Cheung Sha Wan Hoi Tat Estate Public Transport Interchange (長沙灣海達邨公共運輸交匯處, Citybus Location Code HOT) is a permanent indoor pitched bus terminus located at the base of Hoi Shing House, Hoi Tat Estate, Sham Mong Road, Cheung Sha Wan, Kowloon, opposite Ying Wa College, next to the "Tonkin Street West" bus stop.
History[]
The bus terminus was formerly known as Sham Shui Po (Tonkin Street) Bus Terminus, which was then an open-air bus terminus. Between 2009 and 2010, the Sham Shui Po District Council (SSPDC) was repeatedly consulted on the proposal to build a public housing estate comprising four residential blocks of 39 to 41 storeys at Site 6 [Remark 1]. As shown in the proposed estate plan in December 2010, the Tonkin Street Bus Terminus would be retained in situ and the open-air design will remain unchanged, while the ventilation building of the High Speed Rail will be built within the estate, opposite to the Yuen Fat Goodown.[1][2]
The Sham Shui Po District Council was dissatisfied with the high development density of the Site 6 public housing project and even urged the Administration to shelve the construction of public housing there. In order to gain the support of the District Council, the Government has repeatedly revised the estate planning and building layout. In the revised public housing development plan in early 2013, the bus terminus was turned into an indoor terminus and a public housing block (initially named Sham Mong Estate, 深旺邨) was to be built above it, and most Sham Shui Po District Council members did not object to the proposed public housing development.[3]
In order to vacate the site for public housing development, the Tonkin Street bus terminus has to be permanently closed. A section of westbound Sham Mong Road between the Tonkin Street terminus carriageway, Road L4 and Hing Wah Street West, was selected for widening and construction of a lane for a temporary bus terminus, named Cheung Sha Wan (Sham Mong Road), to accommodate the eight routes to be relocated after the Tonkin Street terminus was decommissioned. Work was originally scheduled to commence in June 2016, but was eventually delayed until 6 October.
The Sham Mong Estate project, which was eventually renamed as "Hoi Tat Estate", will be completed and occupied in 2020-2022, with the third phase east of the site, the former site of the Tonkin Street Bus Terminus, being used for the construction of Hoi Shing House (Block 4 of Hoi Tat Estate) with a public transport interchange at its base. The new PTI, costing about $174 million, will be indoor in design and will have a similar profile to the former Tonkin Street Terminus, with parallel platforms, but with a different pit facing the Ying Wa College.[4][5][6]
It was pointed out that to meet the demand for public transport services at the PRH 6 site and the surrounding areas, ten lay-bys would need to be provided at the PTI for eight franchised buses and one green minibus route. Due to the limited site area and the need to accommodate multiple bus and minibus routes, a "parallel bay" design is required at the PTI. Crossing facilities will be provided between the bays to ensure passenger safety.[7] The Hoi Shing House, where the PTI is located on its ground floor, was opened on February 2022, and the opening date of reprovisioned PTI (i.e. this stop) has been delayed to 23 April 2023, with most of the routes terminating at Cheung Sha Wan (Sham Mong Road) and Tonkin Street West moving into this stop[8]. However, due to outstanding waterworks at the terminus, the 118 series routes could not be relocated as scheduled.[9]
