The Cross-Harbour Bus Route 171 is jointly operated by KMB and Citybus. It runs between South Horizons and Lai Chi Kok, via Lei Tung, Wong Chuk Hang Industrial Area and Causeway Bay on Hong Kong Island, as well as Yau Ma Tei, Mong Kok, Sham Shui Po, and Cheung Sha Wan in Kowloon.
Route 171 is the first cross-harbour bus route on Ap Lei Chau. It goes directly to Kowloon via the Aberdeen Tunnel and Cross Harbour Tunnel. Among all the cross-harbour routes in the Southern District, it is the only route towards Hong Kong Island that does not have a stop on the north shore of Hong Kong Island.
History[]
In 1993, China Motor Bus (CMB) proposed to introduce Route 172 between Ap Lei Chau and Mong Kok KCR Station, via Lei Tung Estate, with a mix of air-conditioned and non-air-conditioned buses.
On the other hand, Citybus and Kowloon Motor Bus (KMB) proposed to introduce an air-conditioned cross-harbour bus service, which was eventually accepted by the authorities. Subsequently, CMB put forward another proposal to operate between Ap Lei Chau and Sham Shui Po Barracks (now Sham Shui Po (Yen Chow Street)), also with route number 171, which was still rejected by the authorities.
- 6 June 1994: Route 171 commenced service, jointly operated by KMB and Citybus between South Horizons (terminus at South Horizons Road near Mei Hong Court) and Cheung Sha Wan, with service only on Mondays to Saturdays from 06:45 to 22:15 at that time.
- 28 August 1994: Holiday service was added, with service time being 09:00-19:20 and some trips detour via Ocean Park Road Bus Terminus.
- 8 January 1995: After going up the Canal Road Flyover in the direction of South Horizons, the route directly followed Wong Nai Chung Gap Flyover to enter Aberdeen Tunnel, and no longer stopped at the en-route stop near Hong Kong Jockey Club at Morrison Hill Road under the bridge.
- 17 February 1995: South Horizons terminus was relocated to the indoor public transport interchange bus terminus at Parc Oasis.
- 20 May 1996: No longer stopped at Gloucester Road at Causeway Bay for South Horizons bound and instead going directly to Canal Road Flyover after leaving the Cross-Harbour Tunnel to shorten the journey time.
- 1 December 1996: Departures after 23:00 every night omitted South Horizons Road to avoid noise nuisance to the residents of South Horizons.
- 1 April 1997: Service hours were extended to tie in with the commissioning of overnight route N171 to provide 24-hour daily bus service connecting Southern District and Kowloon.
- 11 October 1998: Temporarily diverted via Lai Chi Kok Road and Wong Chuk Street for 19 months for Cheung Sha Wan bound due to the stormwater drainage replacement works at Nathan Road. [1]
- May 2001: In response to the reorganisation of stops on Cheung Sha Wan Road: [2]
- 20th: No longer stopped at "Nam Cheong Street" stop when heading to Cheung Sha Wan;
- 27th: No longer stopped at "Sham Shui Po Station" and "Wong Chuk Street" stops for South Horizons direction and changed to stop at "Pei Ho Street" stop.
- From 14 July to 27 October 2001: Departures every Saturday afternoon were detoured via Ocean Park.
- July 2002: In response to the reorganisation of bus stops along Nathan Road:
- 14th: No longer stopped at "Bute Street" and "Prince Edward MTR Station" stops for Cheung Sha Wan direction and changed to stop at Arran Street". [3]
- 28th: No longer stopped at "Public Square Street" bus stop for South Horizons direction and changed to stop at "Man Ming Lane" and "South Kowloon Magistracy" stops. [4]
- 1 July 2006: A 10% same day return discount and interchange concessions with other CHT routes for Hong Kong Island bound were introduced, with the former effective for three years only. [5][6][7]
- 30 December 2007: Extended from Cheung Sha Wan to Lai Chi Kok. [8]
- 21 December 2009: First bus time was advanced early to 06:05 on weekdays.
- 5 June 2011: On Sundays and public holidays, the time slot for the Lai Chi Kok bound departures detouring via Ocean Park Hong Kong was extended by half an hour to 20:00 to cope with the additional demand generated by the extended opening hours of the Park earlier in the year. [9]
- 19 September 2011: Lai Chi Kok bound service was split during Monday to Saturday morning peak hours (06:58-08:29): [10]
- Existing Route 171P continued to provide express service omitting Lei Tung Estate;
- A new route 171A was dedicated to serve Lei Tung Estate;
- Service on Route 171 was not provided during the relevant period.
