The New Territories Bus Route 290 is operated by Kowloon Motor Bus (KMB). It runs between Hang Hau (North) (Tseung Kwan O Hospital) and Tsuen Wan West Station, via Po Lam, Tsui Lam, Ma Yau Tong and Po Tat Estate, before taking Sau Mau Ping Road and Shun Lee Estate Road non-stop direct to Choi Wan Estate, Choi Hung, Wong Tai Sin and Tai Wo Ping, and then via Ching Cheung Road to and from Kwai Chung, Tai Wo Hau Station and Tsuen Wan Town Centre. It belongs to one of the six "Tseung Kwan O - Tsuen Wan Bus Routes".

History[]

Introducing Background[]

The main article of this section is Tseung Kwan O - Tsuen Wan Bus Routes.

In the past, it was very inconvenient for the public to travel between Tseung Kwan O and Tsuen Wan and Kwai Tsing, and they had to change lines several times if they chose to take the railway. The Transport Department (TD) eventually proposed to cancel routes 692 and 692P through the 2013-2014 Bus Route Development Programme, so as to release resources for the provision of routes between Tseung Kwan O and Tsuen Wan via Sau Mau Ping (Sau Mau Ping Road) and Four Shun.

As the Sai Kung District Council was dissatisfied with the use of resources in the district to serve Kwun Tong, and the Kwun Tong District Council objected to the use of the route without making stops in the district. After a long negotiation between the Transport Department (TD), the Kwun Tong and Sai Kung District Councils, the TD finally decided to split the route into two: one route passing through Sau Ming Road and Four Shun on the section between Po Lam Road and New Clear Water Bay Road respectively; and the other route passing through Sau Mau Ping Road and Shun Lee Estate Road with no stops along the way.[1]

The Transport Department (TD) commenced the tender exercise for the Tseung Kwan O - Tsuen Wan Bus Route in November 2014 and the Department announced on 3 February 2015 that the operation rights of the routes were awarded to KMB[2][3] and the two routes were subsequently numbered 290 and 290A and commenced service on 28 March 2015. On 23 March, KMB invited a group of Sai Kung District Council members to the Choi Ming Bus Terminus to try out the two routes on a priority basis.

Route Change History[]

  • 28 March 2015: Route 290 commenced service between Tseung Kwan O (Choi Ming) and Tsuen Wan West Station with $1.5 full fare discount for the first year, resulting in a discounted full fare of $9.2.[4][5]
  • 28 March 2016: Fare concession was expired and the full fare was reverted to $10.7.[6]
  • 22 December 2018: First bus hours was advanced from 05:30 to 05:10 every Mondays to Fridays from Choi Ming.[7]
  • 1 March 2021: Octopus interchange concessions with Resident Bus Routes NR331 and NR331S were intorduced.[8]
  • 17 July 2021: Octopus two-way section fares from Tseung Kwan O (Choi Ming) to Ma Yau Tong Village was introduced. Passengers are required to tap their Octopus cards at the Octopus machines at the relevant stations after alighting to enjoy the discounted fare.[9]
  • 17 June 2024: Tseung Kwan O terminus was relocated to Hang Hau (North), observing Sheung Ning Road, Chung Wa Road, Pui Shing Road and Sheung Ning Road in order for both directions and no longer serving Tseung Kwan O Town Centre and Tiu Keng Leng; the first and last buses from Hang Hau (North) were delayed by 5 minutes respectively.   • Passengers are required to tender exact fare by cash or by Octopus card when boarding. No exact change will be given.
  • Passengers can also pay their fares through a variety of electronic payment tools (e-payment system), including using contactless VISA, JCB Card, MasterCard, UnionPay, American Express, Discover Card, Diners Club International Credit Card, UnionPay Credit Card, Apple Pay, Google Pay, Samsung Pay, AlipayHK "EasyGo" and UnionPay "QuickPass", BoC Pay "Ride Code" and WeChat Pay HK or WeChat "Ride Code". Passengers using this payment method are not eligible for the interchange concessions with non-KMB/LWB routes, nor are they eligible for the "Public Transport Fare Subsidy Scheme" and "Public Transport Fare Concession Scheme for the Elderly and Eligible Persons with Disabilities".
  • * Two-way section fare - Passengers are required to pay the full fare by Octopus card or mobile e-payment platforms on boarding and confirm with the same card or account at the fare rebator at the designated bus stop after getting off the bus. If other means of payment is used or the card is not reconfirmed on alighing, the fare from the boarding stop to the final destination will be charged.

Note:

When interchanging from KMB to LWB A Routes, passengers may get back the actual fare paid for the first journey (i.e. the lower of the original fare (50% discount for elderly or eligible persons with disabilities under 12 years old) and $2.0).

: For interchanging from KMB Route B1 (Tin Tsz direction) to LWB Route A43P ( Airport direction), the actual fare paid for the first journey will be refunded for the next journey, except that the interchange concession cannot be enjoyed for the first journey of Route B1, otherwise, only the normal (i.e. maximum $6.0) interchange concession will be offered; for interchange from LWB Route A43P (Luen Wo Hui direction) to KMB Route B1 (Lok Ma Chau direction), passengers will be offered a free interchange concession for the second journey, but no interchange discount will be offered for the first journey of route A43P and no other interchange concession will be offered for route B1 thereafter. This special offer is not applicable to other LWB A routes (including Routes A36, A37 and A43).

