The Cross-Harbour Bus Route 948 is jointly operated by Kowloon Motor Bus (KMB) and Citybus. It runs between Tsing Yi (Cheung On Estate) and Tin Hau Station, observing Cheung Wang Estate, Cheung Hang Estate, Tsing Yi Estate, Cheung Hong Estate and Cheung Ching Estate, as well as Sheung Wan, Central, Admiralty, Wan Chai and Causeway Bay, taking Tsing Kwai Highway, West Kowloon Highway and Western Harbour Crossing to and from Tsing Yi and Hong Kong Island.
Currently, the 948 series routes are the only jointly operated Cross-Harbour Bus Routes in New Territories West, and was formerly known as Route 348 via the Cross-Harbour Tunnel. The route was later substantially modified to tie in with the commissioning of the Western Harbour Crossing and renamed as "948". Initially, the route was only operated during peak hours, but gradually became popular among the residents along the route and the service hours were extended. After several attempts by the District Council, the service has now been enhanced to operate during daytime for Hong Kong Island-bound trips, and in the afternoon for Tsing Yi-bound trips.

- 8 September 1997: KMB and CMB jointly introduced a new route 948 to replace route 348 between Cheung On and Causeway Bay (Tin Hau), which was operated only during the morning peak hours from Mondays to Fridays, with the service to Cheung On Estate operated exclusively by CMB with the company's stops along the route.[1]
- 8 December 1997: Special departure from Greenfield Garden to Causeway Bay (Tin Hau) was introduced during morning peak hours on weekdays.[2]
- 16 July 1998:[3]
- The jointly-operated return service from Mondays to Fridays at dusk and Saturdays at noon were introduced, and the morning and noon/evening fares to Cheung On were standardised. Prior to this, the morning return journey to Cheung On was $12.8 and $6.4 after crossing the harbour, while the full journey to Hong Kong Island was $15.3;
- The routing for return direction was unified, with the morning departures to Cheung On no longer observing Sham Shui Po and Cheung Sha Wan.
- 1 September 1998: Changed to be operated jointly by KMB and New World First Bus (NWFB) following the end of CMB Franchised Bus Service.
- 25 October 1998: Diverted via Connaught Road Central and slip road of Cotton Tree Drive to Queensway instead of Rumsey Street and Des Voeux Road Central for Causeway Bay direction in an attempt to alleviate traffic congestion in Central.[4]
- 5 July 1999: After reaching Tsing Yi South Bridge, the route was rerouted via Route 3 (Tsing Kwai Highway) when heading towards Causeway Bay, no longer observing Kwai Tsing Interchange and Tsuen Wan Road, and the departure times were revised.[5]
- 10 October 1999: The intermediate stop outside City Hall on Connaught Road Central was cancelled for Causeway Bay direction.[6]
- 20 November 2000: Diverted via Morrison Street in lieu of Hillier Street for Cheung On direction. [7]
- 23 April 2001: Diverted via Man Kwong Street, Man Yiu Street and Connaught Place to return to the original routing on Connaught Road Central for Tin Hau Station direction to facilitate passengers heading to the Central Ferry Piers.[8]
- 31 May 2002: Octopus interchange concessions with other whole-day KMB and NWFB Western Tunnel Express routes were introduced.[9]
- 5 May 2002: To tie in with the improvement of the traffic condition of Yee Wo Street by the Transport Department, the route was re-routed to return to Yee Wo Street after passing through Percival Street, Leighton Road and Pennington Street when going to Tin Hau MTR Station; and to return to Hennessy Road after passing through Leighton Road, Morrison Hill Road and Tin Lok Lane when going to Cheung On. [10]
- 1 July 2006: A 20% same day return discount was introduced for three years, while the interchange concessions with other WHC routes were extended to more routes for Hong Kong Island direction.[11][12][13]
- 13 November 2006: NWFB's special departure from Greenfield Garden to Tin Hau MTR Station at 08:00 was included in the Schedule of Services, and the number of special departures were increased from two to three. However netizens pointed out that this special departure was already in service on or before 9 October.[14]
- 6 July 2009: The stops "Fleming Road" and "Luard Road" on Hennessy Road were cancelled and replaced by "Hennessy Road Government Primary School" and "Southorn Playground" for Cheung On direction.
