The Hong Kong Island Green Minibus Route 28S is operated by General Elite Limited (景益有限公司) (Passenger Service Licence (PSL) No. 11872C). It runs one-way from Baguio Villa (Upper) to Causeway Bay (Sun Wui Road), via Sassoon Road (HKU Faculty of Medicine), Pok Fu Lam Road, The University of Hong Kong (HKU) Main Campus, Middle Hill District (Bonham Road and Caine Road) and Kennedy Road.

This route is the express trip of Route 28 towards Causeway Bay, which omits Central and directly heads to Kennedy Road from Caine Road via Upper Albert Road directly. Depends on setting of destination sign, services of Route 28 towards Baguio Villa may be provided under the name of this route.

History[]

  • August 2012: An express trip of Route 28 28S running one-way from Baguio Villas (Upper) to Causeway Bay (Sun Wui Road) omitting Central was introduced.
    • The Transport Department's notice stated that this route would be launched on 27 August 2012[1] but there were already several minibuses serving on this route on 23 August of the same year.
  • 3 October 2017: Stopped serving permanently to transfer the minibuses to the short-working route 28M that runs between Baguio Villas (Upper) and HKU Station[2][3][4]
  • 25 June 2018: Service was resumed with extended service hours and an upgrade to daily service, with the departing times from Upper Baguio Villa being 06:20-22:25 on weekdays, and 07:00 - 22:15 on public holidays. [5]
  • 30 March 2022: Real-time Arrival Information System was introduced to this route. [6]

Fare Remarks
  • Same fare regardless of age.
  • Elderly persons aged 65 or above using Elderly Octopus or Personalised Octopus cards, Hong Kong residents aged 60 to 64 using JoyYou Card, and eligible persons with disabilities using Personalised Octopus cards with"Persons with Disabilities Status" can enjoy a flat fare of $2.0 per journey under the Concessionary Fare Scheme.
  • Passengers are required to tender exact fare in cash or by Octopus card upon boarding. No change will be given.
  • Passengers who wish to pay two-way section fares by Octopus card should notify the driver to adjust the fare processor.

Baguio Villa interchange concessions[]

Passengers can onboard free from Lower Baguio Villa to Upper Baguio Villa, then onto Route 28/28S to Causeway Bay.

Passengers must notify the driver when boarding within Baguio Villa stops to enjoy the free interchange concession.

Minibus deploymemts[]

According to Transport Department's Schedule of Services, this route, together with routes 28 and 28M served by a total of 14 minibuses, 7 of 19-seater minibuses can be exchanged with 4 minibuses from 1 and 1 minibus from 3. Three routes have a combined carrying capacity of not less than 150 passengers per direction during the peakiest hour.

Currently Hong Kong Island Route 1, 1A, 2, 3, 3A and 28 series under General Elite have a total of 36 Toyota Coasters, including 15 16-seater minibuses and 21 19-seater minibus. All of these vehicle can support out of the permanent routes when necessary.
