The Cross-Harbour Bus Route 103 is jointly operated by Citybus and Kowloon Motor Bus (KMB). It runs between Chuk Yuen Estate and Pokfield Road, which passes through Lok Fu, Kowloon Tong, Ho Man Tin, King's Park before taking the Cross-Harbour Tunnel to and from Causeway Bay, Wan Chai and Mid-Levels (Caine Road, Bonham Road).

Routes 101, 102 and 103 are the first three cross-harbour franchised bus routes to enter service in Hong Kong.

History[]

Initial introduction[]

  • 5 August 1972: Route 103 entered service with the opening of Cross-Harbour Tunnel, jointly operated by China Motor Bus (CMB) and Kowloon Motor Bus (KMB) and running between Kowloon Tong (Wang Tau Hom) and Pokfield Road.
    • This route was originally scheduled to enter service on 3 August 1972, which was postponed for 2 days due to the delay in handover of tunnel works to the government.[1]
    • When dock workers in the United Kingdom went on strike that year, a batch of new buses ordered by the China Motor Bus Company (CMB) was scheduled to arrive in Hong Kong between June and July, but only two rear-engined buses arrived in the end, making it impossible for the company to send buses to Hong Kong, so the KMB sent buses on its own for the time being.[2]
  • 1 September 1972: CMB began deploying buses on this route.
  • 28 January 1973: The following changes were implemented with the introduction of Route 104:[3]
    • Rerouted via Kowloon City and Ho Man Tin in Kowloon, no longer serving Gascoigne Road, Yau Ma Tei and Kowloon Tong;
    • Rerouted via Queen's Road East in lieu of Morrison Hill Road, Tin Lok Lane and Hennessy Road on Hong Kong Island;
    • The route in Central was amended: Pokfield Road bound route detoured via Jackson Road, Chater Road, Murray Road and the slip road of Cotton Tree Drive towards Cotton Tree Drive; Wang Tau Hom bound route was rerouted via Queen's Road Central and Pedder Street in lieu of Jackson Road after Garden Road.
  • 7 February 1974: Detoured via Prince Edward Road and Knight Street towards Boundary Street for Wang Tau Hom direction to facilitate the construction of Waterloo Road Flyover.
  • 16 April 1974: Rerouted via Park Road and Robinson Road in lieu of Caine Road and Upper Albert Road for Wang Tau Hom direction to facilitate the implementation of Mid-Levels Bus Priority Scheme. However, the change was reverted on 13 May, less than a month after the diversion by reinstating the route via Caine Road.[4]
  • 1 December 1974: Detoured via Fu Mei Street, Fung Mo Street and Heng Lam Street for Wang Tau Hom direction.[5]
  • 12 December 1975: Rerouted via Embankment Road in lieu of Knight Street for Wang Tau Hom direction.[6]
  • 16 May 1975: The following changes were implemented with the introduction of Route 113;
    • Kowloon terminus was relocated to Lok Fu (now Heng Lam Street Rest Garden);
    • Rerouted via Kowloon Tong, Wylie Road, Causeway Bay and Hennessy Road in lieu of Kowloon City, Queen's Road East and Central, with the original sections being replaced by the new route.
  • 22 August 1976: Detoured via Central (Ice House Street, Chater Road, Murray Road) for both directions, and also rerouted via Percival Street to Leighton Road for Pokfield Road direction.[7]
  • 19 December 1977: Rerouted via Queensway, Des Voeux Road Central and Ice House Street towards Chater Road for Pokfield Road direction, omitting Fenwick Street and Harcourt Road.[8]
  • 24 July 1978: No longer detoured via Yim Po Fong Street and Argyle Street for both directions, and also rerouted via Lyndhurst Terrace and Arbuthnot Road towards Mid-levels, omitting Cotton Tree Drive.[9]
  • 6 October 1978: Rerouted via Hereford Road and Renfrew Road towards Junction Road for Lok Fu direction with the prohibition of right turns from Waterloo Road onto Junction Road.[10]
  • 16 February 1979: Resumed using Cotton Tree Drive towards Mid-levels and no longer served Central for Pokfield Road direction.
  • 16 September 1980: To tie in with the reconstruction of Waterloo Road railway bridge prior to the electrification of the Kowloon-Canton Railway, northbound Wylie Road cannot turn right to Waterloo Road eastbound, and the route towards Wang Tau Hom was rerouted via Princess Margaret Road and Pui Ching Road to access Waterloo Road.[11]
  • 31 January 1982: Rerouted via Queen's Road Central, Pedder Street and Des Voeux Road Central in lieu of Ice House Street for Wang Tau Hom direction with the conversion of Chater Road into a pedestrian precinct during Sundays and public holidays.[12]
  • 22 July 1984: Lok Fu terminus was relocated to the newly-completed bus terminus at the ground floor of Wang Lok House Wang Tau Hom Estate (now belonging to Lok Fu Estate).
  • 27 September 1984: Rerouted via Harcourt Road Flyober and the northern section of Jackson Road in lieu of Queensway and the southern section of Jackson Road for Pokfield Road direction to tie in with the conversion of Jackson Road outside the former High Court into an open-air car park.[13]
  • 24 May 1985: After Hennessy Road towards Lok Fu, the route was changed to turn left to Paterson Street via Yee Wo Street instead of passing through Great George Street to tie in with the pedestrian and traffic management scheme implemented for the opening of the Mass Transit Railway Island Line.[14]
  • 8 November 1987: With the conversion of Lambeth Walk into a one-way westbound road, the route towards Pokfield Road was rerouted via Murray Road and the slip road outside Murray Road Carpark towards Cotton Tree Drive from 1 p.m. that day onwards.[15]
  • 7 December 1987: Extended from Lok Fu to Chuk Yuen Estate Bus Terminus with the intake of Chuk Yuen North Estate.
  • 19 August 1991: Rerouted via the whole of Murray Road in lieu of Club Street and Chater Road for Pokfield Road direction.
  • 16 November 1993: Air-conditioned service was introduced.
  • 1 September 1995: Changed to be jointly operated by Citybus and KMB as part of the conditions for CMB's franchise extension with the upgrading to full air-conditioned service at the same time;
    • Rerouted via Queen's Road Central towards Ice House Street after Garden Road for Chuk Yuen direction, omitting Lower Albert Road off Central Government Office to facilitate the deployment of larger buses.
  • 16 March 1997: The service hours were extended to 00:00.
  • 19 December 1999: Rerouted via Causeway Road, Hing Fat Street and Victoria Park Road towards Cross-Harbour Tunnel instead of via the whole section of Paterson Street to the harbourfront for Kowloon direction on public holidays to tie in with the Administration's trial designation of the section of Paterson Street opposite to Hang Lung Centre as a whole-day pedestrian precinct on public holidays.[16]

