The North Lantau External Bus Route E22A is operated by Citybus. It runs between Tseung Kwan O (Hong Sing Garden) and SKYCITY, via Po Lam, Hang Hau, Tseung Kwan O Town Centre, Tiu Keng Leng, Kwun Tong Town Centre (←), Diamond Hill, Wong Tai Sin, Tai Wo Ping, and observing Tseung Kwan O Tunnel, Cheung Tsing Tunnel and Lantau Link to and from Tung Chung Town Centre and the Airport (Logistics Area, Passenger Terminal Building), which is a special trip of Route E22.
History[]
Commencing background[]
The Hong Kong International Airport opened on 6 July 1998. At that time, the Transport Department (TD) did not have any plan to operate airport bus routes to and from the Sai Kung District (including Tseung Kwan O). In a pamphlet entitled "From your home to the airport - Different ways to get there" published before the opening of the Airport[1], Tseung Kwan O residents were advised to take a bus to Kwun Tong or Lam Tin and interchange to Route A22, or use the MTR Kwun Tong Line, Tsuen Wan Line or Tung Chung Line to travel to Tung Chung and then interchange to a shuttle bus for travelling to and from the Airport, which would be quite inconvenient to the residents of Tseung Kwan O if they were travelling abroad with a large amount of baggage.
In December 1999, Citybus introduced overnight route N29 as the first bus route connecting Tseung Kwan O and Lantau Island, but it did not provide a corresponding service during daytime. Both Long Win Bus (LWB) and Citybus soon recognised the demand for bus services between the two places and applied to the Transport Department for the introduction of airport bus routes between Tseung Kwan O and Lantau Island in 1999-2000, namely LWB Route A45 and Citybus Route E29[2]; and LWB even installed a rollsign numbered "A45" on its Dennis Trident to prepare for the launch of the routes in the future[3]. However, Citybus considered that the addition of an intermediate station in Wong Tai Sin on Route A45 would constitute direct competition with Route E22, which was against the local franchise system, and objected to LWB's application. In the end, the Transport Department (TD) rejected LWB's application on the grounds that there was insufficient patronage and passengers could switch to other routes. [4]
On the other hand, Citybus continued to fight for the introduction of a direct bus route from Tseung Kwan O to the airport, and was even willing to "downgrade" the route to a supplementary route to Route E22, which would only provide service during the early morning and evening peak hours. As a result, the Transport Department officially approved Citybus to operate a new route between Tseung Kwan O and the airport, with route number E22A, and in October 2000, the route was officially put into service.
Route Change History[]
- 22 October 2000: Route E22A was put into service, initially with eight trips between Tseung Kwan O (Po Lam) and Chek Lap Kok Ferry Pier in the morning only; and nine trips from Chek Lap Kok Ferry Pier in the morning and from the afternoon to the evening. [5][6]
- 2 April 2001: Citybus reorganised its Airport routes and implemented the following changes:[7]
- Upgraded to a daily whole day bidirectional service;
- Both directions were additionally detoured via Po Lam Estate, via Po Lam Road North (between Kai King Road and Po Hong Road), Po Hong Road, Po Fung Road and Yan King Road for Chek Lap Kok direction;
- New stops at "Tan Fung House" and "Tin Ma Court" on Lung Cheung Road for Chek Lap Kok direction were added.
- 26 June 2001: [8]
- The last bus time from Chek Lap Kok Ferry Pier everyday was delayed to 23:40;
- Rerouted via King Ling Road and Choi Ming Street for both directions, and new stops were set up outside Choi Fu House Choi Ming Court on King Ling Road and opposite Choi Wing House Choi Ming Court on Choi Ming Street;
- No longer observed Hang Hau Road Roundabout for both directions and rerouted via Ngan O Road, Pui Shing Road, (Chung Wa Road ←) and Sheung Ning Road when go to Hang Hau Road, and the intermediate stops at Chiu Shun Road near Yuk Ming Court and opposite to Hang Hau Bus Terminus at Po Ning Road (for Chek Lap Kok) were cancelled and changed to stop at "La Cite Noble" (for Tseung Kwan O) or "Yuk Ming Court" (for Chek Lap Kok) on Ngan O Road.

