The Kowloon Urban Route 28 is operated by Kowloon Motor Bus (KMB). It runs between Lok Wah and Star Ferry, via Amoy Gardens, To Kwa Wan, Hung Hom and Tsim Sha Tsui East (Chatham Road).

This route observes Kowloon Bay Business Area (Kai Cheung Road), Kai Tak Tunnel and To Kwa Wan Road on the outbound journey, while the inbound journey observes Ma Tau Wai Road, Kowloon City and San Po Kong (Prince Edward Road East).

History[]

Background[]

In conjunction with the completion of Lok Wah Estate, the Transport Department suggested in 1983-1985 Bus Route Development Programme the extension of Route 25 from Kai Tak Airport (Cargo Terminal) to Lok Wah and change the route number to 28. As it was opposed because of the meandering routing, route 28 was revised to omit Kowloon Bay Station and the Airport Logistics Area at last and the service in these two areas were replaced by Route 5D.

Route change history[]

  • 3 March 1985: Route 28 entered service, running between Lok Wah and Tsim Sha Tsui (Peking Road).[1][2]
    • The Peking Road Bus Terminus is now used as a coach terminus, which is located in Langham Hotel.
  • 16 June 1985: Detoured via Ngau Tau Kok Bus Terminus towards Tsim Sha Tsui and the original stop at Chun Wah Road was cancelled.[3]
  • 28 September 1985: Due to the closure of Tsim Sha Tsui coach terminus, the route was changed to terminate at the on-street terminus on Middle Road between Hankow Road and Kowloon Park Drive, with the terminus named "Tsim Sha Tsui".[4]
  • 7 April 1986: Rerouted via Gillies Avenue North and Hok Yuen Street towards Chatham Road North, omiting San Lau Street for Tsim Sha Tsui direction.
  • 5 May 1986: Diverted via Hankow Road to access Middle Road, omitting Nathan Road.
  • 19 October 1987: Tsim Sha Tsui terminus was relocated from Tsim Sha Tsui Terminus to Hankow Road.
  • 22 July 1996: Air-conditioned bus terminus was introduced.
  • 21 October 2001: Omitted Star Ferry for Lok Wah direction.
  • 25 March 2002: Upgraded to a full air conditioned service.[5]
  • 25 October 2004: A new stop was added at "Wang Chin Street" on Kai Cheung Road for Tsim Sha Tsui direction.
  • 26 August 2007: Tsim Sha Tsui terminus was relocated from Hankow Road to Tsim Sha Tsui East (Mody Road) and once again detoured via Star Ferry for Lok Wah direction.[6]
  • 31 December 2015: Estimated Time of Arrival (ETA) enquiry service was added to this route.[7]
  • 12 February 2018: Tsim Sha Tsui terminus was relocated to Star Ferry and both journeys no longer served Tsim Sha Tsui East (Mody Road) Bus Terminus.[8][9]
  • 14 February 2020: To tie in with the opening of the MTR Tuen Ma Line Phase 1, a $1 interchange concession was introduced with Kai Tak Station, Hung Hom Station and Ho Man Tin Station as designated interchange stations.[10]
  • 13 December 2020: The stop at "Tin Kwong Road To Kwa Wan" on Ma Tau Wai Road was cancelled and replaced by "Sheung Heung Road" for Lok Wah direction with the completion of reinstatment works at Ma Tau Wai Road.[11][12]
  • 2 January 2022: Interchange concession with MTR was cancelled.[13]

  • Half-fare for children aged below 12 and senior citizens aged 65 or above; the remainder of the fare after half-fare will be counted as 10 cents.
  • Elderly persons aged 65 or above using Senior Octopus Cards or Personalised Octopus cards, Hong Kong residents aged 60 to 64 using JoyYou Card, and eligible persons with disabilities using Personalised Octopus cards with "Persons with Disabilities Status" can enjoy a flat fare of $2.0 per journey under the $2 Concessionary Fare. If the concessionary fare for eligible persons with disabilities aged below 12 and senior citizens aged 65 or above is less than $2.0 after a 50% discount from the regular fare, the beneficiary is only required to pay the original concessionary fare; if the original full fare for Hong Kong residents aged 60 to 64 or eligible persons with disabilities is already less than $2.0, the beneficiary is also only required to pay the original full fare.
  • Passengers are required to tender exact fare by cash or by Octopus card when boarding. No exact change will be given.
  • Passengers can also pay their fares through a variety of electronic payment tools (e-payment system), including using contactless VISA, JCB Card, MasterCard, UnionPay, American Express, Discover Card, Diners Club International Credit Card, UnionPay Credit Card, Apple Pay, Google Pay, Samsung Pay, AlipayHK "EasyGo" and UnionPay "QuickPass", BoC Pay "Ride Code" and WeChat Pay HK or WeChat "Ride Code". Passengers using this payment method are not eligible for the interchange concessions with non-KMB/LWB routes, nor are they eligible for the "Public Transport Fare Subsidy Scheme" and "Public Transport Fare Concession Scheme for the Elderly and Eligible Persons with Disabilities".

