The Cross-Harbour Bus Route 914 is jointly operated by Citybus and Kowloon Motor Bus (KMB). It runs between Cheung Sha Wan (Hoi Lai Estate) and Tin Hau Station, via MTR Nam Cheong Station, Sham Shui Po, Tai Kok Tsui, Mong Kok West (Hoi Wang Road) and Ferry Point in Kowloon, as well as Sheung Wan, Central, Admiralty, Wan Chai (Hennessy Road) and Tai Hang (←) on Hong Kong Island.
Route 114, which used to run through the Cross-Harbour Tunnel, was substantially re-routed and renumbered as "914" in May 1997 to tie in with the opening of the Western Harbour Crossing. It is one of only three jointly-operated routes that currently run through the Western Harbour Crossing on a full-day basis[Remark 1] and the only cross-harbour route where the KMB Regulator is responsible for the Hong Kong Island terminus and the Citybus Regulator is responsible for the Kowloon terminus, contrary to the general management arrangement for the majority of the jointly-operated cross-harbour routes.[Remark 2]
History[]
- 1 May 1997: The Western Harbour Crossing was opened. China Motor Bus (CMB) and KMB jointly operated Western Tunnel Express Route 914 between Sham Shui Po Ferry Pier and Causeway Bay (Tin Hau), observing Nathan Road and Jordan Road to and from the WHC, replacing the original Route 114 via CHT; KMB dispatched air-conditioned buses for all its departures, while CMB used a mix of air-conditioned and non-air-conditioned buses.[1]
- 4 August 1997: To tie in with the change of driving direction of the section of Tai Kok Tsui Road between Tung Chau Street and Boundary Street into one-way southbound, buses to Sham Shui Po Ferry Pier were diverted via Tung Chau Street and Nam Cheong Street to Hai Tan Street.
- 1 September 1998: Following the end of CMB Franchised Bus Services, the route was changed to jointly operated by KMB and New World First Bus (NWFB).
- 25 October 1998: Omit Rumsey Street and Des Voeux Road Central for Causeway Bay direction, and divert via Man Kat Street, Connaught Road Central, Harcourt Road and Cotton Tree Drive slip road to Queensway to relieve the traffic congestion at the inner streets of Central.[2][3]
- 7 March 1999: Sham Shui Po Ferry Pier Bus Terminus was permanently closed and Sham Shui Po Terminus was relocated to Tonkin Street.
- 18 April 1999: Buses on return journey were diverted via Hoi Wang Road, Yan Cheung Road and Ferry Street to Jordan Road and no longer via Nathan Road.[4]
- 10 October 1999: The intermediate stop outside City Hall on Connaught Road Central was cancelled for Causeway Bay direction.[5]
- 1 February 2000: NWFB departures were upgraded to fully air-conditioned service, symbolising the provision of air-conditioned bus service on the whole route.[6]
- July 2000: KMB trips were arranged to run on buses using environmentally friendly ultra low sulphur diesel.[7]
- 20 November 2000: Diverted via Morrison Street to Connaught Road Central after passing through Des Voeux Road Central for Sham Shui Po direction and no longer via Hillier Street.
- 23 December 2001: To tie in with the first-ever "Sheung Wan Holiday Pedestrian-only Zone" (「上環假日行人坊」), the section of Morrison Street off Western Market were closed during designated hours on Sundays and holidays when the event is held:
- On Sundays and holidays from Sham Shui Po direction, the route would resume via Hillier Street instead of Morrison Street;[8]
- Thereafter, the annual Sheung Wan Holiday Pedestrian-only Zone was moved to the section of Morrison Street and Wing Lok Street south of Des Voeux Road Central, the section of Morrison Street north of Des Voeux Road Central did not need to be closed and the route did not need to be diverted on holidays.
- 12 May 2002: No longer observing Hennessy Road and Yee Wo Street outside Sogo Department Store:[9]
- Divert via Percival Street, Leighton Road and Pennington Street for Causeway Bay (Tin Hau) direction;
- Divert via Leighton Road and Morrison Hill Road for Sham Shui Po direction.
- 16 November 2003: Sham Shui Po Terminus was relocated to Nam Cheong Station to tie in with the imminent commissioning of the KCR West Rail.[10]
- 20 December 2003: $1.5 Octopus interchange discount with KCR West Rail was offered until 31 May 2005.[11][12]
- 8 January 2006: Route was extended from Nam Cheong Station to Hoi Lai Estate,[13] becoming the first KMB route to serve the West Kowloon New District
- 6 July 2009: No longer stopping at bus stops "Fleming Road" and "Luard Road" on Hennessy Road for Hoi Lai Estate direction, but instead stopping at "Hennessy Road Government Primary School" and "Southorn Playground".
