The Cross-Harbour Bus Route 960 is operated solely by Kowloon Motor Bus (KMB). It runs between Tuen Mun (Kin Sang Estate) and Exhibition Centre Station, via Leung Tin, Tai Hing Estate, Hung Kiu and Tuen Mun Town Centre in Tuen Mun District, as well as Sheung Wan, Central and Admiralty on Hong Kong Island, which connects between Tuen Mun and the Hong Kong Island via Tuen Mun Road, Ting Kau Bridge, West Kowloon Highway and Western Harbour Crossing.

Route 960 is the first whole-day cross-harbour route in Tuen Mun District as well as the entire northwestern New Territories.

History[]

  • 1 May 1997: KMB launched the whole-new "Western Tunnel Express" Route 960 running between Kin Sang and Wan Chai Ferry. As the Ting Kau Bridge was not yet opened, the route was routed via Tsuen Wan Road and Kwai Chung Road then along the West Kowloon Highway and the Western Harbour Crossing to access Hong Kong Island, and then via Des Voeux Road Central, Hennessy Road and Fleming Road to Wan Chai.[1]
  • 25 June 1997: The last departure time from Wan Chai Ferry Pier on holidays was extended from 00:15 to 00:25, aligning with weekday schedules; a section fare was introduced for journeys from Tuen Mun Town Plaza to Kin Sang.
  • 7 August 1997: The departure time of the first bus from Kin Sang was brought forward from 06:00 to 05:40, while the operating hours of the service from Wan Chai Ferry were extended from 07:15 - 00:25 to 07:00 - 00:30.
  • 26 May 1998: In response to the opening of Tai Lam Tunnel, the service was diverted to run via the Tunnel and Ting Kau Bridge, i.e. via the whole section of Route 3 in lieu of Tsuen Wan Road and Kwai Chung Road.[2][3]
  • 25 October 1998: Service hours were extended and the routing was amended:
    • The first bus time from Kin Sang was brought forward to 05:30, while that from Wan Chai Ferry was brought forward to 06:50;
    • Rerouted via Man Kat Street, Connaught Road Central, Harcourt Road and the slip road of Cotton Tree Drive for Wan Chai Ferry direction, omitting Rumsey Street and Connaught Road Central, with the original stop at "Admiralty MTR Station" on Queensway cancelled and replaced by the stop at "Lippo Centre" on the slip road of Cotton Tree Drive.[4][5]
  • 16 November 1998: A new special service was introduced, departing at 07:45 on Mondays to Saturdays from Hung Shui Kiu, which would call at Admiralty Garden in lieu of Lippo Centre at Admiralty.[6]
  • 28 December 1998: The bus stop near Rose Dale Garden on Tuen Mun Road for Wan Chai Ferry direction was relocated to outside Mobil Petrol Station on Tuen Mun Road.
  • 10 October 1999: The en-route stop outside City Hall on Connaught Road Central for Wan Chai Ferry direction was cancelled.[7]
  • 8 November 1999: The Hung Shui Kiu special service was independently numbered as "960P".[8]
  • 11 October 2000: A new stop was added at Tsun Wen Road near Tai Hing Sports Centre for Kin Sang direction.
  • 20 November 2000: Diverted via Morrison Street in lieu of Hillier Street from Des Voeux Road Central to Connaught Road Central for Kin Sang direction.[9]
  • 23 December 2001: To tie in with the first-ever "Sheung Wan Holiday Pedestrian-only Zone" (「上環假日行人坊」), the section of Morrison Street off Western Market were closed during designated hours on Sundays and holidays when the event is held:[10]
    • On Sundays and holidays from Sham Shui Po direction, the route would be rerouted via Hillier Street instead of Morrison Street;[11]
    • Thereafter, the annual Sheung Wan Holiday Pedestrian-only Zone was moved to the section of Morrison Street and Wing Lok Street south of Des Voeux Road Central, the section of Morrison Street north of Des Voeux Road Central did not need to be closed and the route did not need to be diverted on holidays.
  • 31 May 2002: Octopus interchange concessions with other whole-day KMB and NWFB Western Tunnel Express routes were introduced.[12]
  • 5 September 2003: A new stop was added at Connaught Road Central near Queen Street for Kin Sang direction.[13]
  • 24 November 2006: A new stop was added at Tsun Wen Road outside Hing Fai House Tai Hing Estate for Kin Sang direction.
  • 1 July 2006: Interchange concessions with other Western Harbour Crossing routes for Hong Kong Island direction were extended to more routes. [14]
  • 3 April 2009: The first departure time from Kin Sang was brought forward to 05:20, while the first departure time from Wan Chai Ferry was brought forward to 06:40.
  • 28 September 2013: Additionally called at Tuen Mun Road Interchange for both directions with Octopus interchange concessions provided with other Tuen Mun and Yuen Long routes.[15][16]
  • 21 March 2015: Estimated Time of Arrival (ETA) Enquiry System was introduced on this route. [17]
  • 17 May 2015: Wan Chai terminus was relocated to Wan Chai North Temporary Public Transport Interchange to tie in with the opening of Wan Chai Ferry Pier Bus Terminus as the construction site of Exhibition Station (later renamed Exhibition Centre Station) of the MTR Sha Tin to Central Link[18], with the advancement of first bus time from both ends by 10 minutes.[19]
    • Both directions were rerouted via Convention Avenue and Hung Hing Road with an additional stop at Convention Avenue near Wan Chai Ferry.
  • 23 April 2017: The stop at Convention Avenue near Wan Chai Ferry was cancelled and was replaced by a stop at Fleming Road near Hong Kong Convention and Exhibition Centre for Wan Chai North direction to facilitate the latest progress of Shatin to Central Link works.[20]
  • 1 July 2017: [21][22][23]
    • Interchange concessions with trams and with Hong Kong Island GMB routes under AMS Public Transport for an initial period of six months were introduced, which has been extended several times and is still in effect.
    • 50% Long-haul Route Same-day Return Discount Concession Scheme for Full-time Students was introduced on this route.
  • 12 February 2018: The last bus time from Wan Chai North was delayed from 00:30 to 01:00.[24]
  • 27 October 2020: The first bus time from Kin Sang Estate on Mondays to Fridays was advanced from 05:10 to 05:00.
  • 14 May 2022: The terminus was relocated from Wan Chai North to the new Exhibition Centre Station Public Transport Interchange:[25][26][27]
    • The stop at "Hong Kong Convention and Exhibition Centre" on Fleming Road was cancelled for Wan Chai direction and the stop at "Wan Chai Ferry Pier" stop on Convention Avenue was cancelled for Kin Sang Estate direction.
  • 6 May 2024: The daily first bus time from Exhibition Centre Station was advanced from 06:30 to 06:10.[28][29]
  • 8 September 2025:[30]
    • The first departure time from Tuen Mun (Kin Sang Estate) on Saturdays, Sundays and public holidays was brought forward from 05:10 to 05:00, aligning with Monday to Friday schedules;
    • The first departure time from Exhibition Centre Station daily was brought forward from 06:10 to 06:00.

