The Cross-Harbour Bus Route 978 is operated solely by Kowloon Motor Bus (KMB). It runs between Fanling (Wah Ming) and Exhibition Centre Station, passing through MTR Fanling Station, Ching Ho Estate, North District Hospital, MTR Sheung Shui Station (Choi Yuen Estate), and connects to Sheung Wan, Central and Admiralty via San Tin Highway and the whole of Route 3.

This route was upgraded from the former Route 373A, providing whole-day cross-harbour bus services in North District together with Route 673.

History[]

  • 22 August 2015: Route 373A was renumbered as Route 978 with no change in routing and the following changes were also implemented:[1][2]
    • The last bus time from Wan Chai North was delayed to 23:00;
    • New stops at "North District Hospital" on Po Kin Road and "Central Pier 5" on Man Kwong Street for Wan Chai North direction;
    • Estimated Time of Arrival (ETA) Enquiry System was introduced on this route;
    • Starting from 24 August, a special departure from "Luard Road" stop on Hennessy Road to Fanling (Wah Ming) at 18:35 on Mondays to Fridays was introduced;
    • Although this route has been delinked from the 373 series in KMB's business operations, it was still regarded as a special departure of Route 373 in the Schedule of Services.
  • 2 November 2015: The 18:35 special departure from Luard Road to Fanling was changed to depart from Wan Chai North instead.[3]
  • 12 December 2016: The last bus time from Wan Chai North was delayed to 23:30.[4]
  • 24 April 2017:
    • The first bus time from Fanling (Wah Ming) was advanced to 06:40;[5]
    • Listed as an independent route in the Schedule of Services and no longer belonged to a special service of Route 373.
  • 1 July 2017: [6][7][8]
    • Interchange concessions with trams and with Hong Kong Island GMB routes under AMS Public Transport for an initial period of six months were introduced, which has been extended several times and is still in effect.
    • 50% Long-haul Route Same-day Return Discount Concession Scheme for Full-time Students was introduced on this route.
  • 7 August 2017: A new stop was added at "North District Hospital" on Po Kin Road for Fanling (Wah Ming) direction.[9]
  • 28 August 2017: The first bus time from Fanling (Wah Ming) on Mondays to Fridays was advanced to 06:00.[10]
  • 24 December 2017: The first bus time from Fanling (Wah Ming) on Saturdays, Sundays and Public Holidays was advanced to 06:00.[11]
  • 25 August 2018: The last bus time from Fanling (Wah Ming) was delayed from 21:00 to 23:00.[12]
  • 5 July 2021: The first bus time from Fanling (Wah Ming) on Mondays to Fridays was advanced from 06:00 to 05:40.[13]
  • 14 May 2022: The terminus was relocated from Wan Chai North to the new Exhibition Centre Station Public Transport Interchange and no longer stopped at "Wan Chai Ferry Pier" stop on Convention Avenue for Fanling direction.[14][15][16]
  • 3 July 2023: A new stop was added at "Queen Street" on Connaught Road West for Fanling direction.[17][18]
  • 31 March 2025:[19][20]
    • The last bus time from Exhibition Centre Station was delayed from 23:30 to 23:40;
    • A new stop was added at "Flora Plaza" on Pak Wo Road for Exhibition Centre Station direction and changed to stop at "Yan Shing Court" stop after detouring via Yat Ming Road.

Fare Remarks
  • Half-fare for children aged below 12 and senior citizens aged 65 or above; the remainder of the fare after half-fare will be counted as 10 cents.
  • Elderly persons aged 65 or above using Senior Octopus Cards or Personalised Octopus cards, Hong Kong residents aged 60 to 64 using JoyYou Card, and eligible persons with disabilities using Personalised Octopus cards with "Persons with Disabilities Status" can enjoy a flat fare of $2.0 per journey under the $2 Concessionary Fare. If the concessionary fare for eligible persons with disabilities aged below 12 and senior citizens aged 65 or above is less than $2.0 after a 50% discount from the regular fare, the beneficiary is only required to pay the original concessionary fare; if the original full fare for Hong Kong residents aged 60 to 64 or eligible persons with disabilities is already less than $2.0, the beneficiary is also only required to pay the original full fare.
  • Passengers are required to tender exact fare by cash or by Octopus card when boarding. No exact change will be given.
  • Passengers can also pay their fares through a variety of electronic payment tools (e-payment system), including using contactless VISA, JCB Card, MasterCard, UnionPay, American Express, Discover Card, Diners Club International Credit Card, UnionPay Credit Card, Apple Pay, Google Pay, Samsung Pay, AlipayHK "EasyGo" and UnionPay "QuickPass", BoC Pay "Ride Code" and WeChat Pay HK or WeChat "Ride Code". Passengers using this payment method are not eligible for the interchange concessions with non-KMB/LWB routes, nor are they eligible for the "Public Transport Fare Subsidy Scheme" and "Public Transport Fare Concession Scheme for the Elderly and Eligible Persons with Disabilities".