After the millennium[]

  • 17 July 2000: All Chuk Yuen bound trips were rerouted via Causeway Road, Hing Fat Street and Victoria Park Road.[17]
  • 15 April 2001: No longer stopped at "Alexandra House" and "Murray Road" stop for Chuk Yuen Estate direction to improve traffic conditions at Central.[18]
  • 5 January 2003: Rerouted to turn right directly from eastbound Queensway onto Cotton Tree Drive instead of passing through the turnaround area on the intersection between Cotton Tree Drive and Harcourt Road for Pokfield Road direction starting from 10 a.m. onwards.[19]
  • 13 January 2003: The first bus time from Chuk Yuen Estate was advanced to 06:00.[20]
  • 7 July 2003: The Chuk Yuen-bound route no longer served Central and was changed to enter the flyover directly from Garden Road to Admiralty with an en-route stop on Queensway outside Admiralty MTR Station.[21][22]
    • No longer passed through Des Voeux Road Central, Ice House Street, Chater Road and Murray Road during weekdays, as well as Queen's Road Central, Pedder Street, Connaught Road Central, Harcourt Road and slip road of Cotton Tree Drive during holidays;
    • The original stops at "Statue Square" on weekdays, as well as "HSBC Main Building", "Pedder Street" and "Jardine House" on holidays were all cancelled.
  • 1 July 2006: New interchange concessions with other Cross-Harbour Tunnel routes for Hong Kong Island direction were introduced.[23][24][25]
  • 9 June 2010: No longer stopped at "Yam Pak Building" stop and was changed to stop at "Chiu Sheung School Hong Kong" for Chuk Yuen Estate direction to facilitate the construction works of HKU Station on the MTR West Island Line.[26]
  • 28 March 2016: Estimated Time of Arrival Enquiry System was introduced for KMB trips.[27]
  • 23 December 2017: New section fares from Centre Street to Pokfield Road and from Tin Wang Court to Chuk Yuen Estate were added.[28][29]
  • 28 May 2018: "Next Bus" Arrival Time Enquiry Service was introduced on NWFB trips.[30]
  • 29 April 2019: A new stop was added at "Pokfield Road" on Pok Fu Lam Road for Chuk Yuen Estate direction.[31]

  • Half-fare for children aged below 12 and senior citizens aged 65 or above; the remainder of the fare after half-fare will be counted as 10 cents.
  • Elderly persons aged 65 or above using Senior Octopus Cards or Personalised Octopus cards, Hong Kong residents aged 60 to 64 using JoyYou Card, and eligible persons with disabilities using Personalised Octopus cards with "Persons with Disabilities Status" can enjoy a flat fare of $2.0 per journey under the $2 Concessionary Fare. Bus deployments[]

This route can only be operated by buses with a length of 11.7 metres or less and with an emission standard of Euro V or above due to the narrow and winding roads at Mid-levels. If 12-metre buses must be deployed for Chuk Yuen Estate direction, the concerned trips will start their journey from between Admiralty and Causeway Bay and will not depart from Mid-levels.