Fare Remarks
  • Half-fare for children aged below 12 and senior citizens aged 65 or above; the remainder of the fare after half-fare will be counted as 10 cents.
  • Elderly persons aged 65 or above using Senior Octopus Cards or Personalised Octopus cards, Hong Kong residents aged 60 to 64 using JoyYou Card, and eligible persons with disabilities using Personalised Octopus cards with "Persons with Disabilities Status" can enjoy a flat fare of $2.0 per journey under the $2 Concessionary Fare. If the concessionary fare for eligible persons with disabilities aged below 12 and senior citizens aged 65 or above is less than $2.0 after a 50% discount from the regular fare, the beneficiary is only required to pay the original concessionary fare; if the original full fare for Hong Kong residents aged 60 to 64 or eligible persons with disabilities is already less than $2.0, the beneficiary is also only required to pay the original full fare.
  • Passengers are required to tender exact fare by cash or by Octopus card when boarding. No exact change will be given.
  • Passengers can also pay their fares through a variety of electronic payment tools (e-payment system), including using contactless VISA, JCB Card, MasterCard, UnionPay, American Express, Discover Card, Diners Club International Credit Card, UnionPay Credit Card, Apple Pay, Google Pay, Samsung Pay, AlipayHK "EasyGo" and UnionPay "QuickPass", BoC Pay "Ride Code" and WeChat Pay HK or WeChat "Ride Code". Passengers using this payment method are not eligible for the interchange concessions with non-KMB/LWB routes, nor are they eligible for the "Public Transport Fare Subsidy Scheme" and "Public Transport Fare Concession Scheme for the Elderly and Eligible Persons with Disabilities".