- 11 January 2010: Additional stops were added at Sham Mong Road "Tonkin Street West" and "Fat Tseung Street West" for Hoi Lai Estate direction and "Fat Tseung Street West" for Tin Hau Station direction.[14]
- 2 January 2011: Due to the construction of the West Kowloon Terminus of the Guangzhou-Shenzhen-Hong Kong Express Rail Link, divert via Canton Road, Wui Cheung Road, Temporary Road D1A(S) and Jordan Road and return to the original routing for Tin Hau Station direction.[15]
- 2 June 2012: Last bus to Hoi Lai Estate was delayed from 23:00 to 23:05.[16]
- 31 January 2013: Additional intermediate stop was added at Yan Cheung Road opposite to The Coronation for Hoi Lai Estate direction, and at Ferry Street near CLP Yau Ma Tei 400kV Substation for Tin Hau Station direction.[17][18]
- 21 September 2013: Due to the construction of the West Kowloon Terminus of the Guangzhou-Shenzhen-Hong Kong Express Rail Link, after arriving at Ferry Street, Tin Hau-bound buses were diverted via Jordan Road, Canton Road, Kansu Street, Yan Cheung Road, Hoi Wang Road, slip road and West Kowloon Highway and return to the original route, omitting Wui Cheung Road, Temporary Road D1A(S) and the new section of Jordan Road; there was no change to the stops along the route.[19][20][21]
- 12 April 2015 : Resume observing Jardine's Bazaar for return trips and omit Leighton Road.[22][23]
- 23 May 2016: Estimated Time of Arrival Enquiry System was introduced on KMB departures.[24]
- 25 March 2017: New section fare from Tonkin Street West to Hoi Lai Estate was added.[25][26]
- 25 June 2018: "Next Bus" Arrival Time Enquiry Service was introduced on NWFB trips.[27]
- 24 May 2020: Due to the construction works of Central Kowloon Route, after reaching Hoi Wang Road towards Tin Hau Station, divert via Jordan Road, Ferry Street, Yan Cheung Road, Hoi Wang Road, Jordan Road, Lin Cheung Road, then return to West Kowloon Highway and original routing:[28][29][30]
- Stops at Ferry Street southbound "Kansu Street" and "Ferry Street" were cancelled, and were replaced by stops at Jordan Road northbound "Jordan Road", "Ferry Street" and "Yan Cheung Road".
- 21 July 2021: From 10:00am onwards, after reaching Jordan Road (westbound) towards Tin Hau Station, divert via the bus only down ramp connecting Jordan Road westbound and Western Harbour Crossing Toll Plaza to "Western Harbour Crossing Toll Plaza" bus stop.[31]
- 1 July 2023: Changed to be operated jointly by Citybus and KMB following the Citybus and NWFB Franchised Bus Network Merger.

A total of six KMB Enviro500 MMC 12m (ATENU) buses are allocated as the scheduled buses, and they are required to run additionally run on Routes 6F, 12A, 118 and 905 as order buses.
NWFB also deployed 4 double-deckers, mainly with Volvo B9TL 11.3m/12m (4500-4529/5200-5224) and Enviro500/MMC 11.3m/12m (4020-4039/4040-4091/5518-5582/5583-5851), Volvo B8L 12m (5230-5236) buses; this route will also be supported by a two-axle bus, Enviro400 Euro V 10.4m (3800-3859), from Route 38 in the morning on weekdays as order buses.
As this route passes through the Low Emission Zone for Franchised Buses, vehicles must meet Euro V emission standards or above.

