The New Territories Bus Route 78K is operated by Kowloon Motor Bus (KMB). It runs between Sheung Shui and Sha Tau Kok, via Fanling Swimming Pool (San Wan Road), Fanling Station, Luen Wo Hui, Lung Yeuk Tau, Ma Mei Ha, Wo Hang and Shek Chung Au, and extends to Tai Ping Bus Terminus during non-peak hours every day.
Route 78K was once one of the three franchised bus routes serving the Frontier Closed Area (FCA) in the North District, with its terminus near the Sha Tau Kok Control Point. With the withdrawal of routes 73K and 79K from the FCA in the third phase of the reduction of the FCA on 4 January 2016, this was the only franchised bus route serving the North District for over three years until 14 October 2019, when Route 277A was introduced.
History[]
Sha Tau Kok Bus Services before reorganisation[]
- 1 April 1926: Nam Hing Motors opened a route between Fanling and Sha Tau Kok to coincide with the opening of the Sha Tau Kok Road.
- 1930s: China Motor Bus took over the route and numbered it Route 18.
- 10 June 1933: In line with the imminent commencement of the regional franchise, all routes and fleets of China Motor Bus serving Kowloon and the New Territories were taken over by Kowloon Motor Bus.[1]
- December 1941: Service ceased due to the Japanese occupation of Hong Kong.
- 21 April 1946: KMB started Route 4, which ran between Yuen Long and Sha Tau Kok.
- 7 October 1947: Route 4 was split into 18 (Fanling ↔ Sha Tau Kok, extended to Yuen Long on 1 November 1955) and 20 (Yuen Long ↔ Man Kam To).
Route 20 after reorganisation[]
- 12 May 1963: In line with KMB's realignment of routes in the New Territories, Route 20 was split from Route 18 to run between Sheung Shui and Sha Tau Kok.[2]
- 1965: Sheung Shui terminus was moved from Jockey Club Road to Fu Hing Street.
- 25 June 1967 a.m.: KMB service suspended during the 1967 riots due to lack of manpower; limited service resumed to Kwan Tei on 2 July; it was later resumed to Sha Tau Kok Road near Luk Keng Road Junction on 4 November; later, full service was resumed on 10 February of the following year.
- 19 August 1967: Inbound trips diverted via Jockey Club Road in lieu of Fan Sheung Road.[3]
- Early 1968: Inbound trips diverted via via Jockey Club Road in lieu of Fan Sheung Road.
- 13 November 1970: Inbound trips diverted via Tai Po Road - Fanling.
- 6 February 1971: Sheung Shui Terminus was moved from Fu Hing Street to San Fat Street.
Route 78 after reorganisation[]
- 16 July 1973: Route was renumbered to 78 to coincide with the major rationalisation of KMB Routes.
- 15 February 1975 to 1 March 1977: Route was shortened from Sheung Shui to Luen Wo Hui as Route 82 already covered the section between Sheung Shui and Luen Wo Hui.
- 1 March 1977: Switched to double-decker bus service.
- 5 November 1982: From 10:00 a.m., to tie in with the opening of Roads D4 and L6 and the implementation of new traffic measures with the section of San Fung Road between the KCR level crossing and Tai Po Road permanently closed:[4]
- For Sheung Shui direction, after reaching Tai Po Road - Fanling, divert via Road D4, Road L6, San Fung Avenue, Fu Hing Street and San Fat Street before approaching the terminus;
- For Sha Tau Kok direction, divert via Lung Sum Avenue, Roads L6 and D4 after San Fat Street, then turn back to Tai Po Road - Fanling.
- 3 January 1983: Terminus at Sheung Shui was moved from San Fung Avenue to a new terminus outside the Sheung Shui Depot of KMB.
- After reaching San Fung Avenue towards Sheung Shui, change to enter the new terminus without passing through Fu Hing Street and San Fat Street.
Route 78K after Kowloon-Canton Railway (KCR) electrification[]
- 14 August 1983: Route 78 was renumbered as 78K to tie in with the electrification of the Kowloon-Canton Railway (now East Rail Line) on 16 July 1983.