KMB has assigned 6 Enviro500 MMC 11.3m (E6M) double-decker buses as scheduled buses on this route.

Meanwhile, Citybus deploys 4 double-decker buses on this route, mainly being Enviro500 MMC 11.3m (9108-9148, 41020-41060) and Volvo B9TL 11.3m (95XX, 420XX).

Bus deployment evolution history[]

Technically, it is not impossible for 12-metre buses to operate in the Mid-levels area[32] and there are even historical records of 12-metre buses breaching restrictions to run on this route, such as KMB Dennis Trident 12m (ATR283/JT6032), Citybus Enviro500 MMC Facelift 12m (8537/VP850, 2019 zodiac bus)[33], Enviro500 MMC Hybrid 12m (8400/TB2893)[34] and Volvo B8L 12m (8806/WM5165, 8819/WV5446).[35][36] However, due to the significant passenger volume exacerbating road congestion, only buses of 11.7 metres or below are permitted on this route and consequently bus companies does not undertake large-scale fleet replacements with any frequency.

During the route's intial introduction, KMB mainly deployed Daimler F (D) on this route while CMB mainly deployed Guy Arab V (LX). In 1977, KMB switched to deploy Dennis Jubilant (N) while CMB also switched to deploy Daimler/Leyland Fleetline (LF, SF); and in 1983, KMB's Leyland Olympian9.6m (BL) were added.

KMB introduced air-conditioned buses on this route in 1993, mainly being Dennis Dragon9.9m (ADS), and switched to deploy Dennis Dragon 11m (AD) on 1 September 1995 when CMB trips were taken over by Citybus and the conversion to full air-conditioned service due to lack of vehicles. For Citybus, Leyland Olympian 10.4m (2XX) were mainly used as Volvo Olympians (9XX, 90XX) were yet to be ordered, which were only added in 1996. In 2000, KMB switched Volvo Olympians (AV) originally from Route 296X to this route, replacing Dennis Dragons (AD).

Low-floor service was introduced in 2004 with the model being Volvo Super Olympian 10.6m (ASV, last one withdrawn in November 2015.)

Citybus added Enviro400 10.5m (70XX) buses to this route in mid-March 2013, serving passengers on this route together with Volvo Olympians (9XX, 90XX). Dennis Trident 10.6m (2700, demonstrator bus, now withdrawn[37]) originally from Route 85 was added.

KMB added Enviro400 10.5m (ATSE) buses to this route in July 2015. In November of the same year, Citybus changed to deploy Enviro500 MMC 11.3m (91XX) to replace Volvo Olympian 11m (9XX, 90XX) buses which did not fit the emission requirements with the implementation of Low Emission Zone at Causeway Bay. in mid-November of the same year, KMB withdrew the last Volvo Olympian (AV341/HM3056) from this route and swapped in an Enviro400 (ATSE21/RU4735, withdrawn) originally from Tuen Mun Depot (U), making it the last cross-harbour franchised bus route to be converted to full low-floor service. As KMB no longer had 11.3 metre buses at that time, there was a period of time when KMB trips on this route could only be operated by buses of 10.6 metres or less.

With the withdrawal of the last Volvo Super Olympian (ASV86/LR5788) to Route 23M and the replacement by an Enviro400 (ATSE6/RT4699, withdrawn) in late November of the same year, this route has since been converted to full straight-staircase bus deployments with all buses having a Euro V emission standard. However, KMB re-added 2 Dennis Tridents (ATR) with SCR installed, making the full straight-staircase bus deployments only existed for a while. The 2 Dennis Tridents with Duple Metsec bodywork were withdrawn and replaced by an Enviro400 (ATSE34/RV5771) and a Dennis Trident with Alexander bodywork (ATS83/KD2767, withdrawn in 2019), which was reverted to the original deployment in 2019.

Citybus additionally deployed Volvo B9TL (9500-9545) since April 2016.

In September 2019, KMB swapped in two demonstrator buses, a VDL DB300 10.5m and a Wrightbus StreetDeck 10.65m (AMC1/SY4050, withdrawn; W6S1/WJ1984), but the latter never operated on this route before being withdrawn a month later and sent back to the UK.

In September 2020, KMB added two Enviro500 MMC 11.3m (E6M) as scheduled buses, which was the first time KMB has deployed 11.3-metre buses to this route in 5 years. An Enviro500 MMC 11.3m bus (E6M67/WV9666) was even assigned to this route, and subsequently more buses of that type were added.

Since 2024, Enviro400s began to fade out from this route - with the withdrawal of the last Enviro400 scheduled bus (ATSE32/RV4139), this marked the near entire deployment of 11.3-metre buses by KMB and Citybus on this route.

Despite being fitted with the selective catalytic reduction system (SCR) and should be able to continue operations on this route after the implementation of Low Emission Zone at Causeway Bay by the HKSAR Government, it was unable to satisfy the operational needs of this route due to the single-door design.
