The North Lantau External Bus Route E21A is operated by Citybus. It runs between Ho Man Tin (Oi Man Estate) and Tung Chung (Yat Tung Estate), via Mong Kok, Sham Shui Po, Cheung Sha Wan, Mei Foo, Tung Chung North and Tung Chung Town Centre.

In the Schedule of Routes Order, Route E21A is classified as a special departure of the Route E21, which provides a faster bus service to and from urban Kowloon for residents of Tung Chung West and Tung Chung North, travelling to and from Tung Chung and Kowloon via Tsing Yi North Coastal Road in lieu of the Tsing Yi Road West served by the main route. Citybus used to package this route as "Rapid", which is different from the common "Express".

History[]

  • 21 October 2002: Route E21A commenced service between Tai Kok Tsui (Island Harbourview) and Tung Chung (Yat Tung), with Yat Tung Estate terminus at the temporary terminus on Yu Tung Road eastbound outside Ching Yat House. [1]
  • 1 December 2002: Additional section fares were introduced from Lantau Link Toll Plaza to Yat Tung and from Princess Margaret Hospital to Tai Kok Tsui. [2]
  • 17 March 2003: Octopus interchange concessions with Routes E11, E21, E22, E22A, E22P, E23 and E23P were introduced to facilitate passengers from Yat Tung Estate and Tung Chung North to interchange at the Lantau Link Toll Plaza between the above routes for travelling between Hong Kong and Kowloon.   • 30 May 2004: Yat Tung Estate terminus was relocated to the permanent terminus on the ground floor of Carpark 3. [4]
  • 22 August 2004: An additional section fare from Mong Kok Police Station to Tai Kok Tsui was introduced.
  • 19 June 2005: No longer observed Tung Chung Development Ferry Pier when travelling to/from Mong Kok Police Station, and was change to serve Tung Chung North in an anti-clockwise direction for Tai Kok Tsui direction.[5]
  • 16 August 2005: Octopus interchange concession with Route R8 was introduced.[6]
  • 19 November 2006: An Octopus two-way section fare between Tung Chung (Yat Tung Estate) and Man Tung Road, Tung Chung North was introduced to tie in with the service curtailment of NLB Route 37. [7]
  • 21 May 2007: Kowloon Terminus was relocated to Ho Man Tin (Oi Man Estate) and no longer served the Olympic Station area; at the same time, the routing within Tung Chung was slightly adjusted: [8]
    • Rerouted via Argyle Street, Waterloo Road, Pui Ching Road, Fat Kwong Street, Chung Hau Street after reaching Sai Yee Street for Oi Man Estate direction.
    • Rerouted via Chung Hau Street, Hau Man Street, Chung Hau Street, Fat Kwong Street, Waterloo Road, Argyle Street, then return to the original routing at Reclamation Street for Tung Chung direction.
    • The interchange point of the original free Octopus Interchange concession with Route E21 was expanded to Mong Kok area for the convenience of Tai Kok Tsui passengers.
    • The section between Yat Tung Estate and Tung Chung North was rerouted via Shun Tung Road and Tung Chung Waterfront Road instead of Yu Tung Road outside Yu Tung Court, Tung Chung Eastern Interchange and Yi Tung Road;
  • The trial of adding an intermediate stop at Tung Chung Development Ferry Pier for Oi Man Estate directio was originally scheduled to end on 29 August, and was implemented permanently thereafter;
    • The electronic destination signs no longer display "Rapid" for Oi Man Estate direction.
    • The Transport Department's proposal to relocate the terminus of Route E21 from Island Harbourview to Oi Man Estate in the first quarter of 2006 was shelved due to opposition from the Yau Tsim Mong District Council. [9]
  • 4 May 2008: Changed to turn right on Nathan Road at Argyle Street in lieu of Reclamation Street and Mong Kok Road for Tung Chung direction. [10]
  • 20 September 2009: Due to the bus stop rationalisation at Mong Kok Road, the bus route was changed from Mong Kok Road to Argyle Street via Sai Yeung Choi Street South for Oi Man Estate direction, with the addition of an intermediate stop at "Trade and Industry Department Tower", cancellation of the Mong Kok Road sub-stop and not via Sai Yee Street; meanwhile, the frequency was increased on Mondays to Saturdays.   • 1 April 2016: An additional bus stop at Ying Hei Road (opposite The Visionary) was added for both directions; the Octopus two-way section fare within Tung Chung towards Oi Man Estate has also been changed to take effect and end at that stop. [13]
  • 22 August 2016: The first bus hours from Oi Man Estate was advanced to 07:30. [14]
  • 15 December 2017: "Next Bus" Arrival Time Inquiry Service was introduced on this route. [15]
  • 5 August 2019: Service area was expanded to Mun Tung Estate:[16][17]
    • For Yat Tung Estate direction: Rerouted via Yu Tung Road, U-turn, Yu Tung Road, then return to Chung Yan Road and original routing near the junction of Chung Yan Road;
    • New stops at "Mun Wo House Mun Tung Estate", "Fuk Yat House Yat Tung Estate" and "Yung Yat House Yat Tung Estate" on Yu Tung Road were added;
    • Octopus Interchange concessions were introduced to facilitate passengers from Mun Tung Estate to interchange with Ho Man Tin-bound trips;
    • A new special departure was introduced at 07:25 every Mondays to Fridays from Mun Tung Estate to Oi Man Estate via Yat Tung Estate Public Transport Terminus.
  • 30 August 2020: Main trips for Ho Man Tin direction also detoured via Mun Tung Estate: [18][19]
    • After following the original routing to Chung Yan Road, the route was changed to turn right to Yu Tung Road, U-turn, Yu Tung Road and return to the original routing;
    • New stops at "Mun Wo House Mun Tung Estate", "Fuk Yat House Yat Tung Estate" and "Yung Yat House Yat Tung Estate" stops on Yu Tung Road were added.
  • 9 January 2021: Payment by AlipayHK "EasyGo", Alipay and UnionPay "QuickPass" was accepted. Passengers can continue to enjoy inter-route interchange discounts, however, the new fare system is not included in the Public Transport Fare Subsidy Scheme and the $2 fare concession scheme for the elderly and eligible persons with disabilities.[20]
  • 23 August 2021: The main trips were detoured via Ying Tung Estate on a whole day basis, while the 07:25 departure from Mun Tung Estate between Mondays to Fridays was rerouted via Tat Tung Road instead of Tung Chung North. [21][22]
  • 29 August 2022: Service hours were shortened: [23][24]
    • Departures from Tung Chung (Yat Tung Estate) were changed to operate from 14:10 to 22:00 daily; departures from Ho Man Tin (Oi Man Estate) were changed to operate from 07:30 to 15:50 daily;
    • The special departure from Mun Tung Estate on Mondays to Fridays morning were changed to depart from Yat Tung Estate and upgraded to a new route E21B, with the service times extended and return journey services provided.
  • 30 July 2023: Detoured via Yu Nga Court in both directions and new stops were added at "Yu Nga Court" and "Yu Nga Shopping Centre" on Yi Tung Road. [25][26]

