The North Lantau External Bus Route E23 is operated by Citybus. It runs between Tsz Wan Shan (South) and Airport (Ground Transportation Centre)[Remark 1], passing through San Po Kong, Kowloon City, Ma Tau Wai, To Kwa Wan, Hung Hom, Jordan, and connects to and from Tung Chung Town Centre and Airport Logistics Area via West Kowloon Highway and Lantau Link.

Among the numerous Citybus North Lantau External Routes, only Route E23 and its supplementary route E23A terminate at the Ground Transportation Centre, and the electronic destination signs of these two routes towards the airport display "Chek Lap Kok" instead of the usual "Airport" used by Cityflyer routes.

History[]

The main article of this section is Transport Study for the New Airport.
  • 6 July 1998: Route E23 was launched in tandem with the opening of the new airport, running between Lam Tin (North) and Airport (Ground Transportation Centre) at that time. [1][2]
  • 11 July 1998: After leaving the Ground Transportation Centre, the routing towards Kowloon City Ferry was directed to Cheong Lin Road towards the Airport South Interchange in lieu of detouring via Cheong Tat Road. [3]
  • 4 February 1999: Rerouted via Kwun Tong Road underpass for return trip. [4]
  • 25 April 1999: Reorganised with Route E22 and was shortened to Choi Hung. [5]
  • 14 June 1999: Rerouted via Shung King Street, Hung Luen Road (westbound), roundabout, Hung Luen Road (eastbound), Hung Lok Road and Hung Lai Road to Hung Hom South Road for Airport direction, no longer turning right from Hung Hom Road directly to Hung Hom South Road.
  • 27 June 1999: Routing at the Airport Logistics Area was simplified:[6]
    • Towards Airport: Upon arrival at Chek Lap Kok South Road, buses would continue along Chek Lap Kok South Road straight to Chun Ping Road, and would not return to Chun Ping Road via Scenic Road, Chun Yue Road, Chun Wan Road South and Chun Wan Road;
    • Towards Choi Hung: Upon reaching Chun Ping Road, buses were diverted via Chek Lap Kok South Road direct to Tung Chung, not returning to Chun Wan Road via Chun Wan Road South, Chun Yue Road and Scenic Road to Chek Lap Kok South Road; and at the same time, in view of the commissioning of the Bus Stop Loop on Scenic Road, buses were detoured via the loop and a new stop was set up there, in order to replace the intermediate stop "Cathay City" at Scenic Road southbound.
  • 24 July 1999: In conjunction with the opening of the Hung Hom Bypass on 13 July, new traffic management measures were implemented in the area of Hung Hom Bay, whereby after leaving Whampoa Gardens for Airport direction, the route was diverted via Hung Hom Bypass, roundabout, Hung Luen Road, Hung Lok Road, Hung Lai Road to Hung Hom South Road.   • 16 August 2005: Octopus interchange concession with Route R8 was introduced.[8]
  • 25 August 2008: The "Chun Ping Road" and "Airport Freight Forwarding Centre" stops originally located at Chun Wan Road eastbound towards AsiaWorld-Expo were cancelled permanently and replaced by a new "Airport Freight Forwarding Centre" stop between the two original stops.[9]
  • 5 January 2009: Kowloon terminus was relocated from Choi Hung to Tsz Wan Shan (South), with detours via Sze Mei Street bus stop. [10]
  • 2 January 2011: Due to the closure of southbound lane of Lin Cheung Road near the West Kowloon Terminus site under the Guangzhou-Shenzhen-Hong Kong Express Rail Link Project, buses towards Tsz Wan Shan were rerouted via D1A(N) road and return to original routing at Jordan Road.
  • 1 July 2012: Airport-bound buses were rerouted to head straight from Po Kong Village Road southbound directly to Choi Hung Road westbound, omitting a section of Choi Hung Road between Po Kong Village Road to Choi Yi Lane with the intermediate stop at Sze Mei Street being cancelled. [11]