Remarks:

  • Passengers must use the same Octopus Card to enjoy the above interchange concessions.
  • Passengers can also use the same electronic payment instrument account to enjoy the interchange concessions between KMB departures or Citybus departures on the above routes, but cross-group (KMB↔Citybus) interchanges are not applicable.
  • The interchange concession is not applicable to interchanges to the same route or routes divided by "/", nor is it applicable to overnight and late night bus routes.
  • The interchange concession of $5.0 is only applicable to the Western Harbour Tunnel BBI or before, but is not limited to KMB's designated combined interchange locations.
  • Some interchange combinations cannot be used at the same time as the two-way section fares on Route 900.
  • Interchanging from the 934 series and 935 to Route 968/968A, the 960 and 961 series, Route T270, the 968 and 978 series of routes, Routes 930, 952, 962, 967 and 969 series of routes, as well as "A" Routes and "E" Routes are only applicable to Hong Kong Island or New Territories area transfers. Free second trips are not available when transferring at the Western Harbour Crossing; some Citybus interchange concessions are exclusively operated . There are also interchange concessions on Hong Kong Island between some of these routes, and the amount may be different from the Western Harbour Crossing interchanges. Please refer to the relevant entries on each route for details.
  • Passengers on Routes 976 and 976A must interchange at the Western Harbour Crossing BBI. Passengers who interchange at Tai Lam Tunnel Bus-Bus Interchange cannot enjoy the interchange concessions.
  • These interchange concessions can be used in conjunction with the interchange concession schemes for Hong Kong Island Routes, Tuen Mun Road Routes and Tai Lam Tunnel Routes.
  • The discount for children under 12 years old is calculated at half the rate; for passengers who benefit from the Public Transport Fare Concession Scheme for the Elderly and Eligible Persons with Disabilities, if the second journey fare is the above second journey discount fare (for example, those aged 65 or above, qualified persons with disabilities, or passengers under 12 years old, the concession in halved) or $2.0, whichever is lower. Note:

  • Passengers are required to use the same Octopus card/credit card or the same mobile payment tool account (KMB/LWB "e-payment system") to enjoy the interchange discount.
  • Passengers can enjoy the above interchange discount at any bus stop where they can connect to a second route.
  • KMB journeys are not applicable to tourist routes (i.e. R-tail routes), unconventional special routes, racecourse routes and MTR Feeder Bus routes.
  • Passengers heading towards the urban area will not be able to enjoy the "Inter-route Interchange Discount" on the KMB route immediately after interchange after enjoying this interchange discount.
  • Airport-bound passengers who enjoy the "KMB Inter-route Transfer Concession" between the first and second journeys may still enjoy the interchange discount on the third immediately following the LWB route A at $6.0 or the second KMB route minus the concession fare, whichever is lower; if the second KMB route is a free interchange (including free journeys with KMB Monthly Pass) or the first two journeys are both If the second KMB route is a free interchange (including free journeys with KMB Monthly Pass) or the first two journeys are both KMB routes with interchange concessions, the interchange concession will not be offered.
  • Routes R8, S64 series, Long Win Bus Lantau Link BBI, Tuen Mun Chek Lap Kok Tunnel bus routes and all interchange schemes with other companies cannot be used consecutively with this interchange concession.
  • 50% discount for children under 12 years old; for passengers benefiting from the Public Transport Fare Concession Scheme for the Elderly and Eligible Persons with Disabilities when interchanging from LWB A Routes to KMB, the KMB one-way fare is the lower of the discounted concessionary fare (or 50% discount in the case of elderly or eligible persons with disabilities under 12 years old) and $2.0, therefore some interchange combinations may not be available. When interchanging from KMB to LWB A Routes, passengers may get back the actual fare paid for the first journey (i.e. the lower of the original fare (50% discount for elderly or eligible persons with disabilities under 12 years old) and $2.0).

: For interchanging from KMB Route B1 (Tin Tsz direction) to LWB Route A43P ( Airport direction), the actual fare paid for the first journey will be refunded for the next journey, except that the interchange concession cannot be enjoyed for the first journey of Route B1, otherwise, only the normal (i.e. maximum $6.0) interchange concession will be offered; for interchange from LWB Route A43P (Luen Wo Hui direction) to KMB Route B1 (Lok Ma Chau direction), passengers will be offered a free interchange concession for the second journey, but no interchange discount will be offered for the first journey of route A43P and no other interchange concession will be offered for route B1 thereafter. This special concession is not applicable to other LWB A routes (including Routes A36, A37 and A43).