- The first bus time for both directions were advanced from 05:45 to 05:25 for Airport direction and from 07:10 to 07:00 for Tseung Kwan O direction;
- No longer stopped at "Tan Fung House" stop on Lung Cheung Road for Chek Lap Kok direction.
- 21 December 2001: Additional intermediate stops were added outside Hau Tak Shopping Centre on Chung Wa Road and outside Sheung Ming House on Tong Ming Street for Chek Lap Kok direction. [11]
- 10 February 2002: Rerouted via Po Yap Road (section between Po Hong Road and Wan Po Road) for Chek Lap Kok direction and omitted Wan Po Road. [12]
- 18 October 2002: The section fare from Choi Fu House to Po Lam was introduced. [13]
- 9 June 2003: Detoured via Po Yap Road from Park Central to Bauhinia Garden for both directions. [14]
- 24 September 2004: Due to the permanent closure of the southern end of Cheong Tat Road, the bus stop "Car Park 2" on Cheong Tat Road was cancelled when heading towards Chek Lap Kok Ferry Pier, and was replaced by the stop at Car Park 1 on the temporary road to the east of Cheong Tat Road.
- 1 May 2005: In view of the closure of the Chek Lap Kok Ferry Pier Bus Terminus, the terminus was relocated to the Ground Transportation Centre. [15]
- 16 August 2005: Octopus interchange concession with Route R8 was introduced.[16]
- 20 December 2005: Extended to AsiaWorld-Expo to tie in with the opening of AsiaWorld-Expo.[17]

- The direction of routing around a section of Po Lam Estate is swapped. For Airport direction, the routing was changed from the original one via Po Fung Road (westbound), Po Hong Road (northbound) and Po Lam Road North (eastbound) in the same order when go to Airport to Po Lam Road North (Westbound), Po Hong Road (Southbound) and Po Fung Road (Eastbound) in the same order when go to Tseung Kwan O and vice versa.
- A new stop was added at "King Ling Road" on Chui Ling Road for Airport direction.
- 1 January 2007: No longer detoured via Choi Ming Street for Tseung Kwan O direction and "Choi Wing House" stop was cancelled. [19]
- 1 February 2008: A new stop at "Finery Park" on Po Hong Road for Airport direction was added. [20]
- 25 August 2008: The "Chun Ping Road" and "Airport Freight Forwarding Centre" stops originally located at Chun Wan Road eastbound towards AsiaWorld-Expo were cancelled permanently and replaced by a new "Airport Freight Forwarding Centre" stop between the two original stops.[21]
- 30 November 2009: Rerouted via Tiu Keng Leng Station Public Transport Interchange with an additional stop and no longer called at "King Ling Road" stop on Chui Ling Road and "Kin Ming Estate" stop on King Ling Road for Airport direction. [22]
- 25 September 2011: To tie in with the commissioning of Route A29, the following changes were implemented: [23][24]
- The route was extended from Po Lam Station to Hong Sing Garden with a change of routing:
- After departing from Hong Sing Garden, the route would observe Lam Shing Road, Po Lam Road North, Po Hong Road, Po Fung Road, Yan King Road, Kai King Road and Po Lam Road North, then return to the original routing, with additional stops at "Hong Sing Garden", "Tsui Lam Estate" and "Yan Ming Court" on Po Lam Road North, no longer stopping at Po Lam Public Transport Interchange as well as the stops at "Ying Ming Court", "Po Yan House Po Lam Estate" and "Tseung Kwan O Jockey Club Clinic" on Po Lam Road North;
- From Airport, after follow the original routing to Po Lam Road North, the route was rerouted to turn left to Kai King Road, then via Yan King Road, Po Fung Road, Po Hong Road, Po Lam Road North and Lam Shing Road to Hong Sing Garden, with additional stops at "Yan King Road" on Yan King Road and "Tsui Lam Estate" on Po Lam Road North, and no longer stopped at "Yan Ming Court" on Po Lam Road North, "o Lam Fire Station", "Ying Ming Court" and Po Lam Public Transport Interchange.