- 26 July 2010: NWFB additionally operated three additional trips from Monday to Friday, including from Cheung On Estate at 07:20 and from Causeway Bay (Tin Hau) at 18:40 and 19:00;[15]
- In the morning, NWFB sent a Rickshaw Sightseeing Bus (VA53) with relevant posters to Tsing Yi to promote the occasion.[16]
- 28 February 2011: An intermediate stop at "Queen Street" on Connaught Road West was added for Cheung On direction.[17]
- 4 July 2011: A number of new arrangements were implemented:[18][19]
- The special departure from Greenfield Garden to Causeway Bay (Tin Hau) at 08:00 on Mondays to Saturdays was cancelled;
- Tsing Yi terminus was extended to Cheung Wang; after arriving at Cheung On Bus Terminus, the route was diverted via Tam Kon Shan Road, Tam Kon Shan Interchange, Fung Shue Wo Road, Tsing Yi Road West and Liu To Road for Tsing Yi direction;
- Headways from Causeway Bay (Tin Hau) at 19:20 and 19:40 were introduced every Mondays to Fridays;
- Departure at 06:45 from Causeway Bay (Tin Hau) to Tsing Yi from Mondays to Saturdays operated by NWFB was cancelled.
- 10 December 2012: The service time from Causeway Bay (Tin Hau) was extended to 16:15 to 21:00 on Monday to Friday PM hours.[20][21]
- 30 September 2013: A number of changes were implemented:[22][23]
- The last bus time was delayed to 00:00 from Causeway Bay (Tin Hau) every Mondays to Fridays;
- The headways from Cheung On on Saturday morning were adjusted;
- The special departures from Greenfield Garden on Saturday morning and departures to Cheung Wang at noon on Saturdays were cancelled.
- 20 October 2014: Diverted via Jardine's Bazaar for both directions in lieu of Percival Street, Leighton Road and Pennington Street;[24][25]
- On that day Yee Wo Street eastbound was still occupied by Umbrella Revolution protesters, so in practice only the Tsing Yi bound direction was re-routed via Yee Wo Street, while the Hong Kong bound direction was not formally re-routed until the Causeway Bay Occupation Zone was cleared on 15 December of the same year, when the new routing was formally implemented.
- 20 July 2015: Headways from Tin Hau Station between 17:15 - 18:40 were increased to eight.[26]
- 24 August 2015: Headways from Cheung On were reduced to eight trips from Mondays to Fridays and four trips on Saturdays.[27]
- 28 March 2016: Estimated Time of Arrival Enquiry System was introduced for KMB trips.[28]
- 22 October 2016: The service time of outbound journeys were extended to 1:00 pm every Saturdays and additional holiday services were introduced; while return journeys on Saturdays and holidays from afternoon to evening were introduced; all new time slots of the trips used Cheung Wang Estate as the terminus. [29][30]
- 23 September 2017: The section fare from Ching Tao House Cheung Ching Estate to Cheung Wang was reduced from $5.7 to $5.2.[31][32]
- 3 October 2017: Headways from Cheung On to Tin Hau Station from Mondays to Fridays were increased to 11 trips.[33][34]
- 28 May 2018: "Next Bus" Arrival Time Enquiry Service was introduced on NWFB trips.[35]
- 28 January 2019:[36][37][38]
- The original headways from Cheung On (omitting Cheung Wang) and the special departure from Greenfield Garden during the morning busy time were separately numbered as 948A and 948B respectively;
- The remaining trips changed to use Cheung On as the terminus, and would return to Fung Shue Wo Road and the original routing via Tsing Yi Road West southbound, Liu To Road westbound, Cheung Wang Bus Terminus, Liu To Road eastbound and Tsing Yi Road West northbound when heading to Cheung On, and return to Fung Shue Wo Road and go to Cheung On via Tsing Yi Road West southbound, Liu To Road westbound, Cheung Wang Bus Terminus, Liu To Road eastbound, Tsing Yi Road West northbound to return to Fung Shue Wo Road;
- The service time from Cheung On was extended to 08:30 to 17:00 from Mondays to Fridays, Sundays and Public Holidays, and the service time was extended to 08:20 to 17:00 on Saturdays; the first bus time from Tin Hau Station was advanced to 15:00.
- 28 December 2020: Service time was extended, with the last bus time on Saturdays, Sundays and Public Holidays from Cheung On delayed from 17:00 to 19:00; whereas the first bus time from Tin Hau Station was advanced from 15:00 to 12:00 daily.[39][40]
- 1 July 2023: Changed to be operated jointly by KMB and Citybus following the Citybus and NWFB Franchised Bus Network Merger.

