Fanling Highway (粉嶺公路) is part of Route 9 (formerly known as the New Territories Circular Road) and connects to San Tin Highway at San Tin Interchange in the north and Tolo Highway at Lam Kam Road Interchange in the south, with various intermediate access points connecting to the major trunk roads in the North District. It is about 11.2 kilometres in length, and is a three-lane, dual two-lane expressway with a speed limit of 100 kilometres per hour (km/h).

History[]

The predecessor of Fanling Highway can be traced back to the Tai Po Road - Tai Wo which was built in the 1910s. At that time, it was a major road connecting the North District to the urban areas and was also the only way to travel between Tai Po and the North District.

In 1980, when the Government commenced the construction of the New Territories Circular Road, the Tai Wo section north of Wai Tau Tsuen was divided into Tai Wo Service Road West and Tai Wo Service Road East connecting the villages along the road, and a three-lane highway. The section between So Kwun Po Road and Sheung Shui was separately named as the "Tai Po Road - Fanling", which was renamed as the "Fanling Highway" in 1991.

The section between Wo Hop Shek and Sheung Shui, initially named "Fanling By-pass" (粉嶺支路), was inaugurated by Sir Roger Lobo on 21 June 1985 and opened to traffic on 25 June; the section between Lam Kam Road and Wo Hop Shek was opened to traffic on 25 September of the same year together with Tolo Highway; the section between Sheung Shui and Pak Shek Au was opened to traffic on 3 April 1987; and the last section (Pak Shek Au to San Tin Interchange) was opened to traffic together with San Tin Highway (section between San Tin Interchange and Fairview Park) on 1 August 1991, which meant that the entire Fanling Highway was opened to traffic.

Fanling Highway Bus-Bus Interchange (BBI)[]

To cope with the future increase in traffic flow at theHeung Yuen Wai Boundary Control Point, Heung Yuen Wai Highway, Lung Shan Tunnel and the associated connecting roads, the Highways Department has carried out widening of Fanling Highway, and at the same time, constructed a Kowloon-bound bus-bus interchange (BBI) on Fanling Highway near Ho Ka Yuen.

The works of the BBI commenced in February 2017 and opened on 23 December 2018.

Related Incidents[]

  • 18 December 2019: At around 4:00 pm, an Enviro500 MMC (ATENU341/TA6723), travelling on Cross-Harbour Bus Route 978 towards Fanling (Wah Ming), lost control of its vehicle and crashed into a tree on the side of the road at Fanling Highway near Kwu Tung Tsung Pak Long, allegedly due to dodging a dumper truck that cut the line suddenly, the upper left side of the vehicle bodywork was cut off and a few passengers were thrown out of the vehicle, resulting in 6 deaths and 39 injuries.