- 8 November 2011: The bus stop originally located outside South Horizons on South Horizon Drive when heading towards South Horizons was relocated to outside Yee Wan Court to tie in with the traffic measures of the MTR South Island Line (East) project. [11]
- 9 January 2012: All trips to Lai Chi Kok were diverted to via South Horizon Drive throughout the day to tie in with the new phase of traffic measures for the MTR South Island Line (East) project. [12]
- 10 December 2012: Time period for no services to Lai Chi Kok during morning peak hours from Mondays to Fridays was postponed to end at 08:36 to tie in with the extended service hours of Route 171A. [13]
- 2 February 2013: Starting from 3:00 pm, after reaching South Horizons Road when heading towards South Horizons, the route was diverted via Ap Lei Chau Bridge Road, Lee Nam Road and Yee Nam Road (northbound) instead of Yee Nam Road southbound to tie in with the traffic measures of the new phase of the MTR South Island Line (East) project. - 25 February 2013: In view of the SIL works, some trips to Southern District from 06:05 am to about 08:00 am on Mondays to Fridays were also split into the following routes: [15]
- Red Route: Terminated at Tung Hing House, Lei Tung Estate and would not go to South Horizons;
- Yellow Route: Direct to South Horizons without stopping at Lei Tung Estate.
- 17 May 2015: Changed to detour via Ocean Park only on Sundays and public holidays 09:00-11:30 (South Horizons bound) and 16:00-18:30 (Lai Chi Kok bound). [16][17][18]
- 23 May 2016: Estimated Time of Arrival Enquiry System was introduced on KMB departures.[19]
- 5 August 2016: Starting from 3:00 pm, the service resumed observing South Horizon Drive southbound to the terminus for South Horizons direction; and the arrangement of omitting South Horizon Drive for both directions was resumed from the same day onwards near midnight. [20][21]
- 25 March 2017: A new section fare from Trade Square to Lai Chi Kok was added, while the section fare from Aberdeen Tunnel Toll Plaza to South Horizons was reduced. [22][23]
- 28 May 2018: "Next Bus" Arrival Time Enquiry Service was introduced on NWFB trips.[24]
- 27 January 2020: The Ocean Park was closed in response to the novel coronavirus pneumonia outbreak, and detours through Ocean Park were suspended on Sundays and public holidays until 12 June of the same year. [25][26][27][28]

At present, KMB deploys seven Enviro500 MMC 12m (ATENU) double-decked buses as scheduled buses of this route, with some of them deployed to Routes 171A and 171P.
As for Citybus, three double-decker buses were deployed during the morning peak hours and six double-decked buses were deployed in the afternoon for this route, mainly using Enviro500/MMC 12m (8128-8202, 8235-8319/8320-8360, 8391-8399, 8402-8483, 8490, 8537-8546), while some trips were changed to use Enviro500 MMC 11.3m (9108-9150, 41020-41060) and Volvo B9TL 11.3m (95XX, 420XX).
As this route passes through the Low Emission Zone for Franchised Buses, vehicles on this route must meet Euro V emission standards or above unless under special vehicle dispatchment changes.

This route was fully air-conditioned at the time of its inception. KMB operated Leyland Olympian 11m (AL) and laterVolvo Olympian 11m (AV) joined in 1997; whereas Citybus operated Leyland/Volvo Olympian 12m (3XX-6XX) and later Dennis Dragon 12m (8XX) joined in 1997. KMB added Dennis Trident 12m (ATR) to provide low-floor service on this route in 2000, and later Enviro500 12m (ATE, ATEU, withdrawn) since 2008. The same bus model of Citybus fleet (81XX-83XX) also joined in 2010. Starting from December 2014, KMB replaced Dennis Trident (ATR) and Enviro500 (ATEU) with the high-capacity Enviro500 MMC 12m (ATENU). The same bus model of Citybus fleet (83XX-84XX) joined service at an earlier time. In July 2020, 12.8-metre buses were approved for KMB trips. In the same month, some of the buses on this route were replaced by Enviro500 MMC (ATENU) with "Heartbeat of The City" livery originally from Routes 118 and 948, replacing the original scheduled buses. |

Ridership[]
Route 171 connects Ap Lei Chau and Mong Kok, the heart of Kowloon, and its southbound route does not need to stop at Causeway Bay like other Southern District cross-harbour routes. In the past, it was very popular among the Southern District residents, and it was even split into two routes, 171P and 171A, which serve Ap Lei Chau and Lei Tung Estates in the morning peak hours. However, after the commissioning of the MTR South Island Line, there is a significant overlap between Route 171 and the railway, resulting in a significant drop in patronage [29][30][31]. After the extension of the East Rail Line to Admiralty Station, the frequency of this route has dropped by 36%. [32]
According to the District Council paper, the ridership of this route is as follows:
- 2014: The patronage rate was 93% during peak hours. [33]