Bus deployment evolution history of KMB Routes 290, 290A and 290X

When the Routes 290 and 290A came into service, the vehicles were mainly the then newly licensed high capacity version of the Enviro500 MMC 12m (with ATENU456/TF7808 displaying a full body advertisement advertising the launch of the "Tseung Kwan O - Tsuen Wan Bus Routes", which has been removed), while the other two Enviro500 The other two Enviro500 12m buses (ATENU71/SE6818 and ATENU453/TF7621, both removed) were equipped with Electronic Route Map and 4G Wi-Fi Service before the commencement of service and in October 2015 respectively. KMB subsequently extended the two new features to the remaining registered buses of this group of routes in January 2016, making them the first two KMB routes with electronic route maps and Wi-Fi service, and subsequently replaced them with newer batches of the same vehicles.

In 2017, the high capacity version of Volvo B9TL 12m (AVBWU) was added twice to the routes, but was mostly withdrawn after less than a month, then rejoined for the third time four years later with a low capacity version, but was removed after less than a week, then rejoined for the fourth time the following year, and was again withdrawn in February 2023.

Since April 2018, Enviro500 MMC 12m buses with "Hearbeat of The City" livery was added to this route, replacing the earlier batches of the same model.

In 2020, Volvo B8L 12m buses (V6B) were deployed by Kowloon Bay Depot (Tseung Kwan O Sub-depot) (K) (joined again in August 2021 and withdrawn later in November).

Since August 2020, all 5 "Tseung Kwan O - Tsuen Wan Bus Routes" were approved by the Transport Department to use 12.8m buses. This set of routes were then deployed with 5 Euro 6 Enviro500 MMC 12.8m buses (E6X) as scheduled buses (rejoined in November 2011); newly-registered Volvo B8L 12.8m buses (V6X) were also added to this route in November (re-joined in September 2021 and withdrawn again in August the next year)

In February 2021, Euro 5 Enviro500 MMC 12.8m buses (3ATENU) originally from Routes 258D, 259D, 268C and 269C joined the routes and swapped with the originally existing 12.8m buses.

In August 2022, a Volvo B8L 12m demonstrator bus joined the routes (AVBML1/WA756, withdrawn)

In October 2022, one Enviro500 MMC 11.3m (E6M, withdrawn) joined the routes to run on Route 91M as an order shift.

Ridership[]

This route is more direct and cheaper than the MTR. In addition, it is quicker than the similar routes 38, 40 and 42C[Note 5] between Kwai Chung and Choi Hung because it only makes limited stops in between, thus attracting many passengers travelling between Tsuen Wan and Wong Tai Sin and Choi Hung.The route has been very popular since its inception, and it is often full during peak hours, Saturdays and holidays, with additional trips made when necessary. [11] This route has been in operation for less than a year and has been regularised with a special peak hour service on 29 February 2016.

According to the 2022-2023 Bus Route Planning Programme, the average occupancy rate of this route is 81% during the busiest hour.

Traffic Accidents[]

  • 27 April 2015: At around 11am, an urban taxi was caught speeding near the container terminal by a laser pistol, but the taxi driver stepped on the gas and ran away. The taxi driver tried unsuccessfully to cut through the vehicle and rammed into the vehicle in front of him in an attempt to escape, causing a nine-vehicle collision. The vehicles hit included an Enviro500 MMC (ATENU471/TH4819) running on this route heading towards Tsuen Wan West Station, as well as private cars and construction vehicles. The taxi driver was eventually arrested by police officers who arrived.[11]
  • 1 June 2015: At around 9am, an Enviro500 MMC (ATENU464/TG306) heading towards Tsuen Wan West Station crashed into a rubbish truck parked at the roadside due to breaking down opposite Phoenix House on Lung Cheung Road, causing serious damage to the left side of the vehicle and injuring 26 people.[12]
  • 27 June 2017: At around 10:00am, a crane truck was driving along Tai Ho Road in Tsuen Wan towards Tsuen Wan West Station. When it reached Nina Tower, the crane arm on the bucket ripped off a work bench component of a footbridge under construction and the falling debris hit the windscreen of an Enviro500 MMC (ATENU130/SH1334) heading towards Tsuen Wan West Station, injuring no one. As a result of the incident, the section of Tai Ho Road opposite Nina Tower Bus Terminus had to be temporarily closed to facilitate police investigation and all bus routes departing from the station temporarily terminated at Tsuen Wan West Station.[13][14]
  • 29 July 2019: At around 5pm, a Choi Ming-bound Volvo B9TL (AVBWU564/UW5960) crossed the line off Po Lam Road North near Tsui Lam Estate and collided head-on with a police car, a van and a seven-passenger car. At the same time, a taxi trailing the KMB slowed down in response to the accident, but a van and a Toyota Coaster private light bus behind it failed to stop, resulting in a three-vehicle collision. A total of eight people were injured in the incident.[15]

Passenger Incidents[]

  • 2 October 2019 : In the afternoon, an Enviro500 MMC (ATENU613/TN1642) heading towards Tsuen Wan West Station stopped sharply at Pui Shing Road due to a sudden lane cutting in front of a vehicle, causing two passengers on the bus to fall and injure themselves.[16]
  • 16 July 2020: An elderly passenger was not wearing a mask onboard an Enviro 500 MMC (ATENU1548/VR3909) heading towards Tsuen Wan West Station when the bus was approaching the vicinity of Serenity Place at noon. As Cap. 599I (Prevention and Control of Disease (Wearing of Mask) (Public Transport) Regulations) was in force at the time, all passengers were required to wear a mask on public transport. The bus captain immediately ascended to the upper deck to find out what was going on. The passenger argued with the bus captain for some time and then complied with the captain's instruction to get off the bus. Many people praised the conduct of the bus captain after the incident.[17]
