The New Territories Bus Route B8 is one of the NT East Boundary Lines operated by Citybus. It runs between Tai Wai Railway Station and Heung Yuen Wai Port, via Chun Shek Estate, Sha Tin Wai, City One Shatin, Shek Mun (Ravana Garden), Kwong Fuk Estate and Tai Po Market.

History[]

In May 2018, the Transport Department (TD) published the Arrangements for Local Public Transport Services at Heung Yuen Wai Boundary Control Point (Heung Yuen Wai BCP), proposing to operate three franchised bus routes between Heung Yuen Wai BCP and Sheung Shui (via Fanling), Sha Tin (via Tai Po) and Tuen Mun (via Yuen Long) respectively, and to select operators by tendering process.[1] The route between Heung Yuen Wai BCP and Tai Wai will terminate at Tai Wai Station and pass through Chun Shek Estate, Sha Tin Wai, City One Shatin, Ravana Garden, Kwong Fuk Estate, Tai Po Market, Tai Wo, and then via Fanling Highway and Heung Yuen Wai Highway to and from Heung Yuen Wai BCP. To ensure that the services provided by the franchised bus operators can meet unexpected demand in addition to the anticipated demand, the Department will pay attention to the ability of the operators to meet unexpected demand when selecting the operators.[2]

Following an open tendering process, the Transport Department announced in May 2019 that the bus route between Tai Wai Station and Heung Yuen Wai Boundary Control Point was awarded to Citybus with the number B8.[3] On 26 May of the same year, the Heung Yuen Wai Highway was officially opened to traffic, but the opening of the Heung Yuen Wai BCP had not been completed at that time and the opening date had been delayed. The control point was completed in August 2020 and initially only handled cargo clearance due to the outbreak of the novel coronavirus early that year. Following the change in the outbreak, passenger clearance was introduced at the Heung Yuen Wai Border Control Point on 6 February 2023 and the route finally commenced five days later (11 February).[4]

Ridership[]

Route B8 was originally planned as a supplementary route to Route B7. Due to increasing demand and continuous growth in passenger volume, Citybus has enhanced its service accordingly, attracting many people to travel to Shenzhen for leisure or even shopping, with a certain proportion of them being elderly people. There are media reports that the increased frequency of this route has indirectly led to a decrease in business in many markets in Tai Po and Sha Tin.[21][22]

Route B8 serves two new towns at the same time, and the buses are often overloaded when travelling to Tai Po in the direction of Heung Yuen Wai, which makes it difficult for Tai Po passengers to board the buses. District Council members have suggested splitting the route, and adding new feeder routes via Ma On Shan and Pak Shek Kok. As a result, Citybus has increased the frequency of peak hour trips to five-minute intervals and introduced additional short-distance trips from Tai Po, but it is difficult to further increase the frequency of short-working trips given the busy stop traffic. Citybus has also submitted to the Transport Department a proposal to operate an extension to Ma On Shan, taking into account such districts as Shap Sze Heung and Pak Shek Kok, which is considered to be conducive to diverting passenger flow at source.[23][24][25]

According to government documents, the ridership of this route is as follows:

  • 2023:
    • First quarter: The average occupancy rate was about 50% on Saturdays from 9:00 a.m. to 1:00 p.m. towards Heung Yuen Wai, and about 75% on Sundays from 4:30 p.m. for the last bus towards Tai Wai, and about 40% on Saturdays whole day towards Tai Wai[26];
    • December: The average amount of passengers on both directions were 7,358.[27]
  • 2024:
    • March to April: The average occupancy rate towards Heung Yuen Wai Port during the morning peak hours on weekdays was about 70%, while the average occupancy rate towards Heung Yuen Wai Port during the morning peak hours on Easter and Ching Ming holidays was about 50%;[28]
    • April: The average occupancy rate for the Heung Yuen Wai Port direction was about 15% between 3:00 p.m. and 4:30 p.m. on weekdays.[29]
    • December: The average daily amount of passengers was 13,708 for both directions.[30]