- The route was extended from Po Lam Station to Hong Sing Garden with a change of routing:
- 27 September 2015: To tie in with the commencement of Route A29P, the route was rerouted via Po Lam Road North and Po Fung Road east of Yan King Road, omitting Po Hong Road and Po Fung Road west of Yan King Road; the original stops at Finery Park and Po Kim House Po Lam Estate (Airport bound); Leung Kit Wah Primary School and Serenity Place (Tseung Kwan O bound) were cancelled, and replaced by Po Lam Fire Station on Po Lam Road North, and Ying Ming Court (Airport bound); "Ying Ming Court" and "Po Yan House Po Lam Estate" (Tseung Kwan O bound). - 30 March 2017: Starting from 2:30pm, buses towards AsiaWorld-Expo were diverted via Cheong Hong Road underneath the bridge section of Cheong Tat Road to "Regal Airport Hotel" bus stop for Tung Chung Station direction, and the "Car Park 4" bus stop was cancelled to tie in with the closure of the section of Cheong Tat Road outside the Government Lounge Carpark for the Airport Passenger Terminal Building extension.[27][28]
- 3 November 2017: The bus stop "Terminal 1 and Terminal 2" was temporarily relocated from outside Carpark 1 to outside Terminal 1 with effect from 10:00am to accommodate the conversion of the former into a coach pick-up/drop-off area.[29][30]
- 15 December 2017: "Next Bus" Arrival Time Inquiry Service was introduced on this route.[31]
- 2 October 2020: To tie in with the commissioning of Tseung Kwan O Tunnel Bus-Bus Interchange (Tseung Kwan O bound), an additional stop was added there for Hong Sing Garden direction and a $5.0 section fare was introduced, and Octopus Interchange Concessions were provided with all Citybus and NWFB solely operated routes calling at the stop.[32][33]
- 1 May 2021: To tie in with the commissioning of Tseung Kwan O Tunnel Bus-Bus Interchange (Kowloon-bound), an additional stop was added for Airport bound and Octopus interchange concessions were introduced with all Citybus and NWFB solely operated routes calling at the stop.[34][35]
- 26 November 2023: The Airport terminus was relocated from AsiaWorld-Expo to the newly completed SKYCITY Transport Terminal; a new stop was also added at "Haven of Hope Hospital" on Ling Hong Road. [36][37]

The route started with regular Dennis Tridents 12-metre (22XX) double-deck buses, with Citybus painting two Dennis Tridents (2101 and 2102) with Alexander ALX500 bodies with a whole-body route advertisement[39] featuring a game of Flying Checkers, and both were assigned to the route until 2008, when the advertisements were removed. Since 2015, the newly registered Enviro500 MMC (85XX) has been running this route. From 28 December 2016, the route was approved for service by 12.8m buses in conjunction with routes E22C, E22P and E22S. |

Ridership[]
According to the Bus Route Planning Programmes and other documents, the ridership of this route are as follows:
- 2005: The average daily number of passengers travelling between the Airport and Tiu Keng Leng, Sheung Tak, Tseung Kwan O, Hang Hau and Po Lam were about 200, 780, 170, 500 and 620 respectively.
- 2013: The occupancy rates during the busiest half-hour and during that hour were about 90% and 80% respectively. [38]
- 2017: The highest occupancy rate for the whole day was about 80%. [39]
- 2023: The occupancy rate during the busiest hour is 76%; the occupancy rate for Tseung Kwan O-bound in the morning and Tseung Kwan O-bound in the afternoon and evening is about 10-40%, with Tseung Kwan O passengers accounting for about 5% of the occupancy rate. [40]
Controversies[]
For many years, Route E22A towards Tseung Kwan O has been travelling southbound via King Ling Road with a stop outside the Hong Kong Design Institute. Some District Councillors would like to see the stop relocated to a covered public transport interchange, such as Tiu Keng Leng Station or Choi Ming, to make it easier for passengers to travel on rainy days. However, the diversion would further lengthen travelling time,[41] and the stop would be far away from Choi Ming Court. The then District Councillor, Mr Ho Man Kit, was dissatisfied that the diversion plan would remove the bus stop at King Ling Road near Choi Fu House Choi Ming Court, which was used by more than 10,000 passengers a year, and joined the residents in a protest on 24 May 2019 at the bus stop. [42] DC members also suggested removing the central divider of the north-south lane of King Ling Road to allow buses to turn right from King Ling Road southbound into the Tiu Keng Leng Station Public Transport Interchange [43]. However, TD pointed out that such an arrangement would pose accident risks and therefore had no plan to remove the central divider at King Ling Road[44]. The diversion of Route E22A at Tiu Keng Leng was thus shelved. [45]
