The North Lantau External Bus Route E23A is operated by Citybus. It runs between Airport (Ground Transportation Centre)[Remark 1] and Tsz Wan Shan (South), passing through Airport Logistics Area, Tung Chung Town Centre, Tung Chung North, and connects to and from Jordan, Hung Hom, To Kwa Wan, Ma Tau Wai, Kowloon City and San Po Kong via Lantau Link and West Kowloon Highway.

As a special departure of Route E23, Route E23A only operates outside the service hours of the main route, and both were the only two routes that terminate at the Ground Transportation Centre among the numerous Citybus North Lantau External Routes, and the electronic destination signs of these two routes towards the airport display "Chek Lap Kok" instead of the usual "Airport" used by Cityflyer routes.

History[]

With the gradual completion of a number of private housing estates in Tung Chung North in recent years, the population in the area has been growing and the demand for external bus services has also increased. Since September 2015, Citybus has modified the original frequency of some time slots of Route E11 to Route E11A, which detours via Tung Chung North, to meet the needs of the residents. After the commencement of the service, the route has been providing local residents with direct service to and from Hong Kong Island, and the result has been satisfactory.

The first public housing project in the district, Ying Tung Estate, was completed in 2018 and is gradually being occupied, resulting in a significant increase in the local population. To facilitate residents to travel to and from the urban core of Kowloon, Citybus has made reference to the previous practice of Route E11A, and proposed in the 2018-2019 Bus Route Planning Programme that Route E23, which originally operated from the Airport in the morning and from Tsz Wan Shan in the afternoon, would detour via Tung Chung North and be renumbered as "E23A", so as to make good use of the spare capacity of Route E23; however, this route was proposed to detour there between Tung Chung Town Centre and the North Lantau Highway, instead of between Airport Logistucs Area and Tung Chung Town Centre as Route E11A. Besides, there was no Interchange concession between this route and Route S56, and there was no arrangement similar to Routes E11A and E21A, and Citybus suggested that passengers from Ying Tung Estate can walk to Ying Hei Road to take this route.

Route change history[]

  • 16 December 2018: Route E23A entered service.[1]
  • 3 August 2019: To tie in with the completion of the Kai Tak River Improvement Project, the stop at "Choi Hung Road Playground" for Airport direction was resumed from 10:00 a.m. onwards, and the stop at "Yin Hing Street" was cancelled. [2]
  • 27 September 2020: A new stop was added at "To Kwa Wan Market" on Ma Tau Wai Road for Airport direction. [3]
  • 4 October 2020: To tie in with the completion of the Shatin to Central Link project, the bus stop at "Shansi Street" on Chatham Road North for Tsz Wan Shan direction was cancelled, and was changed to stop at "Lok Shan Road" stop on Ma Tau Wai Road instead. [4][5]
  • 13 December 2020: Upon completion of the reprovisioning works of Ma Tau Wai Road, the stop "Farm Road" on Ma Tau Wai Road for Tsz Wan Shan direction was cancelled, and was changed to stop at "Tin Kwong Road" stop instead. [6][7]
  • 28 October 2021: Due to the construction of the Central Kowloon Route, vehicles heading for Lin Cheung Road from West Kowloon Highway cannot turn left to Jordan Road, thus this route was diverted via Nga Cheung Road for Tsz Wan Shan direction. [8]
  • 2 January 2022: The "Shansi Street" stop on Chatham Road North towards Tsz Wan Shan was reinstated. [9]
  • 28 February 2022: Interchange concession with MTR was introduced. Passengers may enjoy $1.0 off discount on this trip when interchanging from MTR Sung Wong Toi Station to Tsz Wan Shan within 90 min by using the same Adult Octopus Card.[10] The concession period was effective until 26 January 2024. Outside the service hours of this route, Tung Chung North passengers need to take Routes E21A or E21D and change to Route E23 at Lantau Link Bus-Bus Interchange with Octopus interchange concessions provided, and the total fare of the two routes is $18.6.

Fare Remarks
  • Half-fare for children aged below 12 and senior citizens aged 65 or above; the remainder of the fare after half-fare will be counted as 10 cents.
  • Elderly persons aged 65 or above using Senior Octopus Cards or Personalised Octopus cards, Hong Kong residents aged 60 to 64 using JoyYou Card, and eligible persons with disabilities using Personalised Octopus cards with "Persons with Disabilities Status" can enjoy a flat fare of $2.0 per journey under the $2 Concessionary Fare. If the concessionary fare for eligible persons with disabilities aged below 12 and senior citizens aged 65 or above is less than $2.0 after a 50% discount from the regular fare, the beneficiary is only required to pay the original concessionary fare; if the original full fare for Hong Kong residents aged 60 to 64 or eligible persons with disabilities is already less than $2.0, the beneficiary is also only required to pay the original full fare.
  • Passengers are required to tender exact fare by cash or by Octopus card when boarding. No exact change will be given.
  • Passengers may also use AlipayHK "EasyGo", Alipay, QuickPass, BoC Pay "RideCode", WeChat Pay HK or WeChat "Ride Code", Visa, Mastercard and UnionPay cards with inductive payment capabilities, as well as Apple Pay, Google Pay, Samsung Pay and Huawei Pay mobile payment platforms for fare payment. Passengers using the above payment method can only enjoy the interchange concessions with other Citybus solely-operated routes or the Citybus departures of the jointly-operated routes, and cannot enjoy the "Public Transport Fare Subsidy Scheme" nor the "Public Transport Fare Concession Scheme for the Elderly and Eligible Persons with Disabilities".

This route, together with E23, operates with 11 double-decker buses in the morning and 14 in the afternoon, mainly using Enviro500 MMC 12m normal version (8507-8524) and 12.8m (6501-6588) equipped with luggage racks, with Enviro500 MMC 12m luxury version (80XX) and 12.8m (68XX, 638XX) belonging to the Cityflyer being used on some trips.