50% Long-haul Route Same-day Return Discount Concession Scheme for Full-time Students

50% Long-haul Route Same-day Return Discount Concession Scheme for Full-time Students is provided on this route. Full-time students aged between 12 and 25 holding a Personalised Octopus card with Student Status who travel on this route in two different directions; or travelling on Route 978A/978B towards Hong Kong Island and this route towards North District; or travelling on this route towards Hong Kong Island and Route 978A towards North District on the same day will enjoy a 50% discount on the second journey, provided that no more than nine monetary transactions are made with the Octopus between the two journeys. The discount can be used in conjunction with the Octopus interchange discount on the bus itself. The system will first calculate the interchange discount on the bus itself, and then calculate the half-fare discount on the return journey.

A total of 15 Enviro500 MMC double-decker buses (3 12m ATENU, 6 12.8m 3ATENU, 6 12.8m E6X) were assigned to this route as scheduled buses. Buses may be dispatched away to Routes 70K, 78K, 273, 273S, 278K and 673.

As this route passes through the Low Emission Zone for Franchised Buses, vehicles on this route must meet Euro V emission standards or above unless under special vehicle dispatchment changes.

Bus deployment evolution history of Cross-Harbour Bus Route 978

This route was formerly Route 373A, which continued to serve the entire route until August 2022 after the renumbering.

In July 2017, newly-registered Volvo B9TL 12m (AVBWU) joined this route gradually.

In March 2018, Enviro500 MMC 12.8m (3ATENU) buses were approved on this route and were added immediately. Later in August 2020, they were replaced by the same model (E6X) and were re-added only in June next year.

In July 2019, Volvo B8L 12m (V6B) were added to this route gradually.

In June 2022, Volvo B8L 12.8m (V6X) were added to this route.

In August 2022, buses on this route was changed to be independently dispatched.

Ridership[]

According to District Council documents, the ridership of this route is as follows:

  • 2019: The occupancy rate during morning peak hours was 72%.[21]
  • 2020:
    • January: The occupancy rate of trips departing at 7am was 82%.[22]
    • April: The average occupancy rate during morning peak hours was less than 60%.[21]
  • 2021: The average occupancy rate during the peakiest hour at "Glamour Garden" stop between 6am to 7am was 56%.[23]

Traffic accidents[]

  • 17 August 2018 : Four people were injured when an Enviro500 MMC (3ATENU175/VP533) towards Wan Chai North collided with three taxis and a private car at the Hong Kong Island exit of the Western Harbour Crossing at around 1:00pm.[24]
  • 18 December 2019: At around 4:00pm, an Enviro500 MMC (ATENU341/TA6723) heading towards Fanling (Wah Ming) crashed out of control into a tree on the roadside on Fanling Highway near Tsung Pak Long, Kwu Tung, allegedly due to dodging a dump truck that suddenly cut across the lane, cutting off the upper left side of the vehicle, and throwing three passengers out of the vehicle, resulting in 6 deaths and 39 injuries.[25][26][27]
    • The bus captain involved was subsequently charged with causing death by dangerous driving and causing grievous bodily harm by dangerous driving, and was found guilty of the charges in the District Court on 28 April 2021, and was sentenced to immediate imprisonment for four years, disqualification from driving for five years, and enrolment in a driving improvement course at his own expense.[28] See article "2019 KMB bus crash on Fanling Highway" for the details about the accident.
  • 26 June 2025: At 2:27 p.m., an Enviro500 MMC (E6X41/WL9134) towards Exhibition Centre Station was travelling along West Kowloon Highway near Lai Chi Kok Park when it crashed into a construction vehicle and was pushed forward by more than 10 feet before coming to a stop. The lower deck of the bus was seriously damaged and the upper door was severely deformed, injuring the bus driver and a passenger.[29]

Bus captain and passenger incidents[]

  • 14 April 2022: At about 7:30 a.m., while driving a Wan Chai North-bound Enviro500 MMC (ATENU1636/VT2469) to Ching Ho Estate, a bus captain scolded all passengers for playing with the bell, and then retaliated by driving at a very slow speed. Some passengers were dissatisfied with the bus captain's behaviour and got off at Sheung Shui Station to transfer to the next bus or MTR. The incident aroused heated debates among netizens, and KMB later responded that the bus captain concerned had been suspended from duty.[30]

Others[]

  • 13 July 2018: At around 8:00pm, a Volvo B9TL (AVBWU270/RJ7114) heading towards Fanling (Wah Ming) was hit by a piece of concrete on the road surface and pierced through the bottom of the vehicle at the "Li Yuen Street East" stop on Des Voeux Road Central, resulting in the flying off of the seats of the lower row and damages to the flooring and injuries to two persons.[31]