Outside service hours, KMB will dispatch these buses away to Routes 6C, 38, 41A, 42A, 42C, 43A, 102, 112, 118, 248M, 914, 934 and 936 routes, and orders from Routes 41A, 58M, 59M, 104, 110, 936, N241 and N271.
Citybus deployed 12 air-conditioned double-deck buses on this route, mainly using Volvo B9TL 12m (5200-5224), Volvo B8L 12m (5230-5236), Enviro500/MMC 12m (5518-5582/5583-5599, 5601-5851) and Enviro500 MMC 12.8m (6100-6209). Outside service hours, buses may need to be transferred to Routes 112, 720P, 905, and there are also pull-outs from Routes 2, 82, 82X, 112, 682 and 905.
As this route passes through the Low Emission Zone for Franchised Buses, vehicles must meet Euro V emission standards or above.

When this route was first introduced, both companies deployed Volvo Olympian (CMB: VA, KMB: AV, 3AV) and Dennis Dragon/Condor (CMB: DA, KMB: AD) air-conditioned buses. When NWFB took over this route, it was changed to operate with Dennis Trident 12m (10XX-12XX, 30XX) and Volvo Super Olympian 12m (50XX). In 2000, KMB switched to using Volvo Super Olympian12m (3ASV), thus making this route a low-floor route. In 2012, Volvo B9TL (AVBE, AVBWU, the latter rejoining in September 2022) was added to this route, and in the following year, it was reassigned to Enviro500 12m (ATE), and in 2015, in order to comply with the government's tightening of the standards for Low Emission Zones, the entire route was reassigned to Enviro500 MMC 12m (ATENU). In 2018, the Volvo B9TL (AVBWU) and Enviro500 MMC buses with the 'Heartbeat of The City' livery (ATENU, rejoined twice in 2021, the following year together with the rejoining of the Euro 6 engine version, which was subsequently withdrawn), had been reassigned to run on the entire route in March and June. And NWFB's Enviro500 MMC (56XX-58XX, 61XX) and Volvo B9TL 12m (52XX) joined this route 2015. In July 2020, the KMB trips of this route was approved to be served by 12.8m buses, followed by the addition of three Enviro500 MMC 12.8m (3ATENU, which were originally from Tuen Mun Depot (U), rejoined in September 2021, and replaced with the same type of buses equipped with Euro VI engines in May of the following year, and returned to the same tuning three months later) to serve the route, and the following year with the Volvo B8L 12.8m (V6X, withdrawn) buses. In August 2020, Volvo B8L 12 metres (V6B, withdrawn) joined this route's KMB trips. |

Ridership[]
This route runs directly between housing estates in Tsing Yi and Hong Kong Island and has a good patronage, but its circuitous routing within Tsing Yi Island fails to attract passengers from the northern part of Tsing Yi Island, and therefore the source of passengers comes from other districts on the island.
According to the Bus Route Planning Programme and other documents, the ridership of this route is as follows:
- 2012: The occupancy rate was 82% during the busiest hour.[41]
- 2014: The average occupancy rate of the morning peak hour trips from Cheung On was 86% and that of the special trips from Greenfield Garden was 95%; the average occupancy rate of the afternoon peak hour trips from Tin Hau Station was 75%.
- 2015: The occupancy rate was 28% during the busiest hour when the bus left Jade Garden and 82% for the whole journey; passengers boarding the bus at Cheung On accounted for 14% of the passengers in that direction.
- 2018: The occupancy rate during the busiest hour was 94%.