  • 11 August 2014: The "Car Park 1" bus stop was relocated permanently from outside Car Park 1 to outside Terminal 1 to improve queuing order.[12]
  • 3 November 2017: The bus stop "Terminal 1 and Terminal 2" was temporarily relocated from outside Carpark 1 to outside Terminal 1 with effect from 10:00am to accommodate the conversion of the former into a coach pick-up/drop-off area.[13][14]
  • 15 April 2017: The southbound lane of Lin Cheung Road north of Jordan Road was reopened and DA1 (N) road was permanently closed. Buses towards Tsz Wan Shan resumed passing through the section of Lin Cheung Road. [15]
  • 15 December 2017: "Next Bus" Arrival Time Inquiry Service was introduced on this route.[16]
  • 16 December 2018: [17]
    • Departures from Airport until 12:45 and from Tsz Wan Shan starting from 13:07 every day were rerouted via Tung Chung North with the route numbering changed to "E23A";
    • A new "Austin Station" bus stop at Jordan Road was added for Tsz Wan Shan direction; the original section fare which was effective at "Shanghai Street" stop is advanced to the newly-added stop.
  • 3 August 2019: To tie in with the completion of the Kai Tak River Improvement Project, the stop at "Choi Hung Road Playground" for Airport direction was resumed from 10:00 a.m. onwards, and the stop at "Yin Hing Street" was cancelled. [18]
  • 27 September 2020: A new stop was added at "To Kwa Wan Market" on Ma Tau Wai Road for Airport direction. [19][20]
  • 4 October 2020: To tie in with the completion of the Shatin to Central Link project, the bus stop at "Shansi Street" on Chatham Road North for Tsz Wan Shan direction was cancelled, and was changed to stop at "Lok Shan Road" stop on Ma Tau Wai Road instead. [21][22]
  • 13 December 2020: Upon completion of the reprovisioning works of Ma Tau Wai Road, the stop "Farm Road" on Ma Tau Wai Road for Tsz Wan Shan direction was cancelled, and was changed to stop at "Tin Kwong Road" stop instead. [23][24]
  • 28 October 2021: Due to the construction of the Central Kowloon Route, vehicles heading for Lin Cheung Road from West Kowloon Highway cannot turn left to Jordan Road, thus this route was diverted via Nga Cheung Road for Tsz Wan Shan direction. [25]
  • 2 January 2022: The "Shansi Street" stop on Chatham Road North towards Tsz Wan Shan was reinstated. [26]
  • 28 February 2022: Interchange concession with MTR was introduced. Passengers may enjoy $1.0 off discount on this trip when interchanging from MTR Sung Wong Toi Station to Tsz Wan Shan within 90 min by using the same Adult Octopus Card.[27] The concession period was effective until 26 January 2024.   • Half-fare for children aged below 12 and senior citizens aged 65 or above; the remainder of the fare after half-fare will be counted as 10 cents.
  • Elderly persons aged 65 or above using Senior Octopus Cards or Personalised Octopus cards, Hong Kong residents aged 60 to 64 using JoyYou Card, and eligible persons with disabilities using Personalised Octopus cards with "Persons with Disabilities Status" can enjoy a flat fare of $2.0 per journey under the $2 Concessionary Fare. If the concessionary fare for eligible persons with disabilities aged below 12 and senior citizens aged 65 or above is less than $2.0 after a 50% discount from the regular fare, the beneficiary is only required to pay the original concessionary fare; if the original full fare for Hong Kong residents aged 60 to 64 or eligible persons with disabilities is already less than $2.0, the beneficiary is also only required to pay the original full fare.
  • Passengers are required to tender exact fare by cash or by Octopus card when boarding. No exact change will be given.

