The North Lantau External Bus Route E22 is operated by Citybus. It runs between Lam Tin (Ping Tin Street) and SKYCITY, via Laguna City, Kwun Tong Town Centre, Kowloon Bay, Diamond Hill, Wong Tai Sin, Wang Tau Hom and Kowloon Tong (Cornwall Street) in Kowloon, taking Ching Cheung Road, Cheung Tsing Tunnel and Lantau Link to and from Tung Chung Town Centre and the Airport (Logistics Area and Passenger Terminal Building), serving passengers travelling from Kwun Tong and Wong Tai Sin districts to the Airport and Tung Chung.

History[]

The main article of this section is Transport Study for the New Airport.
  • 1 June 1997: Route E22 commenced service between Kowloon City Ferry and Chek Lap Kok[1]. At that time, Chek Lap Kok was still an Airport site, so the service was shortened to Tung Chung Town Centre on Saturdays and holidays, and some trips also detoured via Tung Chung Ferry Pier.
  • 9 August 1997: Saturday trips were also extended to Chek Lap Kok. [2]
  • 21 December 1997: Holiday departures were also extended to Chek Lap Kok [3], i.e. all departures were standardised to terminate at Chek Lap Kok, while the arrangement of detouring via Tung Chung Ferry Pier remained unchanged.
  • 2 February 1998: Due to the cessation of the Tung Chung - Tai O ferry service, the ferry service was no longer detoured via Tung Chung Ferry Pier. [4]
  • 10 April 1998: A section fare from Lantau Link Toll Plaza to Chek Lap Kok Bus Terminus was introduced. [5]
  • 22 June 1998: Chek Lap Kok Terminus was relocated to Chek Lap Kok Ferry Pier in preparation for the provision of external services after the opening of the new airport; also Kowloon City Ferry-bound buses were detoured via Ground Transportation Centre. [6]
  • 6 July 1998: Both directions were detoured via Chun Ping Road. [7]
  • 11 July 1998: After leaving the Ground Transportation Centre, the routing towards Kowloon City Ferry was directed to Cheong Lin Road towards the Airport South Interchange in lieu of detouring via Cheong Tat Road. [8]
  • 27 October 1998: Rerouted via Chek Lap Kok South Road to/from Chun Wan Road, omitting Scenic Road, Chun Yue Road, Chun Wan Road South and Chun Ping Road for both directions. [9]
  • 25 April 1999: Reorganised with Route E23 and the following arrangements were implemented:[10]
    • The urban terminus was relocated to Lam Tin (North);
    • The return trip was rerouted via Laguna City, Kwun Tong Road and Diamond Hill, no longer serving To Kwa Wan, Kowloon City and San Po Kong areas;
    • At the request of Cathay Pacific Catering Services (Hong Kong) Limited, both directions were rerouted via Catering Road East instead of Catering Road West.
  • 27 June 1999: The following changes were implemented for Lam Tin-bound trips: [11]
  • 24 September 2004: Due to the permanent closure of the southern end of Cheong Tat Road, the bus stop "Car Park 2" on Cheong Tat Road was cancelled when heading towards Chek Lap Kok Ferry Pier, and was replaced by the stop at Car Park 1 on the temporary road to the east of Cheong Tat Road.
  • 1 May 2005: In view of the closure of the Chek Lap Kok Ferry Pier Bus Terminus, the terminus was relocated to the Ground Transportation Centre. [12]
  • 16 August 2005: Octopus interchange concession with Route R8 was introduced.[13]
  • 20 December 2005: Extended to AsiaWorld-Expo to tie in with the opening of AsiaWorld-Expo.[14]
  • 25 August 2008: The "Chun Ping Road" and "Airport Freight Forwarding Centre" stops originally located at Chun Wan Road eastbound towards AsiaWorld-Expo were cancelled permanently and replaced by a new "Airport Freight Forwarding Centre" stop between the two original stops.[15]
  • 30 March 2017: Starting from 2:30pm, buses towards AsiaWorld-Expo were diverted via Cheong Hong Road underneath the bridge section of Cheong Tat Road to "Regal Airport Hotel" bus stop for Tung Chung Station direction, and the "Car Park 4" bus stop was cancelled to tie in with the closure of the section of Cheong Tat Road outside the Government Lounge Carpark for the Airport Passenger Terminal Building extension.[16][17]
  • 21 May 2017: After reaching Wai Fat Road in the direction of AsiaWorld-Expo, the route was diverted to run via Cha Kwo Ling Road, Wai Yip Street and Wai Fat Road before returning to its original routing at Cha Kwo Ling Road (i.e. the Laguna City section followed the same routing as that in the direction of Lam Tin) for the purpose of deploying 12.8-metre extra-long buses.   • 3 November 2017: The bus stop "Terminal 1 and Terminal 2" was temporarily relocated from outside Carpark 1 to outside Terminal 1 with effect from 10:00am to accommodate the conversion of the former into a coach pick-up/drop-off area.[20][21]
  • 15 December 2017: "Next Bus" Arrival Time Inquiry Service was introduced on this route.[22]
  • 15 April 2023: Lam Tin terminus was relocated to Ping Tin Street. [23][24]
  • 16 July 2023: An additional stop at Tak Tin Street "Lam Tin Complex" stop was added for Lam Tin direction. [25][26]
  • 26 November 2023: The Airport terminus was relocated from AsiaWorld-Expo to the newly completed SKYCITY Transport Terminal. [27][28]

