of 11.3 metres or less in length on a regular basis for many years. If there were 12-metre buses supporting the Diamond Hill Station-bound trips, they have to divert to New Clear Water Bay Road to avoid the road section mentioned at the beginning of the paragraph.

Route 91M was mainly served by Dennis Jubilant (N) in the 1980s and 1990s, and Dennis Dragon9.9m (ADS) when air-conditioned buses were added to the service in 1996, and after the full air-conditioned service was introduced in 1999, all routes were served by the same type of buses, and the whole route was changed to Volvo Olympian 11m (AV) on 19 December 2002, replacing the original Dennis Dragons (ADS).

Low-floor service was added to this route in 2004 with Volvo Super Olympian10.6m (ASV), which was replaced by Dennis Trident10.6m (ATS) from Routes 2B and 216M in 2011, and then added a number of the same model to replace the Volvo Olympians (AV) in 2015, resulting in the low-floorisation of the whole fleet.

From the end of November 2017, four Volvo Super Olympian 10.6m (ASV) were added again to replace the four retired Dennis Tridents (ATS) with plastic route signs.

From July 2020, the entire route was reassigned with the Enviro500 MMC 11.3m (E6M) to replace the Dennis Tridents (ATS) and Volvo Super Olympians (ASV), and was formally delisted from the list of retirement routes. In November 2020, a Volvo Super Olympian (ASV) was added to the fleet for a short period of time, but remained there for less than a month before resuming full service on the Enviro500 MMC 11.3m (E6M).

In January 2021, an Enviro400 10.5m (ATSE) was added to the service until November 2023 when it was withdrawn.

In June 2024, the vehicle restriction of the section of Clear Water Bay Road near Fei Ngo Shan Road was lifted with the completion of the road widening works, so that 12-metre buses travelling in the direction of Diamond Hill did not need to divert to New Clear Water Bay Road, but the 12-metre buses were delayed to be scheduled until August, with the addition of Enviro500 MMC 12m (ATENU).

Ridership[]

According to the Bus Route Planning Programmes and other documents, the ridership of this route is as follows:

  • 2013: Towards Diamond Hill Station, the occupancy rate at Tai Po Tsai Tsuen stop between 7:00 a.m. and 9:00 a.m. was 34%, and that between 5:00 p.m. and 7:00 p.m. was 81%; and that at Tseng Lan Shue stop between 7:00 a.m. and 9:00 a.m. was 36%, and that between 5:00 p.m. and 7:00 p.m. was 72%.[23]
  • 2015: The occupancy rate towards Po Lam was 85% during the busiest hour of the afternoon.[24]
  • 2016: The occupancy rate was 86% during the peakiest hour and 30% during the off-peak period; more than 70% of the passengers travelled from H.K.U.S.T (North) to Po Lam during the afternoon peak hour.[25]

Fire incidents[]

  • 30 September 2010: A Dennis Dragon (ADS89/GT6698) heading for Diamond Hill Station was coming down the slope at Clear Water Bay Road when the bus captain noticed smoke coming out from the rear of the bus, and immediately drove the bus to stop at the "Good Hope School" stop and took out a fire extinguisher to put out the fire by himself, then the firefighters were called to the scene and investigated the incident. It was believed that the fire was caused by overheated mechanical parts and no one was injured.[26]

Traffic accidents[]

  • 12 January 1982: At 8:30 p.m., a Dennis Jubilant (N157/CK3570) bound for Diamond Hill MTR Station struck two men crossing the road at the junction of Clear Water Bay Road and Anderson Road, killing one and injuring the other.[27]
  • 20 August 1997: In the morning, a Hang Hau (On Ning Garden) bound Dennis Jubilant (N157/CK3570) collided with a lorry at the junction of Clear Water Bay Road and Hiram's Highway, injuring 15 people.
  • 18 July 2012: At about 12:00 noon, a Diamond Hill-bound Volvo Olympian (AV137/GX7960) crashed into a dump truck which was slowing down to turn into a lay-by on Clear Water Bay Road, injuring 9 people.[28]
  • 24 June 2015: At about 11:00 pm, a Po Lam-bound Volvo Olympian (AV433/HT923) was struck by a pine tree collapsing from the left onto the front of the upper left-hand side of the vehicle at Clear Water Bay Road near Tai Po Tsai Village, injuring one passenger[29]. The vehicle was subsequently repaired by KMB using the upper left front end assembly of Volvo Olympian (AV448/HT1936), which was involved in a rollover accident and retired early.
  • 20 December 2016: A Diamond Hill Station-bound Dennis Dragon (ADS223/JC3752) travelling uphill along Clear Water Bay Road crashed into a Volvo B7R (PL1131) belonging to Lung Wai Tour near Ta Ku Ling San Tsuen, damaging the left front end of the KMB. The KMB in question was approaching the statutory age limit and was deliberately left unrepaired after the accident and was deregistered early on 12 January of the following year.
  • 4 October 2024: At around 6:00 p.m., the rear of a Po Lam-bound Enviro500 MMC (ATENU998/UB7985) was hit by a private car at Clear Water Bay Road near Pak Shek Wo, which then collided with a taxi, resulting in injuries to the bus driver and the private car driver.[30]

Other incidents[]

  • 13 July 2023: A man boarded an Enviro500 MMC (E6M49/WV820) parked at the Po Lam Public Transport Interchange and stole a backpack from the bus captain's seat at about 10:00 a.m. The bus captain returned to the bus and found the property had been stolen, so he called the police. After checking the CCTV, the police found that a man had entered the bus and hooked the backpack belonging to the bus driver with a walking stick. After a preliminary investigation, police classified the case as "theft from a conveyance" and issued arrest warrants for a man in his 70s.[31][32]
