The Cross-Harbour Bus Route 382 is operated solely by Citybus. It runs between Nai Chung and Chai Wan (East), via Lok Wo Sha, Wu Kai Sha, Quarry Bay, Sai Wan Ho and Shau Kei Wan. It belongs to a special service to Route 682, which provides outbound and inbound services only during morning and evening peak hours respectively.

This route takes into account the traffic flow at different road harbour crossings at different times of the day and goes through different cross-harbour tunnels in both directions: towards Hong Kong Island, it takes Ma On Shan Bypass, Tate's Cairn Tunnel and Eastern Harbour Crossing; while towards the New Territories, it uses Central - Wan Chai Bypass, Western Harbour Crossing, Tsing Sha Highway and detours via Ma On Shan Town Centre, which is one of the few cross-harbour routes that utilise different road harbour crossings in both directions.[Remark 1]

Commencing background[]

At the initial stage of operation, Cross-Harbour Bus Route 988 only provided northbound service in the evening, and the return trip from Eastern District of Hong Kong Island to Ma On Shan was often faster than that of the original Route 682X, which was quite popular among the passengers, but after a few months of operation, it was already necessary to enhance the service, and the morning service to the Hong Kong Island direction was thus introduced to replace Route 682X. However, there is little advantage in using Western Harbour Crossing (WHC) instead of Eastern Harbour Crossing (EHC) in the morning when travelling from Ma On Shan to the Eastern District, coupled with the deteriorating traffic condition of WHC due to the implementation of the traffic rationalisation among the three road harbour crossings, and the new service's meandering routing in Ma On Shan, unlike Route 682X which only passes through Wu Kai Sha, was not as attractive as the 682 series, particularly Route 682P.[1]

Following analysis of cross-harbour tunnel traffic flows during different periods, Citybus adopted a flexible approach for efficiency: in the proposed 2025-2026 Bus Route Planning Programme, morning services bound for Hong Kong Island would utilise the EHC - the shortest route - mirroring the route of the discontinued Route 682X in 2023, with an anticipated journey time reduction of approximately 20 minutes; During afternoon peak hours, services would continue using the Western Harbour Crossing, which has the highest capacity. The new route utilises different cross-harbour tunnels at different times, with the route number's hundred's digit being "3" – a numbering not tied to any specific road harbour crossings. The local organisations recognised Citybus's response to the changes but pointed out that there had been a reduction in services at Kam Ying Court.[2]

Fare Remarks
  • Half-fare for children aged below 12 and senior citizens aged 65 or above; the remainder of the fare after half-fare will be counted as 10 cents.
  • Elderly persons aged 65 or above using Senior Octopus Cards or Personalised Octopus cards, Hong Kong residents aged 60 to 64 using JoyYou Card, and eligible persons with disabilities using Personalised Octopus cards with "Persons with Disabilities Status" can enjoy a flat fare of $2.0 per journey under the $2 Concessionary Fare. If the concessionary fare for eligible persons with disabilities aged below 12 and senior citizens aged 65 or above is less than $2.0 after a 50% discount from the regular fare, the beneficiary is only required to pay the original concessionary fare; if the original full fare for Hong Kong residents aged 60 to 64 or eligible persons with disabilities is already less than $2.0, the beneficiary is also only required to pay the original full fare.
  • Passengers are required to tender exact fare by cash or by Octopus card when boarding. No exact change will be given.
  • Passengers may also use AlipayHK "EasyGo", Alipay, QuickPass, BoC Pay "RideCode", WeChat Pay HK or WeChat "Ride Code", Visa, Mastercard and UnionPay cards with inductive payment capabilities, as well as Apple Pay, Google Pay, Samsung Pay and Huawei Pay mobile payment platforms for fare payment. Passengers using the above payment method can only enjoy the interchange concessions with other Citybus solely-operated routes or the Citybus departures of the jointly-operated routes, and cannot enjoy the "Public Transport Fare Subsidy Scheme" nor the "Public Transport Fare Concession Scheme for the Elderly and Eligible Persons with Disabilities".