  • Half-fare for children aged below 12 and senior citizens aged 65 or above; the remainder of the fare after half-fare will be counted as 10 cents.
  • Elderly persons aged 65 or above using Senior Octopus Cards or Personalised Octopus cards, Hong Kong residents aged 60 to 64 using JoyYou Card, and eligible persons with disabilities using Personalised Octopus cards with "Persons with Disabilities Status" can enjoy a flat fare of $2.0 per journey under the $2 Concessionary Fare. If the concessionary fare for eligible persons with disabilities aged below 12 and senior citizens aged 65 or above is less than $2.0 after a 50% discount from the regular fare, the beneficiary is only required to pay the original concessionary fare; if the original full fare for Hong Kong residents aged 60 to 64 or eligible persons with disabilities is already less than $2.0, the beneficiary is also only required to pay the original full fare.
  • Passengers are required to tender exact fare by cash or by Octopus card when boarding. No exact change will be given.
  • Passengers may also use AlipayHK "EasyGo", Alipay, QuickPass, BoC Pay "RideCode", WeChat Pay HK or WeChat "Ride Code", Visa, Mastercard and UnionPay cards with inductive payment capabilities, as well as Apple Pay, Google Pay, Samsung Pay and Huawei Pay mobile payment platforms for fare payment. Passengers using the above payment method can only enjoy the interchange concessions with other Citybus solely-operated routes or the Citybus departures of the jointly-operated routes, and cannot enjoy the "Public Transport Fare Subsidy Scheme" nor the "Public Transport Fare Concession Scheme for the Elderly and Eligible Persons with Disabilities".

The route was operated by 14 double-decker buses in the morning and 15 double-decker buses in the afternoon, with the main vehicles being the normal Enviro500 MMC 12 metres (8507-8524) and 12.8 metres (6501-6588) with luggage racks.

Due to the design constraints of the left-turn junction at Wai Yip Street and Cha Kwo Ling Road, 12.8-metre buses are prone to danger when turning into Laguna City at this junction. Therefore, in early 2017, when most of the other North Lantau External Routes had already switched to the 12.8-metre version of the ordinary version Enviro500 MMC (65XX), the 12.8-metre buses on this route and its special trip E22X were still delayed in obtaining approval from the Transport Department (TD) for the use of the 12.8-metre buses. However, the number of 12-metre ordinary buses in Citybus Franchise (II) is seriously insufficient, so the luxury Enviro500 MMC (8000-8065) often served this route throughout the day.