- 2017: The average patronage rate at the highest loading point during the busiest half-hour of the peak period was 97.7% before the opening of the MTR South Island Line and 73.5% after its opening , and together with Routes 171A and 171P the total patronage dropped by 35.3% compared with the pre-opening period. - 25 December 1997: At about 9:00 p.m., a fire broke out in the Aberdeen Tunnel on a Citybus Volvo Olympian (450/GL9583) heading towards South Horizons, destroying the left air-conditioner and injuring two people. [35][36]

Traffic Accidents[]
- 8 September 2002: At around 10:00am, a Citybus Volvo Olympian (327/HV7618) heading towards South Horizons was hit at the rear by buses of Routes 59X and 68X when it stopped for lights at the junction of Cheung Sha Wan Road and Tonkin Street, injuring nine people. [37]
- 24 March 2006: A KMB Dennis Trident ATR347/KW746) heading towards South Horizons was loading and unloading passengers at the Aberdeen Tunnel Toll Plaza bus stop when a school bus crashed into the rear of a Citybus Volvo Olympian (613/HR3194), and then the rear of the KMB bus, resulting in 27 injuries. - 6 December 2007: At around 7:00 a.m., a South Horizons-bound Citybus Volvo Olympian (457/GL7298) hit an 11-year-old primary school student crossing the road at the junction of Nathan Road and Waterloo Road, and the girl was sent to hospital with serious injuries. [41]
- 3 September 2011: At around 6:00 am, a Lai Chi Kok-bound Citybus Volvo Olympian (434/GM8303) lost control and crashed into the crash barrier of the Ap Lei Chau Bridge when turning right from Ap Lei Chau Drive, suspected to be slippery due to rainy weather, and the front end of the bus was seriously damaged; as a result of the incident, Ap Lei Chau Bridge was closed in the direction of Aberdeen, and residents had to cross the bridge on foot in the rain, and the bus was retired from service. [42]
- 1 August 2014: At around 4:00pm, a South Horizons-bound Citybus Enviro500 (8177/PL9540) collided with a private car on Hong Chong Road, no one was injured in the incident. [43]
- 7 April 2015: At around 11:00 pm, a Lai Chi Kok-bound KMB Enviro500 MMC (ATENU393/TC9572) hit a girl crossing the road at King Lai Path, Cheung Sha Wan due to a failure of retracting the brake and sent her to the hospital with bruises on her arms and legs. [44]
- 24 July 2015: At around 5:00pm, a KMB Enviro500 MMC (ATENU529/TK7298) bound for South Horizons hit and ran over a 4.5 year old South Asian boy who was walking out of the road at Cheung Sha Wan Road near Yen Chow Street and the injured was sent to hospital for treatment. [45]
- 3 June 2016: At around 10:00 a.m., a Lai Chi Kok-bound KMB Enviro500 MMC (ATENU1010/UC2535, the day of the incident was only the first day of the vehicle's first day as a scheduled bus of this route, three weeks after it was registered) was travelling on Cheung Sha Wan Road when it ran into a traffic jam between the KMB in front of it (an Enviro500 MMC ATENU744/TS3302 running on Route 905) stopped at the stop and the following KMB slowed down (Route 66X, Volvo B9TL AVBWU262/RJ5099), the rear-most KMB failed to retract its brakes (Route 59X, Volvo B9TL AVBWU333/SW8471), and crashed into the preceding vehicle, resulting in the head-on collision of the four vehicles. One bus driver and three passengers were injured and were taken to hospital for treatment. [46][47]
- 19 March 2018: At around 7:00 a.m., a KMB Enviro500 MMC (ATENU885/TW9623), which was about to operate this route, was deadheading from Lai Chi Kok Depot to Lai Chi Kok. When it reached a section of Lai Po Road off Hoi Lai Estate, the bus suddenly crashed into an organ-type crash barrier in the middle of the road, damaging the front end of the bus, and the driver was sent to hospital with injuries to his neck and hand. Other Incidents[]
- 29 September 2014: During the "Umbrella Revolution", a Lai Chi Kok-bound KMB Volvo B9TL (AVBE10/MP7638) was besieged by protesters on Nathan Road, during which the body of the bus was affixed with a number of slogans by the protesters to express their demands, and the bus eventually drove away in the afternoon of 3 October to take advantage of the chaos. [49]
- As a result of the Occupy movement, a number of major trunk roads in Hong Kong and Kowloon were blocked, affecting the journey time, frequency and routes of a number of bus routes. The bus companies indicated in October that the journey time of the cross-harbour bus route from South Horizons to Lai Chi Kok during the morning peak period was as long as three hours. [50]
- 12 May 2016: At 12:30pm, after an Enviro500 MMC (8341/SF677) had dropped off passengers at the South Horizons bus terminus, a man suddenly rushed onto the vehicle, demanded to retrieve the wallet left behind and assaulted the bus driver, and was arrested by police officers at the scene. [51]
- 6 August 2016: A KMB Enviro500 MMC (ATENU557/TL5374) illegally parked at the "Impounding Zone" opposite Marina Square West Centre at South Horizons Road was locked up by South Horizons Management Company staff with a giant iron lock on the left front wheel. [52]