- Both journeys to and from Fanling were routed via Road L2, Road D5, Fanling Station Forecourt and Road L2.
- 9 August 1984: Omit the old terminus outside Luen Wo Market when heading towards Sheung Shui for the Sha Tau Kok Road - Lung Yeuk Tau section.
- 5 June 1985: To tie in with the New Territories Circular Road project, the following diversions were implemented:
- Diverted via Tai Po Road, So Kwun Po Road and Sheung Yue Road after reaching Po Shek Wu Road when heading towards Sha Tau Kok;
- Diverted via Sheung Yue Road, So Kwun Po Road and Tai Po Road - Fanling Section after reaching Fanling Railway Station Forecourt when heading towards Sheung Shui.
- 12 May 1987: Sha Tau Kok Terminus was moved from the roundabout at the end of Shun Lung Street to the existing bay-shaped Terminus opposite Sha Tau Kok Village Building.
- 22 July 1992: To tie in with the opening of the new open-air terminus at the junction of Luen Wo Hui and Luen On Street and Wo Mun Street, Sha Tau Kok-bound buses were diverted to the new terminus via Luen On Street and then back to theSha Tau Kok Road - Lung Yeuk Tau from Luen On Street, instead of the old terminus outside Luen Wo Market.
- 1995: Luen Wo Hui Terminus was rebuilt and this route was re-routed several times within Luen Wo Hui:
- 16 January: to tie in with the closure of Luen Wo Hui Open Air Terminus, the route was diverted clockwise to Luen On Street towards Sha Tau Kok and then via Wo Tai Street and Wo Mun Street.
- 18 August: Luen Wo Hui Bus Terminus was reopened and re-routed to Luen On Street when heading towards Sha Tau Kok.
- 18 December: The original clockwise routing via Wo Tai Street and Wo Mun Street was resumed when heading towards Sha Tau Kok.
- 20 November 1995: The Sheung Shui terminus moved to a new covered bus terminus at the ground level of Landmark North.
- 28 April 1997: Routing within Sheung Shui and Fanling area was revised to exclude Fanling Highway and to divert via Wing Fai Centre at Luen Wo Hui:
- For Sha Tau Kok direction, divert via Choi Yuen Road, Pak Wo Road, So Kwun Po Road, San Wan Road, Fanling Station Road, Sha Tau Kok Road - Lung Yeuk Tau, Fan Leng Lau Road, Wo Muk Road and Luen On Street after Po Shek Wu Road;
- For Sheung Shui direction, divert via Luen On Street, Wo Muk Road, Fan Leng Lau Road, Sha Tau Kok Road - Lung Yeuk Tau, San Wan Road, Fanling Station Road, San Wan Road, So Kwun Po Road, Pak Wo Road and Choi Yuen Road after Sha Tau Kok Road - Lung Yeuk Tau.
- 13 July 1997: Full air-conditioned service was provided and the last bus times from Sheung Shui and Sha Tau Kok were extended to 22:40 and 23:20 respectively.
After the millenium[]
- 4 March 2001: To tie in with the opening of the new indoor bus terminus at the Belair Monte in Luen Wo Hui, Sheung Shui-bound buses were diverted to Luen On Street via Luen Wo Hui Bus Terminus and Wo Tai Street, and then back to Luen On Street.
- 30 June 2007: The last bus times from Sha Tau Kok was delayed to 23:25.[5]
- 15 February 2012: In line with the Government's reduction of the Frontier Closed Area (FCA), the section of Sha Tau Kok Road - Shek Chung Au between Tong To and Tam Shui Hang was no longer part of the Frontier Closed Area and bus stops along the route were open to all. However, the Sha Tau Kok Bus Terminus is still within the FCA.