Remarks:

  • Passengers must use the same Octopus Card to enjoy the above interchange concessions.
  • Passengers can also use the same electronic payment instrument account to enjoy the interchange concessions between KMB departures or Citybus departures on the above routes, but cross-group (KMB↔Citybus) interchanges are not applicable.
  • The interchange concession is not applicable to interchanges to the same route or routes divided by "/", nor is it applicable to overnight and late night bus routes.
  • The interchange concession of $5.0 is only applicable to the Western Harbour Tunnel BBI or before, but is not limited to KMB's designated combined interchange locations.
  • Some interchange combinations cannot be used at the same time as the two-way section fares on Route 900.
  • Interchanging from the 934 series and 935 to Route 968/968A, the 960 and 961 series, Route T270, the 968 and 978 series of routes, Routes 930, 952, 962, 967 and 969 series of routes, as well as "A" Routes and "E" Routes are only applicable to Hong Kong Island or New Territories area transfers. Free second trips are not available when transferring at the Western Harbour Crossing; some Citybus interchange concessions are exclusively operated . There are also interchange concessions on Hong Kong Island between some of these routes, and the amount may be different from the Western Harbour Crossing interchanges. Please refer to the relevant entries on each route for details.
  • Passengers on Routes 976 and 976A must interchange at the Western Harbour Crossing BBI. Passengers who interchange at Tai Lam Tunnel Bus-Bus Interchange cannot enjoy the interchange concessions.
  • These interchange concessions can be used in conjunction with the interchange concession schemes for Hong Kong Island Routes, Tuen Mun Road Routes and Tai Lam Tunnel Routes.
  • The discount for children under 12 years old is calculated at half the rate; for passengers who benefit from the Public Transport Fare Concession Scheme for the Elderly and Eligible Persons with Disabilities, if the second journey fare is the above second journey discount fare (for example, those aged 65 or above, qualified persons with disabilities, or passengers under 12 years old, the concession in halved) or $2.0, whichever is lower. Note:

  • Passengers are required to use the same Octopus card/credit card or the same mobile payment tool account (KMB/LWB "e-payment system") to enjoy the interchange discount.
  • Passengers can enjoy the above interchange discount at any bus stop where they can connect to a second route.
  • KMB journeys are not applicable to tourist routes (i.e. R-tail routes), unconventional special routes, racecourse routes and MTR Feeder Bus routes.
  • Passengers heading towards the urban area will not be able to enjoy the "Inter-route Interchange Discount" on the KMB route immediately after interchange after enjoying this interchange discount.
  • Airport-bound passengers who enjoy the "KMB Inter-route Transfer Concession" between the first and second journeys may still enjoy the interchange discount on the third immediately following the LWB route A at $6.0 or the second KMB route minus the concession fare, whichever is lower; if the second KMB route is a free interchange (including free journeys with KMB Monthly Pass) or the first two journeys are both If the second KMB route is a free interchange (including free journeys with KMB Monthly Pass) or the first two journeys are both KMB routes with interchange concessions, the interchange concession will not be offered.
  • Routes R8, S64 series, Long Win Bus Lantau Link BBI, Tuen Mun Chek Lap Kok Tunnel bus routes and all interchange schemes with other companies cannot be used consecutively with this interchange concession.
  • 50% discount for children under 12 years old; for passengers benefiting from the Public Transport Fare Concession Scheme for the Elderly and Eligible Persons with Disabilities when interchanging from LWB A Routes to KMB, the KMB one-way fare is the lower of the discounted concessionary fare (or 50% discount in the case of elderly or eligible persons with disabilities under 12 years old) and $2.0, therefore some interchange combinations may not be available. When interchanging from KMB to LWB A Routes, passengers may get back the actual fare paid for the first journey (i.e. the lower of the original fare (50% discount for elderly or eligible persons with disabilities under 12 years old) and $2.0).

: For interchanging from KMB Route B1 (Tin Tsz direction) to LWB Route A43P ( Airport direction), the actual fare paid for the first journey will be refunded for the next journey, except that the interchange concession cannot be enjoyed for the first journey of Route B1, otherwise, only the normal (i.e. maximum $6.0) interchange concession will be offered; for interchange from LWB Route A43P (Luen Wo Hui direction) to KMB Route B1 (Lok Ma Chau direction), passengers will be offered a free interchange concession for the second journey, but no interchange discount will be offered for the first journey of route A43P and no other interchange concession will be offered for route B1 thereafter. This special concession is not applicable to other LWB A routes (including Routes A36, A37 and A43).

