The Airbus Route A28 is one of the "Cityflyer" routes operated by Citybus. It runs between LOHAS Park and Airport, via Pak Shing Kok, Tiu Keng Leng, Sheung Tak, Po Lam (Po Hong Road) Tsui Lam, Ma Yau Tong, Po Tat Estate, On Tat Estate, On Tai Estate, Four Shun (←), Ngau Chi Wan, Diamond Hill, Wong Tai Sin (Lung Cheung Road) and Tai Wo Ping (Beacon Heights), and connects to the Hong Kong International Airport and HZMB Hong Kong Port via Ching Cheung Road, Cheung Tsing Tunnel and Lantau Link. It was reorganised and renumbered from Route A29P.
This route is the longest running daytime bus route in terms of distance at present.
History[]
Commencing background[]
In the 2020-2021 Bus Route Planning Programme, the Transport Department (TD) proposed to to provide full-day airport bus service for more Kwun Tong and Tseung Kwan O passengers: Route A26P between Yau Tong and the Airport would be merged into Route A26, which would rerouted via Sau Ming Road, Shun On Road, Chun Wah Road and Choi Ha Road; the original Route A29P would make a u-turn after going around at Po Tat Public Transport Interchange, and then rerouted via On Sau Road, which is the point where Route A26 would withdrawn from, and then resume to return to Shun Lee Estate and the Tseung Kwan O terminus was also extended all day to LOHAS Park and renumbered as A28[1]. Some Sai Kung District Council (SKDC) members queried the meandering nature of Route A28 and requested for its streamlining.[2] The Transport Department (TD) later submitted a revised proposal in December 2020, under which the airport-bound service of Shun Lee Estate would be changed to be provided by Route A26, and Route A28 would no longer pass through Shun King Street and the section of Lee On Road outside the Shun Lee Bus Terminus on both directions, so that the airport-bound service of Shun Lee Estate would be diverted from On Sau Road directly to New Clear Water Bay Road for Ngau Chi Wan, while the Tseung Kwan O-bound service would only be detoured via the Kei Shun School.[3]
The programme was originally scheduled for implementation in the third quarter of 2020, but due to a sharp drop in airport bus patronage[4] as a result of the novel coronavirus pneumonia, implementation has been delayed until the fourth quarter of 2023.

- 18 December 2023: Route A29P was renumbered as Route A28 with the following changes implemented:[5][6][7]
- Tseung Kwan O terminus was extended to LOHAS Park on a whole-day basis, and no longer entering Tseung Kwan O Station Public Transport Interchange for LOHAS Park direction which was replaced by the intermediate stop at "Tseung Kwan O Station" on Po Yap Road instead;
- Both directions were rerouted via Po Tat Estate Public Transport Interchange and On Sau Road (On Tat Estate, On Tai Estate), no longer serving Sau Mau Ping Estate;
- A new stop was added at "Po Tsui Park" on Po Hong Road northbound for Airport direction;
- Both directions were detoured via HZMB Hong Kong Port, and the departure from LOHAS Park at 06:55 on Mondays to Fridays additionally detoured via AsiaWorld-Expo;
- Service hours were adjusted, with the service hours from LOHAS Park from 05:25 to 20:35 daily, and that from the Airport from 11:20 to 00:20 daily.
- 29 January 2024: The afternoon peak hour special departures via Sky City Road East were rerouted via Airport Road, Sky City Road, Airport Expo Boulevard and Sky City Road East after Cheong Lin Road, and then return to its original routing at Chek Lap Kok Road. [8]

Pre-paid Return Tickets are priced at $70.0 and are valid for three months from the date of purchase. They are valid for any journey on this route, A10, A11, A12, A17, A26 or A29this route, A10, A11, A12, A17, A26 or A28 to the city and to the Airport.
Passengers can purchase pre-paid tickets at Citybus Customer Service Centres, Citybus eShop shopping platform or designated travel agents.[9]
Same-day Return Discount[]
Passengers using an Octopus card or e-payment device to travel on Cityflyer to and from the Airport/HZMB Hong Kong Port/Lantau Link Bus-Bus Interchange and the urban area on the same day can enjoy half-fare concession on the return trip. To be eligible for the half-fare return trip, passengers must pay both the onward and return fares with the same Octopus card or the same e-payment device within the same service day (i.e. between the first and last bus service hours). The return journey discount is applicable to any Cityflyer daytime route.[10]

Airport Staff Concessionary Travel Scheme
Eligible Airport and Hong Kong-Zhuhai-Macao Bridge Hong Kong Boundary Crossing Facilities (HKBCF) staff holding a Personalised Octopus or Personalised Octopus for Airport Staff recorded and approved by Citybus can travel on this route at a concessionary fare of $28.2 ($17.7 for Lantau Link Bus-Bus Interchange to Airport/HZMB Hong Kong Port). Passengers are required to present the front of their registered "Authorised Employee Status" Octopus Card to the bus captain upon boarding, and pay the fare with the card upon confirmation by the bus captain without having to wait for the Octopus fare adjustment.[11]