- 13 August 2012: Inbound trips were diverted via Tai Ping (North District Hospital) and no longer via Choi Yuen Road, Po Shek Wu Road, Po Wan Road and San Fung Avenue for the convenience of passengers travelling to and from Luen Wo Hui and North District Hospital.[5]
- 17 December 2012: New stop at San Wan Road "So Kwun Po Village" was added for Sha Tau Kok direction.[6]
- 17 August 2013: To tie in with the implementation of the first phase of North District Regional Bus Route Rationalisation, four departures from Sha Tau Kok during morning peak hours from Mondays to Fridays will terminate at Wah Ming and omit Luen Wo Hui Bus Terminus, Fanling Swimming Pool and Sheung Shui, and at the same time, Octopus Interchange Discount with Routes 373 and 373A were introduced.[7][8]
- 2 August 2014: Diverted via Tai Ping Bus Terminus only during daytime non-peak hours: 09:00-17:00 daily towards Sha Tau Kok; and 07:08 and 09:00-17:00 daily towards Sheung Shui.[9]
- 31 December 2015: Estimated Time of Arrival (ETA) enquiry service was added to this route.[10]
- 6 June 2016: An additional stop was added at "Cheung Chung House Cheung Wah Estate" on San Wan Road for Sha Tau Kok direction.[11]
- 31 December 2016: The last bus time from Sheung Shui was extended to 23:10.[12]
- 13 March 2017: Bus stop "Fanling Fire Station" on Sha Tau Kok Road - Lung Yeuk Tau was cancelled for Sheung Shui direction and was replaced by "Cheung Chung House, Cheung Wah Estate" stop on San Wan Road.[13][14]
- 9 October 2017: Last bus time from Sheung Shui was extended to 23:30.[15]
- 22 May 2018: The bus stop at "Chun Yiu" on the Sha Tau Kok Road - Wo Hang was temporarily cancelled from 10:00am onwards for the return journey due to the Liantang - Heung Yuen Wai Boundary Crossing Link project.[16][17] Upon completion of the works, the stop was reprovisioned to the lower section of Ma Mei with effect from 25 January 2021.[18][19]
- 18 October 2021: The special departure service was changed as follows:[20][21]
- The special departure from Sha Tau Kok to Wah Ming at 07:23 every Mondays to Fridays would depart 3 minutes earlier and diverted via Heung Yuen Wai Highway instead of Sha Tau Kok Road (Ma Mei Ha to Lung Yeuk Tau Section), Luen Wo Hui and Cheung Wah and extended to Fanling Station. The concerned departure was separately numbered as "78", and the following departure at 07:38 would also depart 3 minutes earlier;
- Departures via Tai Ping Bus Terminus will start and end at Tai Ping, in which Sheung Shui Bus Terminus will become an intermediate stop and the stopping order of sub-stations along Pak Wo Road were changed accordingly.
- 2022: Headways of special departure from Sha Tau Kok to Wah Ming were increased:
- 19 February 2024: Departure time of morning peak hour special departures from Sha Tau Kok to Wah Ming and Tai Ping respectively were amended:[25]
- The departure time of special departures from Sha Tau Kok to Wah Ming were at 06:40, 06:50, 06:57, 07:04, 07:11, 07:23 and 07:35;
- The departure time of special departures from Sha Tau Kok to Tai Ping were at 06:45 and 07:05.