- 2020: The occupancy rate was 24.1% on the last bus to Tsing Yi in early January and 16.8% in mid-March (when affected by the novel coronavirus pandemic).[42]
- 2022: The maximum occupancy rate of the last hour in the afternoon towards Tin Hau and the first hour at noon towards Tsing Yi were about 40% and 10% respectively.[43]
Controversies[]
Service Hours Controversy[]
Route 948 series is the only group of cross-harbour bus routes serving Tsing Yi, which has long been deprived of a whole-day bus service between Tsing Yi and Hong Kong Island. As such, the District Councils and the local community have been repeatedly requesting for the upgrading of this route to a whole-day bidirectional service over the years, but KMB and NWFB have not yet introduced such a service for a long time. As a result, it is very inconvenient for residents in Tsing Yi West and South, which are far away from the MTR station, to travel to and from the Hong Kong Island during weekdays during off-peak hours and public holidays, and they have to undergo a number of interchanges to arrive at their destinations.[44]
After repeated discussions at the District Council, the Transport Department and the bus companies finally proposed in the 2016-2017 Bus Route Planning Programme to extend the service time of this route to 13:00 on Saturdays, and at the same time provide additional services to Cheung Wang in the afternoon and evening of Saturdays, Sundays and public holidays, as well as to Tin Hau Station in the morning of Sundays and public holidays, so as to facilitate residents of Tsing Yi (especially the housing estates in the western and southern parts of Tsing Yi which are far away from MTR Station) to travel to and from Hong Kong Island during holidays. The changes were formally implemented on 22 October 2016, but as the changes to extend the service hours still fall short of the expectation of the local community to demand full day two-way service every day, the issue is still relevant from time to time at the Council level.[45]
Subsequently, TD and the bus companies proposed in the 2018-2019 Bus Route Planning Programme to further enhance the service of this route by extending the service hours to 08:30 - 17:00 for the Hong Kong Island bound service and advancing the first departure time to 15:00 for the Tsing Yi bound service, with the trips from Cheung On Estate and Greenfield Garden during the morning peak period being named as 948A and 948B independently respectively. Among them, Route 948A would advance the first bus departure time to 06:40 and operate two additional buses. In addition, it was proposed in the plan that this route would again terminate at Cheung On, return to the original routing at Fung Shue Wo Road via Cheung Wang Estate for the outbound journey, and return to Cheung On after Fung Shue Wo Road via Cheung Wang Estate first[46] and the upgrading arrangement was implemented on 28 January 2019.
In the 2019-2020 Bus Route Planning Programme, the TD and the bus companies proposed to further extend the service hours of this route by advancing the first bus to 12:00 daily for the Tsing Yi direction, while the last bus for the Hong Kong Island direction was originally planned to be delayed to 19:00 daily, but was eventually changed to weekends and public holidays only, and the arrangement was finally implemented on 28 December 2020.
Although the headways and service hours of this route have been increased continuously over the past few years, the change still fails to meet the aspirations of Tsing Yi Island residents for increasing headways at different time slots and providing a genuine two-way service throughout the day, and the District Council members of the various constituencies on Tsing Yi Island have often put up relevant banners and reflected this to the District Councils incessantly, urging the TD to implement the relevant arrangements.[47]
Tourist Problems[]
Route 948 passes through the commercial area on the north shore of Hong Kong Island, with its first stop at Ching Tao House Cheung Ching Estate and the three hotels next to Rambler Crest (Rambler Garden Hotel, Rambler Oasis Hotel and Winland 800 Hotel) were only 500 metres away. In 2023 after the clearance of the Hong Kong-Mainland border, some netizens uploaded photos onto a Tsing Yi community Facebook group showing that suitcases piled up in a mountainous manner in the wheelchair parking bay on the lower deck of the buses, which poses a hidden concern on road safety; and that the buses have occupied a disproportionate number of compartments, causing many waiting passengers to be unable to board the bus. Some netizens uploaded photos to a Facebook group, showing that there was a mountain of suitcases in the wheelchair parking area on the lower deck of the bus, which posed hidden concerns about traffic safety. The travellers concerned were also engaging in heated conversations inside the compartment, causing disturbance to other passengers. As someone was responsible for guarding luggage and directing passengers to alight at the Ching Tao House intermediate stop, it was suspected that some Mainland tour groups were using public buses as group mobility devices when visiting Hong Kong. The netizen asked the bus driver how to deal with the situation, but the bus driver admitted that he "feared complaints from those passengers" and could only request the company to send a bus equipped with luggage racks to run the route, but could not stop travellers from boarding the bus. The netizens claimed that Regulation 14 of the Public Bus Services Regulations (PBSR) Chapter 230A restricts the weight and volume of articles carried by bus passengers. In response to media enquiries, Citybus noted the situation and claimed that it would arrange field staff to inspect the situation, deploy buses to meet the demand if necessary, provide appropriate support to bus captains, and remind passengers that they should comply with the Notes to Passengers. The Culture, Sports and Tourism Bureau and the Travel Industry Council refused to respond to the media in writing and only indicated verbally that they had "no response".[48][49][50][51]
