The North Lantau External Bus Route E21 is operated by Citybus. It runs between Tai Kok Tsui (Island Harbourview) and SKYCITY; after serving Mong Kok, Sham Shui Po, Cheung Sha Wan, Mei Foo, it goes on to Tsuen Wan Road and Tsing Tsuen Bridge and makes stops along Tsing Yi Road West, then takes the Cheung Tsing Highway and Lantau Link to and from Tung Chung and Hong Kong International Airport Logistics Area, Passenger Terminal Building).

Route E21 now provides daily daytime service to the Airport and afternoon to evening service to Kowloon, and is replaced by Routes E21B and E21D for the rest of the day.

  • 22 May 1997: Route E21 entered service with the opening of the Lantau Link, running between Tai Kok Tsui and Tung Chung Town Centre at that time, which was the first bus route to connect between urban Kowloon and Lantau Island.[1]
    • Citybus deployed its Volvo Olympian 12m buses on the route, and the destination names of the route signs were adopted from the Government's 1996 tender document, i.e. "Tai Kok Tsui AR Station" and "Tung Chung AR Station".
    • Initially, services detouring via Tung Chung Ferry Pier for Tung Chung Town Centre direction was provided during Saturdays and public holidays.
  • 2 February 1998: No longer observing Tung Chung Ferry Pier due to cessation of Tung Chung - Tai O Ferry service.[2]
  • 22 June 1998: Tung Chung terminus was relocated from Tung Chung Town Centre to Tung Chung MTR Station beside it.
  • 11 October 1998: Temporarily diverted via Lai Chi Kok Road and Wong Chuk Street for 19 months for Tung Chung bound due to the stormwater drainage replacement works at Nathan Road. [3]
  • 30 November 1998: Rerouted via Hoi Fai Road and Sham Mong Road after leaving Tai Kok Tsui terminus for Tung Chung direction, no longer passing through Cherry Street Tunnel; a new stop was also added at Sham Mong Road outside HSBC Centre.[4]
  • 28 March 1999: Extended from Tung Chung MTR Station to Chek Lap Kok Ferry Pier, with a new section fare from Shun Tung Road to Chek Lap Kok Ferry Pier.[5]
    • Detoured for both directions via Chek Lap Kok South Road, Chun Wan Road, Catering Road West, Scenic Road, East Coast Road and Cheong Tat Road, with an additional detour via Cheong Tat Road for Chek Lap Kok direction.
  • 27 June 1999: Routing within the Airport Logistics Area was simplified:[6]
    • Towards Airport: Upon arrival at Chek Lap Kok South Road, buses would continue along Chek Lap Kok South Road straight to Chun Ping Road, and would not return to Chun Ping Road via Scenic Road, Chun Yue Road, Chun Wan Road South and Chun Wan Road;
    • Towards Tai Kok Tsui: Upon reaching Chun Ping Road, buses were diverted via Chek Lap Kok South Road direct to Tung Chung, not returning to Chun Wan Road via Chun Wan Road South, Chun Yue Road and Scenic Road to Chek Lap Kok South Road; and at the same time, in view of the commissioning of the Bus Stop Loop on Scenic Road, buses were detoured via the loop and a new stop was set up there, in order to replace the en-route stop "Cathay City" on Scenic Road southbound.
  • 15 August 1999: Tai Kok Tsui terminus was relocated to Island Harbourview Public Transport Interchange.[7]
  • 2 April 2001: A new Octopus two-way section fare from Chek Lap Kok Ferry to Airport Cargo Area was added to facilitate the cancellation of Route S55, with additional interchange concessions with Route S52.[8]
  • 22 August 2004: A new cash two-way section fare was introduced with the diversion of Route 701 to West Kowloon Corridor for Mong Kok direction.
  • 24 September 2004: Due to the permanent closure of the southern end of Cheong Tat Road, the bus stop "Car Park 2" on Cheong Tat Road was cancelled for Chek Lap Kok Ferry Pier direction, and was replaced by the stop at Car Park 1 on the temporary road to the east of Cheong Tat Road.
  • 1 May 2005: In view of the closure of the Chek Lap Kok Ferry Pier Bus Terminus, the terminus was relocated to the Ground Transportation Centre. [9]
  • 16 August 2005: Octopus interchange concession with Route R8 was introduced.[10]
  • 20 December 2005: Extended to AsiaWorld-Expo to tie in with the opening of AsiaWorld-Expo.[11]
  • 21 May 2007: Rerouted via Sai Yee Street in lieu of Sai Yeung Choi Street South for Island Harbourview direction with a new stop at "Fa Yuen Street Market" on Mong Kok Road and "Tung Choi Street" on Argyle Street to facilitate the relocation of urban terminus of Route E21A to Ho Man Tin (Oi Man Estate).[12]
  • 7 July 2008: The applicable area of Octopus two-way section fare was extended from Airport Logistics Area to Tung Chung following the rerouting of Route S52 via the whole section of Chun Wan Road.[13]
  • 25 August 2008: The "Chun Ping Road" and "Airport Freight Forwarding Centre" stops originally located at Chun Wan Road eastbound towards AsiaWorld-Expo were cancelled permanently and replaced by a new "Airport Freight Forwarding Centre" stop between the two original stops.[14]
  • 20 September 2009: The arrangement of heading to Argyle Street via Sai Yeung Choi Street South was reinstated with the reinstatement of the stop at Sai Yeung Choi Street South to facilitate the stop rearrangements at Mong Kok Road.[15][16]
  • 30 March 2017: Starting from 2:30pm, buses towards AsiaWorld-Expo were diverted via Cheong Hong Road underneath the bridge section of Cheong Tat Road to "Regal Airport Hotel" bus stop for Tung Chung Station direction, and the "Car Park 4" bus stop was cancelled to tie in with the closure of the section of Cheong Tat Road outside the Government Lounge Carpark for the Airport Passenger Terminal Building extension.[17][18]
  • 3 November 2017: The bus Stop "Terminal 1 and Terminal 2" was temporarily relocated from outside Carpark 1 to outside Terminal 1 with effect from 10:00am to accommodate the conversion of the former into a coach pick-up/drop-off area.[19][20]
  • 15 December 2017: "Next Bus" Arrival Time Inquiry Service was introduced on this route.[21]
  • 22 July 1998: Rerouted via Sham Mong Road, Hoi Fai Road and Hoi Fan Road to Island Harbourview terminus for Tai Kok Tsui direction:[22][23]
    • The stop at "The Long Beach" on Hoi Fai Road was cancelled, with new stops added at "Central Park" on Cherry Street, "Olympic Station" and "Harbour Green" on Sham Mong Road.
  • 6 September 2020: A new Octopus interchange concession with NWFB Route 701A was added to facilitate its rerouting with the omittance of the area around Olympic Station.[24]
  • 26 September 2020: The entrance/exit of the AsiaWorld-Expo Bus Terminus connecting to Sky City Road was closed due to the construction works of the Hong Kong Infection Control Centre of the North Lantau Hospital. After reaching Sky City Road in the direction of the AsiaWorld-Expo, the route was diverted via Airport Expo Boulevard and Expo Road West to enter the terminus; and from the AsiaWorld-Expo, the route would return to Sky City Road via Expo Road West and Airport Expo Boulevard (eastbound), U-turn and Airport Expo Boulevard (westbound) to return to Sky City Road to its original routing.   • 23 August 2021: Departure from AsiaWorld-Expo at 07:15 on Mondays to Fridays was delayed by 5 minutes to 07:20, and was rerouted via Tung Chung North instead of Tung Chung Town Centre. [26][27]
  • 29 August 2022: Service hours were shortened: [28][29]
    • Departures from AsiaWorld-Expo were changed to operate from 14:10 to 00:00 daily, and that from Tai Kok Tsui (Island Harbourview) were changed to operate from 05:30 to 15:50 daily;
    • Morning special departure via Tung Chung North on Mondays to Fridays was upgraded to a new route E21D with extended service hours and new return trip service.
  • 26 November 2023: The Airport terminus was relocated from AsiaWorld-Expo to the newly completed SKYCITY Transport Terminal. [30][31]