  • Half-fare for children aged below 12 and senior citizens aged 65 or above; the remainder of the fare after half-fare will be counted as 10 cents.
  • Elderly persons aged 65 or above using Senior Octopus Cards or Personalised Octopus cards, Hong Kong residents aged 60 to 64 using JoyYou Card, and eligible persons with disabilities using Personalised Octopus cards with "Persons with Disabilities Status" can enjoy a flat fare of $2.0 per journey under the $2 Concessionary Fare. If the concessionary fare for eligible persons with disabilities aged below 12 and senior citizens aged 65 or above is less than $2.0 after a 50% discount from the regular fare, the beneficiary is only required to pay the original concessionary fare; if the original full fare for Hong Kong residents aged 60 to 64 or eligible persons with disabilities is already less than $2.0, the beneficiary is also only required to pay the original full fare.
  • Passengers are required to tender exact fare by cash or by Octopus card when boarding. No exact change will be given.

  • Two-way section fare - Passengers are required to pay by Octopus card or mobile e-payment platforms, and to confirm once with the same card or same account when getting on and off the bus. Bus deployments[]

At present, this route and Route E21B are served by a total of 9 double-decker buses, with Enviro500 MMC 12m normal version (8507-8524) and 12.8m (6501-6588) equipped with luggage racks, and Enviro500 MMC 12m luxury version (80XX) and 12.8m (68XX, 638XX) of the Cityflyer fleet are used on some of the trips.

Due to the narrow road surface in the vicinity of Oi Man Estate, this route used to be the only Citybus North Lantau External Route which was not allowed to be served by 12.8-metre buses. With the completion of the safety island relocation works at Chung Hau Street near Hau Man Street in mid-2019, the route was eventually approved to operate with 12.8-metre buses in January 2020, and the first such buses were deployed on 22 of the same month.

Ridership[]

Before the diversion of Route A20, this route used to be the only direct franchised bus route from Ho Man Tin to Lantau Island. At present, Tung Chung West and Tung Chung North are not yet covered by railway, so this route can attract passengers travelling between these two areas to and from Sham Shui Po and Mong Kok. In addition, the two-way section fare in Tung Chung can also attract many intra-district customers.

To provide residents in the Yat Tung Estate area with an express service to Kowloon without going through Tung Chung North, one morning special departure on weekdays via Tat Tung Road and then directly onto Route 8, and one morning eastbound special departure on Route E21 via Tung Chung North without going through Tung Chung Town Centre was introduced, and this was the first time that the whole day service was split into two routes. In the following year, this route was reduced to provide daytime service to Tung Chung and afternoon service to Kowloon only, while Tung Chung West and Town Centre services to Kowloon were provided by a new route E21B upgraded from the morning special departure, and Tung Chung North services to Kowloon were replaced by a new route E21D upgraded from the Tung Chung North special departure of Route E21.