In addition, in the past, Route E22A used to run via a section of Po Hong Road between Finery Park and a section of Po Lam Road North near Tseung Kwan O Village in both directions. However, after the extension of the route to Hong Sing Garden since 25 September 2011, Tseung Kwan O Village has lost its airport bus service as it no longer runs via Po Lam Road North in the section of Po Lam Estate, causing inconvenience to the villagers. Therefore, Citybus and the Transport Department proposed to the Traffic and Transport Committee of the Sai Kung District Council (SKDC) in July 2015 a series of proposals to enhance the Tseung Kwan O to/from the airport bus service, which included changing this route to run via a section of Po Lam Road North near Po Lam Estate section, and no longer observe a section of Po Hong Road near Finery Park for the convenience of villagers [46] and the proposal was implemented with effect from 27 September of the same year. However, the arrangement did not obtain the consensus of the District Council. Members of the District Council were dissatisfied that this section of Po Hong Road could only be served by Route A29P, which had a higher fare, a more sparse frequency, shorter service hours and did not pass through Tung Chung, and requested that Route E22A should revert back to the routing via Po Fung Road and Po Hong Road [47], while at the same time, it still had to take care of the passengers of Tseung Kwan O Village. TD therefore planned to provide additional bus stops outside and opposite to the Po Tsui Park at Po Hong Road [48]. In view of the generally positive feedback from the local consultation [49], a few years later, Highways Department finally applied for the removal of trees at the proposed bus stop locations [50] in October 2020 and completed the works in June the following year, with the word "bus stop" painted on the ground opposite to Po Tsui Park, but the bus stops have not yet been officially commissioned. Eventually, the stop was commenced on 18 December 2023 when Route A29P was reorganised into Route A28.
Related incidents[]
- 4 December 2002: After stopping at the Morse Park Swimming Pool stop on Lung Cheung Road, Wong Tai Sin, an Airport-bound bus swerved to the right to leave the slow lane on Lung Cheung Road. The driver of a lorry following the bus suddenly swerved into the second lane to avoid the accident, but the left side of the vehicle still grazed the bus. At the same time, a lorry in lane 3 cut into lane 2, resulting in a three-vehicle collision in which a male and a female passenger on the bus were injured. [51]
- December 2006: A Dennis Trident (2102/HN3697) travelling towards the AsiaWorld-Expo opened its rear door on Tsing Kwai Highway, exposing the mechanical engine at the rear of the vehicle. The incident was photographed by a bus fan who lodged a complaint to the newspaper. [52]
- 14 December 2007: At around 0000 hours the following day, a Tseung Kwan O-bound Dennis Trident (2106/HN4867) arrived at the junction of Po Shun Road and Chui Ling Road in Tseung Kwan O, and collided head-on with a Volvo Super Olympian (5023/JD6815), which was travelling on NWFB Route 796S and had failed to stop at the "stop" lane and look at the road conditions, causing the NWFB to crash into Citybus. The NWFB hit the left front end of the Citybus and the front ends of the two buses were completely split apart. Three of the five members of the family who were seated in the first and second rows of the upper deck of the Citybus at the time of the incident were thrown out of the vehicle, resulting in two deaths and 19 injuries, as detailed in the article "2007 Tseung Kwan O bus collision accident". [53][54]
- After the accident, the 30-year-old NWFB bus driver Tam Kwok Choi (譚國材) was charged with dangerous driving causing death, and was convicted at Kwun Tong Magistrates' Courts on 30 June the following year, and sentenced to 16 months' imprisonment and three years' licence suspension.[55]
- In the wake of the incident, concerns were raised as to whether the safety protection for passengers on franchised buses was inadequate, and the LegCo Panel on Transport strongly urged the Government to seriously consider the proposal of mandating the installation of seat belts on franchised buses, as detailed in the relevant article.
- 13 May 2023: A picture was circulated on the Internet of an Enviro500 MMC 12.8m bus (6576/VK8258) heading for AsiaWorld-Expo mistakenly turning into Choi Ming Street at Tiu Keng Leng and then mistakenly entering the Metro Town housing estate podium. [56][57][58]
