The Kowloon Urban Bus Route 213M is operated by Kowloon Motor Bus (KMB). It runs circular between On Tai and Lam Tin Station, via On Tat Estate, Po Tat Estate and Tseung Kwan O Road.

As the first franchised bus route serving the Anderson Road Development Area, Route 213M provides residents of On Tai Estate and On Tat Estate with direct and efficient feeder bus services to nearby MTR stations for interchange with MTR or other bus routes to various districts.

With a daily service time of 21 hours, it replaced Route 251A as KMB's longest serving route in terms of service hours and is second only to Citybus Route 5B among all franchised bus routes in Hong Kong.

History[]

The two clusters of public housing at the Development Area at Anderson Road (i.e. On Tat Estate and On Tai Estate) were expected to be completed for occupation in the fourth quarter of 2015. The Transport Department (TD) published the "Proposed Arrangements for the Provision of Public Transport Services for the Development of Public Housing at Anderson Road" to the Traffic and Transport Committee of the Kwun Tong District Council on 8 January 2015, proposing the introduction of six brand new routes, of which four are intended to be selected through an open tender exercise for selection of the operators, including a bus route that will circulate between the Development Area at Anderson Road and Lam Tin Railway Station[1] . Four of these routes are intended to be selected by open tender, including a bus route from the Anderson Road Development Area running circular to and from Lam Tin Railway Station [1] to facilitate residents of the DAD to connect to the MTR.

TD announced the results on 11 January 2016, and the four new routes in the Anderson Road Development Area were all awarded to KMB[2], with the route to and from the Lam Tin Railway Station numbered 213M.

Route Change History[]

  • 4 June 2016: Route 213M commenced service, running circular between On Tat and Lam Tin Railway Station and offering a $0.6 MTR interchange concession at Lam Tin Station. [3][4]
  • 6 August 2016: An additional stop at Tseung Kwan O Road "Kwun Tong Police Station" bus stop for On Tat was added. [5]
  • 29 June 2017: Extended to On Tai Estate to tie in with the occupation of the estate, with the terminus located opposite On Tai Shopping Centre:[6][7]
    • A stop at "Oi Tat House" on On Sau Road was added for both directions and omitted On Tat terminus when travelling towards On Tai.
  • 1 October 2018: The $0.6 interchange concession with MTR at Lam Tin Station ended. [8]

  • Half-fare for children aged below 12 and senior citizens aged 65 or above; the remainder of the fare after half-fare will be counted as 10 cents.
  • Elderly persons aged 65 or above using Senior Octopus Cards or Personalised Octopus cards, Hong Kong residents aged 60 to 64 using JoyYou Card, and eligible persons with disabilities using Personalised Octopus cards with"Persons with Disabilities Status" can enjoy a flat fare of $2.0 per journey under the $2 Concessionary Fare. If the concessionary fare for eligible persons with disabilities aged below 12 and senior citizens aged 65 or above is less than $2.0 after a 50% discount from the regular fare, the beneficiary is only required to pay the original concessionary fare; if the original full fare for Hong Kong residents aged 60 to 64 or eligible persons with disabilities is already less than $2.0, the beneficiary is also only required to pay the original full fare.
  • Passengers are required to tender exact fare by cash or by Octopus card when boarding. No exact change will be given.
  • Passengers can also pay their fares through a variety of electronic payment systems (e-payment system), including using contactless VISA, JCB Card, MasterCard, UnionPay, Apple Pay, Google Pay, Samsung Pay, AlipayHK "EasyGo" and UnionPay "QuickPass" or BoC Pay "Ride Code". Passengers using this payment method are not eligible for the interchange concession(s) with non-KMB/LWB routes, nor are they eligible for the "Public Transport Fare Subsidy" and "Senior Citizens and Eligible Persons with Disabilities Programme Concessionary Scheme".
  • This route has no section fares.

In the early stage of the operation of Route 213M, the newly registered high-capacity version of the Facelift body Enviro500 MMC 12m was used to operate the route, and KMB specially framed the promotional advertisements of this route and the interchange concessions with the MTR for the vehicles, and subsequently replaced them with the same models of the newer batches of vehicles as scheduled buses. Between 2017 and 2018, Volvo B9TL 12m was also added (AVBWU, which was subsequently withdrawn again in August 2022 due to the introduction of e-payment system on other routes).

From 2018 onwards, the Enviro500 MMC 12m, which uses an older body configuration with either standing bays or dual wheelchair spaces, was added to meet the demand for patronage following the occupation of On Tai Estate and On Tat Estate.

In September 2020, this route was approved for 12.8 metre buses with the addition of an Enviro500 MMC 12.8m (E6X, withdrawn), followed by another Enviro500 MMC 12.8m (3ATENU, withdrawn) in November of the same year, and Volvo B8L 12.8m (V6X, withdrawn) in March of the following year, and by June 2023 with the 12 metre version (V6B) rejoined), and Enviro500 MMC 11.3m (E6M, withdrawn) in November of the same year.

On 24 September 2022, KMB arranged for a BYD B12A (BEB) electric bus to run on this route, with passengers on the inaugural day being given a set of three limited edition electric bus lapel pins and a numbered boarding certificate to commemorate the occasion[9]; the model joined the route two months later.

On 30 July 2023, KMB arranged for the B12D (BED) double-decker electric bus to make its maiden trip on this route[10] and joined the service two months later.

Ridership[]

Route 213M takes the most direct route from Tseung Kwan O Road to and from the Anderson Road Development Area, Po Tat Estate and Lam Tin MTR Station, making it convenient for passengers to interchange to MTR or other bus routes. Subsequent to the occupation of On Tai Estate, the route was extended there as originally planned. In response to complaints from residents of On Tat Estate that it would be difficult for them to board the bus during peak hours, KMB has since the same day split Route 213S during the morning peak hours to meet the commuting demand of On Tat Estate.

According to the District Council papers, the ridership of this route is as follows:

  • 2021: About 1,500 passengers were recorded between 6:00 am and 9:00 am. [11]
  • 2023: The average occupancy rate was about 75% during the busiest half-hour. [12]