Note:

  • Passengers are required to use the same Octopus card/credit card or the same mobile payment tool account (KMB/LWB "e-payment system") to enjoy the interchange discount.
  • Passengers can enjoy the above interchange discount at any bus stop where they can connect to a second route.
  • KMB journeys are not applicable to tourist routes (i.e. R-tail routes), unconventional special routes, racecourse routes and MTR Feeder Bus routes.
  • Passengers heading towards the urban area will not be able to enjoy the "Inter-route Interchange Discount" on the KMB route immediately after interchange after enjoying this interchange discount.
  • Airport-bound passengers who enjoy the "KMB Inter-route Transfer Concession" between the first and second journeys may still enjoy the interchange discount on the third immediately following the LWB route A at $6.0 or the second KMB route minus the concession fare, whichever is lower; if the second KMB route is a free interchange (including free journeys with KMB Monthly Pass) or the first two journeys are both If the second KMB route is a free interchange (including free journeys with KMB Monthly Pass) or the first two journeys are both KMB routes with interchange concessions, the interchange concession will not be offered.
  • Routes R8, S64 series, Long Win Bus Lantau Link BBI, Tuen Mun Chek Lap Kok Tunnel bus routes and all interchange schemes with other companies cannot be used consecutively with this interchange concession.
  • 50% discount for children under 12 years old; for passengers benefiting from the Public Transport Fare Concession Scheme for the Elderly and Eligible Persons with Disabilities when interchanging from LWB A Routes to KMB, the KMB one-way fare is the lower of the discounted concessionary fare (or 50% discount in the case of elderly or eligible persons with disabilities under 12 years old) and $2.0, therefore some interchange combinations may not be available. When interchanging from KMB to LWB A Routes, passengers may get back the actual fare paid for the first journey (i.e. the lower of the original fare (50% discount for elderly or eligible persons with disabilities under 12 years old) and $2.0).

: For interchanging from KMB Route B1 (Tin Tsz direction) to LWB Route A43P ( Airport direction), the actual fare paid for the first journey will be refunded for the next journey, except that the interchange concession cannot be enjoyed for the first journey of Route B1, otherwise, only the normal (i.e. maximum $6.0) interchange concession will be offered; for interchange from LWB Route A43P (Luen Wo Hui direction) to KMB Route B1 (Lok Ma Chau direction), passengers will be offered a free interchange concession for the second journey, but no interchange discount will be offered for the first journey of route A43P and no other interchange concession will be offered for route B1 thereafter. This special concession is not applicable to other LWB A routes (including Routes A36, A37 and A43).

Bus deployment evolution history[]

Bus deployment evolution history of KMB Route 28

During its initial operation, Route 28 primarily utilised Dennis Jubilant (N) buses; Leyland Olympian9.6m (BL) buses were also deployed on occasion.[14] When air-conditioned buses were introduced in 1996, the fleet primarily comprised Dennis Dragon9.9m (ADS) buses. Following the transition to full air-conditioned service in 2002, low-floor operation commenced using Dennis Trident 10.6m (ATS) buses.

Since its inception, Route 28 has been constrained by insufficient turning space at Ngau Tau Kok Bus Terminus, limiting operations to buses 10.6 metres or shorter. This changed on 17 April 2013 when the route began sharing a lay-by with Route 13X, enabling the deployment of 12-metre buses. Mid-2013 saw the introduction of three Volvo Super Olympian 12m (3ASV) buses, marking Route 28's inaugural deployment of 12-metre vehicles. By 2014, the original non-low-floor scheduled buses were progressively replaced by Volvo Olympian 11m (AV) buses, followed by the addition of one Volvo Olympian 12m (3AV). In 2015, a large number of Dennis Trident 12m (ATR) buses were introduced to replace the 10.6-metre versions of the same model, the Volvo Super Olympian, and most Volvo Olympians. By 2016, all Dennis Tridents had been replaced by Volvo Super Olympians (3ASV) originally used on Route 13X.

In July 2016, the remaining two Volvo Olympian (AV) buses were withdrawn, with the entire route transitioning to Volvo Super Olympian (3ASV) buses while also implementing full low-floor operation.

From May 2018, the route commenced introducing high-capacity Volvo B9TL 12m (AVBWU) buses (reintroduced in December 2023 before being withdrawn again eight months later), progressively replacing the original Volvo Super Olympian (3ASV) models, removing the route from the list of pension routes. Full straight-staircase fleet conversion was completed across the entire route in July 2020.

In February 2021, KMB designated specific routes to be operated by buses equipped with the e-payment system, deploying Enviro500 MMC 12m (ATENU) buses across the entire route.

According to the Bus Route Planning Programmes and other documents, the ridership of this route is as follows:

  • 2015: The occupancy rate during the peakiest hour was 92%, with 280 passengers on the route using Tsim Sha Tsui East (Mody Road) each day, which was 2% of the total patronage.[15]