Route 78K was operated by Daimler F (D) in the 1980s and then by Leyland Victory II (G) in the 1990s. In the mid-2000s, single-decker buses deployed on this route were mainly Dennis Lance (AN), whereas double-decker buses were mainly Leyland Olympian 11m (AL) and Dennis Dragon 11m (AD), and in 2007, a Volvo Super Olympian 12m bus (3ASV30/JF8263) was added for the first time. Following the retirement of the Leyland Olympian and Dennis Lance, the route was replaced in 2010 by other single-decker buses (Volvo B7RLE 12m, AVC; and Scania K230UB 12m, ASC) and double-decker buses (Volvo Olympian 11m, AV; 12m 3AV and "Yellow Handrail Dragons"). In June 2015, the Volvo Super Olympian 12m buses (AVW, rejoining in February 2021), formerly on Route 72X, was added, making the entire route low-floor. In June 2016, the Enviro500 MMC 12m buses (ATENU) was added to the line and gradually replaced the originally scheduled buses, eventually using it for the entire route in November 2020. However, there are still previous transfers of the Volvo Super Olympian (3ASV, transferred in January 2017, AVW, transferred in June 2015), the Dennis Trident 12m (ATR, initially the Euro 2 engine version, transferred in July 2011 and then the Euro 3 engine version in May 2019) and the Enviro500 12m (ATE121/ LF5972, transferred in December 2019, reintroduced in January 2022 in its former LWB version with Euro V engines and in May of the same year in its former LW version with Euro IV engines, before being withdrawn again in August of the same year) into this route as scheduled vehicles. The Enviro500 MMC 12.8m (3ATENU, reintroduced in November 2020, withdrawn again in March 2021 and reintroduced with Euro 6 engines in November 2022 and withdrawn again four months later) was added in May 2019 to increase capacity and enable the first 12.8m bus to run in the Frontier Closed Area. A Volvo B9TL 12.8m prototype (3AVBWU) was also deployed as a scheduled bus in June 2020, but was withdrawn five months later. In June 2021, the entire route was standardised to be deployed with the Enviro500 MMC 12m (ATENU) buses with tree blocks, with a semi-deluxe version bus (E5T) added in September of the same year, withdrawn two months later, re-added two months later and withdrawn again in March 2023. In December 2021, Volvo B8L 12m buses (V6B, withdrawn) was added for the Route 78A that started in the same year. In November 2022, Volvo B8L 12.8m buses (V6X, withdrawn) were added. From March 2023 onwards, buses on Route 78A were changed to be deployed independently and no longer shared a fleet with this route. |

Ridership[]
Before the opening of the Frontier Closed Area, the population in the Northeast New Territories was scarce, and in addition to the New Territories GMB Route 55K using "vehicle wave strategy", this route was operating at a loss for a long time. KMB once adopted a giving-up attitude on this route and even suggested to discontinue the 3 Frontier Closed Area Routes and be entirely replaced by green minibuses, but it was shelved due to objection from the District Council.
In recent years, the population of the Sha Tau Kok Road near Kwan Tei has continued to rise, and with the introduction of inter-district fare concessions on this route, the number of passengers has gradually increased since the implementation of the North District "Area Approach" Bus Route Reorganisation.
According to Bus Route Planning Programme (BRPP/RPP), Bus Route Development Programme (BRDP/RDP) and other documents, the ridership of this route are as follows:
- 2003: The occupancy rate was about 29%.[26]
- 2013: 93% occupancy rate was recorded during peak hours and 33% occupancy rate during off-peak hours.
- 2014: The peak hour occupancy rate was 69%.
- 2020:
- February: The peak hour occupancy rate was 57% for normal services, whereas the peak hour occupancy rate was 76% for special service to Wah Ming.[27]
- July: About 750 passengers used this route per day at Sheung Shui Bus Terminus.[28]
- 2021: 88% occupancy rate was recorded during the busiest hour.
- 2022: Average occupancy rate of about 60% and 70% was recorded during the busiest hour on weekdays and holidays respectively.[29]
Related Incidents[]
- 11 March 1984: A Sha Tau Kok-bound Daimler C (D285/AD4741) crashed into a private car on the opposite side of the Sha Tau Kok Road near Kwan Tei, then into another private car on the opposite side of the road, which then crashed into a tree and overturned, killing one and injuring 38. The bus was later decommissioned.[30][31]
- 6 November 1998: A Sheung Shui-bound Mitsubishi MK117J (AM68/EV3417) was approaching the junction of Sha Tau Kok Road and Wo Keng Shan Road when it was suspected to have lost control of its foot pedal and crashed into the rear of a medium goods vehicle in front of it waiting to turn the light. 19 people were injured.[32]

- ↑ Some order buses on this route do not possess a Frontier Closed Road Permit as required by law, however such deployment action is much ignored by the Transport Department and Hong Kong Police Force.