50% Long-haul Route Same-day Return Discount Concession Scheme for Full-time Students is provided on this route. Full-time students aged between 12 and 25 holding a Personalised Octopus card with Student Status who travel on this route and Route 960A/960B/960C/960P/960S/960X towards Hong Kong Island; or travelling on this route and Route 960B/960C/960P/960S/960X towards Tuen Mun on the same day will enjoy a 50% discount on the second journey, provided that no more than nine monetary transactions are made with the Octopus between the two journeys. The discount can be used in conjunction with the Octopus interchange discount on the bus itself. The system will first calculate the interchange discount on the bus itself, and then calculate the half-fare discount on the return journey.

Bus deployment evolution history[]

Bus deployment evolution history of Cross-Harbour Bus Route 960

Route 960 was KMB's inaugural cross-harbour service in Tuen Mun and the first full-day cross-harbour route in the Northwest New Territories, hence its prominence. From its inception until 2015, vehicle dispatch was managed by two depots: Tuen Mun Depot (U) and Lai Chi Kok Depot (L). The former primarily deployed Dennis Dragon 11m buses (AD318-360, all bearing HC-prefix registration plates and featuring route promotional livery), while the latter mainly utilised Volvo Olympian 11m (AV) buses. In September 2000, to reduce fuel consumption, the route was converted to 27 Dennis Trident 12m scheduled buses (ATR250-276, equipped with electronic route displays). The original Dennis Dragon buses were subsequently transferred to Sha Tin Depot (S) and Lai Chi Kok Depot (L).

With the launching of Route 960S in 2003, 2 Dennis Tridents (ATR5/HV6857, ATR13/HV7159, all switched from Kowloon Bay Depot (K) with Alexander ALX500 bodywork), making the number of scheduled buses on this route to 29.

Due to the narrowness of the road surface at the junction where Hennessy Road turns left onto Fleming Road, bus companies had previously prohibited low-floor bus models other than the Dennis Trident from navigating this bend. From 2004, Route 961 – which also traverses this bend – commenced operations using Volvo Super Olympian 12m (AVW) buses. Furthermore, during the summer of 2008, the prohibition on using Neoplan Centroliner 12m (AP) buses was lifted, and this route became eligible to deploy both bus types (the route briefly introduced AP54/JT5333 in 2015, which has since been withdrawn).

In 2007, Lai Chi Kok Depot (L) resumed dispatching vehicles on this route, but only running two one-way trips to Kin Sang on the latter section and requiring additional dispatches across multiple routes. In response to the requirement that cross-harbour tunnel buses must be equipped with Euro III or higher emission standard engines, Lai Chi Kok Depot switched to deploying a Volvo Super Olympian (3ASV466/KU6118) from 17 December 2008.

On 5 September 2011, Tuen Mun Depot (U) deployed Dennis Trident buses originally serving routes 259D and 263, replacing nine identical buses (including ATR5 and ATR13) that had operated on this route for a decade. On 18 June the following year, a Volvo B9TL (AVBWU258/RJ4550) fitted with a Euro V engine was added to the fleet.

On 28 June 2017, buses with the "Heartbeat of The City" livery debuted on this route with the first bus departing at 05:10 from Kin Sang, which was the first 3 routes to be allocated with the model and was the first among these 3 to begin revenue service.[Remark 2] These buses later became scheduled on this route for a while until it was withdrawn in December of the same year.

In 2019, the Transport Department authorised the use of 12.8-metre buses for short-working trips starting from Fleming Road. These commenced operation in September of that year, with Enviro500 MMC 12.8m (E6X) with Euro 6 engines formally introduced in May the following year. Enviro500 MMC 12.8m (3ATENU) buses were added in July of the same year. Concurrently, Volvo B8L 12m (V6B) were progressively introduced from routes 58X, 61X, 259D, 260X, 265B and 961, replacing the majority of Enviro500 MMC buses in service.

In 2021, following Transport Department approval for 12.8-metre buses to operate the entire route, a large number of Enviro500 MMC (3ATENU, E6X) were introduced to replace the Volvo B8L 12m buses (V6B, briefly reintroduced in March 2023). By December that year, the entire route was served exclusively by 12.8-metre buses, and the following January saw the introduction of Volvo B8L 12.8m buses (V6X, reintroduced in April 2025).

In February 2024, to mark the Year of the Dragon, a MAN A95 12.8m bus (M6FX5/YB9089) featuring that whole-body advertisement was added (now withdrawn).