Passengers using the above payment method can only enjoy the interchange concessions with other Citybus solely-operated routes or the Citybus departures of the jointly-operated routes, and cannot enjoy the "Public Transport Fare Subsidy Scheme" nor the "Public Transport Fare Concession Scheme for the Elderly and Eligible Persons with Disabilities".

Bus deployments[]

This route, together with E23A, operates with 11 double-decker buses in the morning and 14 in the afternoon, mainly using Enviro500 MMC 12m normal version (8507-8524) and 12.8m (6501-6588) equipped with luggage racks, with Enviro500 MMC 12m luxury version (80XX) and 12.8m (68XX, 638XX) belonging to the Cityflyer being used on some trips.

Since its inception, the coach version of Citybus fleet has long been present on this route, initially configured with Alexander ALX500-bodied Dennis Trident 12m (2101-2111), and then gradually faded out with the large number of licences issued for the coach version of Enviro500 MMC (80XX).

Cityflyer's original fleet of Trident coaches (21XX) ran this route regularly for some time before they were retired from service; in the first half of 2015, Cityflyer's last three Trident coaches (2117, 2131 and 2143, with Duplex bodywork) served this route more frequently, and the Enviro500 (8205-8207), known as the 'Fake Flyer', has also become a near-regular fixture.

During the Umbrella Revolution of 2014-2015, a number of Cityflyer routes were shortened and reduced in frequency, as well as the coach version of MAN NL262 (1560-1569) was deployed due to the reduction in passenger volume, releasing double-decker buses to be deployed on this route, resulting in the entire fleet of vehicles almost coming from Cityflyer.

In early 2020, the decline in patronage on all A routes due to the novel coronavirus pneumonia coincided with the introduction of more Enviro500 MMC 12.8m coach versions (6852-6871) into the service, while the original normal Enviro500/MMCs (8203-8207/8525-8536) were gradually transferred to the NWFB and non-franchised division, once again resulting in the majority of the fleet of this route coming from the Cityflyer vehicles.

In May 2023, in response to social recovery from pandemic, all A routes were gradually restored to their pre-epidemic frequency levels and therefore this route was needed to be redeployed with the normal Enviro500 MMC (6501-6588) and (8507-8524) to release the luxury buses for the A routes.

Ridership[]

According to the Bus Route Planning Programme and other documents, the ridership of this route is as follows:

  • 2016: After the MTR Kwun Tong Line Extension was opened in October, the average half-hourly occupancy rate of the busiest half-hour on this route dropped from 74% between January and March to 65.7% after the opening of the new railway.[29]
  • 2018: The busiest hourly occupancy rate was 56% [30] between 5:00 pm and 5:59 pm. [31]

Some Tsz Wan Shan members of the District Council suggested that this route be extended to Tsz Wan Shan (North) to facilitate residents of Tsz Wan Shan Road to take buses to and from the airport, while some members of the King Fu District Council suggested that the terminus of this route be reverted to Choi Hung, and that the return journey pass through Hammer Hill Road and Po Kong Village Road for the convenience of Hammer Hill residents.[32] However, Transport Department (TD) proposed in the 2018-2019 Bus Route Planning Programme to introduce another route A23 between Tsz Wan Shan (North) and the Airport via Hammer Hill, San Po Kong and Kai Tak, etc., which indirectly responded to the aspirations of Tsz Wan Shan residents. [33] In addition, TD also proposed that some trips of this route be detoured via Tung Chung North and renamed as E23A, which was implemented on 16 December 2018, to make good use of the spare capacity. Traffic accidents[]

  • 21 March 2007: A Choi Hung-bound Dennis Trident (2209/HW3621) was stopping at Wuhu Street "Kun Yam Street" stop when one of the left side rear windows on the upper deck hit the signboard corrugated iron of a nearby watch company, and bus captain called the Police for assistance to avoid dragging down the whole signboard. The fire services arrived at the scene and cut off the corrugated iron, and no one was injured in the incident. [34]
  • 4 November 2013: At around 3:00pm, a Tsz Wan Shan-bound Dennis Trident (2110/HP4451) lost control of the bus at Chatham Road North in Hung Hom and crashed into a 5-metre-long railing and a signboard on the roadside before coming to a halt, injuring five people. The bus was not repaired due to age and was retired early. [35]
  • 27 September 2016: At 12:39pm, an Airport-bound Dennis Trident (2268/HZ7336) lost control of its vehicle and drove onto the pavement at the junction of Jordan Road near Shanghai Street, damaging two rows of barriers of about 4 metres in length. A 45-year old Filipino female passer-by who could not take cover in time was struck by the damaged barriers and fell to the ground, sustaining injuries to her feet and hip.[36]
  • 23 June 2018: At 1:29pm, an Airport-bound coach version Enviro500 MMC (8060/SU3453) lost control of its vehicle and drove onto the pavement at Chun Wan Road near the SuperTerminal One, and then crashed into the lawn, causing minor damages to the front of the bus and the door, with no injuries. [37]
  • 7 May 2023: At 10:29 a.m., an Airport-bound Enviro500 MMC (6546/UJ5180) was suspected to have failed to retract its brakes when it arrived at the junction of Ma Tau Wai Road near Man Yue Street in Hung Hom, and crashed into Volvo B9TL (AVBWU658/VA6554) travelling on KMB Route 2E to Pak Tin (North) in front of it. A total of three passengers on board were injured and taken to hospital by ambulance. [38]

Bus broken down[]

  • 22 June 2013: At around 4:00pm, a Dennis Trident (2237/HV6915) heading for Tsz Wan Shan broke down at the junction of Tak Man Street and Man Tai Street in Hung Hom, blocking the traffic at the junction and requiring the joint efforts of seven Traffic Police officers and a member of the public to push the bus away.[39]