According to the Bus Route Planning Programme, the ridership of this route is as follows:

  • 2015: The occupancy rate of the first bus from Oi Man Estate was less than 60% and the occupancy rate in Mong Kok was only about 20%. [27]
  • 2019: The highest occupancy rate is about 50% towards Oi Man during the morning peak hour and 60% towards Yat Tung Estate during the afternoon peak hour. [28]
  • 2020: The occupancy rate during the busiest hour was 67% [29] and the average occupancy rate of the first bus from Ho Man Tin was about 20%. [30]
  • 2021: The occupancy rate during the busiest hour was 62% [31]; the occupancy rate was 20-70% during the morning peak hour; the occupancy rate of buses at Yat Tung Estate was 80%, with about one-fifth of passengers alighting at the Coastal Skyline stop and thereafter the occupancy rate droped to 32% as many people regarded the route as a short-haul route.   • 2022: The occupancy during the peakiest hour was 62%. [33]

Traffic accidents[]

  • 4 July 2012: At nearly 10:00 p.m., the rear end of a Tung Chung-bound Dennis Trident (2207/HV7644) was hit by a lorry behind at Tsing Ma Bridge, injuring four people. [34][35] The bus was not repaired due to serious damage and was retired early.
  • 30 July 2014: At about 7:00 a.m., a Dennis Trident (2212/HW8068) heading towards Oi Man Estate collided with a 4-wheel drive vehicle at Shun Tung Road roundabout and the 4-wheel drive overturned, injuring two persons on board. [36]
  • 19 August 2014: At around 1:00pm, a Dennis Trident (2260/HW2791) heading towards Oi Man Estate hit an elderly woman who was crossing the road without following the traffic rules at Cheung Sha Wan Road which was sent to hospital with injuries. [37]
  • 8 February 2015: At around 7:00pm, a Tung Chung-bound Dennis Trident (2206/HW4172) was suspected to have run over a road screw on North Lantau Highway, leaving the left rear tyre ruptured causing the fibre platform to burst and the seat to be blown up, injuring two female passengers. [38]
    • The bus was not repaired due to its age and was retired early. [39]
    • On 18 November the following year, Citybus was convicted by a magistrate, who fined Citybus $7,500 for the serious consequences of a blown-out tyre and the injuries sustained by two people in the case, which should have been ensured more rigorously.[40]
  • 25 January 2017: At around 11:00pm, a lorry driving along Tsuen Wan Road off Kwai Chung Park was suspected to have slowed down due to traffic conditions. An Enviro500 (8203/PR7978) heading towards Tung Chung followed closely behind, the 37-year-old bus captain, surnamed Leung, saw the situation and hastily swerved to avoid, but it is suspected that the front end of the vehicle was still not fast enough, the front of the vehicle shook the rear of the lorry violently, which was about 1 metre of the front part of the vehicle plunged into the rear part of the lorry, the driver and six passengers were sent to the hospital with injuries. [41]
  • 22 September 2017: At around 6:00 pm, when an Enviro500 MMC (8515/TF5883) heading towards Oi Man Estate was approaching the junction of Cheung Sha Wan Road near Yen Chow Street, the taxi in front of it braked sharply due to the traffic condition, and it was suspected that the bus had failed to apply its brakes, first hitting the left rear of the taxi, and then shovelling onto the pavement due to the uncontrolled attempts to dodge the taxi[42]. The front of the upper left side of the bus was even split open by a building canopy, and in addition to the peak hour period when the accident happened and that the accident happened at the light-controlled intersections, many pedestrians failed to dodge on time and was rolled underneath the bus, leaving 3 dead and 30 injured. The bus driver, surnamed Fong, 44, was arrested on suspicion of causing death by dangerous driving.[43] For details, see article 2017 Cheung Sha Wan Citybus collision accident.
  • 20 February 2024: At around 4:00 pm, an Enviro500 MMC (6504/TY5363) heading towards Oi Man Estate collided with a MAN A95 (MDR01/VG2152) travelling on NLB Route 37M near the end of Ying Tung Road, resulting in eight injuries. [44]

Bus captain and passenger incidents[]

  • 6 November 2014: In the evening, a bus captain driving a Dennis Trident (2240/HW5399) towards Oi Man Estate was turning around near Waterloo Road near St. George's Mansions flyover when he failed to pay attention to the height restriction sign and crashed into the underside of the flyover, resulting in a sunken roof and damaged air-conditioning channels of the trunk light tubes[45].
    • The bus in question was deregistered on 26 January 2015 as it was too old to be repaired.
    • Subsequently, NWFB used the lower deck front end assembly of the bus to rehabilitate the same bus (3012/HY3075) that crashed. [46]
  • 19 February 2021: At around 9:00 a.m., an 80-year-old man on the upper deck of a Tung Chung-bound Enviro500 MMC (6517/UB5458) was suspected to have removed his face mask when the bus arrived at the Metropark Hotel Kowloon, and argued with the male passenger who appealed to him to help him out. Police officers boarded the vehicle at Tung Choi Street and investigated the incident. The incident was classified as a "dispute" and a verbal warning was issued to the elderly man. [47]

  • 8 February 2017: At about 12:00 midnight, a Dennis Trident (2269/HZ6585) parked at Oi Man Estate suddenly caught fire and burnt down, with no injuries. The bus was not repaired due to its age and was retired early.[48]