According to the Bus Route Planning Programmes and other information, the ridership of this route is as follows:

  • May 1997 (first month of revenue service): The average amount of passengers daily was 10,600.[31]
  • 2010: The occupancy rate was about 80%.[32]
  • 2012: The average amount of passengers daily was 15,100.
  • 2017: The average occupancy rate during the morning peak hour on arrival at the Tuen Mun Road Interchange was about 70%.[33]

Bus accidents[]

  • 11 February 1999: A Dennis Dragon (AD269/GR7513) travelling towards Kin Sang on the West Kowloon Expressway experienced a sudden, unexplained shattering of the left front windscreen. A female passenger seated nearby sustained injuries from flying glass fragments.[34]
  • 19 February 2006: At approximately 3:00 pm, a Dennis Trident (ATR258/JS7285) travelling towards Kin Sang collided with the rear of a preceding works vehicle on the West Kowloon Highway, resulting in four injuries.[35]
  • 18 January 2009: At approximately 4:00 pm, a Volvo Super Olympian (AVW46/LN6618) travelling towards Kin Sang struck a woman on Tin King Road who was believed to be distracted by using a mobile phone. She was pronounced dead after being taken to hospital.[36]
  • 4 June 2010: At about 4:00 pm, a Dennis Trident (ATR266/JS8378) travelling towards Kin Sang was struck on the upper right window by vehicle parts that had fallen from an oncoming container lorry on Tsing Kwai Highway. Three windows were punctured and shattered, injuring two bus passengers.[37]
  • 1 July 2014: At approximately 4:00 pm, an Enviro500 MMC (ATENU101/SF4894) travelling towards Kin Sang collided with an NWFB Dennis Trident (1091/HX7048) operating on Route 113 towards Kennedy Town at a traffic signal near Western Market on Des Voeux Road Central, Central. Seventeen individuals sustained injuries.[38]
  • 5 July 2014: At approximately 7:00 pm, an Enviro500 MMC (ATENU9/SA4463) travelling towards Kin Sang collided with a westbound tram (#79) heading towards Kennedy Town on Des Voeux Road Central near Ice House Street in Central. Two persons were injured[39], marking the second incident on this route within four days.
  • 24 July 2016: At approximately 10:00 am, an Enviro500 MMC (ATENU951/UA2145) travelling towards Wan Chai North collided with two private cars on Tuen Mun Road near the Sham Tseng Interchange. Ten individuals sustained injuries, including a female passenger on the upper deck who reportedly lost her balance, fell down the stairs to the lower deck, and was temporarily unconscious.[40]
  • 30 October 2018: At approximately 5:00 pm, a bus captain operating an Enviro500 MMC (ATENU813/TV3120) bound for Kin Sang experienced sudden dizziness whilst travelling along Tuen Mun Road near the Sham Tseng Interchange. The bus veered off course and collided with a kerb stone before coming to a halt, resulting in injuries to two individuals.[41]
  • 29 March 2022: At approximately 1:00 pm, an Enviro500 MMC (E6X144/XM4447) travelling towards Wan Chai North was violently struck on its right rear quarter by a van attempting to cut between a taxi and the bus while approaching Tsing Kwai Highway. The bus sustained damage to its right rear section, with the accident recorded by the rear-ended taxi's dashcam. Subsequently, the taxi was struck from behind by three private cars that were unable to brake in time. The 38-year-old male taxi driver reported a headache and was hospitalised for injuries.[42][43]

  • 16 April 2023: At approximately 5:00 pm, an Enviro500 MMC (E6X87/WN7221) bound for Exhibition Centre Station collided with a trailer in the Tsing Ma Control Area while travelling along Tsing Kwai Highway near Mei Foo Sun Chuen, causing injuries to three individuals.[44]

Passenger incidents[]

  • 24 January 2004: A woman rushed to catch a bus at Wan Chai Ferry Pier and suddenly collapsed and struck her head against the handrail after boarding a Dennis Trident (ATR58/HX8815) on this route. She was pronounced dead after being taken to hospital.[45]
  • 14 August 2014: At approximately 11:00 am, a seven-year-old mainland boy travelling with his family aboard a Volvo B9TL (AVBWU321/SR9274) arrived at Wan Chai Ferry. While playing, his head became trapped in the armrest of a front-row seat on the upper deck, necessitating rescue by firefighters.[46]
