The Cross-Harbour Bus Route 690S is jointly operated by Kowloon Motor Bus (KMB) and Citybus. It runs between Hang Hau[Remark 1] and Central (Exchange Square), via Pak Shing Kok and LOHAS Park, observing Tseung Lam Highway, Eastern Harbour Crossing and Island Eastern Corridor to and from Wan Chai District (→ Gloucester Road / ← Hennessy Road, Causeway Bay) and Central on Hong Kong Island.
This route belongs to the special departure of Route 690 and is only available during the morning and afternoon peak hours from Monday to Friday for both the outbound and return journeys respectively. This route, together with Route 694S, are the only two EHC routes that omit Eastern Harbour Crossing Bus-Bus Interchange.
To highlight the fact that this route mainly serves LOHAS Park, the electronic destination signs of Citybus trips heading to Hang Hau will alternately display the destinations "LOHAS Park" and "Hang Hau", while KMB trips heading to Central will display the specially designed "LOHAS Express" logo.

Introducing Background[]
The Tseung Kwan O - Lam Tin Tunnel (TKO - Lam Tin Tunnel) was opened to traffic on 11 December 2022, with a direct access to the Eastern Harbour Crossing from the westbound tube, making it more convenient for Tseung Kwan O vehicles to cross the harbour to Hong Kong Island. However, one month before the opening of the Tseung Kwan O - Lam Tin Tunnel, the Transport Department considered that the ridership of the two cross-harbour bus routes 690 and 694 in Tseung Kwan O was not high and it was believed that the majority of people who crossed the harbour by public transport would choose the MTR, so no additional route to Hong Kong Island was not planned at that time. However the TD will consider whether to provide additional routes when the TKO-Lam Tin Tunnel is open to traffic and passengers have stabilised their travelling habits.[1]
The opening of the TKO-Lam Tin Tunnel has successfully diverted traffic from the Tseung Kwan O Tunnel. Sai Kung District Council members requested the introduction of bus routes to the Central and Western District of Hong Kong Island in view of the advantages of the new route in providing direct access to the Eastern Harbour Crossing.[2] Citybus and NWFB has indicated that routes connecting LOHAS Park and Hong Kong Island have been proposed since the end of 2022[3] representatives of KMB also announced at the press conference that they are actively studying a cross-harbour route from LOHAS Park to Wan Chai and Central and Western District, with a conservative estimate of 30 to 40 minutes to Central, details to be discussed with the Transport Department.[4] However, the Transport Department cited the ridership data of routes 690, 690P and 694 to confirm that passengers in Tseung Kwan O still preferred the more convenient and lower-fare MTR trains to cross the harbour.[5] The district organisation criticised that the existing routes did not directly serve LOHAS Park and it was absurd for TD to link its ridership data to the demand for cross-harbour buses there.[6]
In March 2023, Sai Kung District Councillors were invited to board a trial run bus of this route.[7] Then they received the results of the trial run, which showed that the journey time of the route towards Hong Kong Island would be about 46 minutes, with the last stop of the Tseung Kwan O section at Wings At Sea LOHAS Park to the first stop on Hong Kong Island at Old Wan Chai Police Station taking about 15 minutes.[8]

- 22 May 2023: Morning departures were increased to 4, departing from Hang Hau at 07:45, 07:55, 08:05 and 08:15 on Mondays to Fridays.[10][11][12]
- 3 October 2023: Morning departures were increased to 6, departing from Hang Hau at 07:40, 07:48, 07:56, 08:04, 08:12 and 08:20 on Mondays to Fridays.[13][14]