KMB departures of Route 914 was first introduced with air-conditioned buses, mainly the Volvo Olympian 11m (AV); CMB sent six buses, including four of the "CMB's Eight Beasts" (DL1, DL2, AL1 and AL2, which ran on the former Route 114 before the opening of the Western Harbour Crossing in April 1997, and became scheduled buses, a move that caused a major stir among bus fans. AL1-2 were retired in early 1998 and not purchased by NWFB, while DL1 and DL2 were retired in 1999) and two MCW Metrobus 11.45m (MB27, MB33), supplemented by Daimler Fleetline (LF, SF), Leyland Olympian 11m (LM), Leyland Victory II (LV) and MCW Metrobus 11.45, 12m (MB/ML), 12m (MB/ML) were the main ones. When NWFB took over this route in 1998, it remained more or less the same as the original "Victory and Fleetline Set". This route was added to the low-floor service in 2000 when it was fully air-conditioned, and the two bus companies have deployed Dennis Trident 12m (NWFB: 10XX-12XX, 30XX; KMB: ATR, with Duple Metsec body) and Volvo Super Olympian 12m (NWFB: 50XX; KMB: 3ASV, AVW, the latter introduced in August 2010 with Wright Explorer body, and in 2011 all routes were operated with this model). In 2010, the Enviro500 12m (55XX) was added to the fleet. One of the buses on NWFB route 38 is required to run on this route during the morning rush hour, and most of the buses on this route are either the Dennis Condor 11m (DA), Volvo Olympian 11m (VA), Enviro 500 11.3m (40XX) or the shorter Dennis Trident (14XX, 16XX, 33XX). In line with the Government's tightening of the Low Emission Zone standards, KMB switched to deploy Volvo B9TL buses (AVBWU, rejoining briefly in February 2021 due to the implementation of e-payment) entirely in 2015 to replace the Volvo Super Olympian (AVW) buses, and NWFB deployed the Enviro500 MMC 12m (5583-5719) buses in the same year. In October 2018, KMB allocated the Enviro500 MMC 12m (ATENU) service to cope with the growth in patronage driven by the opening of the Hong Kong West Kowloon Station of the High Speed Rail. In February 2020, KMB temporarily deployed single-decker buses to operate this route during off-peak hours and holidays to save tunnel tolls due to the reduction in patronage caused by the Wuhan pneumonia epidemic from 4 February onwards. As the epidemic subsided, KMB cancelled the single-deck bus operation in May. However, the third wave of the epidemic broke out in July and single-deck buses were again deployed on this route in late July. In July 2020, 12.8m bus operations was approved for the KMB departures and one of the peak hour departures was immediately reallocated with the use of Enviro500 MMC 12.8m (initially E6X, now 3ATENU with standing room, which has since been withdrawn). The NWFB departures was only allowed to operate with 12.8m buses in March of the following year. |

Ridership[]
This route overlaps with MTR and has a circuitous routing in Kowloon, resulting in low patronage during off-peak hours.
After the cancellation of the old Hong Kong Island Bus Route No. 5 in 2015, some Tai Hang residents travelling from Tai Hang to Central have to switch to use Routes 2 or 5X, with the latter not serving Sheung Wan and the former's headways being very infrequent, resulting in some Tai Hang residents travelling to Sheung Wan using this route which is expensive.[32]
According to the Bus Route Development Programme (BRPP), the patronage of this route is as follows:
- 2012: The occupancy rate of about 65% during the busiest hour, average occupancy rate of about 25% during off-peak hours and a minimum of 5%, i.e. about 20 passengers.
- 2014: The average occupancy rates of 49% (from Hoi Lai Estate) and 10% (from Tin Hau) in the morning peak period, and 14% (from Hoi Lai Estate) and 49% (from Tin Hau) in the afternoon peak period.
- 2016: A 59% occupancy rate was recorded during the busiest hour, and very low occupancy was recorded during off-peak hours, with average hourly occupancy below 30% most of the time.

Criminal vandalism[]
- 7 November 2011: At 8:30am, a 47-year-old man suspected to be a retired US Navy man punched the front windscreen of a KMB Volvo Super Olympian (AVW25/LL3634), which was heading to Hoi Lai Estate, as it approached Queensway. The man then caused a scene at the US Consulate General in Hong Kong on Garden Road and was arrested and sent to hospital for examination after nearly three hours of disturbance.[33]
- 18 January 2023: At 6:40am, a NWFB Enviro500 MMC (5727/SM4218) heading towards Hoi Lai Estate was about to leave the "CNT Tower" stop on Hennessy Road when a drunken man punched the door of the bus with a vegetable basket. The door was broken in two pieces and part of the basket ricocheted into the driver's seat. No one was injured.[34]
Passenger Incidents[]
- 21 March 2020: At around 4pm, a middle-aged Vietnamese man boarded a KMB towards Tin Hau Station at Yen Chow Street "Yee Kuk Street" stop and threw only $2 into the fare box. The bus captain immediately stopped him, but the man was uncooperative and spat in the captain's face before getting off the bus and trying to escape. After being subdued, the man continued to struggle and accused the driver of assaulting and accusing him of wrongdoing. He was eventually arrested by the police and the bus driver was sent to hospital with a bruised nose.[36]
Traffic Accidents[]
- 8 August 2022: At about 11:00am, a KMB Enviro500 MMC (ATENU772/TT8017) heading towards Causeway Bay Tin Hau ran a red light at the junction of Yen Chow Street and Tung Chau Street and hit a lorry crossing the road, damaging the front end of the bus.[37]