  • Half-fare for children aged below 12 and senior citizens aged 65 or above; the remainder of the fare after half-fare will be counted as 10 cents.
  • Elderly persons aged 65 or above using Senior Octopus Cards or Personalised Octopus cards, Hong Kong residents aged 60 to 64 using JoyYou Card, and eligible persons with disabilities using Personalised Octopus cards with "Persons with Disabilities Status" can enjoy a flat fare of $2.0 per journey under the $2 Concessionary Fare. Ridership[]

Sham Shui Po to Lantau is also served by the faster Routes E21A and A23, but the former only serves Tung Chung on Lantau, while the latter is less frequent and has higher fares. This airport-bound route has cheaper section fares at Tsing Yi than LWB to compete with its routes E31 and E32.

In order to provide residents around Yat Tung Estate with an express service to Kowloon without going through Tung Chung North, in 2021, one morning departure of Route E21A on weekdays were changed to detour via Tat Tung Road and go directly to Route 8, and one morning eastbound departure of this route was changed to detour via Tung Chung North without going through Tung Chung Town Centre as an alternative, which was the first time that the whole day service was split. In the following year, this route was reduced to provide daytime service to the Airport and afternoon service to Kowloon only, and was replaced by the new route E21D which was upgraded from the special trip via Tung Chung North for the rest of the day.

Traffic accidents[]

  • 26 November 2008: At around 1:00pm, a Dennis Trident (2210/HW6791) heading towards the AsiaWorld-Expo collided with a bus on Route E21A, a coach bus and a lorry on the North Lantau Highway, resulting in 12 injuries.[37]
  • 1 February 2015: At the junction of Cheung Sha Wan Road and Hing Wah Street, a Dennis Trident (2258/HW3686) travelling towards Tai Kok Tsui (Island Harbourview) collided with a taxi cutting in the adjacent lane, which then drove onto the pavement, injuring the taxi driver and his male passenger.[38]
  • 1 August 2019: Eight passengers were injured when an Enviro500 MMC (8518/TG3653) heading towards AsiaWorld-Expo collided with a tractor-trailer lorry on Tsing Yi Road West heading towards Tsing Ma Bridge at nearly 10:00 a.m. This is the fourth traffic accident involving Citybus in 15 days.[39]
  • 17 March 2020: An Enviro500 MMC (8530/TK7131) heading towards AsiaWorld-Expo collided with a lorry on Sham Mong Road, sustaining serious front end damage.[40]
  • 25 June 2020: At 8:45 am, a Tai Kok Tsui bound Enviro500 MMC was hit by a lorry on the North Lantau Highway and its right side was hit by a lorry, with the last two pieces of glass on the right side broken.[41]

Passenger and bus captain incidents[]

  • 24 February 2014: At about 00:00 a.m., a passenger died suddenly while travelling on a Dennis Trident (2249/HW674), and was found by the bus driver when the bus arrived at Tai Kok Tsui (Island Harbourview).[42]
  • 26 November 2018: At nearly 2:00 pm, a Tai Kok Tsui bound Enviro500 MMC (6584/VT8142) was travelling over Tsing Ma Bridge when the bus driver was suspected to have taken a wrong route and did not follow the original route to Tsing Yi. The bus stopped near the Stonecutters Bridge and waited for the company to deploy a patrol vehicle to the scene to guide it away, during which many passengers on board raised noise.[43]
