The Airbus Route A23 is one of the "Cityflyer" Routes operated by Citybus. It runs between Tsz Wan Shan (North) and Airport, via Hammer Hill, Wong Tai Sin, Wang Tau Hom, Kowloon Tong, Shek Kip Mei, Sham Shui Po, Cheung Sha Wan, Mei Foo and HZMB Hong Kong Port, observing Tsuen Wan Road, Tsing Yi North Coastal Road and Lantau Link to and from HZMB Hong Kong Port, SKYCITY and Airport Passenger Terminal Building.
History[]
Introducing background[]
For many years, there was no daytime airport bus services for Tsz Wan Shan and Hammer Hill. Since the relocation of the urban terminus of Route E23 from Choi Hung to Tsz Wan Shan (South) on 5 January 2009, residents of Tsz Wan Shan have finally enjoyed the daytime airport bus service, but it does not cover most of Tsz Wan Shan and Fu Shan Estate. On the other hand, with effect from 16 December 2018, Route E23A that observes Tung Chung North has been split from morning to noon for the urban direction and from noon to midnight for the airport direction, thus further lengthening the journey to and from the airport along the route.
With the increase in population at Kai Tak and the commissioning of the Hong Kong section of the Guangzhou-Shenzhen-Hong Kong Express Rail Link, the demand for travel to and from the airport is expected to increase. In view of this, the Transport Department and Citybus have proposed in the 2018-2019 Bus Route Planning Programme to introduce a new route A23, which will turn from Bailey Street to Hung Hom Road in the direction of the airport, and then go directly onto Hung Hom Bypass to Jordan, and then along Lin Cheung Road, Tsing Kwai Highway and Cheung Tsing Tunnel to Cheung Tsing Highway. After listening to the views of the District Council, TD arranged a one-way bypass via Laguna Verde and took the West Kowloon Highway and Route 8 to and from Lantau Link.[1] By the time the route was introduced, Terminal 2 was closed and the return direction was diverted via HZMB Hong Kong Port.
- 6 January 2020: Route A23 commenced service.[2][3]
- 17 February 2020: Service hours from Airport was shortened to 11:40 to 23:40 daily due to novel coronavirus pneumonia outbreak.[4]
- 1 April 2020: Service of this route was suspended until 28 April 2023 due to the novel coronavirus pneumonia outbreak.[5]
Major re-routing[]
Route A23 has to be routed via Kai Tak, To Kwa Wan, Hung Hom and Jordan to and from Tsz Wan Shan and the Airport. Residents of Tsz Wan Shan were dissatisfied with the circuitous routing which took about 100 minutes to reach the airport, and they criticised it with the term "'A Route' fare but 'E Route' services". However, the Transport Department and the bus company considered that the route was designed as a long-haul route to and from the Airport and could not serve only one community in view of the patronage and cost effectiveness of the route.[6]
In February 2021, the Annual Bus Route Planning Programme proposed to re-route Route A23 to Kowloon Tong, Sham Shui Po, etc., while the original Kai Tak - Hung Hom service was replaced by a new full-day Route A25. Local organisations were dissatisfied with the similarly circuitous nature of the new routing, deriding it as akin to extending KMB Route 2F to the Airport, and that the diversion would not help improve patronage.[7] However, Citybus still insisted on the restructuring, and the Route A25 was the first to be introduced on 1 April 2023 to replace this route for the Kowloon City - Airport service, while the A23 was re-routed at the end of the same month when weekend and holiday services were resumed, also replacing the then-suspended Route A20, which connects Cheung Sha Wan Road to the Airport during the relevant period.

- Services of this route was resumed but service periods was reduced to operate on Saturdays, Sundays and Public Holidays only, with service hours from Tsz Wan Shan shortened to 08:10 to 20:10;
- Rerouted via Wong Tai Sin, Wang Tau Hom, Kowloon Tong, Shek Kip Mei, Sham Shui Po, Cheung Sha Wan and Mei Foo for both directions, no longer serving Kai Tak, To Kwa Wan, Hung Hom and Jordan;
- Diverted via Chek Lap Kok Road, Tung Wing Road and Airport Road for Airport direction, then return to Cheong Hong Road and original routing.
- 13 November 2023: Monday to Friday service was resumed, with departures from Tsz Wan Shan at 05:10, 06:10 and 07:10, whereas that from Airport at 21:10, 22:10, 23:10 and 00:10.[12]
- 26 November 2023: Both bounds were detoured via the newly completed SKYCITY Transport Terminal.[13][14]
- 18 December 2023:
- The last departure time from Tsz Wan Shan was resumed to 21:40 daily;
- The first bus time from Airport was resumed to 11:10 from Mondays to Fridays.

Pre-paid Return Tickets[]
Pre-paid Return Tickets are priced at $60.0 and are valid for three months from the date of purchase. They are valid for any journey on this route, A20, A21, A22 or A25 to the city and to the Airport.
Passengers can purchase pre-paid tickets at Citybus Customer Service Centres, Citybus eShop shopping platform or designated travel agents.[15]
Same-day Return Discount[]
Passengers using an Octopus card or e-payment device to travel on Cityflyer to and from the Airport/HZMB Hong Kong Port/Lantau Link Bus-Bus Interchange and the urban area on the same day can enjoy half-fare concession on the return trip. To be eligible for the half-fare return trip, passengers must pay both the onward and return fares with the same Octopus card or the same e-payment device within the same service day (i.e. between the first and last bus service hours). The return journey discount is applicable to any Cityflyer daytime route.[16]

Airport Staff Concessionary Travel Scheme[]
Eligible Airport and Hong Kong-Zhuhai-Macao Bridge Hong Kong Boundary Crossing Facilities (HKBCF) staff holding a Personalised Octopus or Personalised Octopus for Airport Staff recorded and approved by Citybus can travel on this route at a concessionary fare of $27.0 per trip ($16.9 for Lantau Link Bus-Bus Interchange to Airport). Passengers are required to present the front of their registered "Authorised Employee Status" Octopus to the bus captain upon boarding, and pay the fare with the card upon confirmation by the bus captain without having to wait for the Octopus fare adjustment.[17]
