Heung Yuen Wai Highway (香園圍公路), which connects Fanling Highway in Tai Po District with the Heung Yuen Wai Boundary Control Point in North District, is about 10.5 kilometres (km) in length. It provides residents of Sha Tau Kok, Ta Kwu Ling and Ping Che areas with a direct access to Fanling Highway, and enables them to commute conveniently to and from Sheung Shui, Tai Po, Kowloon and other districts.

The Heung Yuen Wai Highway is a dual two-lane highway throughout its entire length. Major sections of the Highway include the section to the north of Sha Tau Kok Road, the 3.3-kilometre-long viaduct, the 0.7-kilometre-long Cheung Shan Tunnel and the 4.8-kilometre-long Lung Shan Tunnel, which used to be the longest road tunnel in Hong Kong but the record was subsequently broken by the 5-kilometre-long cross-harbour tunnel of Tuen Mun Chek Lap Kok Tunnel Road.

Unlike the Kong Sham Western Highway, the Heung Yuen Wai Highway is not included in Hong Kong's major Strategic Routes. Although its name ends with ‘Highway’, the entire section of the highway is included in the tunnel area, and is therefore not classified as a statutory expressway. Besides, red minibuses are prohibited from entering Heung Yuen Wai Highway. [1]

History[]

Before the commissioning of the Liantang/Heung Yuen Wai Boundary Control Point (BCP), all cross-boundary traffic travelling from the eastern part of the New Territories to the eastern part of Shenzhen and the eastern part of Guangdong had to be routed through the two BCPs at Man Kam To or Sha Tau Kok, and along the way they had to pass through the busy roads in the Hong Kong and Shenzhen regions before they could be connected to the motorway networks of the two places, which had impacted on the ease of clearance for both the passenger and vehicular flows.

To address the situation, a dual two-lane road link of about 11 kilometres in length has been constructed to connect directly to the fifth vehicular boundary control point at Liantang/Heung Yuen Wai Boundary Control Point and Fanling Highway, and along Sha Tau Kok Road, Ping Yeung and Lin Ma Hang Road. This would help improve the traffic flow in the North District and alleviate the busy road conditions in the Sha Tau Kok and Ta Kwu Ling areas, which would be conducive to the long-term development of the North District.

  • 14 March 2018: The ‘Sha Tau Kok Road to Lin Ma Hang Road Main Viaduct’ near Chuk Yuen Tsuen on Lin Ma Hang Road was officially completed [2]. The 3.3-kilometre-long viaduct connects the Heung Yuen Wai Boundary Control Point in the north and the Lung Shan Tunnel and Fanling Highway Interchange in the south. The viaduct is divided into four sections and comprises a total of 2,864 giant prefabricated components, each of which is about 2.5 to 2.9 metres in length, 17 metres in width and 2.5 metres in height, with a weight of 40 to 77 tonnes, which is equivalent to the weight of two to four double-decker buses.
  • December 2018: the Lands Department recommended to the Tai Po District Council that this road be named ‘Heung Yuen Wai Highway’. [3]
  • 1 February 2019: The Lands Department officially named this road as "Heung Yuen Wai Highway". [4]
  • 24 May 2019: A commissioning ceremony was held, presided over by the Permanent Secretary for Development (Works), Mr Lam Sai-hung. [5]
  • 26 May 2019, 8:00 am: The section of Heung Yuen Wai Highway between Fanling Highway and Lin Ma Hang Road was opened to traffic. [6]

Heung Yuen Wai Highway comprises two road tunnels - Lung Shan Tunnel and Cheung Shan Tunnel, with four interchanges along the way connecting to Lin Ma Hang Road, Sha Tau Kok Road, Ping Yeung and Fanling Highway.