After a number of trial runs, Enviro500 MMC 12.8m (65XX) has been added to this route as a common vehicle since 21 May 2017. In order to cope with this service deployment, the routing has to be modified in the section of Laguna City for Airport direction so as to align with that for Lam Tin direction. [18]

Ridership[]

According to the District council paper, the ridership of this route is as follows:

  • 2023: The occupancy rate during the peakiest hour is about 65%, with the average occupancy rate of the Airport-bound route being about 40%-odd and 30% during the morning and afternoon peak periods respectively, and the average occupancy rate of the Lam Tin-bound route being about 50%-odd and 40% during the morning and afternoon peak periods respectively. Traffic Accidents[]

  • 28 April 1999: At about 9:00 a.m., a Dennis Trident (2203/HV6654) travelling towards Lam Tin was struck by two following KMB buses (Dennis Trident (ATR1/HJ2127) travelling on Route 1A and Dennis Dragon (S3N123/DP6029) travelling on Route 40) and hit the rear end of the vehicle, resulting in a total of 66 persons injured. [31]
  • 21 May 2011: At around 8:00pm, a Dennis Trident (2259/HX5754) travelling towards Lam Tin crashed into a lorry stopped for breaking down at the roundabout of Scenic Road, suspected to be slippery due to rainy weather. 20 people were injured,[32] including the bus captain who died the following day. [33] The bus was retired early on 28 September of the same year due to serious damages to the chassis, head-axle components, and suspension system which could not be repaired.   • 5 February 2013: At around 4:00pm, a Lam Tin-bound Dennis Trident (2253/HX6255) hit a pedestrian crossing the road at the Airport (Ground Transportation Centre) Bus Terminus, and the pedestrian was sent to hospital with serious injuries. [34]
  • 1 July 2013: At around 1:00pm, a Dennis Trident (2286/JA220), which had not yet been fitted with a black box, was travelling along the North Lantau Highway in the direction of the AsiaWorld-Expo, when it reached Siu Ho Wan, a van-type light goods vehicle in the middle lane lost control of its vehicle and crashed into a lorry in front of the bus in the slow lane before bouncing back to the fast lane, the bus driver was unable to retract his brakes and crashed into the rear panel of the lorry, the front end of the bus and the cab were seriously damaged, and the driver's feet were clipped off, and he was sent to Queen Elizabeth Hospital, where he died, and 37 other people were injured. [35][36] The bus suffered a serious undercarriage fracture which was not repaired and was retired early on 19 August of the same year.   • 10 February 2016: At around 8:00 a.m., a Dennis Trident (2254/HW1120) travelling towards Lam Tin was turning right from Lei Yue Mun Road to Wai Fat Road when it collided with an oncoming MAN R33 (RX1082/粵Z YD71港) which was carrying tourists from China to cross the boundary of the Shenzhen Bay Port, and the bus ran onto the pavement and came to a halt, with the bus driver and three passengers being sent to hospital with injuries, while everyone on board was unhurt. [37] The former of which was subsequently retired early as it was not repaired due to its age.
  • 28 June 2017: At around 3:00pm, when two Enviro500 MMCs (one of which was 6512/UA3575 on this route) were travelling on Airport Road towards the city near Cathay City, a private car suddenly cut into the centre lane from the slow lane, the two buses slowed down in time but were hit by a trailing Enviro500 (8520/RG9091) of tRoute S64 which then pushed into the leading bus. A total of 22 people were injured. [38]
  • 16 August 2019: At around midnight, an Enviro500 MMC (6531/UE6212) heading towards the Airport Expo lost control of its vehicle and crashed into the rear of a works vehicle in the slow lane on the North Lantau Highway near Penny's Bay Highway, the struck works vehicle then crashed into another works vehicle on the road shoulder in front of it, causing serious front-end damage to the bus and injuries to 10 people. [39]

Bus captain incidents[]

  • 19 April 2015: At around 0000 hours, a relief driver of an Enviro500 MMC (8507/TC9738) heading towards the Airport Expo mistakenly drove into Tai Po Road towards Sha Tin at Ching Cheung Road, Cheung Sha Wan. The driver did not continue to the junction of Caldecott Road to make a U-turn, but instead, he made a U-turn directly in the middle of the road after stopping at a bus stop opposite to Villa Carlton. As there was a double white line in the road, a driver suspected that someone had committed an offence and took photos of the incident with his mobile phone and uploaded them onto the Internet. [40]
