The New Territories Bus Route B7 is one of the "Liantang Express" routes operated by Citybus. It runs between Sheung Shui (Po Wan Road) and Heung Yuen Wai Port, via MTR Fanling Station and Heung Yuen Wai Highway.

The termini of this route are in North District but the section of Heung Yuen Wai Highway (the section of Lung Shan Tunnel near Lung Shan to Fanling Highway Interchange) is in Tai Po District, and the Fanling Highway Bus-Bus Interchange towards Heung Yuen Wai Boundary Control Point is in the district, thus making it a hybrid intra-district and inter-district route.

To emphasise that this route observes Fanling Station, the electronic destination sign of Sheung Shui-bound buses will alternately display "Fanling MTR" and "Sheung Shui (Shek Wu Hui), as well as "Sheung Shui Wai" and "Shek Wu Hui" after leaving Heung Yuen Wai Port.

History[]

Commencement background[]

In May 2018, the Transport Department published the "Arrangements for Local Public Transport Services at Heung Yuen Wai Boundary Control Point", proposing to operate three franchised bus routes between Heung Yuen Wai BCP and Sheung Shui (via Fanling), Sha Tin (via Tai Po) and Tuen Mun (via Yuen Long) respectively, and to select operators by tendering.[1] The route between the Heung Yuen Wai BCP and Sheung Shui will terminate at the Sheung Shui via San Wan Road, Fanling Station and Tong Hang, and then observe Fanling Highway and Heung Yuen Wai Highway to and from the Heung Yuen Wai BCP. To ensure that the services provided by the franchised bus operators can meet unexpected demand in addition to the anticipated demand, the Department will pay attention to the ability of the operators to meet unexpected demand when selecting the operators during the tendering process.[2]

After the proposal was made, North District Council members considered that the area around the Sheung Shui and San Wan Road were very busy and suggested that the terminus of the new route should be located at Tsui Lai Garden or Choi Yuen Road (near Po Shek Wu Estate that was under construction) and then along Pak Wo Road to the Heung Yuen Wai BCP.[3] In June of the same year, the Transport Department submitted a revised proposal to the North District Council, proposing that the terminus of the route be relocated to Tsui Lai Garden and that the route be routed to and from Fanling Station via Jockey Club Road, with an additional bus bay at Fanling Station Road to provide an intermediate stop for the route to facilitate interchange with the MTR East Rail Line.[4]

After an open tendering process, the Transport Department announced in May 2019 that the bus route between Sheung Shui and the Heung Yuen Wai Boundary Control Point was awarded to Citybus with the number B7.[5] In January 2020, the then North District Councillor, Mr. Michael Chiang, received feedback from residents of Tsui Lai Garden that this route would cause nuisance to their daily life and that there was insufficient space at the bus terminus of Tsui Lai Garden, so he strongly objected to the commencement of this route. At the North District Council meeting, a temporary motion was moved and passed to shelve the operation of this route. In response, the Transport Department proposed a revised proposal in May of the same year to relocate the Sheung Shui terminus of this route to Po Wan Road (located diagonally opposite to the First Electricity Building near Sheung Shui Wai), not to pass through Fanling Station Road in the direction of Sheung Shui, and to change the frequency to 20 minutes; however, the North District Council still had reservations about the proposal.[6]

The Heung Yuen Wai BCP was completed in August 2020 and initially handled only cargo vehicles due to the outbreak of the COVID-19 pandemic early that year. With the change of the epidemic, passenger clearance service was introduced at the Heung Yuen Wai BCP from 6 February 2023 and the route was also commenced at the same time,[7] resuming via Fanling Station Road for Sheung Shui bound.

Route Change History[]

  • 6 February 2023: Route B7 commenced service.[8][9]
  • 11 March 2023: "Fu Hing Street Shek Wu Hui" stop on Jockey Club Road added for Sheung Shui bound.[10]
  • 6 May 2023: Additional stops were added at "Pik Fung Road" at Jockey Club Road and Fanling Highway Bus-Bus Interchange towards Heung Yuen Wai Port; as well as at "Fung Kai No. 1 Secondary School" on Jockey Club Road towards Sheung Shui.[11][12]
  • 13 August 2023: Shortworking departures between Fanling Station and Heung Yuen Wai Port were introduced on a trial basis, until 6 October of the same year.[13][14]
  • 30 September 2023: Buses towards Heung Yuen Wai called additionally at "Tin Ming House Tin Ping Estate" stop on Jockey Club Road; buses towards Sheung Shui no longer observed Ma Sik Road, Tin Ping Road and Lung Sum Avenue, and the stop at "Tin Yee House Tin Ping Estate" on Lung Sum Avenue was cancelled and changed to call at "Sunningdale Garden" stop on Jockey Club Road.[15][16]

  • Half-fare for children aged below 12 and senior citizens aged 65 or above; the remainder of the fare after half-fare will be counted as 10 cents.
  • Elderly persons aged 65 or above using Senior Octopus Cards or Personalised Octopus cards, Hong Kong residents aged 60 to 64 using JoyYou Card, and eligible persons with disabilities using Personalised Octopus cards with "Persons with Disabilities Status" can enjoy a flat fare of $2.0 per journey under the $2 Concessionary Fare. If the concessionary fare for eligible persons with disabilities aged below 12 and senior citizens aged 65 or above is less than $2.0 after a 50% discount from the regular fare, the beneficiary is only required to pay the original concessionary fare; if the original full fare for Hong Kong residents aged 60 to 64 or eligible persons with disabilities is already less than $2.0, the beneficiary is also only required to pay the original full fare.
  • Passengers are required to tender exact fare by cash or by Octopus card when boarding. No exact change will be given.
  • Passengers may also use AlipayHK "EasyGo", Alipay, QuickPass, BoC Pay "RideCode", WeChat Pay HK or WeChat "Ride Code", Visa, Mastercard and UnionPay cards with inductive payment capabilities, as well as Apple Pay, Google Pay, Samsung Pay and Huawei Pay mobile payment platforms for fare payment. Passengers using the above payment method can only enjoy the interchange concessions with other Citybus solely-operated routes or the Citybus departures of the jointly-operated routes, and cannot enjoy the "Public Transport Fare Subsidy Scheme" nor the "Public Transport Fare Concession Scheme for the Elderly and Eligible Persons with Disabilities".

Same-day Return Discount[]

Passengers using an Octopus card or designated e-payment device to travel on route B7 between Heung Yuen Wai Control point (Heung Yuen Wai Port) and Fanling/Sheung Shui on the same day can enjoy a concessionary fare of $8.5 for the return journey. Passengers must use the same Octopus card or the same e-payment device account to pay for both the return journey within the same service day (i.e. between the first and last bus service hours) to enjoy the concessionary fare.

Three-day concessionary fare[]

The "Three-Day Round Trip Pass" is priced at $17.1 and is valid for one round trip on this route within three days. The pass is sold as a virtual ticket on an Octopus card and there is no physical ticket.

Passengers can purchase the Three-Day Return Pass by pressing the button at the top right corner of the Octopus Card Reader and then tapping the card.

Bus-Bus Interchange Concessions[]

Passengers using the same Octopus card or account of the same electronic payment instrument to interchange to the designated route after this route within a specific time, or transfer from the designated route to this route can enjoy an interchange concession.
