The Cross-Harbour Bus Route 907D is jointly operated by Kowloon Motor Bus (KMB) and Citybus. It runs between Tai Po (Ting Tai Road) and Siu Sai Wan Sports Ground, which passes through Tsing Sha Highway, Western Harbour Crossing and Central - Wan Chai Bypass after Tai Wo, Tai Po Centre, Kwong Fuk Estate, Pak Shek Kok, Ma Liu Shui to and from Quarry Bay, Sai Wan Ho, Shau Kei Wan and Chai Wan.

This route belongs to a special trip of Route 307 and provides service only during Monday to Friday peak hours, and is the only WHC cross-harbour route to omit Western Harbour Crossing Bus-Bus Interchange for both directions.

To highlight the fact that this route has to go through Tai Wo before returning to Ting Tai Road, buses on Citybus trips heading towards Tai Po will display "Tai Po" and "Tai Wo" alternately on the electronic destination signs, as opposed to "Tai Po Ting Tai Road" on KMB trips.

History[]

Commencing background[]

In the past, Route 307P was the only bus route between Tai Po New Town and Hong Kong Island East, and in 2018, a sub-committee of Tai Po District Council (TPDC) commissioned Micardo Information Strategies Limited to conduct a survey on bus services in the district, which found that more than 25%[Remark 1] of the interviewees travelled to places that Route 307P did not pass through, such as Shau Kei Wan and Chai Wan. As a result, in two consecutive DC terms, some members of Tai Po and Eastern Districts have requested the bus companies to introduce relevant services. [1][2][3]

In view of the relatively low patronage of certain trips of Route 307P, in order to optimise the use of bus resources to meet the demand of passengers travelling between Tai Po and Eastern Districts, the Transport Department (TD) and the bus companies have proposed in the 2021-2022 Bus Route Planning Programme to redeploy buses from that route, and at the same time provide additional resources to operate Route 907D between Tai Po (Ting Tai Road) and Siu Sai Wan, which passes through Pak Shek Kok, Tsing Sha Highway, Western Harbour Crossing, Central - Wan Chai Bypass, and two trips will be operated during morning and afternoon peak hours from Mondays to Fridays respectively. Tai Po District Council (TPDC) members were concerned about the source of the buses and agreed to initially deploy resources from Route 307P. Eastern District Council (EDC) members were puzzled as to why a stop was not set up at the Western Harbour Crossing Toll Plaza, and were told that it was for the purpose of providing a direct service. [4][5]

The plan was supported by the District Councils along the route, but the implementation of the plan was delayed. 2022, the local organisation "Tai Po Transport" and "Eastern District Transport" wrote to the Transport Department to enquire about the progress, and received a reply that the patronage of Route 307 was affected by the novel coronavirus pandemic and the commissioning of the cross-harbour section of the East Rail Line of the MTR, which resulted in a drop of about 10-15%; however, with the change of the patronage becoming stable, the Department believed that it was the right time for the launch of the Route 907D, and urged the two bus companies to submit applications for opening the route, but no application has been received. The local organisations queried that the commissioning of the new railway was planned well in advance and should have been taken into account in the planning process, and that part of the catchment area of Route 907D had not been covered by the 307-series routes, and criticised that the Department's response was unacceptable because of a misrepresentation of the concept. [6][7] A number of Tai Po District Council (TPDC) members passed a motion to urge for its launching in 2023. KMB claimed that it had been discussing with TD the details and other preparatory work, while Citybus said that it had submitted an application and the two companies were waiting for TD's approval. TD said that it was following up the relevant work with the bus companies and would announce the commencement dates of the routes concerned in due course. [8][9][10][11]

After three years of delay, Route 907D finally commenced operation in 2024. However, after the implementation of the traffic rationalisation among three road harbour crossings, the traffic condition of WHC has been deteriorating, with the traffic congestion towards Hong Kong Island extending to Tai Kok Tsui from time to time in the morning, whereas the traffic congestion of Route 2 has been improved, and the fares and journeys are not as favourable as those of the "SP" routes for the Hong Kong Science Park. Local organisations have questioned that the route has missed the best opportunity to start operation, and that its advantages may not be as estimated at that time. [12][13]
